Governor McAuliffe Announces Administration Appointments

RICHMOND – Governor Terry McAuliffe announced additional appointments to his administration. The appointees will join McAuliffe’s administration focused on finding common ground with members of both parties on issues that will grow Virginia’s economy and create more jobs across the Commonwealth.


Secretariat of Public Safety and Homeland Security

The Honorable Algie T. Howell, Jr., Vice-Chair of the Parole Board
Algie T. Howell, Jr., served in the Virginia House of Delegates for the past 10 years, representing the 90th District.  He was a member of the House Appropriations, Rules, Health, Welfare and Institutions, and Privileges and Elections Committees.  He also serves on the Secure Commonwealth Panel, the Joint Commission on Administrative Rules, the Joint Commission on Healthcare and several others commissions and boards.   Prior to his election to the Virginia House of Delegates, Algie served on the Norfolk Public School Board and served as the President of the Norfolk Chapter of the Southern Christian Leadership Conference.  Howell is a veteran of the U.S. Air Force and retired in 1990 as a GM-13 Equal Employment Opportunity Specialist and Labor and Employees Relations Specialist.

The Honorable Henry L. Marsh, III, Commissioner of the Virginia Department of Alcoholic Beverage Control Board
Henry L. Marsh, III, served in the Virginia Senate for 23 years, representing the 16th Senate District.   Marsh served as Co-Chair of the Courts of Justice Committee, and also served on the Finance, Transportation, and Local Government Committees.  Marsh was the first African-American to serve as Chair of the Courts of Justice Committee from 2008 to 2011.  Marsh is also the Co-Chair of the Virginia Justice Reinvestment Initiative that works with national experts to formulate policies and programs to reduce incarceration rates.  Marsh serves on many other commissions and boards across the Commonwealth.  Prior to being elected to the Senate of Virginia, Marsh served on the Richmond City Council from 1966 to 1991 and was elected as Richmond’s first African-American Mayor in 1977.   In addition to his distinguished service as an elected official, Marsh has received numerous awards for public service and leadership, including his selection for the “2013 Martin Luther King, Jr., Lifetime Achievement Award” from the Richmond Branch NAACP.

Randy Wright is a Norfolk native who served on Norfolk City Council from 1992 to 2010, chairing the Council’s Economic and Community Business Development and Transportation Committees. Wright led the effort to bring The Tide light rail system to Norfolk.  Wright has also served on numerous local, state and national boards, including the Ghent Business Association, the State Board of Corrections and the Bank of Hampton Roads Norfolk Community Board.  He served as Chair of the statewide blue ribbon commission on Transportation in Urbanized Areas and Chair of the Virginia State Board of Commerce.

DMV’s Holcomb to Oversee Transition at ABC as Chief Operating Officer Coleburn retires

Richmond, VA – Governor Terry McAuliffe today announced that Rick Holcomb, the Commissioner of the Virginia Department of Motor Vehicles, will become acting Chief Operating Officer at the Virginia Department of Alcoholic Beverage Control (ABC) following the retirement of W. Curtis Coleburn.

“Rick Holcomb is a proven leader in Virginia government who has excelled at DMV, an agency where customer service, sound financial management and responsible law enforcement are key,” said Governor McAuliffe. “I am glad he has agreed to take on this new temporary role while continuing the great work he is doing at DMV as my team and I search for a permanent replacement to fill Curtis Coleburn’s shoes and lead the Virginia ABC into the future.”

W. Curtis Coleburn III will retire as Chief Operating Officer of the Virginia Department of Alcoholic Beverage Control after more than 30 years of service to the Commonwealth.

“I want to thank Curtis Coleburn for his leadership and service to the people of Virginia,” said Governor McAuliffe. “During his time as Chief Operating Officer, the Virginia Department of Alcoholic Beverage Control became the professional and profitable state agency it is today. Few people have earned their retirement more than Curtis has.

“Giving Virginians the best possible customer experience and the highest return on their tax dollars is one of my top priorities. I am looking forward to working with Rick Holcomb, Secretary of Public Safety Brian Moran and their entire team to continue modernizing the ABC and making it as successful, responsible and responsive to taxpayers as it can possibly be.” 

Richard D. Holcomb was reappointed as Commissioner of the Department of Motor Vehicles by Governor Terry McAuliffe in 2014, after serving in the same capacity for four years under Governor Robert F. McDonnell. 

As DMV Commissioner, Holcomb manages a state agency with a budget of approximately $215 million and a statewide workforce of about 2,000 employees. Holcomb oversees the collection of approximately $2.2 billion dollars in revenue annually, which funds a significant portion of the state’s highway construction and maintenance.

In addition, he serves as the Governor's Highway Safety Representative, on the Washington Metropolitan Area Transit Commission, and as vice chair of the Virginia's Information Technology Advisory Council. He is chairman of the Virginia Motor Vehicle Dealer Board and serves as Secretary of the American Association of Motor Vehicle Administrators International Board of Directors.  In 2014, he was nominated to receive the White House’s “Champions of Change” award.

Prior to his 2010 appointment, Holcomb served as DMV Commissioner from 1994 to 2001.  During Holcomb's initial seven-year tenure at DMV, he oversaw a dramatic transformation of the agency’s workforce training model and approach to customer service that improved Virginians’ experience at DMV branches and increased the agency’s efficiency.

58 fugitives arrested in three-day sweep on Peninsula, arrested identified

Virginia State Police and other law enforcement agencies arrested 58 fugitives last week during a three-day operation on the Peninsula.
Police arrested the fugitives on 21 felonies and 59 misdemeanors June 18-20 during the arrest sweep titled Operation Street Sweeper, said Sgt. Michelle Anaya, a spokeswoman for the Virginia State Police.
There were 17 people arrested in Hampton and 15 in Newport News, in addition to 26 individuals arrested in WilliamsburgYork County, Poquoson and James City County, Anaya said. The arrests were made without incident, she said.
Among those arrested in the sweep was Justin A. LaFontaine, of Hampton, who was charged with grand larceny and Sean Christopher Kelsey, of Newport News, on two counts of prescription fraud, according to a Wednesday release from Anaya.
LaFontaine and Kelsey were arrested on June 18 and booked in the Hampton City Jail.
On June 19, police arrested Pleas Yates III of Newport News on grand larceny and conspiracy charges; James Edward Carney ofYork County on probation violation for two felonies; Eric Vince Vannostrand of Newport News on malicious wounding and breaking and entering charges; and Jacquetta Dixon of Newport News on three abduction charges, two firearms charges and one malicious wounding charge. Yates, Carney Vannostrand and Dixon were booked in the Newport News City Jail, Anaya said.
On June 20, police arrested Jenifer Erin Daniels on a grand larceny charge; Matthew James Falls on grand larceny and conspiracy to commit grand larceny charges and Fijiko Langley Hopkins on utter a forged check and obtaining money by false pretenses charges.  The three, of Williamsburg/James City County, were booked in the Virginia Peninsula Regional Jail, according to Anaya.
Law enforcement personnel from Hampton, James City County, Newport News, Poquoson, Williamsburg andYork County assisted in the roundup. The U.S. Marshal's Service, Virginia Department of Alcoholic Beverage Control and the Virginia State Police Bureau of Criminal Investigation's Chesapeake Field Office also assisted in the operation.
