Governor McDonnell Unveils New “Virginia is for Lovers” License Plate

RICHMOND - Governor Bob McDonnell unveiled today the new “Virginia is for Lovers” license plate, which will become the Virginia Department of Motor Vehicles’ (DMV) standard-issue plate beginning in March 2014.  Governor McDonnell showcased the new plate for the first time during his remarks today at the Governor’s Transportation Conference, themed “Road to the Future,” at the Greater Richmond Convention Center. The new plate design will replace the plain blue and white plates which have been the standard for the past couple of decades. 
            
Speaking about the announcement, Governor McDonnell remarked, “In 2007, we honored on Virginia plates the anniversary of the founding of America at Jamestown. Soon, we will utilize Virginia’s timeless slogan to help promote our great Commonwealth. Every time a Virginia-registered car sporting one of these tags travels outside of the state, people around the nation will be reminded that Virginia is a tremendous destination for businesses and tourists.”

            Governor McDonnell commended the Virginia Tourism Corporation and DMV for their collaboration to make this new plate a reality. The license plate will also feature the Web site Virginia.org, the Commonwealth’s official travel and tourism Web site, which has been recognized as the best tourism website in the country. More than 80% of travelers use Internet websites to find, plan, and book their travel. These license plates will drive travelers to Virginia.org, where consumers can find and book their next Virginia vacation.

About “Virginia is for Lovers”

The “Virginia is for Lovers” slogan will celebrate its 45th birthday in 2014.  The phrase came from a creative team headed by a Richmond advertising agency, now known as the Martin Agency, which won the Virginia State Travel Service account in 1968. The first ad mentioning the new slogan ran in the March 1969 issue of “Modern Bride.”

By popular vote, “Virginia is for Lovers” was inducted into the Madison Avenue Advertising Walk of Fame on September 21, 2009. The slogan was included in the Advertising Icon Museum alongside fellow 2009 inductees, the AOL Running Man, the Budweiser Clydesdales, and State Farm's “Like a Good Neighbor, State Farm is There.”  This recognition came on the heels of Forbes.com tapping “Virginia is for Lovers” as one of the top ten tourism marketing campaigns of all time.

No one knows exactly why “Virginia is for Lovers” has been so durable, but part of the mystique of the slogan is that it has meant many things to different people. Today, a new generation is discovering love for Virginia’s mountains, beaches, history, theme parks, vibrant cities, outdoor activities, sports and hospitality.

And now, Virginia’s love story will hit the roads in March 2014.

Governor McDonnell Announces 2013 Governor’s Technology Award Winners

RICHMOND – The annual Governor’s Technology Awards were presented to honorees in 10 categories at a special ceremony today at the Commonwealth of Virginia Innovative Technology Symposium (COVITS) in Richmond. On behalf of Governor Bob McDonnell, Secretary of Technology Jim Duffey, and CIO, Sam Nixon, presented the awards to a distinguished group of Virginia government entrants, including state and local government and universities. 

            Winners were determined by a distinguished panel of government information technology (IT) experts. For 16 years, the Governor’s Technology Awards program has recognized public sector IT projects that have improved government service delivery and efficiency.

Multiple awards were presented in several categories due to extremely close scores between projects. Executive summaries of each winner and finalist’s entries are posted on the COVITS website, www.covits.org, to provide inspiration and best practice examples to peers and partners.

New driver safety laws in Va Effective July 1st, 2013

VIRGINIA (WAVY) - New laws scheduled to become effective July 1, 2013, implement tougher penalties for those who are distracted while operating a motor vehicle.
Current laws include texting while driving as a secondary offense, meaning a person may only be charged if they are found violating another traffic law. On July 1, texting while driving becomes a primary offense, according to the Insurance Institute for Highway Safety .
In addition to this change, the DMV reports, a person convicted of texting while driving will receive a $125 fine for the first offense and a $250 fine for subsequent charges. Currently, the fine for a first offense is $20 and any offense thereafter is $50.The new law also increases the penalties for a person convicted for reckless driving to include a mandatory $250 fine if the person was texting while driving recklessly.
This new law will not change the current hand-held devices law in Virginia, for which there are no restrictions.      
DUI/DWI
Also effective July 1, any DUI conviction will be a class 6 felony if the driver has a current conviction of any of the following:
    -Involuntary manslaughter 
A DUI felony charge also carries a mandatory fine of a minimum of $1,000 and one year in prison.
Provisional Driver's Licenses
Current laws restricts those who hold provisional driver's licenses (driver's licenses issued to people under 18), from driving between the hours of midnight and 4 a.m. unless they are returning from their place of employment or school sponsored activity. Beginning July 1, the law will be amended to allow driving during these hours for additional reasons including coming from an activity that is supervised by an adult and sponsored by a civic, religious or public organization.This will continue to be a secondary offense.   
Moped/Scooters
Effective July 1, those operating a moped or scooter are required to carry a government issued picture identification card. Also, drivers and passengers must wear a helmet at all times and use a face shield or goggles unless the moped has a windshield.
Effective July 1, 2014 all mopeds will be required to be titled and registered through the Department of Motor Vehicles.
