Question 5: Student Activity Funds:

How are student activity funds and other cash collections monitored? Who 
monitors such funds? Are income and disbursements verified for accuracy, and 
proper usage? Are bank statements reviewed on a monthly basis? Who conducts 
the review? 
 
Background: Student activity accounts and other cash-collection 
activities are extremely common sources of embezzlement and misuse. These 
accounts do not typically involve taxpayer dollars, thus the monitoring of such 
funds leaves much to be desired. Consider that school administrators have 
stolen children’s candy money, and one secretary responsible for a student 
activity fund embezzled $483,000. 
 
Proposed Solution: Although such funds are not part of the school 
budget, each fund should be listed along with its income, expenses, and 
balances during budget presentations. The grand total of such funds would be 
very revealing. 
 
Because theft and misuse of such funds is so common, an independent 
source must be available to provide proper oversight. For example, practically 
all such funds are controlled at the school level only. The central-office finance 
department should be required to oversee income and disbursements. The 
town treasurer or a volunteer FAC committee or taxpayer group could also do 
it. 

Part 5 in our 10 part series to prevent future corruption in Gloucester County.  These plans must be enacted by the school board or we are open to wide abuses and theft which costs all of us a great deal of hard earned money.

Gloucester Board of Supervisors Continues To Waste Your Tax Dollars

Bidding opens on new middle school

Bid documents were released on Monday by Gloucester County for construction of the new Page Middle School to be built on T.C Walker Road.

The proposed two-story school will be 117,000 square feet, according to bid documents. The total estimated cost of the school is $26 million and it's scheduled to open in September 2015.

The bid document is about 1,000 pages and there are 344 plan sheets that describe the school's construction, said Gloucester County Purchasing Manager Bill Lindsay.


Not to take anything away from the Daily Press, we are adding in our own opinions on this.  It is a tremendous waste of taxpayer money building this school.  Our leaders have double talked everyone.  We have closed the one school because it is not needed and yet we have to build this other school because we need it.  Double talk.  County officials are doing nothing but building monuments to their own administrations at your expense.  It's like a Presidential library.  It's not needed and no one really wants it except the construction companies and book publishers.  Oh and the ex president.

  


Are you feeling a little held up by the Gloucester County Board of Supervisors?  



They tell you it's about education to stop you from arguing.  Who can argue against education?  This is not about education however.  It's about money and control.  It's about power.  It's waste.  It's irresponsibility.  We do not need them wasting our money.  Especially in this economy.  When is enough enough?

3 members of the board will be off the board at the end of 2013.  They are going to railroad this through whether you like it or not unless you tell them to stop.  It does mean less money in your pocket.  It means you have to struggle even harder to survive.  It means less food on your table.  It means no money for the extras.  All because some folks want to build a monument to themselves at your expense.  Be sure to thank them.

Gloucester, VA - County Officials Throw Nasty Surprise At Daffodil Fest Vendors

Gloucester County officials have a good deal of vendors that participated in the Daffodil festival very upset and seriously reconsidering whether to come back next year.  Why?  A nasty little surprise sent to food vendors after the event.  That little surprise cuts into what profits may have been made by food vendors.  Now it's fair to say that every vendor would know to collect the 5% state sales tax on prepared food.  The nasty surprise is the county now asking for an additional 4% local tax on prepared food.

  The question isn't whether or not it's legal.  The issue is that not all localities in the state of Virginia have additional local taxes on prepared foods.  Those that do have varying taxes.  It's not at all uniform across the state at any level.  For Gloucester, VA that extra tax is 4%.  At no time did the county notify any of the food vendors of this extra tax and or the need to collect it.  We have both a letter from Kevin Wilson, Commissioner of Revenue below asking to collect that extra amount along with all the rules and regulations provided to the vendors on this site to show that at no time did the county ever notify the vendors of this required tax collection.

  So now vendors have no choice but to pay the extra 4% sales tax to the county  that was not collected by them.  That comes out of any profits that may have been made at the festival by any of the food vendors.  The vendor that supplied us with this letter is steaming mad and doubts ever coming back.  All this on top of the county at the last minute suspending rules for collecting an additional $500.00 per vendor to even show up and work in the county that county officials have always failed to follow through with anyway.

  This vendor told us, had the county tried to collect that additional $500.00, there would be no way to even consider setting up at the festival.  Vendors would have to pay extra money out of their own pockets and operate at a loss to do so.  County officials gone insane?  That's the common question asked by vendors when they learned about the $500.00 extra last minute fees the county did suspend at the last minute.

  Future vendors coming into Gloucester County should take warning here.  You may just be in for a financial surprise you didn't count on and not in your favor either.

Dear Business Owner:

I refer to the recent 2013 Daffodil Festival held in Gloucester County where you
attended as a vendor. This office administers business licensing, prepared food and beverage and the audit of sales tax. To that end I have enclosed a form to gather information to ascertain your liability to none of the above taxes or some depending on your answers to the questionnaire.

Vendors selling food are required to collect the Virginia 5% sales tax, unless
classified by the IRS as a nonprofit 501C3 entity, and collect the County 4% prepared food and beverage tax on prepared food only. All retail merchants are required to register with the Virginia Department of Taxation and collect sales tax in accordance with their policies and state law. All vendors, other than non-profits, are required to hold a business license with a locality in the Commonwealth of Virginia to prosecute a business.

In order to collect this information in a timely manner I would like to thank you in
advance for your cooperation in returning the questionnaire/form on or before May 1, 2013.

Gloucester, VA - Readers Respond To No New Taxes In The County


Please publish this open letter to the Gloucester County Board of Supervisors.

You made the correct decision to not raise taxes on the people of Gloucester; however, why were you considering raising taxes in this economy in the first place?

            To pay for schools that are not needed?
            To make changes to downtown that do not help the businesses located there?

To help you make intelligent choices in the future, I guess you need to be taught what you missed in school for whatever reason.

Why do people live in Gloucester County Virginia?
            Not for the high paying jobs in the county
            Not for the shopping
            Not for looking like every other city/town in the area?

This is a bedroom community where people go to get away from the governments across the river with the restrictions, taxes, and wall-to-wall cars.  Thanks for keeping the toll on the bridge, because that basically keeps us a “gated community,” and it limits the growth and congestion that are in all the other areas of Tidewater.  We want limited taxes, limited restrictions, and limited services.

On the subject of restrictions, why did you vote to approve the Triad suggestions for downtown Gloucester?  Why do we need to do the same thing as everybody else?  We do not need to follow; we do not have the population (tax base) that other areas of tidewater have.  If you want that type of living, you need to move to any other area in Tidewater.  Oh, that’s right – you live here for “low taxes.”  That will not be the case if you go through with the proposed plans.

Do you want people to shop in downtown Gloucester?  Based on the websites of “ The Triad” the answer is no.  However, I would think the business owners would like it to be yes.  Here is a hint for you:  the more they sell, the greater the sales tax income there is for the area as well as employment.  How can you help businesses succeed?  Good question!  Stop making changes to the rules requiring them to spend lots of money to just keep the doors open.  I saw the pictures of what is being done in the Edgewood Shopping Center.  Loss of parking -- resulting in fewer customers and less income.  This causes prices to go up and the businesses to be non competitive with businesses across the water.

I work on the other side of the river and do about half my shopping there because of costs and selection.  I have and do shop local to help local businesses, but the economy does require me to consider prices.  I live here because there are good deals on real estate; however, your artificially high assessments and considering raising taxes hurts the local builders and all of the new subdivisions that are being built.

The downtown proposal for Gloucester would cheapen what we have to start with in the downtown.  I have traveled to many locations in Europe, touring the cities and towns in many countries.  I have also seen a number of the Town Centers that are being built in the US with a lot in Tidewater.  They look like cheap plastic copies of European Cities. But they miss the most important part of the European Cities, the people and character that has developed over the many years they have been there.  Like a new subdivisions they have no charm or character for a number of years.  Compare Historic Williamsburg to any of the Town Centers in the area.  They will never have the character of Historic Williamsburg.
