Gloucester, VA Board of Supervisors To Honor Themselves For Raising Your Taxes

Gloucester, Virginia:  Louise Theberge in a self serving fashion has decided to honor herself and two other board members who are leaving in January at the end of their terms as new board members will be coming in to replace them.

  Carter Borden and John Northstein are the two other board members who have decided not to run for a second term.  Carter Borden a member of the secret society, the Freemansons, and John Northstein, a member of the the Rotary Club, an offshoot of the Masonic order in conjunction with other secret societies, have at least tried to positively contribute to the local community as well as prevent certain abuses within the county.

  The question raised around the office has been, if Louise deserves to be recognized for her service, why isn't she waiting for the new board to come in and do so?  We would suggest that Louise has cost the taxpayer base of this community millions of dollars in unwanted and unneeded expenses along with very highly questionable, and in our opinion, based on our research, illegal ordinances that in some cases seems to have been put in place to hunt some of Gloucester's citizenry under unfair advantages for personal reasons.

  She has alienated the republican party in many areas from what the word on the street says which has caused the party a lot of harm.  And here she is patting her self on the back for a job well done?  If she isn't careful, she could hurt that arm as she pats herself on the back.

Gloucester County, the Battle of the Hook, and Local Government
















Open Letter to the Citizens of Gloucester County Virginia


The Battle of the Hook reenactment that took place last weekend was a very good event put on by the county and it shows the effort that went into making this event happen. Thanks to everyone.

With that said now to the focus of this letter.  Ms. Theberge was overhead during the Saturday evening reenactment saying she did not understand what the people on the field were doing.  She repeated this several times.

The Virginia Constitution was written for us to limit the government intrusion into our lives.  Have you ever read the Constitution of the United States?  How about the Constitution of Virginia?

With Ms Theberge not being a student of war or the American Revolution that makes sense that she did not understand that the artillery was there to protect the attacking troops and would not go forward during the final push on the redoubt.  However, I believe the County officials do not understand what the war was fought to accomplish.  The County officials, acting like the ruling elite from the 1700s, do not listen to the citizens of the county and do what they want and raising taxes to pay for their wants.  Passing ordinances that are not in accordance with Virginia Code. Building swamp schools rather than repairing functional buildings.  If you visited the Battle of the Hook you would have seen Ms Theberge in her Royal Chariot going around the grounds looking down her nose at us common people on Saturday.  The Royal Guard was there in their full battle armor intimidating the people there enjoying the events going on around them.

Our elected county officials need to represent all of the people not just a few that are their friends.  We need to let the Board of supervisors know that if they are not going to represent all of the people they will be replaced.

Open Letter to the Citizens of Gloucester County Virginia


I got the title from the Board of Supervisors home page.  Is this for all of the citizens of the county or a few that are the friends of the chair of the Board of Supervisors?  Based on the nanny laws the chair has overseen while she has been on the board it is hard to believe this is"The Land of the Life Worth Living"

The Virginia Constitution was written for us to limit the government intrusion into our lives.  Have you ever read the Constitution of the United States?  How about the Constitution of Virginia?

Mr. Wilmot I have watched many of the Board of Supervisors meetings from afar. You are the smartest person in the front of the room. Do you get tired of being the court jester in these meetings and in your daily work for the county? (I do find you entertaining but have a hard time taking you seriously) You as an attorney, agent of the court, and government employee know you can be fired for lying and doing things that are against the law. The Nuremberg trials showed a person following orders that are illegal will still be held accountable. You as a responsible county employee and lawyer should be setting the example and letting the county know what is and is not acceptable. I understand the animal code Mr. Thompson provided to the county last month is legal, wink wink nod nod by your own words. No one is able to tell you did not do a good job defending that illegal code. Also, I have heard that you have personally thrown these charges out in court as being an illegal law on multiple cases.

  Based on your input that is why Mr. Thompson chose to show how the county is violating the air conditioning animal control code rather than show that it is not legal based on Virginia Code, Dillon Rules, and the Virginia Constitution.  As long as there are illegal codes in the Gloucester County Code they will be used to show how the county leadership are in violation of their oath of office that makes you legally responsible for your actions.  For the non lawyers the individuals breaking their oath of office can be made to personally pay for the results, not the county taxpayers.  Has anyone been charged with these illegal animal control laws that you have not dropped the charges in court?

I find it interesting that in the August Agenda the Board of Supervisors planned to recognize the retirement of the Chief of Animal Control but in the September Meeting they just learned about it?  Does the Board have old timer’s disease?  Or do they think we are fools?

It is interesting to learn from one of Mr. Thompson’s blogs that a county attorney owns the property across the road from the new swamp middle school.

Anyone that animal control has picked up your animal and made you pay to get it back print a copy of the blog on Monday about Animal Control violates the law plus information on your specific animal, go to the magistrate and get them to bring charges against animal control, and county management.  All the charges that can be brought against them are in the story.  Because Animal Control Officers are held to higher standards for animal treatment, the person or persons will probably be suspended without pay until after the trial.  Also, do your best to delay the trial as long as possible.  We need to hold our Supervisors and county management to the same standards they want us to follow.

P.S.  Ms. Theberge was the victory dance in the chair after the meeting because you had everyone in the room mad at each other or because you got what you wanted?  You are showing leadership style of a dictatorship not a Democratic Republic.  This is the kind of actions that get you reelected!  Oh, that right you go home in December. Where was the other pastor that needed to pray for you?  The Board needs a minimum of two.

Connecting The Dots of Gloucester Officials Corruption?


























Yesterday we showed you how the shell game is played and how it has been played against the taxpayers of the county.  Today we are going to connect some dots that we have shown before.  Above is a screen shot that shows the board of directors for the Gloucester Main Street Preservation Trust and board members.  Here is what you want to look at.  Louise Theberge is a board member.  Same Louise Theberge that is the chairperson for the Gloucester County, Virginia Board of Supervisors.  Now note who the chairman is for the board of the Gloucester Main Street Preservation Trust.  Breckenridge Ingles.  Guess who owns over one thousand acres of land, located across from the new school being built on a swamp.  If you guessed Breckinridge Ingles, you would be correct.

  Is this just amazing coincidence?  It has to be.  The below information comes from the Gloucester County government site, land values and information.

That is over one thousand acres of land with a value of over four million dollars.  And now it is across from the new swamp school.  Anyone think this is now a good time to start clearing the land and preparing it for site construction of homes and maybe even some commercial properties?  Was not a great location if the school were to be built in it's old location.  But that is all just coincidence now isn't it?  Of course it is.  All of these dots being connected are just mere coincidence.  Louise Theberge being a board member of the Gloucester Main Street Preservation Trust is just mere coincidence.  

  The joint projects between Gloucester County government and the Gloucester Main Street Preservation Trust are just mere coincidence.  You also have to wonder if it is a fair question to ask if the members of the Gloucester County Board of Supervisors have an inside financial incentive to build the new school on the swamp?  Shell games and information that no one else will dare cover, right here on Gloucester, Virginia Links and News.  You have to ask a lot of questions about what is really going on around you.

Gloucester, VA Board of Supervisors Guilty of Suppression?

Suppression:  It takes many forms and has many acts.  The reason for the question?  It was discussed in one of our own meetings why some county Board of Supervisor meetings have open discussion of topics allowing the public to speak on said topics and what has been observed is the time limitations that the Board of Supervisors put on people for how long each person has to speak.

Some topics have open discussion from the public for 5 minutes per person while others we have seen have 10 minutes of time allocated to the public.  The questions we started to ask is what gives the Board of Supervisors the power to make and or change these times for public speaking?  So far we have seen no law that supports time limitations for how long any member of the public is allowed to address any topic before the Board of Supervisors.  All we have been able to ascertain is that the time limitations are only requests made by the Board of Supervisors to give enough people the chance to speak and nothing more.

Stopwatches should never be used against the public as we have seen Louise Theberge use time and time again.  What we have been able to determine is that Louise uses the stop watch and request as though it is a mandated law and that she is the dictator in charge of suppression over anyone who would dare speak out against any plans that either she or anyone else on the board wishes to push through.  What Louise and other Board members seem to fail to remember is that the time limitations can only be requested of the public.  Neither the Federal nor the State government imposes these time limitations on anyone, why should anyone allow county officials to get away with this?  It's an act of suppression and a tool of tyrants violating the public trust.



Here is one Gloucester citizen that went to speak before the Board of Supervisors and had the same 5 minutes to speak as everyone else.  He was not even accorded 4 minutes before he was so rudely interrupted by Louise Theberge causing him to lose his concentration.  That was very clear suppression.  Louise  Theberge did this again in August to Theresa Altemus during the School Bond hearing.  We have the video posted at the bottom of this site and you can see where Theresa Altemus is cut off by Louise Theberge from continuing on with her arguments in opposition to the Board's plans to pass the new school bonds.  Theresa Altemus was once a member of the Board of Supervisors and privy to a lot of information that most others would be very pressed to get.  That meant that Theresa was a threat to the present Board of Supervisors and probably why she was suppressed in her arguments against the school bonds.

We are asking the Board of Supervisors and Twitching Ted, (I'm not an attorney) Wilmot, county attorney, to show where in Virginia Code they have a right to limit, hence, suppress the people from speaking for longer periods other than the county's request for self limitations in order to give others a chance to speak.

  In other words, we want to see these abuses stopped once and for all.  County government is not a dictatorship by the few for the few.  County government is granted by the governed and is for the governed and at the consent of the governed.  Would be dictators need not apply.

Open Letter to the Citizens of Gloucester County Virginia


Thank you Gloucester County for voting during the June Primary Election.

Those who voted show they support the system of government we have in Virginia and the US.  It is our responsibility to get out and vote.  There were winners and losers in these primary elections but the voters won by makings the system work.  Those voting in the Republican primary you voted to give Ms. Theberge a well earned vacation after 14 years of dedicated service.  Those voting on the Democratic Primary you voted for who you think will best serve us if elected to office.  My focus has been on our local government and I have not looked at the state level positions yet.  Whoever we vote for should support the Virginia Constitution as written since their oath of office is to support and uphold the constitution and the Bill of Rights in its entirety.  They need to be for small government and decreasing our tax burden.  Do the candidates do this?  We have time to learn their positions between now and the first of November.

We have two people on the ballet for Gloucester County At Large Supervisor as well as those running for individual districts; we have time for them to present us their position to ensure we get one that will follow the constitution, keep our taxes and dept down and bring the county code into compliance with the Virginia Code and Constitution.

Following the Virginia Constitution is a lot of work if we want to stay Citizens and not become serfs.  Keep up the work we have started we are well on our way.

Candidates for local and state office the blog site this letter is published on will publish your position and unlike newspapers there is no cost to you.  This is what you stand for and what you will do if elected to office.  He does not look for you to provide dirt against the other candidates.

Gloucester Local News Updates - June 12th, 2013 - Theberge defeated by Meyer in vote

GLOUCESTER — The School Board will consider at its June 25 work session whether to redistrict 32 students who live in neighborhoods along Indian Road from Botetourt to Petsworth elementary schools.
The proposal is designed to lighten the enrollment at Botetourt Elementary School, which parents have complained is crowded.
But members of the School Board aren't so sure they want to send 16 fourth- and fifth-graders to another school — again. In 2009, a redistricting sent the students from Petsworth to Botetourt, and now they would be heading back.
The 32 students live in neighborhoods on Indian Road between Figg Shop and Harcum roads, said Gloucester Assistant Superintendent John Hutchinson. The travel time for the students would be about the same, he said.
School Board member Anita Parker said she lives in the area and won't support the redistricting because it's a hardship on families.
"I don't think this amount of children will make enough of a difference because they are split up into enough grade levels," Parker said. "I cannot support moving any of these children back to Petsworth once again."
The proposal would move three kindergartners, four first-graders, three second-graders, six third-graders, six fourth-graders and 10 fifth-graders, according to school documents.
School Board Member Carla Hook said the fourth- and fifth-graders would be attending their third school and is concerned about that. Elementary school students shouldn't be forced to go to more than two schools, she said.
Chairman Randy Burak said the fifth-graders comprise one-third of the group and would move to middle school after one year.

In the 4700 block of George Washington Memorial Highway
The business alarm at Hampton Pipe & Tobacco was activated at 3:35 a.m. on May 21. Someone gained entry through the front door of the business by apparently breaking the glass with a cinder block. Cigarettes and general merchandise valued at less than $200 were taken.
In the 2000 block of Kathleen Place
A resident reported on May 21 a breaking and entering of a detached garage that had occurred overnight. Forced entry was made to the side door. An LG cellular telephone was taken from an unsecured vehicle inside the garage. The value exceeded $200.
In the 10400 block of Foxes Creek Drive
A resident reported on May 21 that his Langley Federal Credit Union credit card had fraudulent transactions on May 18 and May 20 in Michigan. The total charges were $310.
In the 6700 block of Main Street
An employee of Laurel Shelter Gift & Thrift Shop reported on May 21 that sometime overnight a 1995 Chevrolet S-10 belonging to the business had its ignition damaged. There were no signs of forced entry.
In the 7000 block of Woodsville Road
An employee of Earth Friendly Pest Exterminating reported a breaking and entering on May 21. Sometime between the afternoon of May 20 and 2 p.m. on May 21 forced entry was made to the front door. An industrial drill hammer and 12-volt battery charger were taken, with a combined value exceeding $200. An undisclosed amount of cash was also taken.
In the 4400 block of Canvasback Drive
A resident reported on May 21 that her Langley Federal Credit Union credit card had a fraudulent online transaction that day for $325.88. The credit union contacted the victim in an attempt to verify the transaction.
In the 8400 block of Little England Road
A resident reported on May 22 a larceny that had occurred overnight from an unlocked vehicle in the driveway of a residence. Prescription medication was taken.
On John Clayton Memorial Highway
A traffic stop in the area of Route 14 and Ware Episcopal Church on May 22 resulted in a traffic summons issued to Kenneth Carl Hurst, 51, of John Clayton Memorial Highway in Gloucester, for driving with a suspended license and failure to wear a seat belt.
In the 7500 block of Justice Drive
A 20-year-old woman reported on May 22 that she left her wallet unattended in the restroom of Applebee's restaurant between 1 p.m. and 1:30 p.m. When she realized it was gone and returned to the restaurant, the wallet was not located and had not been turned in. The wallet contained an undisclosed amount of cash and credit cards.
In the 5600 block of Millwood Drive
A resident reported on May 23 that her BB&T credit card had fraudulent online charges for $167.39 that occurred on May 21.

Theberge defeated by Meyer in vote


GLOUCESTER — Political newcomer John C. Meyer Jr. soundly defeated incumbent Louise Theberge in Tuesday's Republican Party primary, setting up a race against another political newcomer in November for a seat on the Board of Supervisors.
Meyer received 1,089 votes, or 59 percent, to the 762 votes tallied for Theberge, or 41 percent, according to results from the Gloucester County Voter Registrar's Office. Meyer, who moved to Gloucester in 2005, will take on W. Grant Keller in November for the At-Large seat on the Board of Supervisors to be vacated by Theberge.
With the pending departure of Theberge, as well as the departures of Petsworth Supervisor John Northstein and York Supervisor Carter Borden, the Board of Supervisors will not have a member with more than one term of experience when it's seated at its first meeting in January 2014.
The only caveat to that is if former Supervisor Graham C. Blake, who served in the 1990s and through 2003, wins election in November in a three-way race in the York District. Other candidates in that race include political newcomers Marcia J. Mickle and Phillip N. Bazzani.
In the Petsworth District, Michael R. Winebarger faces Michael D. Jenkins.
The School Board races all have single candidates to include:
•Charles B. Records in the At-Large District;
•Incumbent Carla B. Hook in the York District;
•Incumbent Anita F. Parker in the Petsworth District;
•Incumbent Troy M. Andersen in the Gloucester Point District. Andersen is seeking to fill an unexpired term through Dec. 31, 2015.

Our congratulations to John Meyer on his recent win.  The people really do want limited government that is responsible to the people and responsive.

Gloucester, VA - Louise Theberge, Questions of Quid Pro Quo And Conflicts of Interest?




This is the video in full that covers the recent introduction of the Gloucester Main Street (Village) sub area plan.  Louise serves on the board of the Gloucester Main Street Preservation Trust.  This video opens a lot of legal questions.  Are there Quid Pro Quo issues here?  The conflict of interest is very clear.  We just received this comment from one of our readers.

Unlike one of your other readers please feel free to post my comments.  Like you, I would like the County to answer the issues you have brought up in your posts.  Please continue to keep us informed since none of the local papers care to cover the news!

I read your article wondering how these things could happen.  Louise Theberge being the chairperson of the Gloucester County Board of Supervisors would know that she has to excuses herself from any discussion or vote on anything to do with the Gloucester Main Street Preservation Trust as this is a conflict of interest and a violation of the public trust.  Case in point Mr Borden excused himself from discussions and votes on extending the sewer line to Providence Baptist Church since he is a long time member and supporter of the church.  We know she did not do this since the vote was 7 – 0.  I have to wonder why the State Police or FBI are not investigating this issue.  Does this meet the definition of Quid Pro Quo?

For example, under the common law, a binding contract must involve consideration: that is, the exchange of something of value for something else of economic value. Similarly, political donors are legally entitled to support candidates that hold positions with which the donors agree, or which will benefit the donors. Such conduct becomes bribery only when there is an identifiable exchange between the contribution and official acts, previous or subsequent, and the term quid pro quo denotes such an exchange. The term may also be used to describe blackmail, where a person offers to refrain from some harmful conduct in return for valuable consideration.”

Louise Theberge stated in a newspaper article for her reelection she is open to listening to the public.  I would like her to talk to us.  I would like her to address these issues and the questions you have your story “Gloucester, VA - What Are The Board of Supervisors And The GMSPT Hiding? “


I would definitely like to see these issues cleared up before the Republican Party considers proving support for her reelection.  These issues appear to reflect poorly on her as a person, as a member of the Board of Supervisors, especially as the chairperson, and the Republican Party in Gloucester County.
