~ Friant and Associates to invest $17.4 million to establish its first Virginia manufacturing operation~

RICHMOND - Governor Terry McAuliffe announced today that Friant and Associates, a manufacturer of custom office furniture, will invest $17.4 million to establish its first Virginia operation at the CenterPoint Intermodal Center in the City of Suffolk. Virginia successfully competed against Maryland for the project, which will create 166 new jobs.
Speaking about today’s announcement, Governor McAuliffe said, “It is a great honor to welcome Friant and Associates’ first Virginia manufacturing operation to the City of Suffolk and to add this established company to our corporate roster. The addition of 166 new jobs in advanced furniture manufacturing will help diversify the industrial base in Suffolk. It is another step forward in creating a new Virginia economy with skilled workers of the 21st century. The unrivaled global access provided by the nearby Port of Virginia was a major factor in winning this tremendous project. Friant and Associates will also be able to capitalize on Virginia’s outstanding business climate and our world class workforce.”

“As Friant and Associates expands its footprint on a national and global level, Suffolk’s talented workforce and strategic location will provide access to markets that will be invaluable to the company,” said Maurice Jones, Virginia Secretary of Commerce and Trade. “This project is a win-win, as Suffolk will also benefit from the company’s significant investment. This new employer will create 166 jobs.”

Headquartered in Oakland, California and founded in 1990, Friant and Associates designs and manufactures innovative and customizable high-end office systems, at prices unmatched in the industry.

“With a new manufacturing point in Virginia, we can better serve our customers and partners on the East Coast,” said Paul Friant, Friant and Associates’ Founder and CEO. “This is an ideal location logistically with great access to the port. We look forward to the opportunities to come as we experience this milestone in our company history with the people of Virginia.”

The Virginia Economic Development Partnership worked with the City of Suffolk, the Port of Virginia, and the Hampton Roads Economic Development Alliance to secure the project for Virginia. Governor McAuliffe approved a $200,000 grant from the Governor’s Opportunity Fund to assist Suffolk with the project. The company will receive benefits from the Port of Virginia Economic and Infrastructure Development Zone Grant Program. Funding and services to support the company’s employee training activities will be provided through the Virginia Jobs Investment Program.

“Friant and Associates is a wonderful addition to Suffolk’s established and growing manufacturing and distribution sector,” said Suffolk Mayor Linda T. Johnson. “Suffolk’s transportation infrastructure, utility infrastructure and skilled workforce is prepared and ready to support Port of Virginia users like Friant and Associates, today and into the future. Friant and Associates’ location in Suffolk is another great example of the welcoming business climate that exists for West Coast-based operations searching for logistical efficiencies on the East Coast.”

“The Port of Virginia is happy to join the City of Suffolk and the Virginia Economic Development Partnership in welcoming another new company that is going to bring jobs and investment to Hampton Roads, and cargo to The Port of Virginia,” said John F. Reinhart, CEO and executive director of the Virginia Port Authority. “Friant and Associates’ decision to develop its East Coast presence near the port will allow them to take advantage of the access to world markets that we provide, and capitalize on our long history of moving manufactured furniture products.”

Governor McAuliffe Announces Matching Tourism Grants

Program will generate more than $3 million in marketing initiatives
46 local tourism partners to receive public-private marketing dollars to bolster economy; grants will impact at least 195 statewide tourism entities

RICHMOND - Governor Terry McAuliffe announced today that more than $852,000 in matching grant funds will be awarded to 46 local tourism initiatives as part of Virginia Tourism Corporation’s (VTC) Marketing Leverage Program. The grants are designed to help local and regional tourism entities attract more visitors by leveraging local marketing dollars, and will ultimately impact at least 195 other statewide tourism entities. The local organizations match the state grant funds by a minimum of 2:1 in order to support marketing projects. This funding cycle, the local partners will match the VTC grant dollars with more than $2.1 million, providing more than $3 million in new marketing to increase visitation to Virginia.

“These grants equip local tourism businesses with the tools they need to stay competitive,” said Governor McAuliffe. “The Marketing Leverage Program grants help support and grow a robust and diversified new Virginia economy and encourage strategic marketing of tourism products and businesses across the Commonwealth, generating revenue and jobs.”

Tourism is an instant revenue generator for Virginia. In 2013, tourism generated $21.5 billion in revenue, supported 213,000 jobs and provided $1.42 billion in state and local taxes. Dollars invested in tourism are proven to provide a 5:1 return in tax revenue for Virginia, and the grant awards and matching funds provide a stimulus to localities seeking to increase tourism visitation and revenue.

VTC’s Marketing Leverage Program is designed to increase visitor spending by leveraging limited marketing dollars, stimulating new tourism marketing through partnerships, and extending the “Virginia is for Lovers” brand.  A minimum of three Virginia entities must partner financially to apply for a grant.  Partners may consist of Virginia cities, towns, counties, convention and visitors bureaus, chambers of commerce, other local or regional destination marketing organizations, private businesses, museums, attractions, cultural events, and other not-for-profit entities.  In total, VTC awards approximately $1.7 million annually - matched and leveraged on average 3:1 by partner dollars.

“The grants are supporting businesses across the Commonwealth, contributing to the overall economic health of our communities,” said Maurice Jones, Secretary of Commerce and Trade.“The state’s investment maximizes local marketing funds, allowing for localities to double and sometimes triple their marketing power to attract more visitors. This is a powerful tool for small businesses across the state.”

Details on the grant awards are below. The next round of VTC Marketing Leverage Program grants will open September 29, 2014. Localities interested in applying may visit www.vatc.org for more information.

Governor McAuliffe Signs SB362 Allowing the Secretary of Commerce and Trade to Bring Entrepreneurs into State Government

At New Richmond Ventures, Governor McAuliffe signed SB362 which allows the Secretary of Commerce and Trade to coordinate with the private sector on issues related to entrepreneurship, and to solicit input on creative solutions to ongoing government issues.  The bill is the latest effort by the Governor to promote entrepreneurs, encourage startups, and diversify the economy.

The bill, patroned by Senator Dick Saslaw, and its companion bill HB321 patroned by Delegate Steve Landes passed with unanimous support through both chambers of the General Assembly.  The bill received enthusiastic support from Virginia Commonwealth University along with the private sector.

“This legislation is an example of Democrats and Republicans coming together to find creative solutions to the problems facing the Commonwealth today,” said Governor McAuliffe as he signed the bill.  “In addition, this bill harnesses the most important asset of our rapidly diversifying new economy: entrepreneurs.”

Entrepreneurs are a key component to creating a strong and diverse economy,” said Secretary of Commerce and Trade Maurice Jones. “We are committed to ensuring that Virginia becomes the top state in the nation in which to start a business.”

“This new law opens the door for the private sector and state government to work hand in hand on economic issues facing the Commonwealth,” said Senator Dick Saslaw. “Bringing successful business models in to state agencies, can only enhance services for Virginians.”

"This legislation is not only a perfect example of bipartisan cooperation and support, but it will bring about the possibility of true business practices to Virginia's Government,” added Delegate Steve Landes.

Under the new law, the Secretary of Commerce and Trade is allowed to:

·       Open a pilot program to improve outreach by the state government to the private sector

·       Bring private sector entrepreneurs into state agencies in order to streamline their processes

·       Contract with a public institution of higher education for the management of the program

Governor McAuliffe Announces Tourism Revenues Exceeded $21.5 Billion in 2013

~ New statewide data shows 1.4 percent increase over 2012 ~

RICHMOND - Governor Terry McAuliffe announced today that Virginia generated $21.5 billion in revenue from tourists in 2013, a 1.4 percent increase over 2012. In 2013, tourism in Virginia supported 213,000 jobs, an increase of 1.4 percent in employment, and provided more than $1.42 billion in state and local taxes.

Tourism is an important industry that will continue to fuel the New Virginia Economy,”said Governor McAuliffe.

“Virginia continues to offer a dynamic, rich experience for visitors, which helps to make the Commonwealth a better place to live, work and raise a family. Virginia’s tourism economy is an enormous asset for this Commonwealth, and continuing to grow it is one of my top priorities.”

“Virginia is a uniquely attractive destination for visitors, offering a wide array of travel choices. From hiking the Peaks of Otter, to strolling through historic cities and towns in Northern Virginia, to rafting across Class IV rapids in our Capitol city, the Commonwealth offers everything you love about vacation,” said Maurice Jones, Secretary of Commerce and Trade. “While Virginia presents an exciting experience for visitors, the tourism industry offers solid, good-paying jobs for our citizens and contributes billions to our economy.”

The Virginia Tourism Corporation is the state agency responsible for marketing Virginia to visitors and promoting the Virginia is for Lovers brand. Virginia is for Lovers is the longest-running state tourism slogan in the country. Virginia is for Lovers stands for love, pure and simple, and promotes the state as the ideal destination for loved ones to completely connect on a great vacation. Virginia is for Lovers was named one of the top 10 tourism marketing campaigns of all time by Forbes and was inducted into the National Advertising Walk of Fame in 2009.

~ NGA grant will drive increased attainment of STEM-H Workforce credentials~

RICHMOND - The National Governor’s Association (NGA) announced last week that Virginia has been selected to receive a $170,000 grant and will also be one of 14 states to participate in an 18 month national policy academy aimed at better aligning education and workforce training to economic development priorities.

The NGA grant proposal was jointly submitted by the Governor’s Office and the Virginia Community College System.  Grant activities will focus on increasing the Commonwealth’s attainment levels of STEM-H (Science, Technology, Engineering, Math, and Health) credentials, including industry certifications, apprenticeship credentials and degrees, most needed by Virginia’s current and emerging businesses and industries.  This announcement by the NGA comes just a week after Governor Terry McAuliffe signed an executive order establishing his “New Virginia Economy” workforce initiative, a robust plan which calls for 50,000 new STEM-H credentials earned by the end of his administration.

“This grant will help in our efforts to enhance Virginia’s high tech, high skilled sectors, which are vital to the growth and diversification of the New Virginia Economy,” said Governor McAuliffe.  “This collaboration will send a strong signal to the emerging workforce of the immediate need for a credentialed, high-skilled labor force to meet today and tomorrow’s business needs.”

The NGA grant will support development of a statewide public awareness and marketing campaign; enhance data and analytical resources; encourage new and expanded public and private partnerships; and augment a policy agenda aimed at increasing enrollment and completion of STEM-H credentials.

Secretary of Commerce and Trade Maurice Jones was excited about the opportunity the grant provides.  “This grant will allow Virginia to take a big step forward in terms of workforce development,” Secretary Jones said. “The program will help us to better align educational offerings with workforce needs while paving the way for a unified vision of a Commonwealth made stronger by a vibrant, highly-skilled workforce.”

“Now more than ever, Virginia needs an educational system fit for the 21st Century,” added Secretary of Education Anne Holton. “By bridging the divide between education and business and bolstering the Governor’s workforce initiative, these funds will help us do just that.”

“Virginia’s businesses are hungry for highly-skilled workers,” said Dr. Glenn DuBois, Chancellor, Virginia Community College System.  “And, Virginia’s Community Colleges are proud to be a part of a grant that will ultimately help more Virginians to find their way to the training and credentials they need for good jobs.”

Secretary Jones will lead the Virginia State Leadership Team, including representatives of the Virginia Board of Workforce Development, business and industry, education at all levels, and economic and workforce development.

Governor McAuliffe Announces 25 New Jobs in Grayson County

~ Hansen Turbine to invest $2.5 million to expand manufacturing operation ~

RICHMOND – Hansen Turbine, a manufacturer of coating spray applications for the aircraft and turbine parts coating industry, will invest $2.5 million to expand operations in Grayson County. Sister company Falcon Turbine will relocate from North Carolina to the facility, providingspecialized aluminized coatings. The project will create 25 new jobs.

Speaking about today’s announcement, Governor McAuliffe said, “Hansen Turbine has been a valued employer in Grayson County for more than six years, and the addition of Falcon Turbine to the operation is tremendous for an economically distressed community. The combined facility will increase efficiency and enable completion of the final product, from manufacturing to finishing, in one location. This quality company is a great component of Virginia’s thriving turbine components manufacturing sector, and as it expands will continue to help diversify the industrial base in the region. As my team and I work to build a new, stronger and more innovative Virginia economy, cutting edge aerospace companies like these will be at the center of our efforts. We welcome Falcon Turbine to Grayson County, and celebrate the addition of 25 new jobs paying above the average prevailing wage.”

“Hansen Turbine is a strong corporate partner to Grayson County, and, combined with Falcon Turbine, we are confident that the expanded operation will be even stronger,” said Maurice Jones, Virginia Secretary of Commerce and Trade. “This project is a great result of efforts to support existing businesses in Southwest Virginia, and we look forward to the company’s future growth and success in the years to come.”

Hansen Turbine is a privately owned company specializing in turbine component manufacturing and coating.  The people who manage and do the work have a long history in the turbine industry. The company’s mission is reliability. Hansen works hard to meet expectations in quality, service, delivery, cost and communication. They continuously refine their procedures, processes and tools.
Falcon Turbine provides specialized smooth cold and diffused aluminized coatings to the power generation and other industries.  They also offer a near “chrome-free” alternative coating that significantly reduces environmental impact without sacrificing performance. The Falcon management, quality assurance and engineering team have in excess of 40 combined years in the aircraft and turbine parts coating industry.
“On behalf of the employees and customers of Falcon Turbine and Hansen Turbine, we thank Governor Terry McAuliffe and his staff, as well as County Administrator Jonathan Sweet and his staff, for the work that went into this project,” said Helmar Nielsen, Owner and President, Hansen/Falcon Turbine, Inc. “Bringing Falcon and Hansen together in Virginia creates a level of efficiency both for our companies and for our customers. It will allow us to cross train and raise the level of competency of our employees in high-tech machining and equally high-tech coating. Virginia is a great state in which to do business, and we commend the Governor and our county leaders for their economic vision and a balanced approach to private and public enterprise.”

The Virginia Economic Development Partnership worked with Grayson County and Virginia’s aCorridor to secure the project for Virginia. Governor McAuliffe approved a $50,000 grant from the Governor’s Opportunity Fund to assist Grayson County with the project. The Virginia Tobacco Indemnification and Community Revitalization Commission approved $105,000 in Tobacco Region Opportunity Funds for the project. Additional funding and services to support the company’s employee training activities will be provided through the Virginia Jobs Investment Program.

“We are excited to have effectively competed for and secured Falcon Turbines’ relocation and expansion project to Grayson County, and the assistance we received from the Commonwealth was key to our success,” said John K. Brewer, Chairman, Grayson County Board of Supervisors. “We feel the company’s strategic decision to co-locate their finishing operations within Hansen Turbines’ manufacturing facility will benefit both companies and provide them both greater stability and increased opportunity for future growth.”

"On behalf of the Virginia Tobacco Commission, I am excited to welcome Falcon Turbine to Southwest Virginia and congratulate them on their relocation and expansion,” said Senator Bill Carrico, a member of the Virginia Tobacco Indemnification and Community Revitalization Commission and Senate District Representative. “This project positions this company to become an instant force in our region by adding 25 net-new jobs for Grayson County with a capital investment of $2.5 million. This announcement is another positive sign for our local economy and a product of hard work by everyone involved in the project."

Since the beginning of the McAuliffe Administration, 155 economic development deals have been closed in Virginia that will create over 13,281 jobs and $4.25 billion in capital investment.
