Principles of Liberty: No 4.  Written by my good friend Donna Sayegh of Portsmouth, Virginia.  Donna is a very gifted woman who fights for the freedoms and liberties that so many of you ignore and let slip away so that you can pay higher taxes and enjoy much less with each passing year.  How is that working out for you?

  Donna has grasped a tremendous amount of information in a very short period of time and this piece above is a testament to such.  Donna allows us to publish her works and once I read this piece knew it needed to be shared with everyone else.

  Thank you Donna, for all of your hard work and dedication to our freedoms.  And Donna has a very valid point: fighting for our freedoms is also fighting for our faith and standing up for God.

Principles of Liberty # 21. Strong local self-government is the keystone to preserving human liberty.

Political power automatically gravitates toward the center, and the purpose of the Constitution is to prevent that from happening. The centralization of political power always destroys liberty by removing the decision-making function from the people on the local level and transferring it to the officers of the central government. This process gradually inactivates the spirit of service among the people, and they lose the will to solve their own problems. They also cease to be involved in community affairs. They become the nameless and forgotten in the seething crowds of the city and are they are the corrupted faceless puppets that have neither a voice nor a vote.

In Ancient England, local self-government is found in connection with the political and territorial divisions of ten’s to hundreds of boroughs, counties, and shires, in which the body of inhabitants had a voice in managing their own affairs. Hence it was the seed of the Anglo-Saxon constitution of civil government. (The Shire was originally a division of the kingdom under the jurisdiction of an Earl or Count, whose authority was entrusted to the sheriff.)

In the course of events, the crown deprived the body of the people of this power of local rule, and vested it in a small number of persons in each locality, who were called municipal councils. They were clothed with the power of filling vacancies in their number, and became self-perpetuating bodies. In this way, the ancient freedom of self-government was undermined, and the power of the ruling classes was installed in its place. Today, Virginia has its new A- ris-tock-racy, our municipal councils, they are clothed with power, power granted to it by the General Assembly, not by the people. SB513 and HB2313 legislation is attempting to rob us, Virginia Patriots, of our life-giving spirit of self-government. We are not going to allow this Law to dampen our spirit for Liberty and Justice for all. We have not lost the will to solve our own problems. We are not going to cease to be involved in our community affairs.

We are not going to be the nameless and forgotten in the seething
crowds of our cities and we are not going to be corrupted faceless
puppets that have neither a voice nor a vote.

We are putting you on Notice. We, the good people of Virginia, are not going to Consent to this Tyranny. We are not going to Consent to being ruled by the self-appointed few. The self appointed few has multiplied into an army of non-governmental agencies trying to take on the New World Order crusade, such as: Connect Hampton Roads, Hampton Roads Public Transportation Alliance, Transportation for America, Mobility Matters, Hampton Roads for rail, The American conservative Center for Public Transportation, The Economic Forecasting Project, HR Association for Commercial Real Estate and many others agencies too numerous to count.

The HRTAC was created to have the transportation bonding authority and the issuance of bonds for the Hampton roads transportation projects. That is all. We only need 6 people to do the work of a bonding authority. We need to have people who know how to do a bond. All we need is a job description on the Bonding requirements. I have attached a sample guideline to simplify what needs to done for this Commission. Our taxes do not need to pay for another bureaucracy. If the Secretary of Transportation wanted to work to do the Bonding for the Transportation projects, then the job is limited in scope. We, the good people of Virginia, do not need this Commission in the first place. We do not consent to have one.

HRTAC is all about transportation funding for the Virginia Port Authority. It is all about getting trucks in and out of the port of Hampton Roads. It is all about building another terminal on Craney Island. It is all about getting more material things into the hands of the unaware people of Virginia and other states in our union. Have you seen all the frivolous materialism coming from China stock the shelves of Wal Mart. These aren’t necessities. Look at Portsmouth, we have lost so much of our land for the benefit of the Port. Not only lost of land, but the excessive building of apartments and houses with the remaining land that we do have. Portsmouth is a Port city. It is an industrial City, but the non-governmental agencies are promoting us to live like rats in an urban environment to promote the totalitarian government that we the good people of Virginia are saying, NO WE DO NOT CONSENT to this form of government. I have attached a Notice of the Totalitarian form of government you are trying to force on us. We the People say: NO WE DO NOT CONSENT.

Statement of Governor Bob McDonnell on I-264 Downtown Tunnel Project in Portsmouth

RICHMOND – Governor Bob McDonnell today issued the following statement in response to concerns from the City of Portsmouth regarding the Elizabeth River Tunnels Project weekend tunnel closures and its impact to the local business community:

“I directed the Virginia Department of Transportation, the Commonwealth Transportation Board and Elizabeth River Crossings (ERC) to work with the City of Portsmouth to develop the most balanced solution for the work that needs to be done on the I-264 Westbound Tunnel in Portsmouth.  As a result of collaboration by all partners involved, the Commonwealth and ERC listened to the concerns of Portsmouth and developed an alternate plan to ease the impact of tunnel closures on local businesses.  Moving forward, there will be no full weekend tunnel closures, so businesses and the community will be able to use the tunnel during the daytime and early evening hours through the weekends and weekdays.  The westbound tunnel will be closed for work during the nights only.  This is a viable solution reached by the state, Portsmouth and the private sector.  Rehabilitation of the existing Downtown and Midtown tunnels is part of the Elizabeth River Tunnels Project to improve safety and extend the life of these facilities. This work must be done to improve safety and mobility in the Hampton Roads region.  As construction continues, the project team will continue to work with the community and motorists to maximize safety and create the least impacts as possible.  When the project is finished, motorists and citizens will have a greatly improved transportation facility.”

Governor McDonnell Announces Four Virginia Enterprise Zone Designations

Three cities and Two Counties Receive Enterprise Zone Status to Attract New Businesses and Jobs

RICHMOND - Governor Bob McDonnell today announced four Virginia Enterprise Zone (VEZ) designations. The zones are for the City of Portsmouth, the City of Winchester, Scott County, and a joint zone including the city of Radford and Pulaski County. Each locality will use state and local enterprise zone incentives to create new jobs, promote private investment, and support the overall growth of the local economy.

“Bringing jobs and new businesses to the commonwealth is our top priority,” said Governor McDonnell. “The incentives offered in the enterprise zones, along with our robust workforce and pro-business regulatory climate are just a few reasons why Virginia is the best state for business.”

The Virginia Department of Housing and Community Development (DHCD) administers the VEZ program. VEZ supports job creation and private investment by providing state and local incentives such as the Job Creation Grant (JCG) and the Real Property Investment Grant (RPIG) to qualified businesses and investors in enterprise zones.  Businesses can earn up to $200,000 during a five-year period in Real Property Investment Grants and for Job Creation Grants, up to $800 per position per year over a five-year period, depending on the wages offered. The program has supported more than $1 billion in investment and the creation of more than 40,000 jobs since 1995.

“The Virginia Enterprise Zone program is a successful economic revitalization tool for business growth and job creation,” said Secretary of Commerce and Trade, James S. Cheng. “These designations will provide an additional economic boost to these forward-looking communities.”

Mr. Sherlock Holmes In the year 1878 I took my degree of Doctor of Medicine of the University of London, and proceeded to Netley to go through the course prescribed for sur- geons in the army. Having completed my studies there, I was duly attached to the Fifth Northum- berland Fusiliers as Assistant Surgeon. The regi- ment was stationed in India at the time, and before I could join it, the second Afghan war had bro- ken out. On landing at Bombay, I learned that my corps had advanced through the passes, and was already deep in the enemy’s country.

 I followed, however, with many other officers who were in the same situation as myself, and succeeded in reach- ing Candahar in safety, where I found my regi- ment, and at once entered upon my new duties. The campaign brought honours and promotion to many, but for me it had nothing but misfortune and disaster. I was removed from my brigade and attached to the Berkshires, with whom I served at the fatal battle of Maiwand. There I was struck on the shoulder by a Jezail bullet, which shat- tered the bone and grazed the subclavian artery.

 I should have fallen into the hands of the murder- ous Ghazis had it not been for the devotion and courage shown by Murray, my orderly, who threw me across a pack-horse, and succeeded in bringing me safely to the British lines. Worn with pain, and weak from the prolonged hardships which I had undergone, I was removed, with a great train of wounded sufferers, to the base hospital at Peshawar. Here I rallied, and had al- ready improved so far as to be able to walk about the wards, and even to bask a little upon the ve- randah, when I was struck down by enteric fever, that curse of our Indian possessions.

 For months my life was despaired of, and when at last I came to myself and became convalescent, I was so weak and emaciated that a medical board determined that not a day should be lost in sending me back to England. I was dispatched, accordingly, in the troopship Orontes, and landed a month later on Portsmouth jetty, with my health irretrievably ru- ined, but with permission from a paternal govern- ment to spend the next nine months in attempting to improve it. I had neither kith nor kin in England, and was therefore as free as air—or as free as an income of eleven shillings and sixpence a day will permit a man to be. Under such circumstances, I natu- rally gravitated to London, that great cesspool into which all the loungers and idlers of the Empire are irresistibly drained.
