Local Sheriff; Complaints About Massage Parlors, Warning; Sexually Explicit Content

Tuesday, October 1st, at the Gloucester County Board of Supervisor's meeting held at the old colonial courthouse, Sheriff Darrell Warren was looking to get a public hearing on the creation of a special local ordinance that is outside of the purview of state code and equally outside of the Dillon Rule that local authorities are supposed to adhere to.  This new special local ordinance would create a new law against what is going on inside of local massage parlors making certain actions illegal in Gloucester County.  Now for some background on why the Sheriff is looking for such an ordinance.  Sheriff Warren claims that he has received numerous complaints about special services being practiced at several locations here in the county and that there are no state laws for which the Sheriff or his deputies can site against these massage parlors for these special services in an effort to stop future practices like this.


What are these special services?  (Warning, the following may be considered sexually explicit and may offend some readers. Caution is advised beyond this point).  Before we begin to explore these special services, let's define what they are not.  Vaginal, Anal and oral intercourse for a fee is considered prostitution within the state and there are laws in place that Sheriff Darrell Warren can take action on and stop these actions if they were going on inside of these massage parlors.  So, these are not the actions where complaints have been issued.  What is not covered is masturbation.  There are no state laws that forbid paying someone to masturbate or massage one's private areas, male or female.  Other complaints are also massage with nudity.  What was not said is who the nude parties are, if they are the massage therapists or the customers or both.  The indication seems to be both however.  The complaints later explained, were after mutual agreements between a customer and the massage therapist and there have been numerous complaints filed by multiple citizens.  Why is anyone's guess.

  One of the problems our forum had while discussing this is the violation of the Dillon Rule by counties in matters like this one.  How is one person to know the laws of one county to the next when traveling through them?  Once the lion is out of the bag, there is no stopping how far it will go in these situations.  One day what looks like a local ordinance to protect the county ends up with who knows how many later?   It's a very dangerous precedent once started, more will follow.  That is why the Dillon Rule is in place.

  So we sent out part of the TTC Media team to do some research and see if Sheriff Darrell Warren might be overlooking any laws to curb and or stop what he believes to be a breach of county ethics in an effort to save the people from themselves.  Why yes there is we found out.  Each massage therapist must be licensed by the state and they could very well be in violation of their state license if they are in fact giving customers hand jobs for a fee.  Besides, this is also a state matter if that is in fact not the case.

  We had a round table discussion on this matter and an interesting concept was brought up.  Could it be that Sheriff Warren wants the county ordinance in an effort to close these businesses down and force a Civil Asset Forfeiture upon them taking all of their money and assets?  We looked at that and what we see, this is an interesting question.  It would also make it impossible for the people who both own and or work at these locations to properly defend themselves as all of their money is taken from them.  In Civil Asset Forfeiture cases, rarely does anyone ever get their money back even if found to be innocent.  Great way to fund your department when the county isn't giving you the budget you would like for your department.

  Now we are not saying this is going to be the case with Sheriff Warren.  This only came up as a possible question in our discussions that makes for an interesting story.  There is also the question in regards to the timing of this.  It's re election time.  What a powerful story this could make days before the election to help sway the vote.  Not that Sheriff Warren really needs any help here anyway.  But it sure does not hurt.  Positive news spin and who knows how much in cash and assets all in one single move?

  Another interesting fact that came up in the round table discussions is that these massage parlors are believed to be owned by folks of oriental decent.  Eastern philosophy is much different than western philosophy in that orientals believe that a massage should have a positive outcome.  A question of intolerance for their beliefs may be of concern to some.  This is not brought up in defense of their practices, just an interesting note.  It was equally brought up with interest that failure to address masturbation for a fee by state legislatures may be for reasons we might not be aware of and they may not wish to discuss.  Either way, it's going to be interesting to see how this plays out over the next few months here in Gloucester.

Gloucester, VA Officials Selling Hand Guns For One Dollar Each

AGENDA ITEM : Request to Consider Amendment of County Code 22-20 “Purchase of Firearm by Retiring Officers

BACKGROUND / SUMMARY:

County Code 22-20 states that the county may allow for a retiring officer with at least 25 years of service to purchase their issued handgun for $1.00. I am requesting this code be amended to mirror State Code 59.1-148.3 which is much more specific and allows for officers injured in the line of duty and Auxiliary Officers to purchase their handguns at fair market value.

Additionally, attached is a memorandum from recently retired Chief Animal Control Officer Carl Shipley. As a sworn law enforcement officer with twenty-two (22) years of service with Gloucester County, he is also seeking the Board’s consideration to amend County Code 22-20 to reflect State Code 59.1-148.3.  (Why is a county criminal even being mentioned here?)

Oh look.  The county is actually fixing one of it's really bad codes on it's own.  We are all very shocked.  They were selling guns for one dollar, but now are switching over to fair market value.  About time.  We had not found that one yet.  So tax payers have been financing guns to public citizens at tax payer expenses?  So how long has this gone on and how much has it cost the taxpayers of the county to date?  How many can local citizens buy for that $1.00 each before the amendment?

Dear Mrs. Garton,


I am writing to request an amendment to County Code 22-20 “Purchase of handgun by retired officers” which states that the Sheriff, with approval of the local governing body, may allow a retiring officer with at least twenty five years of service to purchase their department issued handgun for $1.00.

I was completely unaware of the county ordinance until I made a written request to you to sell a firearm to a retiring Auxiliary Deputy who has served Gloucester County in this capacity for over 15 years and that request was denied based on our county ordinance. VA State Code 59.1-148.3 G states that any sheriff or local police department, in accordance with written authorization or approval from the local governing body, may allow any auxiliary law-enforcement officer with more than 10 years of service to purchase the service handgun issued to him by the agency at a price that is equivalent to or less than the weapon's fair market value on the date of purchase by the officer.

I am surprised that Gloucester County established a County Ordinance to cover this topic when the State Code covers it with much greater detail. I would ask the Board of Supervisors to consider amending the County Code to mirror the State Code for these circumstances.

Our notes:

Darrell Warren was surprised by this why?  Oh wait, that was a slam on Twitching Ted  Willymot now wasn't it?   You can fool some of the people some of the time, you can not fool all of the people all of the time.  This does nothing to stop our next upcoming ordinance violation report to everyone.  The county is loaded with them.

But we really have to be fair and seriously congratulate them on fixing one on their own without us having to point it out to them.  Job well done.  Keep going, only with a lot more and a lot faster.

Darrell Warren Laughing All The Way To The Polls On Tuesday

Present acting Gloucester County Sheriff, Darrell Warren was overheard in a local place laughing with his friends about his upcoming election.  Mr Warren does not really have any real threat contenders running against him in this campaign.

  Mr Warren's only contender is Clarence Bowser who has run in past elections and at best has only managed to collect about 5% of any of the votes.  We find it very interesting that Darrell Warren is going for the most part uncontested in this non race, race.  In the past, there have been a number of people who have stepped up and shown interest in the Sheriff's position.  The contest in the past however was against Steve Gentry.  Last year Steve Gentry stepped down from the position right after just having won the election.

 It was a very strange move for someone who had just won an election to all of a sudden step down.  Inside word as to the real reasons are shocking, however, we will not reveal what we know on this at this time.  We have nothing against Darrell Warren as we do not even know the guy.  We just find this race at this point and time to be highly unusual.  If you do not like either choice, write in for someone else instead of leaving the option blank.  Let your vote count.

Gloucester, VA Sheriff's Race - Two Candidates Now On The Ballet

Clarence Bowser and Darrell Warren are the two candidates now seeking election this fall for the Sheriff's position.  Clarence Bowser is running as an independent and Darrell Warren is running under the Republican platform.  There are no other challengers to Darrell Warren from inside the Sheriff's Office this time although Clarence Bowser is an ex sheriff's deputy from the Gloucester County Sheriff's Office.

This is not the first time Clarence Bowser has run for this position but he gets very little local press compared to other candidates in past campaigns.  Clarence has written a book and it is available on Amazon.  The name of that book is Penalty of Justice: The Pro Se.  CLICK HERE to see the title on Amazon.  You can also read a good section of the book to get a feel for it right on the Amazon site.

Darrell Warren Not Supported For Next Sheriff

We can not possibly back present acting Sheriff, Darrell Warren for the next Gloucester County Sheriff.  Though we do not know much about him, he was the right hand man of past Sheriff, Steve Gentry and with all the issues surrounding Gentry, how can anyone possibly say that Darrell Warren was not aware of what Gentry was up to?  It's possible Warren didn't know anything and was kept in the dark.  Possible, not probable however.  The only thing we have come across on Warren was a receipt for motorcycle parts in his name among papers that also included an arrest warrant for a minor in a house where the minor quickly left Gloucester County.  Not enough to make a case in any direction.  Just a very odd combination of items to be found.

  We know even less about Ledbetter.  All we know is that he was a past deputy in Gloucester.  We do not know when that was though.  We will wait until August and see who all the contenders are for the final part of the race.  Who else is going to throw their hats in?
