Courthouse Family Medicine Opens in Gloucester, Edgehill Town Center

Courthouse Family Medicine Opens in Gloucester

Despite national healthcare trends, independent practice to focus on spending more time with patients, not less

Richmond, Va.  (May 15, 2013) -  Courthouse Family Medicine celebrated its grand opening today with a ribbon cutting ceremony and tours of the new facility.  Located in the Edgehill Town Center in Gloucester Courthouse, the new independent family medicine practice will provide a patient-centered medical home to patients from Gloucester, Mathews, Middlesex and King and Queen counties.

Founded by Ferry Creek resident Joseph A. Leming, M.D., FAAFP (Dr. Joe) and his wife Vickie L. Bell Leming, NP-C, Courthouse Family Medicine is based on the Ideal (Medical) Practice Model. The decision to remain independent means practitioners will be able to spend more time with each patient without care being dictated by a large hospital or healthcare system.

"Our primary focus in on the physician-patient relationship.  Care will be driven by the patient's needs, goals and values, with the majority of the office visit spent with the physician," said Dr. Leming.  "Our proactive approach to managing our patient’s health means patients see their primary care provider at every visit; spend less time in waiting rooms and more time getting the comprehensive, quality care they deserve."

Offering primary care, including adolescent and geriatric care as well as women's care, the practice will focus on wellness, patient education, disease recognition, chronic disease management and coordination of care with specialty providers as well as urgent care.  The care team will use technology to its fullest, including electronic health records, email and the Internet.  Dr. Leming will make house calls by special arrangement, and visit patients in the hospital although he won’t be replacing the job of the hospitalist.

Dr. Leming is the son of Maria Atkins Leming of Freewelcome Farm located on the Piankatank in Dutton. Mrs. Leming (Ms. Vickie) is the Daughter of Dewey "Doc" Bell, DDS of Piney Point located on Ferry Creek in Dutton.  They attend and were wed at the Ware Episcopal Church, and reside at Windward located on Ferry Creek in Dutton.

Located at Courthouse Road and Main Street in Gloucester Courthouse, Courthouse Family Medicine, PLLC is an independent family practice.  Established in 2013, Courthouse Family Medicine is paneled with virtually all major and most minor insurances.  Visit  www.courthousefamilymedicine.com  or call (804) 693-3500 for more information or to schedule an appointment.

Gloucester, VA - Edge Hill Service Station Slated For Possible Demolition

The top picture is of the Edge Hill gas station that had the call to save it before it's restoration.  The second picture is of the Edge Hill gas station with the restoration complete.  Now it's potentially slated for demolition by the ones who were involved in restoring it?  One plan is to try and make it into a cafe if they can get someone to rent it with such highly limited parking.

Two other options are demolition and replacement with a new office or retail complex, again with no parking and the last option is to turn it into a water fountain.

Why was all the money put into restoring Edge Hill Gas Station only to turn around and now look at tearing it down?  Someone made money on the restoration work.  Someone is going to make money tearing it down and putting up something else.  Do we really need more bad planning?

Photo from the Gloucester Main Street Association.

The Gloucester Main Street Association decided to send us their Shop Local campaign ad to show us what they think are the benefits they are selling.  Shop local, Wal-Mart, Food Lion, Rite Aid, Ollie's, Lowe's, Home Depot, Big Lots, Tractor Supply, Applebee's, Ruby Tuesday's, Bank of America, Sun Trust, these are all local businesses right?  These businesses have local employees right?  They get paychecks don't they?

If the employees get paychecks, the buck stays here if they pay local bills, isn't that correct?  We can go on and on with local/national businesses that all contribute to the community.  That's the issue here that these people just do not get.  That is if they really want to get it.

Again we will show the poster that shows benefits for shopping local.  You want to show why shopping local makes a difference.  Slogans are all fine and dandy when used properly.  The slogans are not being used properly.  We just showed that above.

If we are shopping for the best price on a new LED LCD TV with 3D, We are going to go local in Williamsburg or Newport News.  Not Gloucester.  The selection isn't here.  Wal Mart may have 2 TV's in stock that meet our criteria. In Newport News, we can find a multitude of selections at a number of stores.  It's still local for us.  It has not left Virginia.  Define local.  The GMSA is supposed to be promoting the businesses on Main Street right?  You wouldn't know it with their campaigns.

Live Local?  As opposed to where?  Are we trying to kick out the tourists?  What message are we sending to the tourists with Shop Local?  Go back home and buy your stuff there instead?  Bank local.  What?  No Internet banking?  You can't get more local than your own home computer.  Anyone have any other great ideas to waste money on?  We just keep falling on the floor laughing very hard at the sheer lunacy of this entire farce.

How about fly local.  Instead of flying out of some major airport on a major airline, hire a local pilot to fly you to Japan.  Golf local.  Vacation local.  Take in a major Broadway show local?  What about local wine?  Gloucester has some great vineyards.  Drink local.  Bike local.  Gloucester has some of the best bike paths in the nation.  In fact, we are world leaders here.  Go to our local amusement parks?

Here's a photo of Gloucester's very own world class amusement park.  Future plans may include broken glass, sharp metal objects and rusty nails.

Yeah boy, keep it local.  Die local too we would suppose.

What is supposed to be the idea behind shop local is to get customers into local businesses and not the big box national chains isn't it?  Is that being conveyed anywhere?  No!  Another question.  Is anyone going to be checking ID's at the local stores to make sure that only local people get the local discounts?  Where is the list of local retailers that are participating in the Shop Local campaign?

The GMSA does not have a list.  Instead they say see local Main Street businesses for special discounts.  Is the Gloucester County government offering any discounts?  10% off your tax bill today only?  Free park access passes to area parks that are already free?  Free glass of water when you pay your water bill?  Get out of jail free if you get busted today?  (April 27th, 2013).

WHERE ARE THE BENEFITS!  Why should we waste our valuable time?  Is the GMSA getting the message yet?  How hard would it have been to put together a list of participating businesses and maybe even include what the discounts might be?  But then they would have to actually care about local businesses.  Quick, everyone run to the GMSA to sign up for all of these great benefits and pay out the nose for that membership.  You too can be included in all of these fantastic concepts that waste your money?

Be sure to visit this shop while you are in the Main Street area.  They are offering free window tours.

In all seriousness, Gloucester Main Street has some very fine places to shop.  Olivia's is a wonderful place to eat as is the Wild Rabbit Cafe.  Kelsick market has a great wine and beer selection as well as wonderful foods.  We have heard that the bakery in the area is also wonderful.  It's more than worth your time to hit these shops and don't wait for the Shop Local campaign to kick in to do so.  Anna's has Gloucester's best Pizza hands down.  The library is worth a visit and so is the Gloucester Museum of History.  We can not forget Rosemary and Wine either.  Well worth a visit when you are hungry.

It's worth your time to once again explore Main Street for a few hours.  The sidewalks are a serious joke especially with the light poles in the middle of them, but do not let that discourage you.  Parking is also a mess, but again, well worth your time to find a good spot.  We would love to see a good solid campaign done for the area businesses.  Just don't look for it to come out of the GMSA.  The area needs one solid business leader to take a leadership role in the area and actually do what has to be done.  It's not that hard or that expensive.  Time consuming yes.  But not at all hard.

It has to be making area businesses sick with all the poor planning yet all the money poured into this joke of Shop Local that was not in the least well executed.  Can the businesses get their money back?

It is our best wishes that local area businesses do get benefits from this.  We are sure that the GMSA will have an article in the paper claiming it was a huge success.  It's not in their best interest not to.  If you are one of the local businesses participating in this campaign and do not see a benefit, let the paper know about it.  They might even report it.  Maybe.

Gloucester, VA - Main Street Village's 3 foot sidewalks. Federal ADA Violations?

We have had a number of people complain to us about the conditions of the sidewalks in the Gloucester Main Street Village area.  We went to the area and conducted an assessment of the area and these are the results we came up with..

There are many area's on Main Street that are obstructed by light poles and signs.  This significantly cuts down the pedestrian traffic.  This is just one of the many areas of complaints we have heard.  We will be covering other areas throughout the week.  We checked the specs of what is required for sidewalks and we will go over them here in this article.

Without the obstruction, the sidewalk is 5 feet which is fine for residential as long as it is NOT obstructed.   Once obstructions are installed, other guidelines come into play such as effective width of the walking path.  But here is the funny part.  There are no federal ADA regulations for the most part except for widths concerning wheelchairs and the minimum overall width and a few other areas.  Everything else are suggested guidelines.   The suggested guideline for the Main Street Village area should be much wider than most of it is.  But there are no legal violations that we found in any of the widths here.  Just major obstructions that hamper pedestrian traffic flow and are very annoying to walk over.

4.3.3 Width

The widths of sidewalks not only affect pedestrian usability but also determine the types of access and other pedestrian elements that can be installed. For example, a 1.525-m (60-in) sidewalk is probably wide enough to accommodate pedestrian traffic in a residential area, but a much wider sidewalk would be necessary to include amenities such as street furniture or newspaper stands.Design width is defined as the width specification the sidewalk was intended to meet; it extends from the curb or planting strip to any buildings or landscaping that form the opposite borders of the sidewalk  .Minimum clearance width is defined as the narrowest point on a sidewalk. An inaccessible minimum clearance width is created when obstacles such as utility poles protrude into the sidewalk and reduce the design width.A reduction in the design width could also create a minimum clearance width.

Although most guidelines require sidewalk design widths to be at least 1.525 m (60 in) wide, larger design widths can accommodate more pedestrians and improve ease of access. The AASHTO Green Book, the Oregon Department of Transportation guidebook, and other guidelines recommend wider design widths in areas with high volumes of pedestrians. The sidewalk width often depends on the type of street. In general, residential streets have narrower sidewalks than commercial streets.
The guidelines and recommendations that were reviewed for minimum clearance width are included in Tables 4-2.1 through 4-2.4 at the end of this chapter. Most of the guidelines reviewed concur with ADAAG, which specifies that the minimum passage width for wheelchairs should be 0.815 m (32 in) at a point and 0.915 m (36 in) continuously (ADAAG, U.S. Access Board, 1991). Additional width is necessary for turning and maneuvering.

The width of the sidewalk is also affected by pedestrian travel tendencies.Pedestrians tend to travel in the center of sidewalks to separate themselves from the rush of traffic and avoid street furniture, vertical obstructions, and other pedestrians entering and exiting buildings. Pedestrians avoid the edge of the sidewalk close to the street because it often contains utility poles, bus shelters, parking meters, sign poles, and other street furniture. Pedestrians also avoid traveling in the 0.610 m (24 in) of the sidewalk close to buildings to avoid retaining walls, street furniture, and fences (OR DOT, 1995). The sidewalk area that pedestrians tend to avoid is referred to as the shy distance. Taking into account the shy distance, only the center 1.830 m (6 ft) of a 3.050-m (10-ft) sidewalk is used by pedestrians for travel, as shown in Figure 4-7. Thus, the effective width of a sidewalk, not the design width, constitutes the sidewalk area needed to accommodate anticipated levels of pedestrian traffic.

In this picture, you see a double obstruction to the pedestrian path lowering the sidewalk usability even more than our first picture.  This section is less than 32 inches, however, the obstructions are not next to each other even though they create highly limited access.

In this picture, you have an area again less than 5 feet, with a clearance of about 37  inches.  It may meet the law for a wheelchair, but it misses the intention of the laws.  At least a person in a wheelchair can invade someone's driveway and lawn to get through here.

This is the area where we were going to take a wheelchair but then decided that blocking pedestrian traffic in an already limited area would not be a good idea.  The clearance is about 38 inches.  Again, it may meet federal ADA law per se,. but it's a potential elbow buster and is one of two obstructions within a very short distance against this wall.

This is the other obstruction along that same wall as shown above.  The clearance here is 39 inches of usable pedestrian traffic to include a wheelchair.  Average overall wheelchairs are between 24 inches wide to 34 inches wide.  If you are in one of the wide wheelchairs and are self propelled, your arms extend out past the wheel width.  38 inches will be very uncomfortable to try and maneuver through but not at all impossible.  It might prove to be very nerve wracking for some however.

"An inaccessible minimum clearance width is created when obstacles such as utility poles protrude into the sidewalk and reduce the design width."  Now this is pulled from the federal ADA guidelines.  As we have shown, there are multiple areas at the Gloucester Main Street business district that are below 3 feet. due to obstructions in the walkway.

",the effective width of a sidewalk, not the design width, constitutes the sidewalk area needed to accommodate anticipated levels of pedestrian traffic."  So the constant obstacles of light poles, street signs, newspaper boxes, embedded or on the sidewalk throughout the area lower the effective width of the sidewalks.

The design width before obstructions meet the bare minimum width requirement of 5 feet wide for a residential area.  But once again, we are supposed to be talking about a business district.  This, in our view, is anti business.  It says to people that we do not want you walking around here.  Why else make accessibility so poor?  It also says that we are not expecting anyone to really walk around and shop here as well.  Great way to attract future business into the area.

This section of Gloucester Main Street seems to be the only area where the sidewalks are done correctly.  The effective pedestrian area is ample for a good amount of foot traffic.  We are only talking about a couple of blocks on one side of the road that looks like this however.

Here is a measurement along the sidewalks of Heron Cove, just off of Gloucester Main Street.  It's 6 feet wide with no obstructions in the walkway whatsoever.

This is a longer view of the sidewalk in Heron Cove.  Again, no obstructions in the walkway.  Amazing how they can get it right and this is a residential area off of Main Street.

Now as seen above, if you are going to install street furniture, (Light Poles, Signs, etc), it is recommended that you increase the usable part of the sidewalk.  Something Gloucester Officials decided not to do?  In fact, the recommendations are for planners to factor in decreasing the size of the roads to increase the size of the sidewalks.  Didn't we see the opposite here?  The road size was increased and the sidewalks decreased?  So again, we do not need more bad planning.

In this picture, you see multiple obstructions along the sidewalk.  This affects pedestrian traffic flow.  The cross grade along here is also uncomfortable for many handicapped people.   There is questionable debate if the cross sloping of this section of the sidewalk actually slopes to much which could be of danger to pedestrians in wheelchairs of using canes or crutches.  This requires special measurements which we were not prepared to do at this time.
    http://www.fhwa.dot.gov/environment/bicycle_pedestrian/publications/sidewalks/chap4a.cfm

This is the link to the site where we retrieved information on Federal ADA guidelines for sidewalks.  You can see for yourself what the guidelines are.  It's straight from the Federal Highway Administration.

Guess this is the price we are expected to pay for beautification?  Forget accessibility, appearance is much more important.

Gloucester, VA - Looking Inside The Main Street Preservation Trust

You can click on the image to the left and enlarge it in order to read it better.

We are going to examine some of the information on the Gloucester Main Street Preservation Trust site and see what can be made of it.

  • Support the Gloucester Main Street Association by providing office space, funding the Director's office along with marketing, advertising and website initiatives.

  • Introduce the MSPT to the community and its organizations.  Share our projects and initiatives
  • Actively market the new event space at Main Street Center to the community as a venue for meetings and events both publicly and privately
The above comes off the Gloucester Main Street Preservation Trust site and is copied here under the DMCA fair use laws of the US.  http://mspt.org/about.html  is a link to the page where the above is located.

We want to take a bit of a different look at the above information and see if what they say may have a hidden meaning than appears.  The first area is "Partner with Gloucester County and the community to create and have adopted a sub plan for the Court House village area".  Well we see that this has happened.  And just what does a third party non profit entity have getting into the business of the local government?  With Louise Theberge on the board of the Gloucester Main Street Preservation Trust, it was a shoe in.  Plus it shows the intention of embedding themselves into the local government?

"Become a business resource for new business looking to locate on Main Street by providing support and information to navigate the process".

Could that be interpreted as become a snoop to learn how much money someone has and steer them to the inside circle of contacts to suck as much money out of would be business owners?  Think about it.  Give free resources and people will think you are trying to help them.  You can then steer them to partners who will bilk them dry for fees on setting everything up for them.

Are we saying this is what they are doing?  No.  But we are saying that it has the appearance that this can happen and have no idea if this is happening.  But ask yourself, why else would they do this for free?  They are getting valuable information from you.  Are you willing to risk your money?  You know what they say about free advice.  What's it worth?

"Work with consultants to device business recruitment strategies for Main Street".

Again, what is in it for a non profit organization to do something like this?  You have to ask these questions.  Is it again to see how much money someone has and see how much money you can suck out of their pockets?  You have to wonder.

Gloucester Main Street, New Web Site Now Up

Gloucester Main Street Village, a new web site has gone up today.  http://gloucestermainstreet.blog.com/ and is one of our new sites.  We put this site up to show everyone the other side of the Gloucester Main Street Village that neither Gloucester County officials want to show nor the Gloucester Main Street Association wants to promote.  There are two sides to every story and we decided that it was time to show the second side of that story.  This is just one of many Gloucester, VA sites we are now putting up.  We think it's only fair to now flood the search engines with sites and pages as the Gloucester County government site has been flooding the search engines with pages in order to knock down any negative information that may show up against the county.

Two can play the game.  We are now developing a complete series of sites on various hosts and all with links back to this main site.  The objective is to get the information back into the hands of the people and stop the county from flooding the search engines.  It's a cat and mouse game.  These sites will also bring a lot more information into the hands of everyone and will now expand on various subject matters in greater detail.  So everyone will win and the county will have to spend a greater deal of time and your tax dollars trying to knock down all the flooding that will be coming.  Enjoy.

Gloucester Main Street Association Misrepresenting Gloucester, VA

Screen shot from the Gloucester Main Street Association site.  Click to enlarge image.

If you take a look at the screen shot above, you will see a picture from the Gloucester Main Street Association's Home page of their website. If you look at the header picture you will notice that the Gloucester Main Street Association claims that Gloucester, Virginia is the Daffodil capital of the world. This is not true and if you go in for more information, it takes you to a page that does not contain any historical information at all. You have to look for the historical information page from the page it takes you to. Strike two. Once on the historical page, when you get to the bottom of the page, the story changes to Daffodil capital of the United States. This part is true. But why lie to everyone on this point?

Okay, maybe it's one major blunder and we can overlook it as long as they bother to fix it. The other issue is the claim that Gloucester, Virginia is Virginia's oldest living village. Not so. Another major mistake. Let's see, what could possibly be older? Yorktown? Yes. Hampton? Very much so. Newport News? Without question. Maybe Williamsburg? How about Jamestown itself? Ya think? At one time they used to claim that Gloucester was the nations oldest living village. I brought that up to them and they said, and I quote, “No one has ever challenged the story.”

Well I guess someone challenged it as they no longer make that claim. Now I challenge the claim that Gloucester is Virginia's oldest living village. Hampton, Virginia already celebrated it's 400th birthday a few short years ago and I was there to record that event. Jamestown celebrated it's 400th anniversary back in 2007. Gloucester, Virginia is only 361 years old. It's Virginia's oldest living village how? Beats out Yorktown, Virginia how? What about Portsmouth? Surry? Charles City?

How can anyone expect to attract new business to an area when a self appointed local non profit concern starts out by lying to everyone?   That makes no sense.

From their website. "In 1990, Gloucester County had become one of the nation’s fastest growing counties with a population of 33,000. National chains began to replace local businesses along Route 17, new residential developments were built, and the Walter Reed hospital expanded."

Really?  One of the nation's fastest growing counties?  Not on the list.  CLICK HERE for the list of the fastest growing counties in the USA during that time period.  Yorktown made the list, but Gloucester didn't. Yet another complete fabrication?  An outright lie?

Some of the directors for the Gloucester Main Street Association are also high ranking Gloucester County, Virginia employees. Guess we are not surprised then by the lies on their site. Don't get me wrong, I would love to see more businesses come to main street especially not chain store types. I would love to see more businesses come to Gloucester overall. But you can't try and start a business relationship based on numerous lies and the complete fabrication of information. It's just sickening.
