Citizens of Gloucester, VA Calling For Immediate Termination of Circuit Court Clerk (Judge) Gloria Owens For Legal Violations

Citizens of Gloucester, Virginia are calling for the immediate termination of circuit court clerk, Gloria Owens for violations to the Commonwealth of Virginia Constitution, article 1 section 10, General Warrants of Search or Seizure Prohibited:  That general warrants, whereby an officer or messenger may be commanded to search suspected places without evidence of a fact committed, or to seize any person or persons not named, or whose offense is not particularly described and supported by evidence, are grievous and oppressive, and ought not to be granted. http://law.justia.com/constitution/virginia/constitution.html#1S10  This is a link to the site where the Commonwealth of Virginia Code is located.  And violations to 19.2-56 as well as the possibility of impersonating a judge on a legal document.


That the above Search Warrant written by one Gloria Owens is in direct violation of the above Commonwealth of Virginia Constitutional law as a request for the search and or seizure of any and all animals had no founding basis and is a direct violation of said above Virginia law.  That said 3rd party complaint did not justify such a wide open search and or inspection hence rendering said warrant null and void and in violation of both the State of Virginia Constitution and the Federal Constitution regarding Search Warrants as well as a direct violation to Virginia law 19.2-56.  And as one can see above, Gloria Owens marked the box under her signature as a judge which she is not, giving the appearance that she mis-represented herself on this legal document.

                                                                                                                                                                        
                                                                                                                                                                           

§ 3.2-6568. Power of search for violations of statutes against cruelty to animals
When a sworn complaint is made to any proper authority by any animal control officer, humane investigator, law-enforcement officer or State Veterinarian's representative that the complainant believes and has reasonable cause to believe that the laws in relation to cruelty to animals have been, are being, or are about to be violated in any particular building or place, such authority, if satisfied that there is reasonable cause for such belief, shall issue a warrant authorizing any sheriff, deputy sheriff or police officer, to search the building or place.

                                                                                                                                                                   
                                                                                                                                                                            

That upon any state representative and or law enforcement investigator whom views the above warrant in it's entirety will find that a third party complaint, that was not reliable under the terms of unconstitutional searches, was a first complaint that would only cause an investigation under 3.2-6568.  That the above 3rd party complaint was for pets inside the owners main dwelling as evidenced by Gloucester County's own records and attached to this Warrant.

That said Search Warrant can not be written and commanded by just a court clerk and requires the authorization of either a Magistrate or a Judge.  That the above Search Warrant in our opinion was written without said required authorization.  That said Search Warrant violated the evidence of facts.  That Gloria Owens signed and marked herself as a Judge in a false manor and did not add the required, "on behalf of", statement.

A freedom of information request is being pursued to determine if in fact one Gloria Owens acted on her own or if either a magistrate and or judge was contacted,where and or that permitted this violation, where further requests for termination will be called for against said person(s).

The judge, magistrate or other official authorized to issue criminal warrants, shall issue a search warrant if he finds from the facts or circumstances recited in the affidavit that there is probable cause for the issuance thereof.

Every search warrant shall be directed to (i) the sheriff, sergeant, or any policeman of the county, city or town in which the place to be searched is located, (ii) any law-enforcement officer or agent employed by the Commonwealth and vested with the powers of sheriffs and police, or (iii) jointly to any such sheriff, sergeant, policeman or law-enforcement officer or agent and an agent, special agent or officer of the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco and Firearms of the United States Treasury, the United States Naval Criminal Investigative Service, the United States Department of Homeland Security, any inspector, law-enforcement official or police personnel of the United States Postal Inspection Service, or the Drug Enforcement Administration. The warrant shall (i) name the affiant, (ii) recite the offense in relation to which the search is to be made, (iii) name or describe the place to be searched, (iv) describe the property or person to be searched for, and (v) recite that the magistrate has found probable cause to believe that the property or person constitutes evidence of a crime (identified in the warrant) or tends to show that a person (named or described therein) has committed or is committing a crime.

The warrant shall command that the place be forthwith searched, either in day or night, and that the objects or persons described in the warrant, if found there, be seized. An inventory shall be produced before a court having jurisdiction of the offense in relation to which the warrant was issued as provided in § 19.2-57.

Any such warrant as provided in this section shall be executed by the policeman or other law-enforcement officer or agent into whose hands it shall come or be delivered. If the warrant is directed jointly to a sheriff, sergeant, policeman or law-enforcement officer or agent of the Commonwealth and a federal agent or officer as otherwise provided in this section, the warrant may be executed jointly or by the policeman, law-enforcement officer or agent into whose hands it is delivered. No other person may be permitted to be present during or participate in the execution of a warrant to search a place except (i) the owners and occupants of the place to be searched when permitted to be present by the officer in charge of the conduct of the search and (ii) persons designated by the officer in charge of the conduct of the search to assist or provide expertise in the conduct of the search.

Every search warrant shall contain the date and time it was issued. However, the failure of any such search warrant to contain the date and time it was issued shall not render the warrant void, provided that the date and time of issuing of said warrant is established by competent evidence.

The judge, magistrate, or other official authorized to issue criminal warrants shall attach a copy of the affidavit required by § 19.2-54, which shall become a part of the search warrant and served therewith. However, this provision shall not be applicable in any case in which the affidavit is made by means of a voice or videotape recording or where the affidavit has been sealed pursuant to § 19.2-54.

Any search warrant not executed within 15 days after issuance thereof shall be returned to, and voided by, the officer who issued such search warrant.

No search warrant shall be issued until there is filed with the officer authorized to issue the same an affidavit of some person reasonably describing the place, thing, or person to be searched, the things or persons to be searched for thereunder, alleging briefly material facts, constituting the probable cause for the issuance of such warrant and alleging substantially the offense in relation to which such search is to be made and that the object, thing, or person searched for constitutes evidence of the commission of such offense. The affidavit may be filed by electronically transmitted facsimile process. Such affidavit shall be certified by the officer who issues such warrant and delivered in person, mailed by certified mail, return receipt requested, or delivered by electronically transmitted facsimile process by such officer or his designee or agent to the clerk of the circuit court of the county or city wherein the search is made, with a copy of the affidavit also being delivered to the clerk of the circuit court of the county or city where the warrant is issued, if in a different county or city, within seven days after the issuance of such warrant and shall by such clerks be preserved as a record and shall at all times be subject to inspection by the public; however such affidavit may be temporarily sealed by the appropriate court upon application of the attorney for the Commonwealth for good cause shown in an ex parte hearing. Any individual arrested and claiming to be aggrieved by such search and seizure or any person who claims to be entitled to lawful possession of such property seized may move the appropriate court for the unsealing of such affidavit, and the burden of proof with respect to continued sealing shall be upon the Commonwealth. Each such clerk shall maintain an index of all such affidavits filed in his office in order to facilitate inspection. No such warrant shall be issued on an affidavit omitting such essentials, and no general warrant for the search of a house, place, compartment, vehicle or baggage shall be issued.

The term "affidavit" as used in this section, means statements made under oath or affirmation and preserved verbatim.

Failure of the officer issuing such warrant to file the required affidavit shall not invalidate any search made under the warrant unless such failure shall continue for a period of 30 days. If the affidavit is filed prior to the expiration of the 30-day period, nevertheless, evidence obtained in any such search shall not be admissible until a reasonable time after the filing of the required affidavit.

That the above listed Search Warrant is in violation to 19.2-54 as listed here on this page.  Gloucester County, Virginia citizens can not afford and will not tolerate criminals to be employed in this county and are requesting full termination of the employment of one Gloria Owens immediately based on the above complaint.  This complaint has been sent to the Gloucester County, Virginia board of Supervisors as well as the county Administrator for action.

  Local law can not supersede state law.  No state law can supersede another state law.  Animal Control laws can not and do not supersede state search warrant laws.

Gloucester, VA Local Terrorist Organization Now In Place?

What is terrorism?  As defined by Yahoo Education, the meaning is defined as follows;

Noun:

The unlawful use or threatened use of force or violence by a person or an organized group against people or property with the intention of intimidating or coercing societies or governments, often for ideological or political reasons.

What this clearly shows is that not only can outside forces be considered terrorist organizations, governments can also be considered terrorist in their very acts.  Is it possible that we here in the United States may be experiencing terrorism from our own governments?  That's the question we are now posing for your consideration.  What we are about to cover in this article is a story of fiction that is based on an ongoing series of highly researched facts.   We are calling this story, "Gloucester, Death County, Virginia."

  Recently everyone in Gloucester, VA has read about the murder suicide that happened in a remote part of the county.  What most people do not know is the facts behind the story.  The murder suicide is only a half truth.  The half that is true is the murder aspect of the story.  The suicide part is only a smoke screen to ward off investigations.  So who would want to ward off investigations?  The sheriff's office is investigating the story right?  Yes the sheriff's office is investigating and it's the sheriff's office that has put up the smoke screen as they do not want outside investigators moving in and potentially screwing up the scene.  

  What is it about this murder suicide that no one in the sheriff's office wants anyone to find out?  It was committed by sheriff's deputies and they murdered the couple in the house.  Now the question is why!  Well it turns out the couple were drug runners for the sheriff's office and they have not been fully up and up with the money and the shipments in and out of the area.  You see, the house the couple lived in is right on the water and has easy access to the local rivers and the Atlantic ocean.  It's one of the many gateways for moving drugs and contraband in and out of the area.

  The local paper reported that there was no forced entry into the home and that the home was locked from the inside.  Easy enough to do when you are invited into the house and you leave locking the door behind you.  Now the sheriff's office has very close ties to animal control and local animal control officers all seem to have businesses that make it very easy to destroy all evidence of criminal activity.  Examples;  Jed Stillban of Animal Control has his animal crematorium that is perfect for destroying external evidence.   Marl, (Puck) Shipey, the head of Animal Control has Puck's Carpet Cleaning, you call in Puck's Carpet Cleaning to clean up hence destroy internal evidence.  

  The county has attorney's and a fixed court system that will clean up the estate, put a series of back taxes owed on the property and eventually figure out a way to take the house through legal, yet highly questionable maneuvers so as to maintain the base for moving drugs and contraband in and out of the county.  

  Now this is only part of the story.  The county has ways of washing the money made on it's illegal drug and contraband trade.  Through a series of local business setups.  Sunwise Donuts is one of those setups used for washing and cleaning drug money.  Buy It Old, is yet another one.  Buy It Old is owned by yet another Gloucester Animal Control Officer, one Christine Tames.  The Buy It Old store is also an outlet for the county to make money on used office and school furniture instead of either dumping it or trying to sell it at auction.  Other items confiscated during local raids by the sheriff's office also make it into Buy It Old.  Any animals that are gained through raids and or murders are either brought to the Gloucester Mathews animal shelter, the Pet Mansion located by Buy It Old or taken out into the country and shot for target practice.

  Yes the local terrorist network is well set up and running right here in Gloucester County, Virginia.  Now again, the above story is fictional.  We altered names and businesses in the fictional story.  The facts follow.

The above article is from the Gloucester Mathews Gazette Journal and is about Buy It Used owned by Animal Control Officer Kristine James and her husband.  http://www.chuckscarpetcleaning.com/Pages/default.aspx  Is a live link to Carl, (Chuck) Shipley's carpet cleaning business.  It's interesting that the majority of business hours for the carpet cleaning business are about the same as when Carl is supposed to be running Animal Control in Gloucester County.  Is he doing both on county time and payroll?  http://www.shadowfarmsanimalcremationserviceinc.com/  Is the web site for Jeff Stillman's cremation business.  We have a witness that places Jeff Stillman as being directly involved in this business and even their Facebook page shows this.  We see this as a conflict of interest.  Also heard about Jeff Stillman is that he is often seen running his Father-in-law's store in uniform still wearing both his badge and gun.  Is he doing this while still on the clock with Gloucester Animal Control?  Does he really need to be behind a counter wearing a gun?  If so, what does that say about the area?  We have also been told that the financing for the animal crematorium came from a local developer who committed suicide under mysterious circumstances.  Curious.

  Sunrise Donuts, owned by ex 911 operator Holli Cahoon.  We have been informed that the money for this operation came from an accident claim made while working for the county in the position of being a 911 operator.  The accident we were told had something to do with the chemicals used in cleaning the floors.  Was this caused by Chuck's Carpet Cleaning?  That we do not know.  Holli told us she got the money from a bank loan.  We have caught Holli telling tall tales before, is this yet another tale about the bank loan?  Anyone can spend some time around the donut shop and see that there never seems to be enough traffic going in and out of the place to justify keeping the doors open.  Plus she has employees?  Holli and her husband also added rooms onto their house and bought his and her's new vehicles that each are in the amount of around $78,000.00 new sticker price.  No bank would finance that kind of loan in the economy we have had in the past few years.

  We are not saying that any of these businesses are less than anything than honest fully up and up operations.  However, the appearance and opportunity is there for something entirely different.  Facts stated in a previous sheriff's race is that drug busts are way down in Gloucester County compared to other local, state and federal statistics.  http://www.gazettejournal.net/index.php/news/news_article/gloucester_sheriff_candidates_discuss_drug_enforcement_issues_accreditation/  Part of that story can be found at this link and is reported by the Gloucester Mathews Gazette Journal.

  Is Gloucester County the only area with these kinds of issues?  Charles City County as well as Dinwiddie County has it's share of issue coming from Animal Control officers as well.  http://forcechange.com/41843/demand-justice-for-innocent-dog-killed-by-animal-control-officer/  This is a link for what is going on in Charles City County.  Animal Control officer out of control.  http://www.wric.com/story/20374419/dinwiddie-animal-control-chief-charged-with-embezzlement  This link is for the Chief Animal Control officer in Dinwiddie County that has been indicted for embezzlement.  Other stories place this person as not even having been qualified for the position to begin with.  Here is what we believe the embezzlement charges  really are.  She is the one behind the horse raid in Dinwiddie back this past summer.  She worked with USERL in seizing all the horses on one farm.  USERL gets funding for large raids.  It is our opinion that she received payment from her roll in that raid and did not want to share the payment with others that she was required to share that payment with.  Since she didn't want to share, she is being taken down through the legal system.  That's our opinion and based on research.

  A few weeks ago, we did a story on how to protect yourself from animal control.  We are not the only ones who are writing such stories.  After we posted that story, we found yet another story similar in nature.
http://animalsclubfreedom.typepad.com/nationaldogpress/2012/12/when-police-or-animal-control-come-knocking-on-your-door-what-every-dog-owner-needs-to-know.html  This is a link to another story that was published on the other side of the nation.  We are looking at a real epidemic on our freedoms.  Animal Control is not a rogue section of any local government.  They have to answer to people above them.  So this is well above being an animal control problem that we all face.  Anyone is a target.  Even if you have animals crossing your property, you can be made a target based on that.  Animal Planet is a culprit in the conspiracy in our opinion.  They glorify Animal Control raids throughout the nation, never showing the evil side that does exist inside this network.

https://sites.google.com/site/gloucestervanews/  This is the site where we have been posting issues with local law enforcement and many people have found it all difficult to believe if not impossible.  Do you really have to be hit on the head or become the next victim before you wake up?  Most people have to become the next victim before they understand what is really going on.

  Here is yet another question to ponder.  Positions in Animal Control anywhere in the nation are considered notoriously low paying jobs.  The same for many 911 operators.  How can people in low paying jobs possibly afford to open their own businesses?   No bank will loan you money to open a business with a low paying job in this economy.  If they did, we would have a thriving economy as everyone in a low paying job would all be opening their own businesses to support themselves properly.  So what could the attraction be for accepting and staying in a low paying job such as animal control?  Maybe the fact that a business will be financed for you to justify and expand your personal income and help wash some other income?  If the jobs are that poorly paying why not do what everyone else has to do and find a better paying job?  No, there has to be a reason for staying in a low paying job.  Again we bring up the question of how certain people in both Animal Control as well as the Gloucester County Sheriff's Office are able to live in such expensive houses and drive nice new vehicles based on the low pay that they get.  Some things are just not adding up.

  In all fairness, we are not saying that the entire county is corrupt.  It is our opinion that the majority are honest, hard working people who are very professional and very considerate in this county that we hold the highest respect for.  It is our opinion that there is a very corrupt element in the county that has rigged the system against the majority.  It is also our opinion that this is not an isolated situation but a nationwide problem.



Here is a wake up video of very serious concern.  Like we said, it's a nationwide issue.  Anyone can get nailed at any time and you have little chance of fighting back.  Your life is ruined because the criminals now wear badges and carry guns and are supported by fixed court systems.  Again, they are not all bad.  It's a minority but it's everywhere now and it is growing very rapidly.



This is the type of propaganda we are talking about regarding Animal Control glorification.  Not that this video isn't heart wrenching.  One thing we found unusual is that the officer here called the dog by name after initial treatment for dehydration.  This was an obvious hit to the owner of the dog and a message being given to that owner.  Not just blatant animal abuse.  The animal abuse is in fact disgusting, but there is more in this video than it's initial appearance.  Swaying your opinion is easy.  Digging for more answers is hard.  Go to the original source of the animal control video and see how everyone's opinions have easily been created.  No one is looking deeper into the story.  Question everything.

Gloucester, VA Animal Control Laws Updated To Reflect Specifics

Gloucester, VA Animal Control Laws have been updated to reflect a more accurate definition of potential violations.  Going over the new site updates, it is now more clearly defined what constitutes a violation to Gloucester, VA Animal Control laws.  No longer can animal control officers just suddenly charge animal owners with violations based on what is merely a snapshot in time offenses.  Charges that fall under section 3-15 of Gloucester Animal Control must now be backed by a corresponding offense under say section 3-2 and the exact section under 3-2.  Evidence must be provided by Animal Control that shows existing offenses and that these offenses are either ongoing or are an eminent danger to the animal in question.

Simply charging an owner for a violation under section 3-15 without a more descriptive meaning is mere harassment in our view and should be fully challenged in court.  If the court sides with Animal Control, the judge should then be questioned and a petition to a higher court should be filed immediately.  There is still some very questionable material in Gloucester, VA animal control law section 3-15 that we are looking into even further that could fully invalidate it under all circumstances.

  Again we are not attorney's and only an attorney can give you legal advice.  We are merely questioning everything and looking at all the evidence we can.  The more we dig, the more questions we keep coming up with.

  In other animal control news, a case to throw out the "Chief" Animal Control officer in Dinwiddie County is fully under way.  Click Here for information on a petition drive to oust Chief Warden Broughton.  Not that it matters, this woman has been arrested and charged with embezzlement and even though details are not presently available, we pretty much know what those charges are and where they stem from.  Gloucester County officials might want to take notice of this case.  Click Here for a link to this story.  We will cover more on this soon.

Gloucester, VA Animal Control Section 3-15 A Holiday Story - Compliments of Carl (Chuck) Shipley and Jeff Stillman

The following is a story that is presently going on in Gloucester County, Virginia and is written by people we believe are being victimized by Gloucester Animal Control.  The story is in their own words.  We have copies of the files to back up their story and we have already used one of them on this site.


Attacked By Animal Control?

The following is a story written by two people presently being victimized, in our opinion, by Gloucester Animal Control.

The names of the victims are being withheld for their own protection. Those names listed here with Animal Control do know who these victims are. We have full documentation to the accuracy of this story.  The following story is written in their own words.




At this time my daughter and myself are living in a motel room. We have lost our home and our business and my job. We also have charges pending against us from Animal Control of Gloucester that if they are not dismissed may affect my long time career as a Licensed Veterinary Technician. We feel that we are being targeted and we feel that these charges are unjustified. I am sorry this is so long but there are lots of details and I felt that some of even the small details are important.

About seven months ago we lost our house of 10 years. Although we were in workout with the bank, they told us they did not like dealing with small home businesses and our house was sold to Fannie Mae They gave us less then a month to vacate. Our home business is a educational program using small exotic animals. We have birds that talk and sing, a tortoise big enough to stand on, a groundhog that sits up and lets you pet him, reptiles that do feeding demonstrations. We have about 25 small animals, none are poisonous or dangerous. Just this year we did 45 schools, 30 churches, 8 nursing homes, 60 private programs and several fund raisers, we did more than a few of these free or at a reduced rate as a community service. We have been operating for about 6 years and we have hundreds of positive comments. We were USDA and Fish & Game licensed. I have been a licensed Veterinary Technician for over 30 years. I have worked in zoos and with veterinary clinics, I have also been a wildlife rehabber both federal and state for all that time. My daughter has been working with animals her whole life including being a veterinary assistant at several veterinary clinics. Our animals are more than just our business. They are like family and their welfare has always come before our own.

Due to the stress of the move and all that was going on I had a physical collapse and spent a week in the hospital. Even though I had no insurance the situation was so serious they would not let me go home. My daughter was left to move alone with 3 friends from our church. We ended up moving to a farm in Gloucester, we paid rent and utilities and helped around the farm.

While we were in the process of moving a young man that had a grudge toward my daughter started a slander campaign against my daughter and our business. He said we were running from the law and that we had warrants against us, all the accusations were false. The day we moved to the farm we got a call from the caretaker of the woman we were living with brothers home. He said Gloucester Animal Control was over there asking where we were, they also said there were warrants out for our arrest. He was very upset. Shortly thereafter Animal Control showed up where we were. Officer Jeff Stillman and a woman deputy got out of their truck and the first thing Jeff said to me was that we had warrants for our arrest from the county we had moved from. My daughter was on the phone with the sheriffs department and they said that that was false. After we told Jeff this he continued to berate us. He was rude and belligerent toward us and our new landlord. He accused us of lying about when we had moved the animals into the county and of trying to avoid the permit process in Gloucester. We tried to explain about how we had moved quickly and that we were ready to do whatever we needed to be fully compliant. He continued to yell and threaten us and he asked to see the animals. When we took him in to see the animals he was visibly afraid of the reptiles. He stated loudly several times don't open the cages. He took pictures of the animals through the cages. He said that he was afraid our snakes would escape and cause a problem like Florida had. We explained that all our snakes were females and that we had safe enclosures and had never had an escape. After he left I was shaking with exhaustion and stress, he towered over us and yelled right in our faces. I had never met an officer so unprofessional rude and just plain threatening before.

The only animals that a permit were needed for were the four snakes and the groundhog so we started the permitting process. We acquired the insurance $50,000 liability and had everything in order but the vet visit. We made several appointments but had trouble getting vets that would see reptiles. We kept animal control updated to our progress because the vet visit was finally scheduled one day before the paperwork was due. At the last moment the vet changed the appointment to one day later. We called animal control and asked if they wanted us to turn in everything but the vet papers and we would have them the next day. They told us to turn in everything together. The vet visit went well and we turned in the paperwork on the date it was due. We then got a call from Jeff, he said the paperwork was one day late and he had issued a summons for late paperwork. Again he was quite rude. We had spent considerable money with the insurance and vet visits to comply and I felt this was a bit much especially since we had kept them updated to the status. I complained to Carl Shipley the head of Animal Control who I know personally through church about Jeff's unprofessional behavior. Steve Barneck and Jeff Stillman showed up to do the inspection. They were both polite. They issued the permit the next day. When I went to court the judge asked why the paperwork had been late and I explained the veterinary issues. All the while I was talking Jeff kept interrupting and making comments about myself and the animals. The judge dismissed and I had to pay $100.00 court costs.

After 3-4 semi-peaceful months the woman we were staying issued us an eviction notice. We looked desperately for a place for us and the animals. We were able to get a storage unit to store our personal belongings and a friend offered her spacious building to house the animals. We were ready to move.

In compliance with our permit I caught Carl Shipley at church the day before and let him know we were moving the animals. I told him we would let them know the exact address as soon as we got them moved. The day we were moving I had to work, I had gotten a job at a new veterinary clinic. My daughter and a friend rented a u-haul and were packing up when animal control showed up. Once again it was Jeff Stillman and the woman deputy. He went up and talked to our landlord who was very upset. Things went from bad to worse once again Jeff was angry and belligerent. he berated my daughter about her dog, a husky mix, saying that he knew the dog was a wolf hybrid. He said that she had no rabies proof even though she said she had all the papers and that she had just gotten the dog as a gift for her birthday. The first thing Jeff saw when he entered the animal room was a dead kitten by the food bowl. My daughter had no idea that it was sick much less dying and was quite upset to see It even though it was not ours and belonged to the person who owned the farm. Jeff demanded to know what had happened to it and that she was responsible for it's death. He yelled at her and told her the room smelled terrible and that the cages were beyond filthy. The cages had been cleaned the morning before and several of the animals were in temporary traveling cages because we were moving them. We planned on cleaning and re bedding everyone as we moved them. She called me crying in hysterics that Jeff had screamed at her telling her she was in serious trouble and that he was going to issue a bunch of charges against her. He frightened her badly because he wouldn't talk to her he just kept screaming right in her face. He then photographed the cages. The female deputy examined the animals because Jeff was afraid to touch them and she stated that even though the cages could use cleaning the animals looked healthy and bright eyed. This whole exchange was witnessed by the man that was helping my daughter move, he was appalled at the unprofessional conduct he saw. Jeff stated that he would be back the next day to make sure we had vacated. We spent the early evening and late into the night getting everyone crated and getting all our belongings packed up.

That night it got very cold, we loaded up the animals last so that they would stay warm and headed to the building where they were supposed to stay. When we arrived the building turned out to be too large to heat properly, it was 30 degrees and we didn't know what to do. We combined all of the animals in the back of the van, and spent the remainder of the night running the heater in the van to keep the animals alive and warm. It had to be the worst night of my life. I was afraid that we would lose all our animals, I went from immense fear to complete despair. We had no where to go and no one to turn to. We were completely alone and afraid. We were sure that we were going to have to turn the animals over, and lose them all forever just so that they wouldn't freeze. On the off chance we contacted an acquaintance that we knew in Northumberland County, he managed to connect us with a woman who knew someone who had a room where we could stay for a couple of weeks while we adjusted some things.

When we arrived there was a 15'x15' tack shed with a bed, microwave, and small fridge with no running water, we had to go into the house to use the bathroom and to clean up. The room was small, but we made the best of it we set the animals up and at least we were warm and safe. The woman who gave us a temporary place called animal control just to let them know where we were, because they said that they needed to know where the animals went. Jeff told her that the animals were horribly malnourished and badly cared for, the woman informed him that she had seen the animals and that they were healthy, well socialized and sweet. Jeff then proceeded to call the man who had helped us find this place and told him what horrible animal caretakers we were. The man then called the place where we were staying hysterical because he was worried about the animals, because of what Jeff had told him. The woman cleared things up quickly, and informed him that Jeff had lied to him about the condition of the animals. About a week after we arrived, two Gloucester County Troopers showed up late in the evening on a Saturday served my daughter 12 summons. 1 for each animal cage, and one for her dogs rabies, which she had proof of. There happened to be a lawyer from Gloucester there watching his daughter, and he asked what the summons were about. He told us that animal control justified their jobs, by giving out multiple summons instead of just 1, and even if the charges were dropped we would still end up paying thousands in court fees. It was a very discouraging and worrisome conversation.

Because we were still having trouble finding a place, we started re homing our animals, so that they would be safe until we found a place to live and got back on our feet. It took almost a week and hundreds of resources to get the animals placed in the best places that they could go. Near the end of week two, I went to the library and saw Jeff at a store on my way there. About 15 minutes after Jeff saw me, I received a call from my employer and he let me go. It just so happens that Jeff runs the crematorium business that my employer used, so he knew my employer well and knew that I worked there. I talked with Carl Shipley at church that Sunday, and he got very rude with me and told me that he had seen the pictures, and that the cages were just filthy and that I had a bunch of summons as well, but that they hadn't served them because they couldn't find me. I was at the same place where my daughter received hers, and they knew that. The woman at the house where we were staying had already rented the room we were living in, before she had let us come and stay there so we had to find another place to go. Our church got us a temporary place at an inn in West Point, a couple days after we got settled a New Kent county officer showed up and served me 14 summons. 1 for each animal cage and for the rabies and tags on my two dogs, even though I have rabies certificates on them that we could show him. The summons were dated weeks after my daughters were. Talk about kicking us while we are down. We are currently looking for any kind of jobs and trying to find a safe place to live in the meantime.


The name of the church is not mentioned in this story and we see no reason to bring them into the story other than to applaud the majority of folks at this church as they have stepped up and have been helping these two ladies.  Now here is the rest of the story with Carl, (Chuck), Shipley and the additional 14 summons or warrants.  The mother is the one who owns the business which owns the animals.  The daughter does not.  Our opinion based on experience with Gloucester County's legal system is that these 14 warrants did not exist prior to the mother meeting with Carl Shipley.  It was during this church meeting that the mother explained to Carl that the animals did not belong to the daughter.  What that means.  Had Carl not known about this, when the court date came up, the entire case would have been thrown out.  You can not charge someone with an offense against animal care when they do not own the animals and hence are not responsible for the care of the animals.  

  That would have put a very bad light on Animal Control for wasting the court's time.  So once Carl learned that the animals were not the daughters, he told the mother that she had papers waiting for her.  Two days later she received 14 papers compared to the daughters 12.  When we looked at the papers for the mother, we noticed some nice little tricks being played.  Items added to the 14 papers that were not on the first 12.  In our opinion, the warrants for the mother have all been back dated.  Slippery in our view.  We are not saying that this is an illegal act in this case.  That we just do not know.  We just think it's more shady work on the part of Gloucester County officials.  If you go a few posts back, you will see a copy of one of the warrants issued to the mother.  Highlighted on that warrant is a date received and initials.  These were not on the daughter's copies.




  Here it is again.  This is one of the warrants given to the mother.

This second copy here is one that has been issued to the daughter.  No time and or date stamp.  That does not make them any more or any less legal.  We bet though that if one could view the meta data on the creation of these files, that one would see that the warrants for the mother were done on or about November 26th, 2012.  Much later than that of the daughter.  Again, we can not say that it's not legal, just shady in our own view.

  These two ladies are in need of assistance.  If you can help, please send us an email through this site and we will pass it on to them.  They will contact you and you will be dealing with them and not us.

  They are in need of shelter, food, support and they also feel they need legal representation when they have to appear in court.  We are helping them as much as we can but our own resources can only stretch so far.  They are still in a motel room until the end of the week.  Money is extremely tight.
