Governor McAuliffe Announces 349 New Jobs in Appomattox County

~Lindenburg Industry, LLC to invest $113 million in first U.S. manufacturing operation~
Project result of Governor’s meeting with company officials in Beijing, China during Asia Marketing Mission

RICHMOND – Governor Terry McAuliffe announced that Lindenburg Industry, LLC, a subsidiary of a Chinese-owned corporation, will invest $113 million to establish an industrial honeycomb manufacturing operation in the Town of Appomattox in Appomattox County. This project, which represents the first new company announcement in Appomattox in 15 years and the largest since Thomasville Furniture began construction in 1972, is a direct result of the Governor’s meeting with company officials in Beijing, China during his Asia Marketing Mission last month.Virginia successfully competed against North Carolina for the project, which will create 349 new jobs.

Speaking about the announcement, Governor McAuliffe said, “An investment and project of this significance is transformational for Appomattox, and the Commonwealth is honored to add another international company to its roster. I had the great privilege of meeting with company officials in Beijing, China and close this significant win during my Asia marketing mission and I am thrilled that Lindenburg Industry is establishing their first U.S. manufacturing operation in Virginia. This project will revitalize a vacant facility, allowing quick start-up to production, and put approximately 350 people back to work in highly skilled manufacturing positions. These jobs are the stepping stones to building a new Virginia economy that will enable us to compete on a global scale, and the economic benefits that this project will bring to Appomattox and to the Commonwealth are tremendous.”

Lindenburg will be manufacturing industrial environmental control components used in clean air emissions. The introduction of progressive environmental legislation around the world is a key driver of Lindenburg’s business activities. The environmental management system is the cornerstone of the company’s effort to make responsible use of natural resources and systematically reduce its wastewater, solid waste streams, and atmospheric emissions.

The Virginia Economic Development Partnership worked with the Town of Appomattox and Appomattox County to secure the project for Virginia. Dominion Virginia Power also provided support. Governor McAuliffe approved a $1.4 million grant from the Governor’s Opportunity Fund to assist Appomattox with the project. The Virginia Tobacco Indemnification and Community Revitalization Commission approved $1.17 million in Tobacco Region Opportunity Funds. The company will receive benefits from the Port of Virginia Economic and Infrastructure Development Grant Program. Additional funding and services to support the company’s employee training activities will be provided through the Virginia Jobs Investment Program.

Governor McAuliffe Announces New Biotech Agricultural Export Deal to China

~ Richmond-based Agrivita Biogroup Developing Sales of Feed Additives for Dairy, Swine Industries; Business Furthers Virginia's Position in Fast Growing Ag-Bio Sector ~

BEIJING, CHINA – Governor Terry McAuliffe today announced as part of his trade and marketing mission to Asia that Agrivita Biogroup, Inc. (Agrivita) has reached new export deals of animal feed additives to Chinese importers.  Agrivita is a Richmond-based company that specializes in bio-science and animal nutrition, health, and performance with a focus on providing advanced and proven solutions for modern agriculture.  The agreement was facilitated during meetings at the VIV Beijing large animal feed exhibition trade show in September after Agrivita began exploring sales opportunities to China with the assistance of Virginia Department of Agriculture and Consumer Services (VDACS) international marketing and trade staff over the last year.

Speaking about the new trade agreement, Governor McAuliffe said, “I am thrilled to announce this export opportunity for Agrivita Biogroup.  Virginia’s aggressive international marketing and trade efforts are yielding new sales agreements and new business partners for the Commonwealth.  This is the type of deal I urged my agricultural development and marketing team to seek as we work to build a new Virginia economy.  Today’s win both furthers our position in Virginia’s growing bio-science sector and moves us closer to my goal of making the Commonwealth the East Coast Capital for agricultural and forestry product exports.”

Assisted by VDACS international marketing and trade staff, Agrivita secured new export business in China this year and next.  These new sales are important for the company that only recently navigated the challenging Chinese regulatory process.  Agrivita worked with VDACS in 2013 to successfully register its product in China and, earlier this year, shipped samples of its product to be used in feeding trials throughout the country.  The results of those trials showed increased milk production in dairy cattle, more efficient growth in poultry, and greater weight gain in swine production. 

VDACS international marketing and trade staff and the VDACS China trade representative continued supporting the company to overcome significant certification and regulatory issues and develop a marketing strategy to compete in a rapidly growing sector of the animal feed business in China.

“The new export sales for Agrivita Biogroup is a great example of how our international marketing and trade efforts work in a comprehensive way with large and small agricultural and forestry exporters to identify new market opportunities, make the right buyer introductions, and follow up with the necessary resources to develop a winning strategy,” said Secretary of Agriculture and Forestry Todd Haymore.  “Further, we’re particularly excited about the opportunity these new exports represent as agricultural biotechnology is a growing sub-sector of bio-science in Virginia that can be harnessed and poised for additional growth.”

“The long and intensive work we put into this project is finally paying dividends,” said Arunas Vanagas, President of Agrivita Biogroup, Inc.  “With a full team effort from everyone at Agrivita Biogroup’s Virginia- and China-based offices and continuous support from VDACS international marketing and trade staff, we have already set five distributors and in the near future are planning to add four more to cover all targeted provinces and animal sectors in China.  From the humble $400,000 in sales we made this year, our conservative projection for 2015 is well over $1.5 million. We are happy with our success and are looking forward to continued effective cooperation and support from VDACS.”

Today's announcement comes on the second leg of the Governor’s almost two-week trade and marketing mission to Japan, China, Hong Kong, and South Korea.  Over the eleven-day mission, Governor McAuliffe, First Lady Dorothy McAuliffe, Secretary Haymore, and VDACS international trade representatives are meeting with agribusinesses and importers to encourage more investment in Virginia and promote Virginia agricultural and forestry products. The delegation is also engaged in meetings organized by the Virginia Economic Development Partnership and the Virginia Tourism Corporation to promote trade and investment in a wide array of sectors.

Agricultural and forestry exports from Virginia reached a record high of $2.85 billion in 2013.  China is Virginia’s largest export customer of agricultural and forestry products.  Last year, more than $580 million worth of product was exported to China.  Since 2010, agricultural and forestry exports from Virginia to China have increased by more than 200 percent.

According to a 2013 economic impact study conducted by the Weldon Cooper Center for Public Service at the University of Virginia, agriculture and forestry are two of Virginia’s largest industries with a combined economic impact of $70 billion annually.  Agriculture generates more than $52 billion per annum, while forestry induces over $17 billion.  The industries also provide more than 400,000 jobs in the Commonwealth. According to a 2014 Battelle/BIO report, Virginia’s bio-science industry is thriving, with more than 26,500 industry jobs that spanned 1,451 business establishments in 2012.  The same study shows Virginia enjoyed double-digit employment gains from 2007 – 2012 in the agricultural feedstock and chemicals sub-sector, which involves industries that utilize biochemistry and biotechnology for producing everything from food to fuel.

Governor McAuliffe Welcomes Air China Inaugural Nonstop Flight at Washington Dulles Airport

DULLES, VA – Today, Governor Terry McAuliffe welcomed Air China’s nonstop inaugural flight at Washington Dulles Airport. Governor McAuliffe was joined by Vincent C. Gray, Mayor of Washington, D.C.; John E. Potter, President and CEO of the Metropolitan Washington Airports Authority (MWAA); Madame Yinxiang Wang, Vice Chairman of Air China and Virginia Secretary of Commerce and Trade, Maurice A. Jones.
In an historic and unprecedented partnership, Governor McAuliffe worked with Mayor Gray, MWAA, and Air China to attract this new service. This collaboration demonstrates the value of partners working together for the benefit of the broader capital region, and will generate a significant economic impact.
“Today, we celebrate a 6,914 mile bridge which will serve as a critically important connector between our two nations,” said McAuliffe. “This nonstop flight will unite businesses, families, friends and universities, and will provide a seamless method for Chinese travelers to visit Virginia and Washington, D.C. metropolitan area.  The opportunity here is significant, and has created a partnership that will allow us to welcome many more visitors from Beijing and beyond.”
China is one of Virginia’s top emerging tourism markets. Last year, Virginia welcomed more than 22,000 visitors from China, a 69% increase over the previous year. The new air route is estimated to bring in an additional 16,000 tourists and business travelers to the capital region annually, which will result in 24,000 additional hotel room nights and $14 million in local spending annually. Tourism marketing support will be provided by Virginia Tourism Corporation, Capital Region USA (CRUSA), and Destination DC.
There will be four nonstop flights per week between Beijing and Dulles, contributing to greater opportunities in the Commonwealth for business and economic development. China is currently one of the largest customers of the state’s agriculture and forestry products, and is a top 15 global investor in Virginia’s economy. The new air route will also create more educational opportunities for Chinese and American students alike.
“It is our hope that this new connection will create boundless opportunities for our young people to innovate, collaborate and use their imaginations to create an inspired vision for the future,” said Secretary Jones. “We look forward to welcoming more travelers from China – businessmen and women, families, friends, students, and tourists – for many years to come.”

Air China was founded in 1988 and serves 185 destinations with hubs in Beijing, Shanghai, and Chengdu.  In 2012, Air China served 72 million passengers.

Governor McAuliffe Announces Richmond Ballet to Perform at 2015 ‘Meet in Beijing’ Festival

~Road to China to include a year-long series of cultural exchange programs as well as multi-city tour in China~

RICHMOND– Governor Terry McAuliffe announced today that the Richmond Ballet, The State Ballet of Virginia, has accepted an invitation to perform at the 15th Annual ‘Meet in Beijing’ Arts Festival in Beijing, China at the National Centre for the Performing Arts in May 2015. The trip will mark the Ballet’s first journey to Asia, and the organization’s second international tour, following a successful run at the Royal Opera House’s Linbury Theatre in London, England in June 2012. The Ballet’s Road to China initiative will also include a series of cultural exchange programs that will celebrate Chinese culture in the United States throughout the 2014-15 season, fostering further economic ties between China and the United States.

         “The Commonwealth of Virginia has a long-standing, productive, and mutually beneficial relationship with China, one built solidly on the economic pillars of trade and investment,” said Governor McAuliffe. “China is already the largest customer of Virginia’s agricultural and forestry products and one of our state’s largest trade partners. The country also is a top 15 global investor in Virginia. The Ballet’s Road to China initiative provides an opportunity to continue an open and collaborative dialogue that could set the stage for future partnerships between our two countries. This is exciting and promising for citizens of the Commonwealth and my administration.”

         The announcement was made at the Virginia State Capitol in the honored company of dignitaries from Washington, D.C.,  including Mr. Lu Kang, Minister and Deputy Chief of Mission from the Embassy of the People’s Republic of China, the second highest ranking Chinese diplomat in the United States, and Ms. Li Hong, the Minister Counselor from the Embassy’s Office of Cultural Affairs, along with Richmond Ballet Artistic Director Stoner Winslett, Road to China co-chairs Selina Rainey and Pamela Reynolds, representatives from the Ballet’s Board, Richmond Ballet dancers and major supporters.

         “On behalf of the Embassy of the People’s Republic of China in Washington, DC, I am proud to officially welcome Richmond Ballet as one of the celebrated performers expected to take the stage for the 15th annual ‘Meet in Beijing’ Festival,” said Mr. Lu Kang. “Cultural exchanges such as the Road to China program advance mutual understanding and help substantiate the new model of major country relationship envisioned by President Xi Jinping and President Obama at their Sunnylands’ meeting last year. The Chinese Embassy encourages strengthened exchange and cooperation in all fields between Virginia and China and will do its best to provide assistance.”

         The Ballet’s year-long Road to China programs, which will celebrate Chinese culture in the United States throughout the 2014-15 Season, incorporate many facets including the arrival of two guest artists from the world-renowned National Ballet of China who will share the stage with Richmond Ballet dancers during the company’s February performances of Don Quixote. ‘China’ will also be the theme for the Ballet’s community outreach program, Minds In Motion, in both Richmond and Charlottesville. Additionally, Richmond Ballet plans to schedule a series of events designed to encourage diverse communities across Virginia to become more engaged in movement, dance and Richmond Ballet. This series will include the organization’s annual gala scheduled for February 28, 2015, honoring the Chinese New Year.

         “This represents an exciting new horizon for us here at the Ballet,” said Ms. Winslett. “The chance to explore a fascinating interesting culture, so historic and majestic, and of course so different from our own, is an opportunity I know our dancers cherish. Governor McDonnell Announces 125 New Jobs in Smyth County

Governor met with company officials in Beijing during April 2013 marketing mission

RICHMOND – Governor Bob McDonnell announced today today that Liaoyang Ningfeng Woodenware Co., Ltd., a Chinese furniture manufacturer, will invest $2.1 million to establish its first U.S. subsidiary, New Ridge, LLC, in Smyth County. The company will manufacture furniture components for the Chinese market, supply its European customers with finished products from the U.S., manufacture and sell products for the U.S. market, and expand into lumber production and export to China. Virginia successfully competed against Kentucky, Tennessee and West Virginia for the project, which will create 125 new jobs.

            Governor McDonnell met with Liaoyang Ningfeng Woodenware Co. officials about this project in Beijing, China during his April 2013 Asia Marketing Mission.

            Speaking about today’s announcement, Governor McDonnell said, “Last April I met with Liaoyang Ningfeng Woodenware Co. in Beijing to discuss bringing its first U.S. subsidiary to Virginia. This project is of utmost importance to the Commonwealth and to Smyth County, and successfully competing against three other states is a great testament to the opportunity the company sees in the state and region. The addition of New Ridge, LLC and 125 new jobs is tremendous news for an area that is recovering economically, and the company is able to take advantage of an existing facility that is outfitted for furniture manufacturing and allows quick startup to production. We welcome New Ridge, LLC as a great addition to our strong wood products industry cluster in Southwest Virginia.”

            “This great project is a testament to the strong relationship Virginia maintains and continues to strengthen with China,” said Jim Cheng, Virginia Secretary of Commerce and Trade. “Liaoyang Ningfeng Woodenware Co.’s new company, New Ridge, LLC, will be a great asset to the Commonwealth in many ways. In addition to creating new jobs and repurposing a vacant facility, the company will also use Virginia timber to manufacture its furniture components. We are pleased New Ridge can take advantage of the region’s plentiful natural resources as it expands into the U.S. market.”

            Liaoyang Ningfeng Woodenware Co., Ltd. is a privately-held, family-owned, furniture company established in 1998 and headquartered in Liao Yang, China. The company has a number of operations in Russia and other locations in Northeast China and over 550 employees.  Liaoyang is one of the global strategic suppliers to IKEA in Asia Pacific and manufactures solid wood bathroom furniture that is shipped to IKEA stores in worldwide. 

            “We were always impressed with Virginia’s pro-business investment environment, its excellent infrastructure and strategic geographic location, and the health of its economy,” said Ms. ZOU, Xiaohui, President & CEO, New Ridge, LLC. “These favorable conditions plus the incentive programs presented us a compelling business case. Ultimately it is the support that we received from the local and state governments, our ongoing strong relationship with area suppliers and businesses, and especially the hospitality of the local communities, the skill and quality of the local labor force and the state’s quality of life and education excellence that made us decide to put our U.S. roots in Southwest Virginia. We will work hard to grow and succeed with the communities of which we are now part.”

The Virginia Economic Development Partnership worked with Smyth County and Virginia’s a Corridor to secure the project for Virginia. Governor McDonnell approved a $250,000 grant from the Governor’s Opportunity Fund to assist Smyth County with the project. The Virginia Tobacco Indemnification and Community Revitalization Commission approved $450,000 in Tobacco Region Opportunity Funds for the project. The company is eligible to receive benefits from the Virginia Enterprise Zone Program, administered by the Virginia Department of Housing and Community Development. Through its Virginia Jobs Investment Program, the Virginia Department of Business Assistance will provide funding and services to support the company’s recruitment and training activities.

           “Smyth County is very excited to be selected by Liaoyang Ningfeng Woodenware Co. as the location for its first manufacturing operation in the U.S., and we thank the company for its investment,” said Wade Blevins, Chairman, Smyth County Board of Supervisors. “This project will go a long way toward replacing the jobs that were lost when Merillat closed earlier this year. Smyth County is happy to provide funds through our EDA to partner with the State and the Tobacco Commission for assistance on this project. It is truly a great day here in Smyth County.”

Promoting Economic Development in Virginia’s Tobacco Region

The Tobacco Indemnification and Community Revitalization Commission is a 31-member body created by the 1999 General Assembly. Its mission is the promotion of economic growth and development in tobacco-dependent communities, using proceeds of the national tobacco settlement.  To date, the Commission has awarded 1,700 grants totaling more than $1 billion across the tobacco region of the Commonwealth, and has provided $309 million in indemnification payments to tobacco growers and quota holders. Click on Who are We at the left to learn more.

Virginia Tobacco Commission's Indemnification Program has Ended

  Since 2000, the Commission has made available $309 million to Virginia's tobacco producers and quota owners. In January 2012, the Commission announced that it has reached the end of its indemnification obligation. The final deadline for submission of Phase I Verification for Payment forms and Applications for Payment was June 30, 2012.  The 2012 payment was the final distribution of Phase I Indemnification funds.  The Commission has satisfied its statutory obligation to indemnify burley and flue-cured producers and quota owners, and the program has ended.
