Where Do Your Local Tax Dollars Go?


Gloucester County, Virginia is once again entering into the annual budget building season. Last year there were folks who wanted to see a seven or more cents increase in real estate taxes. After efforts by several conservative minded Gloucester People and a lot of deliberation by the Board of Supervisors, the increase turned out to be ½ cent. Let’s review what I suggested to the Board of Supervisors during the public comment period of the meeting in which the Board voted, in a three to four split decision, to increase real estate taxes by ½ cent. I began my suggestions with: Any tax increase is unacceptable considering last year’s increase, the repeal of the boat tax and the amount of money irresponsibly spent year after year. I then made the following suggestions.

-Parks and Recreation funding should be limited to what it takes to operate and maintain our most used parks and programs and the lesser used (over half of them) should be closed. Manpower should be limited to minimum operational requirements. All parks and recreation capital projects should be frozen until financial ability and growth trigger further expansion. This will save over $250,000 annually.

-We pay over $250,000 a year to rent our libraries. The rent arrangement for the Main St. Library is an unethical back door funding mechanism for a non-profit organization (That organization is the Gloucester Main Street Preservation Trust) and is not a fair and transparent way to spend tax dollars. As a first step, the library at Hayes should be closed and funds normally appropriated for its operation and rent should be diverted to a library construction fund. Owning our libraries will save over $200,000 annually, after depositing $50,000 annually into a maintenance and expansion fund.

-Last year I called for the elimination of the Community Education Department. (Instead of eliminating it, more money was dumped into it and the name was changed to the Department of Community Engagement.) I also called for returning the department’s functions back to schools, social services, County administration, human resources, IT and the various non-profit organizations the department supports. I suggested moving the director to the planning department. (I now feel the position should be eliminated all together.) This will yield an annual savings of at least $350,000. (If the director position is eliminated the savings would be over $100,000 more than the $350,000 I suggested last year.)

-Animal Control should be reorganized into a reactionary department and patrolling should cease. This will make the department more citizen friendly. Staff should be limited to two officers. The Sheriff’s dept. dispatcher should receive incoming calls and dispatch the officers as needed. This will save over $100,000 annually.

-What to do with our bus garage and old Page properties is being considered. It has been rumored that selling all or part of the properties is the best option. Considering our substantial infrastructure needs and need for consolidation, any option to sell the properties does not seem to be fiscally responsible, in the best interest of managing our assets or taking care of our employees.

These properties afford us the ideal location to consolidate county and school functions. We should expand our bus garage and consolidate all school and county transportation functions under one fleet director employed by the County. We should consolidate all of our school and County public works, buildings and grounds and janitorial type functions under one director employed by the County. Utilities has money to purchase property for of a new yard and office. It should be used to begin the consolidation process by moving Utilities to the old Page property. (The County and our public school system continue to kick this can down the road. Someone wants the old Page and school bus garage properties and Gloucester taxpayers are going to end up on the short end of the stick if we allow the property to be sold. As it stands now, tens of thousands of dollars have been spent to do a study on where a consolidated facility should be located. The County and schools have limited the amount of land that can be used at the old Page and bus garage properties by focusing the study on using only ½ of the property. Even after imposing that restriction, the study determined that the old Page and bus garage property is the most economical location out of three locations that were considered. I have been telling them for three years for free, what they have now spent tens of thousands of our local tax dollars to learn.)  

-All IT and financial functions should also be consolidated under one director per department and employed by the County. All of the mentioned consolidations will lead to a savings of over $1 million annually. (I now believe these functions should also be consolidated on the old Page and bus garage property.)

Total potential savings from these few suggestions would be in the neighborhood of $2,000,000 annually. Unfortunately, not enough People in Gloucester are speaking out against the unnecessary spending of tax dollars. There is an ongoing effort to bring industrial and other types of businesses to Gloucester. They claim we need to generate more revenue to ease the tax burden. Generating more revenue in the manner they are attempting will result in more local government and higher taxes. Gloucester enjoys one of the lowest real estate tax rates around, but it continues to inch up. When government grows, taxes rates generally increase in feet instead of inches.

The County Administrator will eventually release his proposed budget for next year. I will let you know when he does. I bet they will be asking for seven or more cents again. In the meantime, here is the web address to the County budget that was approved last year.

Gloucester, Virginia Local Government Allows Personal Use of Government Vehicles In Violation of State Codes?


§ 2.2-1179. Use of vehicles for commuting.
No passenger-type vehicle purchased or leased with public funds shall be used to commute between an employee's home and official work station without the prior written approval of the agency head and, in the case of vehicles assigned to the centralized fleet, the DirectorThe Director shall establish guidance documents governing such use of vehicles and shall ensure that costs associated with such use shall be recovered from employees. Employees who do not report to an official work station shall not be required to pay for travel between their homes and field sites. Guidance documents established by the Director and recovery of costs shall not apply to use of vehicles by law-enforcement officers. By executive order of the Governor, such guidance documents may extend to all motor vehicles of any type owned by the Commonwealth, or such of them as the Governor may designate.

§ 2.2-1178. Use of passenger-type vehicles on an assigned basis.
A. Passenger-type vehicles assigned to the centralized fleet may be assigned to persons performing state duties only if deemed necessary by the head of the agency or institution requesting such vehicle and approved in writing by the Director. Request for such vehicle shall be made in writing on forms prepared by the Department of General Services by the head of the agency or institution explaining in detail the purpose of or reason for such assignment.
B. Assignments shall be approved by the Director only on the basis of one of the following criteria:
1. The vehicle shall be driven not less than the annual usage standard. The Director shall promulgate a minimum mileage standard taking into account best value, industry standard practices, and the use of alternative transportation methods;
2. The vehicle shall be used by an employee whose duties are routinely related to public safety or response to life-threatening situations:
a. A law-enforcement officer as defined in § 9.1-101, with general or limited police powers;
b. An employee whose job duties require the constant use or continuous availability of specialized equipment directly related to their routine functions; or
c. An employee on 24-hour call who must respond to emergencies on a regular or continuing basis, and emergency response is normally to a location other than the employee's official work station; or
3. The vehicle shall be used for essential travel related to the transportation of clients or wards of the Commonwealth on a routine basis, or for essential administrative functions of the agency for which it is demonstrated that use of a temporary assignment or personal mileage reimbursement is neither feasible nor economical.
C. No assignment shall be for a period exceeding two years except upon review by the Director as to the continued need for the assignment.
D. The use of such vehicle shall be limited to official state business.

Verses Gloucester County Human Resources Information:

Use of County Vehicles and Equipment 620.1 Introduction The operation of vehicles is necessary in conducting the day-to-day business of the County. This use of vehicles represents one of the greatest risks facing the County. Recognizing this, it is imperative that the County take reasonable steps to control the use of County and privately owned vehicles while performing County business. This policy sets forth the guidelines and policies governing the operation of vehicles used in the performance of official County business. Department and agency heads are responsible for implementation and enforcement of this policy for all vehicles and drivers assigned to their department.

 620.2 Applicability and Definition This policy applies to all County vehicles as defined herein and to all employees who routinely or occasionally drive a County vehicle. The term County vehicle as used in this policy is defined as (1) any County owned, leased or rented vehicle, including special-use vehicles such as construction and excavation equipment designed to operate primarily offroad but driven on public roads to a job site, and (2) privately owned vehicles when used in the performance of official County duties. (Sheriff’s Department and Department of Social Services vehicles and employees are covered by their respective operating policies.)

 620.3 Authorized Use The following examples are an attempt to cover most circumstances or conditions of authorized use and should not be considered all inclusive:

 A. Official Use - County vehicles are authorized “For Official Use Only.” Such vehicles are to be utilized to perform the functions and to conduct the operations and programs of the Department or Agency which is using the vehicle. County vehicles may be utilized both within and outside of the County for official use. 

B. Transport of Unofficial Parties – When such official use includes the transport of unofficial parties, that is parties not directly related to County business, the County Administrator must first approve such transport. 

C. Use of Vehicles by other Public Entities - Employees of other public entities may operate County vehicles under the specific approval of the department head as long as such operation is essential in conducting County business. Department heads granting permission for non-County employees to operate County vehicles are responsible for ensuring that the driver is properly licensed, trained and qualified to operate the vehicle. 

D. Personal Use - County vehicles may not be utilized for personal purposes. Exceptions include those employees who, while conducting County business, are away from their normal place of work at mealtime and those employees with an assigned  vehicle where such vehicle is the only practical mode of transportation available at mealtime. Employees whose duties require them to be away from a County office building during the day may briefly stop at a commercial establishment located along their work required travel route to use a restroom or purchase a refreshment. Department and Agency Heads are charged with reviewing with staff appropriate and de minimis usage identified herein. 

E. Take Home –In order to meet the business needs of the County, the County Administrator may authorize an employee to take a County vehicle home. County vehicles taken home overnight shall be locked and secured in the responsible employee's driveway or other designated parking space which is in close proximity to the employee’s residence. It is the intent of the County to limit the use of take home vehicles to the greatest extent practicable and to restrict this practice to those living within Gloucester County unless specifically stated otherwise. An employee in possession of a take home vehicle may stop briefly at a grocery store, pharmacy, etc. for reasons of personal convenience along the most direct route to or from their residence.  Such stops must be completed within one half hour of the beginning or end of the employee’s shift. The following examples are an attempt to illustrate the circumstances under which the County Administrator, or his/her designee, may authorize an employee to take a County vehicle home and should not be considered all inclusive: 

1. Employees who are subject to 24-hour call out, and due to the nature of their work, report directly to a jobsite away from a County facility in a County vehicle required by the nature of their response.

 2. Duty vehicles designed or equipped for high priority response where response time will be enhanced by allowing the vehicle to remain in custody of individual employee. Employees assigned to duty vehicles which are taken home must be available to respond upon request on a 24-hour basis any time the employee has custody of the vehicle. 

3. To prepare for a post-disaster response in order to plan an effective and efficient recovery. 

4. When travel from the employee's home, either within or outside of Gloucester County, to a destination for official County business is the most direct and/or closest route, (for example, early morning travel to a conference).

 620.4 Control and Use of Vehicles The County Administrator, department and agency heads shall carefully monitor and take necessary action to preclude operations that are contrary to the policies and procedures herein. Gloucester County Administrative Policy Gloucester, Virginia Section:

Use of County Vehicles and Equipment Authorized By: County Administrator The following examples are an attempt to cover most circumstances or conditions of use and should not be considered all inclusive: A. Vehicle Identification - All service vehicles utilized by County departments will be identified with the official logo, departmental designation, and color scheme as designated by the County Administrator. 

B. Proper Licensing - Employees and authorized drivers must have a valid vehicle operator’s or commercial driver’s license in their possession at all times while operating a County vehicle. 

C. Qualified Operator – A qualified operator (driver) must be positioned at the vehicle's controls any time it is running unless otherwise approved by the manufacturer. No vehicle shall be left unattended without first stopping the motor, locking the ignition, removing the key and locking the doors or otherwise securing the vehicle to prevent theft, vandalism, and unintentional movement. 

D. Seatbelts - All drivers of County vehicles and all passengers therein shall properly use seat belts (if the vehicle is equipped with seat belts). Employees are prohibited from removing, deactivating, modifying or otherwise defeating any occupant restraint system installed by the manufacturer unless approved or instructed by the manufacturer. 

E. Motor Vehicle Laws - Employees shall obey all City/County, State and Federal laws while operating County vehicles and any time personal vehicles are used on official County business. Drivers should practice “defensive driving” and anticipate and observe the actions of other drivers and control their own vehicle in such a manner so as to avoid an accident involvement. 

F. Prohibition of Alcohol and Illegal Substances - It is prohibited for County vehicles to be utilized if the driver is impaired by, or under the influence of alcohol, intoxicants, drugs, or illegal substances. The possession or consumption of alcohol, intoxicants, or illegal drugs while operating a County vehicle is also prohibited. 

G. Smoking - Smoking and/or the use of tobacco products is not permitted in County vehicles. 

H. Mobile Communication Devices – Drivers of County vehicles should refrain from operating cellular telephones or other electronic devices that may cause driver distraction while operating a County vehicle. Drivers shall make every attempt to properly park their vehicle prior to using such devices. Drivers must adhere to Virginia laws and jurisdictional laws while traveling out of the State.

It is permissible to render assistance in case of emergencies and to transport unofficial parties in such cases. 

J. Passengers – No person shall be allowed to ride on running boards, fenders, hoods, tailgates, beds, or other locations on a vehicle not designed or approved by the vehicle manufacturer for passenger seating. 

K. Cargo - When cargo, materials or tools are being transported, the driver is responsible for assuring that all items are properly secured to prevent them from shifting or falling from the vehicle or trailer. 

L. Backing up large vehicles – Drivers of large vehicles and/or construction equipment will avoid whenever possible, operating the vehicle in reverse to avoid the necessity of backing. Before entering the vehicle, the driver shall check the rear clearance of the vehicle. 

1. The driver shall not back the vehicle unless such movement can be made with reasonable safety and without interfering with other traffic. 

2. A spotter should be used whenever possible. Before and during backing movements, the driver and spotter will check blind zones for objects not visible in rear-view mirrors, watch both sides for adequate clearance, and limit speed to allow a full stop on short notice. 

M. Towing - A driver whose vehicle is towing a trailer, dolly, or other equipment shall ensure that the trailer hitch is securely latched, adequate for the load being towed, properly installed on the towing vehicle, and that safety chains are properly attached. 

1. The driver shall also ensure that the tow vehicle, in general, is rated to tow the type and weight of trailer being towed. 

2. The driver shall ensure that the trailer or other towed equipment is supplied with proper lighting including brake lights, turn signals, and running lights. 3. Any vehicle having a load which extends more than four (4) feet beyond the rear shall have the end of the load marked with a red flag, not less than twelve (12) inches in square. 

N. Intentional Misuse - Intentional misuse, abuse, moving violations, reckless operation, or negligent actions while operating a County vehicle may result in the suspension of the employee's driving privileges and is grounds for further disciplinary action. 

O. Citizen Complaints – Complaints regarding the use or operation of County vehicles are received in the County Administrator’s office. The County Administrator, or appropriate department or agency head, shall investigate the complaint and, if necessary, take appropriate corrective action. 


Either way, you can read the rest at the above link.  Anyone see major violations between county policy and state Codes?  Looks to us as though the county is in direct violation of Commonwealth Codes as is par for the course.  How many other violations does that county allow on its books?  How much of your tax money do county officials think they are allowed to waste?  When they are wasting your money like this, of course they need more tax revenue.  Of course they are going to raise your taxes.  So what if they are only wasting your money as we can clearly see they have no issues in doing so.  We think they should raise your taxes to 95 cents per hundred dollars and not leave it at just 72 cents.  That way they can buy more cars and waste more gas.  You should buy all of them lunch everyday.

  You should also buy them breakfast and dinner as well.  They all want raises so you should give them at least a 10% raise each and every year.  Why should they have to suffer even though you may be suffering?  You should pay all of their health care costs as well as that of their families costs too.  You should provide all of the county employees with no cost and no percentage loans so they can all buy and live in nice houses.  Maybe even your old house that you can no longer afford.

  You should also do the same so that they can all buy and drive nice cars or trucks.  Each employee should be able to afford an expensive Disney vacation at least once a year as well.  Come on and step up for these folks.  Who cares if they are in total violation of what Virginia allows and does not allow.  At least you will be doing your part in ensuring a truly rotten future for all of us.

Gloucester, Virginia: Steve Baranek Wasting Your Tax Dollars?

The question we are asking:  Is Steve Baranek, Chief Animal Control officer for Gloucester County wasting our tax dollars?  The reason we are asking this is because as of today, Novermber 21st, 2014 we have filed a complaint that he appears to have been conducting personal business while on county employment time.  The date in question is July 26th, 2014 where Steve was seen at the Tractor Supply yard sale in the Gloucester County Courthouse Area.  We have a picture of him at that event.

  Why was he at a yard sale?  Now Tractor Supply does provide their parking lot during most of the year for animal swap meets and an occasional yard sale where no animals are present.  On July 26th, 2014 the event in the Tractor Supply parking lot was a yard sale without any animals present.  Why was he even there?  He was in full uniform and driving a county vehicle just like the one pictured above.  Why is the county paying him to shop at a private event on private property?

In the above document there is a picture of Steven Baranek.  In the background one can see there are no animals at this event.  The complaint we filed with county officials and Human Resources is 2 pages as opposed to the one page above.  I added a true signature to the copy filed with Gloucester County to make the complaint official.  Why are Gloucester residents being expected to pay for county government employees to go shopping while on duty?  This is no different than if he was shopping inside Wal Mart while on duty.  This is an outrage for every resident in Gloucester who pays any form of taxes including shopping in any of the local stores.  It's an outrage to anyone who comes to Gloucester and shops as some of those tax dollars fund this kind of behavior as well.

  If you find this kind of behavior disturbing, please email the Board of Supervisors and tell them about it.

Gloucester, VA Delinquent Tax Property Auction Sale List

Above is a list of properties going up for public auction for delinquent tax payments.  This only goes to show that no matter what you think, you do not own the land you think you own.  It can very quickly be taken from you for many reasons.  If any of these properties are occupied by someone who simply can not afford to pay the taxes, then it is a crime against God to take their home.  Read the bible here.  If you want to get a deal on real estate at the expense of someone else's hardship?  By participating in buying any of these properties, you are saying that you do not believe in ownership of land to yourself and everyone else as well.  You just gain control over it for a cost.

  If anyone out there has fairly deep pockets and can afford to help out a family that may need it then we recommend researching these properties and seeing if you can't pay those back taxes for a family or person in desperate need.  Where are the non profit foundations now?  Temporarily house the homeless during the winter but let's create homeless folks instead of helping prevent the crisis to begin with?  Put together a group of private individuals who can pool money to help out anyone of the people in the above list.  It may make you eligible for extra tax deductions.  You would have to check with a good accountant or lawyer who specializes in this area.

The US Constitution as well as the original state Constitution does not allow for personal property taxes.  No one can show where they are.  The 16th Amendment is not legal as it is written as a right of the Government against the people which is not what the Bill of Rights were designed for.  The Bill of Rights is the rights of the PEOPLE.  It's clear we have a criminal government even at the local level.

30.000 dollars are missing from your personal bank account - that is, the one the money in your pocket (check 'em; "Federal Reserve Notes") is based upon. The "cop" you thought was watching your $30,000 dollars says... she doesn't know where it is. And frankly, she isn't even looking!

Fantasy? If only it were.

This is your life now.

For all Americans put together, that adds up to 9 TRILLION missing dollars. That's YOUR $30.000 added up with everyone else. Where did it go?

The so-called "Federal Reserve" is neither federal, nor is it a reserve. It is rather an ultra-secret private company which has illegally been put in charge of your money. What are they doing with your money? After many years, someone in government finally decided to take a look... and that is what was found! Quickly the faux Fed clammed up again - and no wonder.

Bitcoin 101 - The Nightmare of a 51% Attack - Part 1 - Calculating The Costs

Proof of work is a new technology, and it has amazingly protected Bitcoin for five plus years. Still, there may be no greater point of weakness in Bitcoin. While a 51% attack doesn't appear to offer a lot of financial gain, monetary gain may not be the motive of the attacker. In part one, we go through a cost analysis of the current hardware needed to launch a successful 51% attack to get a better picture how much it might cost. Unfortunately, the numbers are lower than expected, and most of the previously published values come in three to fifty times higher than actuality. In part two we will talk more about what an attacker might be able to do (double spending is not the worse tool at their disposal) and we prod at some possible solutions. Stay tuned.

Gloucester, VA School Board's Appalling Pleas For Additional Funding - Video




This is the video from the March 24th, 2014 budget meeting.  Right around 36 minutes, after Brenda Garton, County Administrator, gave her presentation for the 2014 - 2015 budget, a student comes up and gives an absolutely appalling speech requesting additional money from the taxpayers, claiming old outdated textbooks, and a lack of paper for copying as some of the claims as well as teacher raises are much needed.  Though the student was well spoken, he was very poorly educated in the area of economics and it was a disgusting display of pure ignorance in our view.

  There is nothing complicated about budgets, economics and or government until bureaucrats decide to make it so.  The nihilistic socialist agenda spewing from the mouth of the student shows clearly that we have seriously digressed in the areas of economics and government oversight.  The Kiser has put this county into higher economic burdens and now we get to see with great delight, the horrible outcome of his oversight in the extraordinary appalling speech from the young man whom has no idea what he is talking about as he lacks the education to understand and we can not blame this young man for such.  We must look at those in charge of education.

  Let's be specific with his complaints.  He states what he claims are facts and figures that DO NOT ACCOUNT for areas such as shrinking enrollments, higher expenditures at the school board level that have little or nothing to do with the education of the students, subsidized lunches for school administration as well as higher levels of security for school board administration than they are willing to provide students with.  Bloated areas of expenditures in the school board that have little or nothing to do with education.

  Let's address the textbook issues.  Children are not coming home with textbooks.  If the textbooks are outdated in the school, direct the questions to the school board and NOT the board of supervisors.  The school board budget never uses it's full amount in any given year for textbooks that is allocated from what we have seen.  We are mortified here with this.  We can all thank The Kiser and the school board.  And this kid wants to become a teacher?  Says he won't come back here to teach?  Thank God.  He already lacks the education and shame on the school system for producing such a disgusting product of pure nihilistic filth.

  The folks that continued to come up, kept overlooking all of the above issues.  Lower enrollments.  No increases within the community showing expected increases in enrollments.  The Kiser closed one school when he could have used that school for relocating students from the old Page school.  The money wasted building the new Page Middle school instead of rebuilding the old Page site.  That was millions of dollars that were left on the table.  Does anyone understand simple economics or are we looking at the continued product of The Kisers really nihilistic socialist schooling. platform?

  At least the second speaker pointed out flaws in Brenda Garton's bloated budget which needs some very serious adjustments as well on the downward trend.  If anything, these meetings showed a need to get back to basics in education for everyone.  Simple economics is step one.  Let's look at the works of one of the first and real economists, Adam Smith.

That's 667 pages of back to basics.  You can download this book for free from our slideshare site.  It's all very simple and easy to understand.  If the school board needs more money, let them take it out of the extra money they have cost us all building a new school in the swamp the county didn't need.

  Way to much oh poor me.  Guess what, the taxpayers are also saying poor me.  These folks are failing to realize who they must get their money from.  The taxpayers, not the board of supervisors.  The taxpayers DO NOT HAVE THE MONEY folks.  Did you hear that?  the taxpayers DO NOT HAVE THE MONEY.  YOU ARE NOT ASKING THE BOARD FOR MONEY.  You are asking the county taxpayers for money.  Hello!!!!!!  Anyone home?

  We just could not stand to listen to anyone else wine about how they want the Board of Supervisors to give them taxpayer money.  It's not their money school board.  It's the people of the county's money.  It's just infuriating.  

On a final note, we really want to thank the Board of Supervisors for recording and producing these videos so we can see what kind of outrageous nagging they must sit through from very ignorant people.  Our hats off to the Board of Supervisors for having to deal with such nonsense and still try and maintain decorum.
