Governor McDonnell Announces 50 New Jobs in Bland County

Virginia beats out Tennessee and West Virginia for project

 

RICHMOND – Governor Bob McDonnell today announced that W&B Fabricators, Inc., a manufacturer of mining machinery and equipment, will invest $3.1 million to establish an operation in Bland County. Virginia successfully competed against Tennessee and West Virginia for the project, which will create 50 new jobs.

 

            Speaking about today’s announcement, Governor McDonnell said, “With W&B Fabricators’ first Virginia operation, Bland County gains a new employer and 50 valuable jobs for its citizens. Southwest Virginia is a great fit for the company, providing a strong, available workforce, low cost of business and close proximity to an abundant natural resource that will help increase W&B’s customer pool for mining equipment and machinery. We are proud to welcome Virginia’s newest corporate partner and are confident in the company’s future success in the Commonwealth.”

 

            “This project is great news for Bland County and the surrounding region as it recovers from a down economy,” said Jim Cheng, Virginia Secretary of Commerce and Trade. “W&B Fabricators was able to find a locality that fit its needs, as well as an available facility that can be easily modified to allow the company to start production quickly. We thank W&B for investing in Virginia and creating 50 new jobs.”

 

            W&B Fabricators, Inc. is owned and operated by Mr. Aaron R. “Russ” Boothe. The company, which has operated in Mercer County, West Virginia for more than 24 years, is a fabrication/machine shop operation, providing fabrication and welding services to other industries, including other commercial manufacturing companies, mining and mining-related industries. The company provides services to major coal operators throughout Virginia, West Virginia, Kentucky and Pennsylvania. Currently, the primary specialty of W&B Fabricators is rebuilding cutter head drums and conveyor booms for continuous miners.

 

            “Bland County is an ideal location for us to relocate and expand our business,” stated “Russ” Booth, Owner/President, W & B Fabricators, Inc. “This is a pro-business community with a workforce that's a perfect match for our needs. We appreciate the assistance from the County of Bland, Virginia's aCorridor, and the Commonwealth in making this project a reality.”

           

            The Virginia Economic Development Partnership worked with Bland County and Virginia’s aCorridor to secure the project for Virginia. Governor McDonnell approved a $100,000 grant from the Governor’s Opportunity Fund to assist Bland County with the project. The Virginia Tobacco Indemnification and Community Revitalization Commission also approved $100,000 in Tobacco Region Opportunity Funds. Through its Virginia Jobs Investment Program, the Virginia Department of Business Assistance will provide funding and services to support the company’s recruitment, training and retraining activities.

 

            “The County of Bland is excited about the opportunities the opening of W&B Fabricators, Inc. brings to the area. They bring the kind of opportunities that we want in our community. It is an industry that will employ a substantial amount of people with strong wages and benefits,” stated Karen Hodock, Bland County Board of Supervisors. 

 

            “The Economic Development Authority is extremely proud that W & B Fabricators has decided to join our existing world-class businesses and industries located along the I-77 corridor in beautiful Bland County. The EDA welcomes companies that produce great products such as W&B Fabricators to join the successful manufacturing community right here in the County of Bland,” stated David Dillow, Chairman, Bland County EDA.

 

            “The Tobacco Commission is excited to play a role in this expansion,” said Delegate Terry Kilgore, Chairman of the Virginia Tobacco Indemnification and Community Revitalization Commission. “Fifty new jobs will mean a lot to Bland County and the region.

Statement of Governor Bob McDonnell on Tax Credit for the Rehabilitation of Historic Schools

RICHMOND – Governor Bob McDonnell today issued the following statement regarding the need to update the IRS code to allow the federal Historic Rehabilitation Tax Credit, passed on a bipartisan basis in 1986, to apply to local school modernization projects.  The governor’s statement follows a meeting this afternoon with Paul Goldman, former chairman of the Democratic Party of Virginia, and long-time proponent of “fixing the glitch”, as he calls it, due to the unintended negative consequences which have long been documented. 

“I enjoyed meeting with Mr. Goldman and his team this afternoon to discuss a potential school construction initiative that can have the practical impact of being a major “instruction initiative” at the same time. It is harder to ensure that a child gets the very best possible 21st century education when he or she attends a school originally built 50 years ago. Unfortunately, when President Reagan and lawmakers passed legislation to encourage renovation of the nation's declining infrastructure, they didn't fully appreciate all the implications in the new language in the federal tax code. The problem we face is called the “prior use rule” and it applies in a limited number of circumstances, such as when a tax-exempt local school board wants to modernize an aged K-12 facility for continued use. Since the post-modernization use remains the same as the pre-modernization use - a local K-12 facility - it falls under the “prior use rule.” This rule says private investors, willing to take on all the risks of modernizing the school to the requirements of the school board, cannot earn the so-called “historic” tax credits. But if the same investors use the same amount of money to modernize the same building into a new use, then they earn the “historic” credits.

“This distinction makes no economic sense, and it serves no useful public policy given the nation's pressing need for modern schools. I have previously joined Senator Mark Warner, Senator Tim Kaine, Majority Leader Eric Cantor, and many others in publicly supporting eliminating the “prior use rule” block to historic credit financing for qualifying school facilities. We all agree: we are handcuffing the private sector while our school buildings continue to age. As Senator Kaine wrote while serving as Governor, this issue has ultimately raised the costs of many vital education projects to the point that they are unaffordable. Indeed, the practical effect is to force localities to pay 30-40% more than would be the case if this policy were eliminated. If localities could utilize these tax credits, they would save dramatically on local construction costs. Those savings would then be available to go into the classroom for instruction, without raising local taxes. 

“In 2009, I first voiced my support of former-Governor George Allen and Paul Goldman’s efforts to make this change to the federal tax code.  Senator Kaine demonstrated how the use of the tax credit for the improvement of a school, Maggie Walker High School in Richmond, could produce tremendous savings for taxpayers, while providing students with a world-class learning facility. Eliminating the “prior use rule” would unleash the private sector to not only help modernize schools across the Commonwealth, but such projects would create tens of thousands of jobs, and enable hundreds of thousands of students to get a better education, besides all the financial benefits previously discussed.

“While it will take the Congress and the President to enact this fix, states and localities are the ones ultimately responsible for educating our children. Washington policy makers need to address this as part of their tax reform and job creation agendas. In that regard, I am pleased to see this often overlooked issue gaining prominence in the campaign for Governor this year with Mr. Cuccinelli and Mr. McAuliffe in support. I hope they both will continue to propose ways by which we can improve education infrastructure in the Commonwealth. Those states that out compete us on education today will have the skilled population necessary to attract the job-creating private sector businesses of tomorrow. We can’t fall behind in the ongoing effort to ensure that our economy continues to grow. That starts with ensuring every student gets a world-class education.

“I look forward to working with leaders on both sides of the aisle in Virginia and in Washington to get this long overdue fix passed into law, and to continue to improve our significant reforms to public education in our Commonwealth.”

STUFFED CAULIFLOWER - Recipe of the day

Something Different:

Pick over a fine cauliflower, and plunge it for a moment in boiling water. Look over it well again and remove any grit or insects. Put it head downwards in a pan when you have already placed a good slice of fat bacon at the bottom and sides. In the holes between the pan and the vegetable put a stuffing of minced meat, with breadcrumbs, yolks of eggs, mushrooms, seasoning of the usual kinds, in fact, a good forcemeat. Press this well in, and pour over it a thin gravy. Let it cook gently, and when the gravy on the top has disappeared put a dish on the top of the saucepan, turn it upside down and slip the cauliflower out. Serve very hot.

Alexander Hamilton begins his turn writing the Federalist Papers starting with this paper concerning dangers from dissensions between the states.  Often called propaganda papers, one has to ask after reading this paper, if Hamilton was right?  Consider the Civil War.  Dissension between the states were well under way during that period.  So was it really propaganda like so many people would have you believe today or prophetic?
