Open Letter to the Citizens of Gloucester County Virginia


What an interesting meeting

The Virginia Constitution was written for us to limit the government intrusion into our lives.  Have you ever read the Constitution of the United States?  How about the Constitution of Virginia?

Mr. Hodges:  Thank you for continuing to support smaller government and local government and taking time to update us on developments in Richmond.  Just say no to the Governor’s proposal to increase Medicare.  It looks good short term but we do not need any more unfunded mandates from DC.

Marinas Zoning Ordinance:  Makes sense make it consistent for everyone and reduce government oversight.

17 Corridor Overlay:  A good program we can do without.  There is too much government in our business.  The purpose was to stop business from coming to Gloucester and it worked well.  Mr. Don Mitchell how can we expect our BoS to be consistent when we present a position one way in eliminating ordinances and then use an opposite argument when it affects us personally?  I do not care what position you take but please be consistent.  I am for less government in our business and personal lives (“For the Common Good. “) so we can grow and prosper that way the government gets more without have to raise the percent of income it takes.  I have firsthand knowledge of work performed on 17 and what it cost the person to do the work. Based on this work it encouraged business neighbors to clean up and improve their properties also and that helped their businesses.  I understand the cost and do not have a problem with getting rid of the excess rules.  What I have a problem with is the County made upgrades to their property across from Providence Road after the 17 Corridor rules were in place and did not come into compliance.  It was too expensive?  How about consistency?  Why does PHA to this day not meet the 17 Corridor Rules with all the changes made to their new building?  How can we expect new businesses to come to the county and build to County standards if we do not require existing businesses to comply with the same rules?  Was there a pay off?  Good old boy network? Why are there different rules depending on who you know?  Let’s get the rules consistent!

5 yr capital improvement plan Ms. Champion:  We do not have a 5 yr plan? No wonder the county is so messed up.  We react from one situation to the next.  A 5 year plan allows you how to recognize what is important and not be jumping all over the board.  If you had a good 5 year plan you would be able to tell a judge we would love to build a jail to keep you in, I mean a wall around the parking lot, but we would not do maintenance to the roof of the court house.  Mr. Chriscoe do you plan to fail in your private life as well as your public life?  Failure to plan is planning to fail!  Are you so afraid of change that you are willing to continue to shortchange the county and not give it the best we can afford?  No business or government in this day of tight funding can afford not to plan wisely. And that is what you are implying when you are against planning.  Ms. Champion what a good job you did in educating the board and coming forward with this plan most saw it as the way to go.  The plan will allow you to get to action not reaction. We do not need to continue to jump from one hole in the dike to the next, which is what we are doing now.  What Ms. Champion proposes still needs work but it is going in the right direction.

Mr. Wilmot you have been doing a good job representing the county this year keep it up.
Mr. Bazzani we missed you during the meeting.
Mr. Hutson that is the most positive I have seen you for a complete meeting.
Mr. Meyer keep on doing what you promised us during the election.
Dr. Orth you are showing us you are a capable leader that is trying to do what is right for the county.
Mr. James keep looking out for the best interest of the county.
Mr. Winebarger you do not say a lot, which is ok, but you keep everyone on their toes when you do speak.  On behalf of Mr. Thompson thanks for the compliment and verification what we are doing is working.
Mr. Chiscoe maybe you should look for a non elected position that does not require planning?

Job Well Done Gloucester, VA Board of Supervisors

Open Letter to the Citizens of Gloucester County Virginia


Thank you to the new Supervisors that kept your campaign promise to hold the line on spending.  Accomplishing this while on the job less than four months is something to feel good about.  Now you have time to look at cutting expenses next year and in future years.

The Virginia Constitution was written for us to limit the government intrusion into our lives.  Have you ever read the Constitution of the United States? How about the Constitution of Virginia?

I have followed the proceedings to get to a new budget with great interest. Mr. Bazzani I think next year you should push to contract the complete school system not just non teaching positions.  The Kiser’s indoctrination of the teachers, staff, and students that spoke in the BOS meetings show that they are not capable of teaching (I do not place all teachers in this group just those that spoke to the BOS).  Abraham Lincoln was correct when he stated “…you can fool some of the people all of the time….”  Who in their right mind would say and get published in the local gossip sheet, that you cannot contract out bus drivers because we cannot hire enough bus drivers?  That is the reason to contract out.  I thought papers used facts not worthless opinions? Has the paper been indoctrinated also?  Does that make the paper more useless or less useful?  You decide!

Let me provide some information.  The BOS does not have a magic pot to get money from they take it from you and me.  The School Board with the assistance of the School Administrator and the staff inform the BOS of the funds they would like to receive.  The BOS determined how much to give them.  In my opinion, the BOS choose to limit the funding since the School Board has not shown they are capable of being good stewards of the Taxpayers money.  Check out Mr. Thompson’s blog site if this is news to you.

Now here is a news flash for the teachers, staff, and students that went after the BOS.  The School Board determines how to spend the school funds.  The School Board will spend the money on The Kiser and his staffs’ impenetrable castle with guards to keep out normal people rather than on teachers, books, and support staff.  You need to get the School Board to do their job and set the priorities for the money they receive rather than them acting like sheep and giving The Kiser what he wants?  When The Kiser started as Gloucester School Administrator our schools met the standards.  At the end of the tenure our schools do not meet the standards?  The School Board gave him raises? Why was he not fired?  I do not blame the BOS they should have greatly reduced the spending not just held it constant.  Only in the schools do you fail and get a promotion?

Open Letter to the Citizens of Gloucester County Virginia

“For the Common Good. “
Thank you Gloucester County for the support and encouragement you have provided me and this site.
The Virginia Constitution was written by men from all walks of life that wanted us to not live under the rule of an unjust government.  Have you ever read the Constitution of the United States?  How about the Constitution of Virginia?
Today I would like to look at Mr. Thompson’s blog: Beware The Agenda 21 Protesters
Specifically, I want to look at statements in the conclusion: Why would anyone fight the UN when we should be fighting for our Constitutional Rights as well as our Bill of Rights which by US law, has no higher authority? Instead the questions should be asked, who elected any of the United Nations officials and or politicians to begin with, and what charter are they working from, under what authority?”
Are these statements correct? To do this we will use the United States Constitution.  The source I am using is: THE UNITED STATES CONSTITUTION (http://constitutionus.com/)
Based on the US Constitution Article I, Section 10
“1: No State shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility.”
The States do not have the right to form a Treaty with the UN or anyone else.  So they have no justification to change any laws based on UN or other requirements.  Who has the right to make Treaties?  That is covered in Article II, Section 2
“2: He [The President (added to clarify)] shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.”
This is pretty clear the President can make Treaties.  However, this is not the end of the Constitution and there are other areas that have to be considered and followed to make changes to US law that impacts The US Constitution.  Article IV, Section 4
“The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.”
I think that maybe this would be used to important to stop an UN invasion of our Republican form of government?  However, the founding Fathers being that they did not trust foreign powers or people with less than honorable intentions set up a process that has to be followed to change our Constitution and Agenda 21 and other UN Treaties do just that.  Article V
“The Congress, whenever two thirds of both Houses shall deem it necessary, shall proposeAmendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.”
I do not remember any Constitutional amendments being offered on Agenda 21.  However, there does seem to be some validity to UN Treaties being made into the law of the land.  Article VI
“2: This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States,shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.”

We now need to consider are the UN Treaties the law of the land?  If only there was something else in the US Constitution that superseded this statement?  Maybe amendments to the Constitution that were approved after this date can clarify what Treaties can do.  The Bill of Rights does just that limiting the power of the President and Congress.  Let look at some of these amendments and see if treaties are supreme?

Article [I]
“Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.”
Maybe we should use this to redress grievances?  What other rights are they trying to get rid of by Treaty?  Article [II]
“A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
We need to remember this with another UN Treaty.
This is a good start to saying the UN Treaties and not enforceable without further changes to the Constitution is there more?  Article [IV]
“The right of the people to be secure in their persons, houses, papers, and effects, againstunreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.”
Maybe they cannot take our property?  What else stops the Treaties?  Article [IX]
“The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.”
IS there something else?  Article [X]
“The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”
It appears the Bill of Rights limits the rights of President in the Treaties he makes.  He cannot make treaties to steal our rights guaranteed in the Bill of Rights.  Looks to be a continued abuse of power by the President and Congress?
Let’s go back to where we started this article: Why would anyone fight the UN when we should be fighting for our Constitutional Rights as well as our Bill of Rights which by US law, has no higher authority? Instead the questions should be asked, who elected any of the United Nations officials and or politicians to begin with, and what charter are they working from, under what authority?”
Based on this analysis it appears Mr. Thompson is very correct.  Maybe it is time to take back our rights, our government and our property.  We should start at the local level and tell our elected officials to obey the Law of the land the US Constitution and the Virginia Constitution and if they are not willing to sign on the bottom line to obey these documents they need to be removed from office.
Bring back the rule of legal laws and responsible budgets and make this "The Land of the Life Worth Living" for everyone in the county.

Notes on Gloucester County Joint Board of Supervisors and School Board February Meeting

The Virginia Constitution was written for us to limit the government intrusion into our lives.  Have you ever read the Constitution of the United States? How about the Constitution of Virginia? How about the County Code?

"The Land of the Life Worth Living" for everyone in the county.

I am sorry I was not able to attend but I was working to clean up from the wind shear on Friday.  But with most meetings I do watch them and provide feedback when appropriate.  I do prefer the web broadcast so I can pause and take notes and listen again when needed.

I heard both boards say it is about the children.  I do find it hard to believe when you were sitting in a several million dollar school administration building away from the children.   You talked about losing Federal and Virginia Funding; could this be because you have failed to meet teaching standards?

Mr Thompson published a map showing the bypass.  Mr. Hutson said sell the old Page site and kept insisting.  Looking at the map this is a valuable piece of property as both boards were saying during the meeting.  Mr. Records said it has good connection to Rt 614 Hickory Fork Road.  Wow this is on Mr. Thompson’s map how can it be?  Also the discussion was on the industrial park? Not really part of the joint boards discussion unless it was to talk about its close proximity to the old Page site and a possible development, along with commercial business development by neighbors.  Could it tie into the Barron’s housing development also?  One has to wonder are you trying to develop an area like Newport News City Center?

When will Target be building next to Home Depot?  I will be glad to have someplace to shop besides Wal-Mart.  What other retail is coming to the area?

The Kiser was correct when he said the School Board Budget is inflated.

When will you have your next joint meeting?  I learned a lot.  Thanks for getting together.

Bring back the rule of legal laws and responsible budgets and make this "The Land of the Life Worth Living" for everyone in the county.
