Gloucester, VA Page Middle School Construction Information

We continue to receive more information on the Page Middle School decisions process.  We think everyone will find the information below very interesting.


"County records reflect the Page Middle School building, its contents and property in the open were insured for a total of $13,513,744 at the time of the April 2011 tornado.  At the end of the negotiation process, the insurance carrier’s settlement offer to fund returning the school to an upgraded and functional state was $8,235,687. Due to initial low estimates by the insurance carrier, the County contracted RRMM Architects to provide an in depth assessment and analysis of the damage.  In RRMM’s assessment and analysis packet they elaborate on their solid knowledge of the building and its general character due to an April 2009 contract with the County to do a study on conversion of Page Middle school into an Administrative Operations Center. This professional services contract was extended about a month prior to the tornado. (This makes it clearly evident of the County’s intent to keep the building and property long term.)  In their assessment RRMM noted several areas in which they disagreed with the insurance carrier’s assessment.  In all fairness to RRMM, the areas they disagreed with appear to be justified and would have enhanced the safety, quality and durability of the building significantly.  RRMM’s final estimate of damages was $9,994,355.  That is a difference of $1,758,668 with both estimates being under the $13,513,744 coverage limit. 
 
Because of its age it is only reasonable that the utility infrastructure servicing the building would have needed to be upgraded or replaced.   These costs would in no way have been as high as what it will now cost to install the same infrastructure to the school site on T.C. Walker Road.  The parking and driveway areas would have needed to be upgraded to compliment the rest of the re-construction.  For arguments sake, let’s say all of that would have cost $2,000,000. (Very high estimate)  Let’s say RRMM’s estimate turned out to be the correct cost to rebuild.  Let’s say the County kicked in another $2,000,000 to make the building even better and storm shelter capable.  That would have been a total of $5,758,668 that the County would have contributed to opening a fully functional school building.
 
How did this repair and reconstruct project that should have cost the County less than $6,000,000 out of pocket turn into a twenty plus million dollar project that is going to result in tax increases beginning next year and substantial loan interest payments for twenty years?"

Virginia Posts 2.6% Revenue Increase in September

September Revenues All Pre-Federal Government Shutdown

RICHMOND - Governor Bob McDonnell announced today that September revenue collections increased by 2.6 percent from September of last year. September is a significant month for revenue collections because in addition to normal collections, the state also receives the first estimated income tax payment from individuals and corporations. On a year-to-date basis, total revenue collections rose 2.8 percent through September, ahead of the annual forecast of 1.5 percent growth. Adjusting for the accelerated sales tax program and the 0.125 percent sales tax transfer required by last session’s historic transportation bill, total revenues grew 3.5 percent through September, ahead of the adjusted forecast of 1.4 percent growth.

The increase in September revenue was driven by growth in individual withholding, corporate income taxes and individual nonwithholding. Individual withholding rose 2.9 percent and individual nonwithholding grew by 2.1 percent. Corporate income tax collections increased by 16.7 percent. At the same time, sales and use taxes, reflecting sales made in August, fell 2.7 percent.

Speaking about the September numbers, Governor Bob McDonnell noted, “September was a positive revenue month for the Commonwealth, and we continue to run well ahead of our forecasted fiscal growth for the year. This is empirical evidence that the bipartisan steps we’ve taken here in Richmond to help the private-sector grow and create good jobs for our people are working. Unfortunately, the efforts we’ve undertaken in Virginia to make government function better, and use limited state resources wisely to improve the quality of life of our citizens, are being undermined daily by the dysfunction in Washington D.C. The ongoing federal government shutdown will have a direct negative impact on state revenues in the months ahead, just as it is already having a direct, negative impact on Virginians in their daily lives. The success of our Commonwealth is being threatened by the ineptness of Washington. I continue to call on leaders in both parties to reopen the federal government immediately, and come together to find solutions to the challenges facing our great nation.”

Gloucester, VA Hampton Tobacco Robbed Friday Oct. 11th, 2013

GLOUCESTER COUNTY, Va. (WAVY) - Deputies are searching for a man who they said robbed the Hampton Pipe and Tobacco Shop.

According to the Gloucester County Sheriff’s Office, it happened Friday at the store, located at 4746 George Washington Memorial Highway in Gloucester.

Employees told investigators a man went into the store with a gun, and demanded cigarettes and incense.

The suspect took off in a car, but deputies do not have any information about the make or model. The suspect is described as a white male, 5’3” tall, wearing a dark coat with a hood covering his head, and a bandana covering his face.

The Sheriff’s Office said surveillance photos were not available.

One Killed In Gloucester, VA Accident Saturday Morning, Oct,. 12th, 2013

GLOUCESTER COUNTY, Va. (WAVY) - A driver is facing a long list of charges following a deadly accident Saturday in Gloucester.

State Police said a pickup truck was headed north on Low Ground Road when it ran off the right side, into a ditch, and then hit a tree. It happened just after 9:30 a.m., less than a mile south of Zack Road.

The passenger in the truck, identified as 29-year-old Richard Gibson III, was killed.

State Police have not released the name of the driver, who was charged with reckless driving, driving with a suspended license, and failure to maintain control of a vehicle.

Gloucester, VA More Page Middle School Corruption?

We keep digging and the more we dig, the more everything surrounding the supposed upcoming Page Middle School stinks of all kinds of issues.  For one, in a recent cross meeting between the Board of Education for Gloucester and The Board of Supervisors, it was well stated that the county wants to move forward with a letter of intent for construction.

  A letter of intent for construction is the same thing as signing a contract for construction.  The county is committing money to a project order where the county does NOT have the money in it's coffers to contract for and is a violation of state codes from everything we have seen and have shown on this site with the state codes.  These people simply will not follow the laws and one has to ask why?  Well as we continue to dig, we keep uncovering the why.  Let's explore some of the county's own documents to reveal some issues.

Go through the above presentation that we copied from the Gloucester County government website.  What we did was have several people with a great deal of experience with government contracting look over the above presentation and here is what we uncovered.

  A fast and dirty analysis from one of our experts showed that option B, the rebuilding of Page Middle school, at it's original location at an approximate cost of about 22 million was unjustified and looked like it had the numbers highly cooked to look like the option was just slightly lower than building on the site where ground has already been broken on TC Walker Road.

  Our second expert showed the following:

"RRMM Architects was awarded a contract on April 21, 2010 for the purpose of providing possible solutions for the “Repurposing of Page Middle School into a School Administration and Operations Center”. (I am not familiar with this other than Gloucester was facing a possible school closure due to decreasing enrollment.)

 On March 25, 2011 that contract was extended to June 30, 2012. On April 16, 2011 Page Middle School was damaged by a tornado. On June 6, 2011 a Purchase Order submitted by RRMM was approved by Gloucester County in the amount of $10,000.00 for “emergency work done to support investigative needs of schools to assess damage”. On June 6, 2011 another Purchase Order submitted by RRMM was approved by Gloucester County in the amount of $17,000.00 for “emergency work done to support investigative needs of schools to assess damage”.

 To this point RRMM is involved legally. On June 15, 2011 a Request for Professional Services to “review the potential for reconstructing Page Middle School” was advertised. Everything RRMM did from this point forward was not legal in my view. The Oct. 27, 2011 documents you attached demonstrate they were performing work outside of providing "Emergency Services" and were paid for that work. Emergency Services work is allowed to be attached to an active Professional Services Agreement which was the April 2010 agreement.

 Emergency Services is work like damage assessment and engineering services to safeguard and protect everything salvageable. On July 7, 2011 another Purchase Order submitted by RRMM was approved by Gloucester County in the amount of $13,545.00 for “schematic design/feasibility study-committee facilitation for Page Middle School options study”. This work included creating schematic design options of proposed facilities and locations, facilitating a Schools Superintendent appointed study-committee for Page reconstruction options and presenting those options to the School Board.

 At a School Board meeting on July 12, 2011 the Gloucester Schools Superintendent, announced the receipt of eleven proposals in response to the June 15, 2011 Request for Professional Services. On August 9, 2011 Duane Harver, Principle for RRMM, publicly presented information to the Gloucester School Board pertaining the July 7, 2011 study committee facilitation purchase order. RRMM was awarded the Professional Services contract on January 10, 2012.  By this time RRMM’s involvement in the reconstruction professional services process was extensive and again in my opinion, illegal.
As far as tampering with the numbers, I really can't say one way or the other.  I do know from reviewing some of it numerous months ago, that a lot of the numbers do look deceiving.  A look at how they correlate to the actual costs should be interesting."

From what we are seeing, it's deception in front of everyone's eyes.  Time to open your eyes and look at what these people are really up to.  Whatever it is, it does not look like it's within the best interest of the people at any level.  How many levels of corruption are in this county?  We keep peeling and it keeps coming our more and more.

Beware; The Enemy Within!


September, 2013, Middlesex County Board of Supervisor, Carlton Revere announced at the board meeting that prayer was being suspended due to fears from a recent litigation case that occurred in Pittsylvania, VA, where that county's board of supervisors were sued for starting their board meetings with an opening prayer.  A direct assault on the first amendment of the Bill of Rights attached to the United States Constitution that is the right of every American regardless of government office.  We reported on the original Pittsylvania case on this site.

Article One of the Bill of Rights reads as follows;

"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press, or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances."

Chairman Carlton Revere was following the advice of the Middlesex county attorney, Mike Soberick.  Mr Soberick is supposed to be in the position of protecting the county and it's citizens from an entire host of issues to include unfair attacks against the freedoms of the county's own citizens.  Instead Mike Soberick caves to the will of some sickofant fringe group that goes by the name, "Freedom From Religion Foundation", who supposedly sent the county an email from the foundation's staff attorney.

  Everyone can look and see that even the United States Congress opens it's meetings with prayer.  How is it that counties are being attacked for what Congress practices in front of the media everyday?  Stopping the sickofant fringe groups from attacking the rights of the people is real simple.  Force them to sue every county in every state to try and stop our freedoms.  This would quickly force these fringe groups into bankruptcy.  

  As noted above in the first amendment to the Constitution, freedom of religion, speech and the press is all under one umbrella for a reason.  They are all intertwined and the same.  You take away one, you take away all of them.  It's a direct attack on the American People as a whole by a minority that wants to dominate your very thoughts and dictate all your actions.  It's anarchistic.

Thomas Jefferson:  "Of liberty then I would say that, in the whole plenitude of it's extent, it is unobstructed action according to our will, but rightful liberty is unobstructed action according to our will within limits drawn around us by the equal rights of others.  I do not add "within the limits of law," because law is often but the tyrant's will and always so when it violates the rights of an individual."

  In other words, the folks at the "Freedom From Religion Foundation", are very clearly obstructing the rights of their fellow citizens as defined by the First Amendment of the US Constitution.

  Further;  It is a time tested and well proven fact that prayer before meetings is a natural deterrent to violence during the meeting and a positive influence to the proper flow of said meetings.  

  That would mean the folks over at the Freedom From Religion Foundation have opened up the county of Middlesex to potential violence and anarchy and that the county attorney, Mike Soberick, has facilitated this action of his own will and against the citizens of the county at which we would recommend that the citizens of Middlesex county seek the fair removal, for just cause,  of any further services and or dis services of this spineless weezle of a county attorney.
