Virginia Leaders Tout Economic Benefits of Proposed Atlantic Coast Pipeline

Virginia elected officials, business leaders and advocates from across the Commonwealth released the following statements today following an announcement by Governor Terry McAuliffe, Dominion Resources and AGL Resources about the economic benefits of the proposed Atlantic Coast Pipeline.

In an earlier press release, Dominion, AGL Resources, Duke Energy, and Piedmont Natural Resources announced a joint venture to build a major natural gas pipeline, an energy superhighway, through parts of Virginia, West Virginia, and North Carolina. Construction of the pipeline will create 8,800 jobs, produce $1.42 billion in economic activity in the Commonwealth and generate $14.6 million.

After completion, the project will support 118 jobs per year, produce 37.8 million per year in ongoing economic activity and generate $233,000 in additional annual state tax revenue.

Senator John Cosgrove, Chesapeake:

“This project will bring clean, affordable and abundant energy to communities across Virginia, including Hampton Roads. I am eager to work with Governor McAuliffe, Dominion and AGL to see this project completed safely and responsibly, and to begin to realize the enormous jobs and economic growth potential that the Atlantic Coast Pipeline offers our great Commonwealth.”

Governor McAuliffe, Dominion Resources and AGL Resources Announce Economic Benefits of Atlantic Coast Pipeline to Virginia

RICHMOND -  At a press conference in Richmond, Governor Terry McAuliffe, Dominion Resources CEO Tom Farrell and Hank Linginfelter, EVP Distribution Operations, AGL Resources and Chairman, Virginia Natural Gas, announced the considerable economic benefits that the proposed Atlantic Coast natural gas pipeline will bring to the Commonwealth of Virginia.

In an earlier press release today, Dominion, AGL Resources, Duke Energy, and Piedmont Natural Resources announced a joint venture to build a major natural gas pipeline, an energy superhighway, through parts of Virginia, West Virginia, and North Carolina.

A study by the independent firm Chmura Economics and Analytics found that the pipeline’s construction would:
·       Produce approximately $1.42 billion in economic activity in the Commonwealth.
·       Support more than 8,800 new Virginia jobs, including nearly 5,000 directly supported by spending on construction activities.
·       Generate more than $14.6 million in additional tax revenues for the Commonwealth, including individual income and corporate tax revenues.
·       Once construction is complete, the pipeline would generate a total of 37.8 million per year in ongoing economic activity, support a total of 188 jobs annually and produce more than $233,000 in additional state tax revenue.
“This project is a game changer for Virginia’s economy, and the benefits will be both immediate and long-lasting,” said Governor McAuliffe. “In addition to the thousands of jobs and billions in economic activity that the construction of this project will create, the Atlantic Coast pipeline will lower energy costs for Virginia residents and businesses and help reduce carbon emissions in our state and region.

“This project will also help make Virginia the manufacturing hub of the Mid-Atlantic by enabling us to recruit job creating companies that rely on natural gas. I am proud to have been a part of the team helping Dominion and AGL win this competitive project and I look forward to working with them to leverage this enormous asset as we build a new Virginia economy.”

Joining Governor McAuliffe at today’s press conference were representatives from Dominion Resources and AGL Resources, who will oversee the pipeline’s construction and operation in Virginia.

Dominion Chairman, President and CEO Thomas Farrell II said, “Dominion welcomes the opportunity to partner with three other leading energy companies to improve energy reliability and promote economic development throughout Virginia and the entire three-state region."

Hank Linginfelter, EVP Distribution Operations, AGL Resources and Chairman, Virginia Natural Gas added, "This project brings American, abundant, and affordable natural gas to the US460 corridor and Hampton Roads, and will serve as a backbone for economic expansion."

The proposed Atlantic Coast Pipeline will be a huge asset to Governor McAuliffe and his team as they work to create jobs and build a new Virginia economy.

Virginia Secretary of Commerce and Trade Maurice Jones said, “One of the primary pillars of economic development for the New Virginia Economy is best in class energy infrastructure, sustaining access to diverse sources of energy at the most competitive prices. Today's announcement is exactly what's needed to keep Virginia's economy healthy and growing."

Governor McAuliffe Announces Third Microsoft Expansion in Mecklenburg County

RICHMOND - Governor Terry McAuliffe announced today that Microsoft Corp. will invest $346.7 million to expand its data center site in Mecklenburg County and increase capacity to serve its growing customer base. Virginia successfully competed against other sites in the U.S. for the project, which will create 90 new jobs. Microsoft’s original project in 2010 involved an investment of up to $499 million and 50 new jobs. In 2011 the company invested an additional $150 million to expand the site, and in 2013 announced a $348 million expansion.

Speaking about today’s announcement, Governor McAuliffe said, “Microsoft’s data center campus in Mecklenburg County continues to represent transformational growth, opportunity, and investment for the region and for Virginia. The third expansion project brings the company’s total capital investment to more than $1.3 billion since 2010. Microsoft’s success and continued investment is a powerful testament to the benefits of doing business in Virginia and the thriving data center industry in the Commonwealth.”

“Microsoft has played an important role in the success of Mecklenburg County and Southern Virginia since the establishment of its data center site in 2010,” said Maurice Jones, Virginia Secretary of Commerce and Trade. “The company continues to grow its operation, and this significant expansion is another example of state partners working together to meet a corporation’s needs within a short timeframe. As Microsoft’s customer base expands, we remain ready to help facilitate its success any way we can. We thank the company for its continued commitment and investment in Virginia.”

The Virginia Economic Development Partnership worked with Mecklenburg County to secure the project for Virginia. Dominion Virginia Power, the Virginia Department of Environmental Quality, and the Mid-Atlantic Broadband Communities Corporation also were instrumental in securing this project. Governor McAuliffe approved a $1.6 million grant from the Governor’s Opportunity Fund to assist Mecklenburg County with the project. The Virginia Tobacco Indemnification and Community Revitalization Commission approved $1.6 million in Tobacco Region Opportunity Funds for the project.

“Mecklenburg County is again very pleased to announce another expansion of Microsoft,” said Glenn Barbour, Chairman of the Mecklenburg County Board of Supervisors. “Our County Administrator Wayne Carter has been working closely with the company to offer all the assistance our county could provide. Governor McAuliffe Signs Agreement to Help End Veteran Homelessness

Richmond, Virginia - Gov. Terry McAuliffe has signed onto a national agreement aimed at ending veteran homelessness by the end of 2015.

“This ambitious accord will require cooperation and leadership at all levels to complete such an important task,” McAuliffe said. “We are all guided by the same drive and desire to serve these men and women who have served their country.”

Virginia Secretary of Veterans and Defense Affairs John Harvey made the announcement Monday at a statewide summit in Richmond sponsored by the Virginia Coalition to End Homelessness.

“This endeavor clearly recognizes the status veterans have in the Commonwealth,” Harvey said. “They can be assured that they have advocates at the highest level of government in Virginia.”

The agreement, known as the Mayor’s Challenge, is an initiative of the U.S. Department of Housing and Urban Development and is being promoted by the National League of Cities through its Homeless Veteran Leadership Network. Originally envisioned as a means for city leaders to pull together and implement local strategies targeting veteran homeless, the agreement has also attracted commitments from chief executives of Colorado, Connecticut,Minnesota, Puerto Rico and now Virginia.

Monday’s summit drew homeless service providers, business leaders and state and local government officials, who met together to develop an action plan for addressing the specific needs of veterans and their families. The goal was to create a state plan that cultivates partnerships, identifies and secures new resources, and increases efficiencies in the delivery of services. The summit was a collaborative effort of the Virginia Department of Veteran Services and the Homeless Outcomes Coordinating Council, and was funded by a grant from Dominion Resources.

The Homeless Outcomes Coordinating Council, led by Health and Human Resources Secretary Bill Hazel and Commerce and Trade Secretary Maurice Jones, has embraced the veteran initiative as part of its overall effort to reduce homelessness in the Commonwealth. The group’s hard work is generating significant results. Homelessness in the Commonwealth has declined 7.9 percent in the last year, with a 10.8 percent decrease in family homelessness and a 14 percent decrease in veteran homelessness. Much of that progress can be attributed to bipartisan support for permanent supportive housing and rapid re-housing solutions.

“One in every 10 Virginians is a veteran,” said Secretary Hazel. “They are our neighbors, friends, brothers, sisters, parents and children.”

“All Virginians should be concerned about veteran homelessness,” added Secretary Jones. “These brave men and women deserve the certainty and security of a place they can call home.”Nationally, the U.S. Interagency Council on Homelessness established the goal of ending veteran homelessness by the end of 2015. About 58,000 veterans are homeless in the United States.

The initiative has attracted widespread interest. First Lady Michelle Obama announced her support last week.

Governor McAuliffe Honors 2014 Outstanding Faculty Award Recipients

RICHMOND — Governor Terry McAuliffe today honored 12 Virginia educators as recipients of the 28th annual Outstanding Faculty Award (OFA) for excellence in teaching, research, and public service. The faculty members from public and private colleges and universities across the Commonwealth will be recognized during an awards ceremony today at the Jefferson Hotel as part of the annual OFA program administered by the State Council of Higher Education for Virginia (SCHEV) and sponsored by Dominion Resources. Governor McAuliffe will serve as the keynote speaker.

            “This year’s recipients come from all across Virginia and represent various institutions and academic disciplines,” said Governor McAuliffe. “All 12 share a commitment to their students, their campus communities, and the citizens of the Commonwealth who benefit from their scholarly research and academic knowledge. We pay tribute to their outstanding accomplishments.”

           Secretary of Education Anne Holton continued, “Today’s award ceremony is unique to Virginia in that we honor educators from both public and private, 2- and 4-year institutions of higher education. These educators should be commended for their dedication and commitment to training the next generation of Virginia leaders.”

           SCHEV Director Peter Blake added, “This year’s recipients are among the best and brightest Virginia has to offer in academic fields as varied as Appalachian dialects to medicine.”

            “Dominion values the opportunity to recognize these distinguished faculty members who represent the Commonwealth’s commitment to excellence and diversity in its higher education system,” said Hunter A. Applewhite, president of the Dominion Foundation. “Each year we are awed by the extraordinary achievements of these inspiring educators.”

            The awards are being made through a $75,000 grant from the Dominion Foundation, the philanthropic arm of Dominion Resources. Dominion Virginia Power is a subsidiary of Dominion Resources.

2014 Virginia Outstanding Faculty Award Recipients

Dr. Louise Billaud is an Associate Professor of Music at New River Community College, where she teaches Music History, Music Fundamentals, and Music Appreciation. An accomplished musician, she has performed piano at international music conferences.

Dr. David CifuProfessor of Physical Medicine and Rehabilitation (PM&R) at Virginia Commonwealth University School of Medicine and Chief of PM&R Services at VCU Health System, is known worldwide for his research on the chronic effects of combat-related concussions on service members and veterans.

Dr. Amy Clark, Associate Professor of English at the University of Virginia’s College at Wise, teaches Appalachian language and literature, rhetoric, and applied linguistics. She is the author of two books: Talking Appalachian: Voice, Identity and Community and Success in Hill Country.

Dr. Linda Columbus is a Rising Star recipient and an Associate Professor of Chemistry at the University of Virginia. Her research focuses on the architecture and motions of membrane proteins from pathogenic bacteria.

Dr. Wu-chun Feng, Professor of Computer Science at Virginia Tech, is an internationally recognized researcher in efficient parallel and distributed computing. He created a computing resource for science and engineering that debuted as the greenest commodity supercomputer in the U.S. in 2011.

Dr. Quentin Kidd is a Professor of Political Science and Director of the Judy Ford Wason Center for Public Policy at Christopher Newport University. He is the author of two books: The Rational Southerner and Civic Participation in America.

Dr. Michael Lane, Associate Professor of Chemistry at Emory & Henry College, is an internationally recognized expert in interfacial fracture. His work focuses on the relationship between interfacial chemistry, the environment, secondary energy absorbing processes, and transport mechanisms such as diffusion.

Prof. Allison Orr Larsen is a Rising Star recipient and an Associate Professor of Law at The College of William and Mary. Her research focuses on the information dynamics of legal decision-making and how legal institutions access and use information to make decisions.

Dr. Jeffrey McClurken is the Teaching with Technology recipient and a Professor of History and American Studies at the University of Mary Washington. His areas of interest include the history of the Civil War, veterans, families, the Pinkertons, mental institutions, the 19th Century American South, and the digital humanities.

Dr. William Petri, Jr., Professor of Infectious Diseases at the University of Virginia where he is also Chief of the Division of Infectious Diseases & International Health, is an internationally recognized scientist and the most highly cited investigator in the world on amebiasis.

Dr. Raina Robeva is a Professor of Mathematics at Sweet Briar College. She has championed reform for the integration of mathematics and biology, and her translational research has resulted in three U.S. patents for assessment and diagnosis of attentional impairments. 

Dr. Carolyn Morcom Rutledge is an Associate Professor of Nursing and founding Director of Old Dominion University’s Doctor of Nursing Practice program. Her work focuses on increasing healthcare to rural and underserved populations.
