Governor McAuliffe Announces Administration Appointments

RICHMOND – Governor Terry McAuliffe announced additional appointments to his administration today. The appointees will join McAuliffe’s administration focused on finding common ground with members of both parties on issues that will grow Virginia’s economy and create more jobs across the Commonwealth.


Secretariat of Commerce and Trade

Tracey Jeter, Director, Department of Small Business and Supplier Diversity
Tracey Jeter previously served as President of both the Capital Region and Virginia Minority Supplier Development Councils, affiliates of the National Minority Supplier Development Council.  Prior to her leadership on the Councils, she served as Special Assistant and Senior Speechwriter to the President, Liaison to the Board of Visitors, and Lead Advisor on Media Relations at Virginia State University.  Ms. Jeter is the former owner of Gordon-Tracey Advertising and Public Relations, LLC, a Virginia minority business enterprise.  She also served the Commonwealth as an appointee on the Supplier Diversity Advisory Board and former appointee on the Statewide Coalition for Black Businesses, and is a former member of the Virginia Chamber of Commerce.  She is a native of Richmond and holds a Bachelors degree in Speech Communications from Old Dominion University.

Mackenzie Byrne has been serving as Chief of Staff and Senior Legislative Assistant to Delegate Joseph Morrissey, 74th House District. She previously served as a Legislative Fellow for Delegate Jennifer McClellan, 71st House District. Mackenzie graduated from the Virginia Commonwealth University in 2011 with a degree in Political Science and Women’s Studies and received her Master’s degree from VCU in Social Work and Public Policy in 2013.

Governor McAuliffe Announces Administration Appointments

RICHMOND – Governor Terry McAuliffe announced additional appointments to his administration today. The appointees will join McAuliffe’s administration focused on finding common ground with members of both parties on issues that will grow Virginia’s economy and create more jobs across the Commonwealth.

Alcoholic Beverage Control Board
Judy Napier, Commissioner
Judy Napier served most recently as Director of Business Development for the information technology firm CGI Group’s Virginia sector.  Before that she served as Assistant Secretary and Deputy Secretary of Technology in the administrations of Governors Mark Warner and Tim Kaine. Judy is a Portsmouth native and graduated from Old Dominion University.


John Malbon, Board Member
John Malbon is the President and CEO of PAPCO Inc., a Virginia Beach Oil Distribution Company that opened the region's first public biodiesel pump in 2006. John is the co-chair of the Envision Virginia Beach 2040 Committee, which focuses on the 30-year future of the city, and serves as the vice chair of the board of directors for the Virginia Economic Development Partnership. John is a graduate of James Madison University.

Jamie Radice served previously as Senior Communications Adviser at the Export-Import Bank of the United States, Communications Director to Congresswoman Carol Shea-Porter and Press Secretary to U.S. Senator Christopher Dodd. Darryl Holt, Special Assistant for Constituent Services
Darryl Holt served previously as an Office Assistant in the Richmond City Department of Social Services. She also served as a Field Representative in the Office of U.S. Senator Jim Webb, and a Special Assistant to the Virginia Secretary of Commerce and Trade under Governor Bob McDonnell.

Maribel Ramos, Director
Maribel Ramos served previously as Legislative Assistant to Senator Tim Kaine, where she advised the Senator on policy areas including education, economic development, housing, federal employees and appropriations. Before that she served as a Legislative Assistant to Senator Jim Webb, and as a Special Assistant for Policy to then-Governor Tim Kaine. Maribel holds a Bachelor’s degree from Virginia Commonwealth University.

Denise Burch, Director of Gubernatorial Appointments
Denise Burch previously served as Director of Constituent Services and Scheduling to former two term Lieutenant Governor Bill Bolling.  Prior to this service, she served as Sen. Bolling’s Legislative Aide in the Virginia Senate.  In 1998, she was appointed as Confidential Assistant to Governor Jim Gilmore. 

Lana Westfall, Executive Assistant to the Secretary of the Commonwealth
Lana Orme Westfall held the position of Director of Constituent and Legislative Services in both the Virginia Senate and House of Delegates for a total of 16 years.  In 2008, she established a government relations and issue advocacy firm, bringing a wide array of experience on issues related to the environment, education and veterans’ affairs.

Jennie Moline O'Holleran, Deputy Secretary
Jennie Moline O’Holleran most recently served as Director of Virginia Relations at the George Washington University, where she worked with government and community leaders to promote GW’s Virginia Science and Technology Campus in Ashburn. She previously served in Governor Tim Kaine’s policy office. Jennie grew up in Alexandria. She received her Bachelor’s degree from the University of Virginia and her Master’s degree in Public Administration from the George Washington University.

Dietra Trent, Deputy Secretary
Dietra Trent served most recently as Deputy State Director in the Office of Senator Mark Warner. She previously served as Deputy Secretary of Education in Governor Tim Kaine’s administration, and as Director of Constituent Services and Director of the Council on Human Rights under Governor Mark Warner. Dr. Trent earned a bachelor’s degree in Sociology and Criminal Justice from Hampton University, and completed her master’s and doctoral degrees in Public Administration and Policy from Virginia Commonwealth University.

Anthony W. Fung, Deputy Secretary of Technology
Anthony Fung served previously as CEO of technology consulting firm GovInsight, LLC and as majority owner of Catapult Consultants, LLC, a firm that specializes in financial, acquisition, healthcare and information technology management. Anthony holds a Bachelor’s of Science Degree in Information Science from the University of Pittsburg.

Secretariat of Veterans Affairs and Homeland Security

John Newby, Deputy Secretary
John Newby previously served as a Captain in the U.S. Air Force, where he served as an aviator aboard the Boeing B-1B Lancer strategic bomber and as a special operations forward air controller in support of U.S. Army Special Operations Command.  Following his military service, Newby served as an attorney at private sector law firms and an international defense contractor.  He also served as a member of former Senator Jim Webb’s Service Academy Selection Board.  Newby graduated and received his commission from the U.S. Air Force Academy and earned his Juris Doctor from the University of Virginia School of Law.

Adam Thiel, Deputy Secretary
Adam Thiel has served as Fire Chief in the City of Alexandria since 2007. Previous to that, Adam served in a range of key positions at fire departments in Virginia, Maryland, North Carolina and Arizona. In 2002 Governor Mark Warner appointed Adam as the Executive Director of the Virginia Department of Fire Programs within the Secretariat of Public Safety. Adam holds undergraduate degrees from the University of North Carolina at Chapel Hill and the University of Maryland University College. He holds a Master’s Degree in Public Administration from George Mason University.

Governor McDonnell Announces Appointments to Norfolk State University Board of Visitors

RICHMOND – Governor Bob McDonnell announced today the appointments of three board appointees to fill vacancies on the Norfolk State University Board of Visitors. The three appointees are: Lt. General Michael Rochelle (Ret.), Dr. Deborah DiCroce, and Mr. Bryan Cuffee. 
Speaking about the appointments, Governor McDonnell noted, “Today I have made three appointments to fill vacancies on the Norfolk State University Board of Visitors.  Each appointee brings unique strengths and experiences to the board that will be vital to carrying out an innovative, strategic path for the University’s future.  Norfolk State University has a history of academic excellence, outstanding alumni, and strong community support. I have no doubt the University can overcome its current challenges and become a leader again in placing graduates in competitive, in-demand careers.  I commend interim President Eddie Moore, Rector Tom Chewning, the administration, faculty, and the Board of Visitors for the steps already being taken to move the school forward.”
The Governor added, “In addition to these appointees, I have asked two individuals to serve as senior advisors to the board and administration on an as-needed basis.  Jim Dyke, as a former Secretary of Education in Virginia, can provide the board and administration with counsel on an array of matters, assist the university with strategic implementation, and work with the administration to address SACS concerns.  Professor Ervin Jordan, alumnus of Norfolk State and current professor at the University of Virginia, can provide counsel to the administration and faculty on matters related to the academic environment and lend expertise on academic excellence at NSU.”
            Biographies of each of the board appointees are below:
Michael D. Rochelle (LTG, USA, Ret.) of Manassas, Founder, President, and CEO of MDR Strategies, LLC
Michael Rochelle is Founder, President, and CEO of MDR Strategies, LLC, a strategic human capital consulting and executive coaching firm. Rochelle retired from the US Army after 37 years. Rochelle earned a Bachelor of Arts in Foreign Language Education from NSU in 1972 and a Masters in Public Administration from Shippensburg State University in 1994. He is a member of the Academy of Distinguished Alumni for NSU and a member of the Boys and Girls of America Hall of Fame.  Rochelle was honored as an NAACP “Barrier Breaker” award recipient in 2008.
Deborah M. DiCroce, Ed.D. of Chesapeake, President and CEO of the Hampton Roads Community Foundation
Dr. DiCroce is President and CEO of the Hampton Roads Community Foundation. She has thirty-five years of experience in Virginia higher education, serving as President of Tidewater Community College for 14 years until 2012 and previously as President of Piedmont Community College in Charlottesville for nine years.
Dr. DiCroce is a past Trustee of the Southern Association of Colleges and Schools and past member of the SACS Commission on Colleges.  She has taught at the University of Virginia, The College of William and Mary, and Old Dominion University.  Before her appointment to the NSU Board of Visitors, she served on the Board of Visitors at Christopher Newport University and Governor McDonnell’s Commission on Economic Development & Job Creation. She earned bachelor’s and master’s degrees in English from Old Dominion University and a doctorate in Higher Education from The College of William & Mary. Very active in the Hampton Roads region, the Chesapeake Rotary Club named Dr. DiCroce First Citizen of Chesapeake in 2012.
Bryan Cuffee of Virginia Beach, Vice President of Development for Gold Key/PHR Hotels and Resorts
Bryan Cuffee has worked at Gold Key/PHR Hotels and Resorts since 1995 and currently serves as Vice President of Development. He serves as an appointee to the Virginia Beach Development Authority, the Virginia Beach Resort Advisory Commission, and the Hampton Roads Economic Development Alliance.  He is also a member of the Norfolk Middle Town Lions Club and a charter member of the United Way African-American Leadership Giving Initiative. Cuffee earned a Bachelor of Science degree from Norfolk State University and a Masters in Business Administration from Old Dominion University.

Governor McDonnell Announces Administration and Board Appointments

RICHMOND - Governor Bob McDonnell today announced additional appointments to his administration under the Health and Human Resources Secretariat and Press Office. Governor McDonnell also announced appointments to five boards of visitors: College of William & Mary, George Mason University, Old Dominion University, University of Virginia, and Virginia Commonwealth University. He also announced appointments to 13 other Virginia boards and commissions. Further announcements regarding additional appointments in the McDonnell administration will continue to be made in the months ahead.

Secretary of Health and Human Resources

Karin Addison, Deputy Secretary for Education and Children’s Services

Appointed by Governor McDonnell in October 2010, Karin Talbert Addison serves as a policy advisor to the Secretary of Education as well as the Secretary of Health and Human Services on matters affecting early childhood education and children’s health. 

Prior to joining the McDonnell Administration, Mrs. Addison specialized in legislative lobbying and grassroots organization.  She owned her own consulting firm and represented clients primarily interested in health care and education policy.  She has extensive experience in both legislative and budget advocacy.  Mrs. Addison began her career in public policy as a legislative assistant to several members of the General Assembly. 

Mrs. Addison graduated from the College of William and Mary with a BA in Government.  She serves on the Saint Gertrude High School Alumnae Association Board and lives in Richmond’s Ginter Park with her husband and their two sons.

Press Office

Taylor Thornley Keeney, Press Secretary

Taylor Thornley Keeney has returned to work for Governor Bob McDonnell after leaving the McDonnell Administration in August 2012 to serve as Communications Director for Lieutenant Governor Bill Bolling’s campaign for governor.  Before leaving the administration, she served as McDonnell’s deputy director of communications, where she worked closely with members of the media and helped to oversee the communications office’s daily operations including events, interviews, and messaging.  Keeney began working for McDonnell during his 2009 campaign for governor as his deputy press secretary and press assistant.  Keeney got her start in politics working as Cindy McCain’s press assistant on Senator John McCain’s 2008 presidential campaign.  Keeney graduated from Southern Methodist University in 2009 with a degree in corporate communications and public affairs.
