Governor McAuliffe Announces Environmental Excellence Award Winners

RICHMOND, VA. – Governor Terry McAuliffe has announced the winners of the 2014 Governor’s Environmental Excellence Awards, which were presented at the Environment Virginia Symposium at Virginia Military Institute in Lexington. 

The awards recognize significant environmental contributions in two categories: sustainability and land conservation. They are given to businesses and industrial facilities, not-for-profit organizations and government agencies.

“These award winners demonstrate a clear commitment to improving the environment for the benefit of all Virginians,” Governor McAuliffe said. “This recognition is well-deserved, and I look forward to ongoing improvements from these winners and other environmental and conservation leaders.” 

The Gold Medal winners are:

·       City of Newport News for its comprehensive sustainability program, a product of citizen input and local government leadership, which maps out a long-term strategic approach to becoming a greener community.
·       Elizabeth River Project for its Dominion Virginia Power Learning Barge, a mobile environmental education center known as the world’s first floating wetlands classroom and America’s “Greenest Vessel” designed to offer a closer look at the challenges facing the watershed.
·       Luck Companies for their commitment to sustainability across all business units, resulting in significant improvements in water conservation, land preservation, waste generation and energy savings.
·       Locust Grove Farm Conservation Easement, which protects more than 16,500 linear feet of forested and vegetated buffers on the Mattaponi River in King and Queen County on property that has been owned by the same family for about 350 years.

Award winners were chosen based on criteria including environmental benefit, stakeholder involvement, public outreach, transferability and innovativeness.

The awards are sponsored by the Virginia Department of Environmental Quality and the Virginia Department of Conservation and Recreation.

Governor McDonnell Announces Appointments to the Opportunity Educational Institution Board

OEI Board will focus on turning around chronically failing, or underperforming, public schools 


RICHMOND – Governor Bob McDonnell today announced his appointments to the Opportunity Educational Institution Board. The Board will begin immediately to oversee the OEI.  The OEI, which was created through legislation passed during the 2013 General Assembly Session, will focus on turning around chronically failing or underperforming public schools in the Commonwealth to ensure a high quality education for all students.

The Board is comprised of nine appointed members and ex officio members as follows: two members of the House of Delegates, appointed by the Speaker of the House of Delegates in accordance with the principles of proportional representation contained in the Rules of the House of Delegates; two members of the Senate, appointed by the Senate Committee on Rules; one nonlegislative citizen member who shall have experience with the turnaround of failing schools; one nonlegislative citizen member who shall be a former teacher, former principal, or former superintendent; and, three nonlegislative citizen members who shall be citizens at large.  The nonlegislative citizen members are appointed by the Governor and subject to confirmation by the General Assembly. The Secretary of Education or his designee and the Executive Director of the Institution shall serve ex officio with nonvoting privileges.

Speaking about the OEI Board, Governor McDonnell commented, “The Opportunity Educational Institution Board brings together top K-12 education reform leaders in Virginia with passionate education advocates in state government.  These leaders will work to ensure all Virginia children have access to a high quality education, and they are going to get to work right away.  If a single Virginia school is allowed to continue to fail resulting in students being denied a high-quality education, then we are not doing our constitutional duty. That is unacceptable.  The status quo is no longer ok, and the leaders on the OEI Board will be critical to the bipartisan effort to ensure that every child in the Commonwealth goes to a high quality school and gets a world class education.” 

Senator Ryan McDougle added, “These appointees possess the depth and breadth of experience needed to guide the Opportunity Educational Institution on its critical mission of reforming and revitalizing chronically failing schools.  The Commonwealth is very fortunate to have qualified individuals of this caliber willing to serve on the OEI Board as it begins the arduous and challenging process of ensuring every child in Virginia gets to attend a great school.”

Delegate Kirk Cox, co-chairman of the Governor's K-12 Education Reform Summit and a retired high school teacher stated, “This is another important step forward in our efforts to make Virginia schools the best in the nation. Statewide, our students are well above the national SAT averages in reading, writing, and math. Focusing on failing and under performing schools will help ensure that all students will have the opportunity to achieve academic results that will give them the best skills for 21st century jobs.”

Former Virginia Secretary of Education Jim Dyke noted, “I am confident the OEI Board will provide expert leadership for Virginia's children. The Board is well positioned to oversee the turnaround of failing schools and remain focused on the best interest of children.  I have long advocated for the state having the ultimate authority to take over failing schools in partnership with localities as a last option to assure that students have a lifeline to enable them to get the quality education required by our Constitution. I commend the Governor and the General Assembly for stepping up and providing that lifeline for these students. They deserve such an opportunity to achieve success.”


Gubernatorial Appointments

Lisa Goeas of Alexandria, Vice President of Political and Grassroots Program, National Federation of Independent Business (NFIB)
Goeas is the vice president of political and grassroots for the National Federation of Independent Business (NFIB) in Washington, D.C.  She is responsible for developing and directing NFIB political and grassroots programs that impact public-policy issues important to the small-business community. Prior to joining NFIB, Ms. Goeas was the chief of staff to Hector V. Baretto, small-business administrator at the U.S. Small Business Administration.  As chief of staff, she was the primary senior executive advisor to the administrator on program and policy matters, and represented the agency in negotiations and liaison activities with officials of the White House, Congress and other federal agencies. From 1996 – 2002, Ms. Goeas served as Deputy Chief of Staff for U.S. Senator Tim Hutchinson. Married to Ed Goeas, she lives in Alexandria, Virginia with their three children, Emma, Robert and Bennett. She serves on the Alexandria PTA Council as well as the PTAs for George Washington Middle School and MacArthur Elementary School.

Julia Ciarlo Hammond of Richmond, Director of Legislative Affairs and Policy Advisor, Office of the Governor
Hammond leads the McDonnell Administration’s legislative strategy, develops the Governor's policy agenda and works with members of the Virginia General Assembly to advance the Governor's priorities.  Since January 2011, Julia has been pivotal to the success of the Governor's agendas, directing the Administration's outreach to the General Assembly and stakeholder groups. Practiced in leading a gubernatorial legislative team, she has expertly identified emerging issues in K12 reform, developed and implemented policy initiatives, and secured passage of key reforms that help ensure all students receive a world class education.  Prior to joining the Administration as Director of Legislative Affairs, Julia Ciarlo Hammond was Virginia State Director for the National Federation of Independent Business, the Commonwealth's leading small business association.  Previously, she served as Director of Government Relations for the Virginia Hospitality and Travel Association. She also served in the Office of Attorney General Jerry Kilgore, and as a legislative aide to Delegate David Albo. Hammond earned her bachelor's degree from the University of Mary Washington.

Doug Mesecar of Aldie, Founder of Adeptio Education and Former Deputy Chief of Staff and Assistant Deputy Secretary of the Office of Innovation and Improvement for the U.S. Department of Education
Mesecar brings significant expertise in federal and state-level education policy encompassing funding, policy-making, innovation and business development.  Mesecar previously led the Office of Innovation and Improvement, directing the implementation of the charter, choice, tutoring, teacher quality, and technology provisions of the Elementary and Secondary Education Act, as well as identifying innovative approaches to reform and improvement and provided budgetary and administrative oversight for over 30 grant programs.  Mesecar began as a teacher in Colorado and currently is founder of Adeptio Education, a government relations and consulting business for education organization, and co-owns a Sylvan Learning Center in Northern Virginia. Mesecar earned his bachelor’s degree in political science from Hope College and completed post-graduate education at the University of Denver.  Mesecar and his family live in Loudoun County, and his two children attend Loudoun County Public Schools.

Dr. John Nunnery of Norfolk, Executive Director, The Center for Educational Partnerships at Old Dominion University (ODU)
Dr. Nunnery leads the ODU Center for Educational Partnerships. He is an expert in school restructuring and reform, educational evaluation, testing and measurement, strategic planning, and accountability. Nunnery holds an Ed.D. from the University of Memphis in Educational Psychology and Research, in addition to degrees from Rhodes College and Memphis State University.  His previous appointments include Director of the Bureau of Educational Research and Services at the University of Memphis, Associate Research Scientist at Johns Hopkins University, and Executive Director of Research, Standards, and Accountability for Memphis City Schools.  He has served two terms as President of the Comprehensive School Reform Special Interest Group of the American Educational Research Association.

Anne S. O'Toole of Manakin-Sabot, Retired Principal for Chesterfield County Public Schools  and Educational Consultant
O’Toole is an educational consultant whose passion is empowering educators to implement student-centered, inquiry-based, “best practices” for instruction.  Anne spent 41 years as a teacher, reading specialist, K-12 language arts supervisor, and elementary principal in Richmond City and Chesterfield County.    She was the principal of the first Expeditionary Learning School in Virginia, Robious Elementary (2005), which was identified as a national Blue Ribbon School of Excellence under her leadership.  Still passionate about improving instruction, she now works with the Virginia Department of Education, the Governor’s Office of Education, the University of Richmond, and Virginia Commonwealth University to inspire principals and teachers. Currently, she is traveling throughout Virginia to implement a series of trainings on empowering teachers as leaders of successful school leadership teams.  Anne holds degrees from the College of William and Mary and Virginia Commonwealth University.

About the Opportunity Educational Institution

The OEI, which was created through legislation passed during the 2013 General Assembly Session, will focus on turning around chronically failing, or underperforming, public schools in the Commonwealth to provide a high quality education for children attending any failing public elementary, or secondary school. 

Consistent with the Constitution of Virginia, “it is desirable for the intellectual, cultural, and occupational development of the people of the Commonwealth . . . . to ensure that an educational program of high quality is established and continually maintained for all students throughout the Commonwealth.” This law establishes a statewide Opportunity Educational Institution to provide a high quality education for children attending any failing public elementary or secondary school. The Opportunity Educational Institution will be uniquely positioned to turnaround failing schools and provide all students the opportunity they deserve. While this model is new to Virginia, it is proven nationally. States like Louisiana and Tennessee have created Recovery and Achievement districts and the results are positive.

Governor McDonnell Awards $4.5 Million in Strategic Teacher Compensation Grants

SALEM – Governor Bob McDonnell today announced Strategic Compensation Grants totaling $4.5 million to provide performance and incentive payments of up to $5,000 for teachers in 13 school divisions who meet goals related to student achievement, professional growth and leadership.  McDonnell announced the awards at Andrew Lewis Middle School as he began his statewide “This Commonwealth of Opportunity” tour with a stop highlighting implementation of a key piece of his All Students K-12 education reform agenda.

The Strategic Compensation Grant program is part of McDonnell’s “ALL STUDENTS” education reform agenda and was approved by the 2013 General Assembly. The strategic compensation legislation was sponsored by House Majority Leader Kirk Cox (R-Colonial Heights) and Senator Jill Vogel (R-Fauquier).  McDonnell proposed the grant program as a means to encourage school divisions to collaborate with teachers to create compensation models – such as the pioneering teacher-designed incentive program adopted by Salem Public Schools in 2011 – that reward classroom educators whose efforts enable schools and divisions to meet strategic goals.

In announcing the awards today, Governor McDonnell said, “Since the beginning of this administration, we have worked to implement reforms to ensure that all children, regardless of their zip code, have access to a quality education.  These grants move us closer to achieving this goal by rewarding excellence and leadership while providing incentives for good teachers who take on challenges in the schools where they are needed the most. Teachers who stay late, mentor new colleagues, accept assignments in hard-to-staff schools and whose students consistently do well deserve more than our thanks; they deserve to be rewarded.  I congratulate these 13 school divisions for their openness to reform and innovation and their willingness to collaborate with teachers on how best to achieve strategic goals for improving student outcomes.”

Effective July 1st, the Budget approved by the General Assembly gave school divisions until July 15th to submit applications to the Virginia Department of Education (VDOE) for funding. School divisions were encouraged to design plans that would reward teachers for increasing student achievement, improving the quality of instruction and strengthening school leadership — especially in hard-to-staff schools and in critical shortage subjects.

Nineteen school divisions indicated interest in applying to the grant program.  To help school divisions with the process, the Secretary of Education partnered with the Virginia Association for Supervision and Curriculum Development to host a one day Symposium for all interested divisions.  Thirteen divisions applied for Strategic Compensation Grants and a VDOE review panel determined this week that all of the applications met the approval criteria — including the involvement of teachers in the development of the model — to be funded. The review panel included representation from the Virginia Association of School Superintendents, Virginia Education Association, Virginia Association of Elementary School Principals and Virginia Association of Secondary School Principals.   

More than 1,400 teachers in the 13 divisions could receive performance and incentive payments by meeting the goals identified in the applications and earning positive performance evaluations. Teachers must be licensed and teaching in their endorsement area to participate. 

“The beginning of the new school year will be especially exciting in these divisions as teachers collaborate to meet school- and division-level objectives for improving instruction and student outcomes,” Secretary of Education Laura Fornash said. “I commend the superintendents, school board members, principals and teachers in these divisions for their willingness to embrace innovation and reform.”

“I congratulate the superintendents and school boards of the divisions that applied for these grants for their willingness to think outside of the box and create new opportunities for their teachers,” Wright said. “The applications address the governor’s goals as well as the unique leadership and instructional needs of each division.”

2013 Strategic Compensation Grant Recipients

·         Amelia County — $536,904 to provide incentive payments of up to $5,000 for 95 teachers who achieve goals related to professional growth, increased parental involvement, increased student achievement and coaching and mentoring other teachers
·         Chesapeake — $39,637 to provide incentive payments of $2,500 for 14 teacher coaches selected for their success in raising achievement of low-performing student subgroups
·         Cumberland County — $107,650 to provide incentive payments of up to $5,000 for 20 teachers who demonstrate that they have met goals for increasing student learning and achievement
·         Dinwiddie County — $471,783 to provide incentive payments of up to $5,000 for 344 teachers who meet goals related to increased student achievement, professional growth and leadership
·         Fluvanna County — $212,920 to provide incentive payments of up to $5,000 for 65 teachers at Fluvanna Middle School who meet goals related to increased student achievement and school-wide accountability
·         Gloucester County — $331,874 to provide incentive payments of $5,000 for seven lead teachers and payments of $4,000 to 66 middle and high school teachers and intervention specialists who meet goals related to increased student achievement, professional development and improved teaching
·         Goochland County — $450,000 to provide incentive payments of up to $5,000 for 135 “exemplary-rated” teachers who meet individual and school-wide goals related to increased student achievement, professional development, improved teaching, community engagement and accepting challenging assignments
·         Harrisonburg — $432,011 to provide incentive payments of up to $5,000 for 159 teachers who meet goals related to achieving dual-language endorsements and proficiency in Spanish, including bonuses to attract or retain already qualified teachers
·         Lynchburg — $26,250 to provide $5,000 incentive payments to five experienced and successful mathematics teachers selected to serve as coaches for mathematics teachers in the city’s middle and high schools
·         Portsmouth — $72,340 to provide incentive payments for 24 middle and high school teachers who meet goals related to increased student achievement in mathematics as follows: $5,000 for eight master mathematics teachers, $2,000 for eight partner mathematics teachers and $1,000 for eight partner special education teachers
·         Roanoke — $706,307 to provide incentive payments of $5,000 for 125 teachers at Garden City Elementary, Morningside Elementary and Westside Elementary who meet performance goals related to increased student achievement
·         Salem — $850,000 to provide incentives of up to $5,000 for 302 teachers who meet individual, school and division goals for increased student achievement and use of technology
·         Suffolk — $259,975 to provide incentives of up to $5,000 for 46 high school mathematics and special education teachers who meet individual, school and division goals for increased student achievement in mathematics

During 2011-2012, 25 schools took part in the governor’s Performance Pay Pilot Initiative. Of the 782 participating teachers, 225, or 29 percent, earned exemplary ratings and were awarded performance bonuses of $600 to $5,000. Teachers in the participating schools were evaluated using the Board of Education’s 2011 Guidelines for Uniform Performance Standards and Evaluation Criteria. Under the model system, 40 percent of a teacher’s performance evaluation is based on student academic progress.

RICHMOND – Governor Bob McDonnell, Secretary of Education Laura Fornash and ALL STUDENTS Co-Chairs Kirk Cox and Jim Dyke today released the agenda and speaker list for the upcoming Governor's K-12 Education Reform Summit to be held in Chantilly on August 5th.

The summit will feature keynote speeches from Tennessee Governor Bill Haslam via Skype, Baltimore Superintendent S. Dallas Dance, and Governor McDonnell. The summit will address the need for K-12 education reform, college and career readiness, solutions for struggling schools, public charter schools and leadership in public education. All teachers, administrators, parents, community leaders, legislators and policymakers are encouraged to register to attend.

Governor McDonnell remarked, “I thank summit co-chairs Jim Dyke and Kirk Cox for their continued leadership and hard work to assemble such a diverse and informed agenda.
