Governor McAuliffe Formally Unveils 2014 Virginia Energy Plan

Richmond, Va. Governor Terry McAuliffe today formally unveiled the 2014 Virginia Energy Plan at an event co-sponsored by the Virginia Chamber of Commerce and the Virginia League of Conservation VotersThe Governor laid out his strategic vision for energy policy in Virginia in front of a mixture of members of the business and conservation communities.

The Governor’s energy plan highlights his commitment to a true “all of the above” energy strategy that will promote the use and development of all available resources.     

In his remarks, Governor McAuliffe said, “If we are going to build the economy Virginia families deserve, we must begin by giving them the energy plan our economy demands. The plan we are rolling out today is focused on growing our energy economy (particularly in the renewable sector), emphasizing energy conservation, strengthening our energy infrastructure and training the workforce we need for the future.

“By working together, I am confident that four years from now we will live in a stronger Commonwealth that is less dependent on external forces and is fueled by cleaner, cheaper and more abundant Virginia energy.”

Barry DuVal, President and Chief Executive Officer of the Virginia Chamber of Commerce, and event co-host stated, “We commend Governor McAuliffe’s commitment to an all-of-the above strategy for energy and look forward to working with his administration on strengthening Virginia’s energy infrastructure and growing this important sector of our economy.” 

Michael Town, Executive Director of the Virginia League of Conservation Voters, and also a co-host, added, “Governor McAuliffe campaigned on clean energy job creation. The good news is that his Energy Plan recognizes that smart pollution cuts can mean a business opportunity to create clean energy jobs and save consumers and businesses money. Neighboring states have created 290,000 clean energy jobs in recent years while Virginia stood still. He has an opportunity to change that with his response to the Clean Power Plan standards."

Key highlights of the Energy Plan include:

Strategically grow the energy sector by promoting increased development of renewable generation and supporting innovation in nuclear technology.

Reduce energy consumption by aggressively pursuing energy efficiency measures in government, businesses and residences. 

Invest in reliable and resilient energy infrastructure to strengthen Virginia’s already strong business climate.

Prepare Virginia’s workforce to drive the future energy economy.

Governor McDonnell Announces Launch of the Commonwealth Innovation and Entrepreneurship Measurement System

RICHMOND - Governor Bob McDonnell announced today the launch of the Commonwealth Innovation and Entrepreneurship Measurement System (IEMS), a web-based portal that uses key metrics and outcomes to track the performance of Virginia’s innovation economy.

Speaking about the new system, Governor McDonnell said, “This system, which is available to the public, provides a dashboard and strategic path to new opportunities in the innovation economy using key indicators that can assist lawmakers, industry leaders and other stakeholders determine the best public-private investment priorities and policies. This program is an excellent example of how we can utilize creative solutions to empower the emerging economy and help create the jobs of the future.”

The IEMS was developed by the Center for Innovative Technology (CIT) to further the work of the Commonwealth Research and Technology Strategic Roadmap, which links funding for research commercialization projects to Virginia’s strategic technology priorities.  The IEMS measures five key performance areas of Virginia’s Innovation Economy, as well as the economic impact of innovation and entrepreneurship. The key performance areas are:

·         Talent Pipeline – the degree to which the educational system is developing the skills needed to support entrepreneurism and innovation in the Commonwealth.
·         Research and Development – the level of targeted innovation taking place through research and development activity occurring in the Commonwealth.
·         Access to Capital – the amount of public and private funding deployed to support company formation and taking new ideas to the marketplace.
·         Commercialization – the level of university-based technology licensing and company formation in Virginia.
·         Business Dynamics – tracking outcomes and other elements of an innovative and entrepreneurial ecosystem.

A final category, Outputs, measures the economic impact of innovation and entrepreneurship in Virginia’s economy, especially as they affect employment and wages in key industries.

Data feeding the IEMS come from federal, state and private sources, with economic performance indicators identified by CIT, the Council on Virginia’s Future, the Virginia Chamber of Commerce’s Blueprint Virginia and other sources.

Jane Kusiak, Executive Director of the Council on Virginia’s Future, said, “Fostering innovation and entrepreneurship are essential elements of Virginia’s global competitiveness strategy. The Innovation and Entrepreneurship Measurement System will enable our leaders to discuss quantifiable ways to enhance innovation and entrepreneurship in the Commonwealth. The Council on Virginia’s Future is proud of its partnership with the Center for Innovative Technology on the IEMS and is launching a new indicator on innovation and entrepreneurship on Virginia Performs to showcase this system.”

Governor McDonnell thanked Senator Bryce Reeves and Delegate Charles Poindexter for sponsoring legislation in the 2013 session that led to the creation of the IEMS.

Governor McDonnell Announces Winners of Governor’s Bowl Food and Fund Drive

Competition raised equivalent of more than 1.1 million pounds of food in two years since launch

RICHMOND – Governor McDonnell today announced the winners of the second annual “Governor’s Bowl Food and Fund Drive.”  The governor called each winning Chamber of Commerce and winning state agency this morning to express his gratitude personally. More than 100 Chambers across the Commonwealth and over 60 state government agencies participated in the five week competition that began on Memorial Day and ended on Independence Day. The 2013 competition raised the equivalent of over 400,000 pounds of food to benefit over one million individuals served by Virginia food banks. The summer season includes critical months when pressure on food bank resources is high and shelves need replenishing.

            Over 1.1 million pounds of food were raised in just two years of the Governor’s Bowl competition. The 2013 Governor’s Bowl public-private partnership supports the mission of the Virginia food banks that serve over one million individuals each year.

            Both chambers and state agencies were organized by size with small, medium, and large entities competing with their peer groups. The Greater Augusta Regional Chamber is the 2013 overall winner with the equivalent of over 115,000 pounds raised. All of the 2012 winners were repeat Governor’s Bowl champions. Back-to-back Chamber winners are Buchanan County, Greater Augusta, and Greater Richmond. The Virginia Board of Accountancy also defended its title in 2013.

            Speaking about today’s announcement, Governor McDonnell said, “Earlier this summer I renewed my challenge to Virginia’s business community and state agencies to compete in good fun for a worthwhile cause. We could not do it without our partners at each Virginia Chamber of Commerce, the Federation of Food Banks, and our teams of state employees.  And, I have to say, I’m very pleased to see that the coordinated and focused effort of our summer fellows led to the Office of the Governor winning one of these great awards!”

            Lisa M. Hicks-Thomas, Secretary of Administration, said, “As always, our Virginia communities responded with passion and purpose to lift up those in need. I am grateful for the hard work, service, and commitment Virginians exude each day, and am particularly proud of the thousands of state employees who demonstrate their generosity year after year.”

Leslie Van Horn, Executive Director of the Federation of Virginia Food Banks said, “Our heartfelt thanks to the  Chambers and state government agencies that supported their local food banks during this summertime competition  for truly making a difference in the lives of so many in need.”

Barry DuVal, President & CEO of the Virginia Chamber of Commerce, said “On behalf of the Virginia Chamber of Commerce and our 15,000 member businesses I would like to thank the Governor and his staff for their commitment to ensuring that the shelves of Virginia’s Food Banks are stocked during the summer months. We are thrilled to see such a great response from Virginia’s business community to the Governor’s challenge and would like to thank all of the local chambers that participated in this year’s competition.  I especially applaud the Buchanan County Chamber of Commerce, the Charlottesville Regional Chamber of Commerce, the Greater Augusta Regional Chamber of Commerce, and the Greater Richmond Chamber of Commerce, and all the state agency winners for raising the most food in their respective categories for their regional food banks.”

            The Office of the Governor also earned an award this year for most total pounds for a small agency. The Governor’s Fellows Class of 2013 led the executive staff and Cabinet in its efforts to drive greater donations this year. The Class consisted of 16 talented future leaders from Virginia’s colleges and universities who designed an intra-office competition including bake sales, canned food drives, and special prizes to increase participation. The Fellows Class also led by example, spending their personal time volunteering as a group at FeedMore in Richmond. Special thanks go to our partners in the Department of Planning and Budget for their participation and assistance.

Gloucester, VA Shop Local Results Predictable - GMSA Thrown Under The Bus?

We are hoping the best for the local businesses participating in the Shop Local campaign.  We see so many problems with the planning and execution of this concept that the results are predictable.  Due to poor communications and a lack of solid leadership for this campaign as well as a bad name, the results will be less than sterling with no long term benefits.  To name one issue we saw, the list of participating stores for each area where these campaigns are being held was not communicated well to the public at all.

The lists should have been updated in the local newspapers in each community starting a month ahead of time and expanding as the list expanded.  This was not done in Gloucester.  We managed to get a list of local participating Gloucester stores at the last minute and have included it with this post.

  Second on our list of issues we see.  Most of the store offers are seriously lacking.  Some merchants are only offering a discount if you can show that you shopped other merchants first, making a purchase and then you have to have a minimum purchase with them to get the terrible discount on offer.  Can you say, "We Value Your Business?"  Someone needed to take a leadership role in this area months ago and taught local businesses how to create offers that work.

  Sorry, we are not going to give away the information on how to make irresistible offers that work.  That's one everyone that wants to know will have to pay for.  Free advice is only worth what you pay for it when it comes to these types of matters.  The list below looks like it was thrown together at the last minute.  Poor planning and execution.

  The expected results for this project are low turnout, low sales and no foreseeable long term gains whatsoever for Gloucester Merchants anyway.  We have not looked at other areas to see if they managed to get any of it right.  Now was the Gloucester Main Street Association thrown under the bus by the local paper, Chamber of Commerce and Chesapeake Bank at the last minute?  The GMSA has been piggybacking this campaign since the beginning and this weeks paper makes no mention of their involvement in the least bit.

  Third on our list of issues is that we are only looking at a one day campaign.  It would have worked better shooting for a one week campaign.  And again, better advertising and promotions needed to go into the entire idea.

  Overall, it's not the idea that is bad.  The slogan is awful as there is no such thing as being able to shop local anymore in this global world.  We would like to see a better effort and more thought go into a future campaign as well as stronger communications of who, what and where and better reasons as to why.  The Chesapeake Bank's 5 reasons to shop local were a disgrace.

Shipments by sea omit - take out? - one billion tons of carbon monoxide?  That should be emit and who cares?  Shipments by sea are the most economical form of transportation on the planet.  The United States produces 11.9 million tons of plastic packaging with 90% of which ends up in a landfill after one use.  And Gloucester County gets local people to pick it up off the streets for free, so again, who cares?  Plastic by the way is made from oil.  Our entire economy is built on plastic and other oil derivatives as well as our pharmaceutical drugs.  Everything you can think of depends on oil in one form or another.  I can't think of a better reason to raise prices on everything by claiming it causes so much damage and destruction.  Regulations must be passed to increase the prices even more.  Green people are their own worst enemies and the oil companies really really love them because of it.

Gloucester, VA - Local Chamber Of Commerce Becoming Invalid?

We have to ask the question.  Is the Gloucester Chamber of Commerce becoming invalid?  With all the challenges now being made by the Gloucester Main Street Association that is stepping more and more into the role that the Chamber of Commerce traditionally plays, it looks like the Gloucester Main Street Association is looking to kill the Chamber of Commerce as a valid tool for area businesses.

  In a recent article in the Gloucester Mathews Gazette Journal and a recent site visit to the Gloucester Main Street Association web site, the Gloucester Main Street Association is expanding out well past it's boundaries.  It's no longer containing itself to the Gloucester Main Street Village area.  Exceptions have been made that have brought in the Inn At Warner Hall into the GMA as well as WXHM radio.  Both outside the GMAV zone.

  Once you open this door, you can't close it.  The Gloucester Main Street Association now needs to open it's doors to all businesses in Gloucester County.  That includes the spice shops as well.  Or didn't they get the invitations?  In which case, the Gloucester Main Street Association needs to change it's name.
