Numerous Complaints Of County Official Abuses of Position

We have received not one, but multiple complaints asking some valid questions. These are verified complaints that we are reporting on here.  One email sent to us reads as follows.

"Letter to the editor,

I wrote to you a few weeks ago about seeing a Gloucester County Animal Control truck being used for personal business.  I bring to your attention something much more disturbing.  Saturday evening I was traveling up Rt 17, a couple of minutes after 7:00 PM, I was at the intersection of Providence Road and Rt 17 stopped at the stoplight.  I noticed the County Garage had a garage door open, southern door, a private owned vehicle with a woman and a child in the car was going into the garage.  I have some very serious questions that should to be answered:

  1. Why was the garage open on Saturday night?
  2. Was the employee on the clock working on a privately owned vehicle?
  3. What are non-county employees doing in the garage after hours?
  4. Is the insurance company aware that these types of abuses are going on?
This appears to be a very large case of fraud, waste, and abuse by a County Employee. Are things like this going on causing county taxes to be as high as they are?"

Date of occurrence is Saturday, May 18th, 2013.   

We verified the above report with another witness to this incident.  What we learned was that the vehicle was a mid sized vehicle with a light metallic paint.
The people seen going in opened the garage door quickly and then proceeded to move the vehicle in as fast as possible then closing the garage door quickly to attract as little attention as possible.  So we are able to determine that it is a county employee with access to a key to the building.  The time frame is not in a usual county hours of operation.  

  If the people entering the building had a right to be there, why move a personal vehicle into the building?  This leaves open very valid questions as to what is going on.  Are county employees ordering parts for their personal vehicles and installing them at taxpayer expense?  Were the employees stealing tools or other equipment?  Once they opened the garage and turned on even one light, it was at taxpayer expense.  Were these people trying to hide something?  Were they trying to move something that they have been hiding?  All fair questions.  The building in question is the white building on the left hand side of the above picture.  The stoplight in question is also visible in the above picture.

Are Louise Theberge And Other Gloucester Officials Being Blackmailed?

Are Louise Theberge and other Gloucester County government officials being blackmailed?  It's a fair question at this point.  As we have pointed out on this site., Louise Theberge is not only the chair person of the Gloucester County Board of Supervisors, she is also on the board of the Gloucester Main Street Preservation Trust.

  Hilton Snowdon is the Director of Tourism for Gloucester County as well as on the Board of the Gloucester Main Street Association.  Both of these are serious conflicts of interest.  So we are wondering why these two people as well as others under county employment, who are now deeply embedded with these organizations would even risk getting into the middle of such serious conflicts of interests.  One reason we came up with and are now asking is are these government officials being blackmailed into these outside positions?  Are they being bribed to be a part of these conflicts?  Is it a combination of blackmail and bribery?

  Again this is why it is very clear that the conflicts of interest are such a serious threat to the county.  No one knows why these people are doing what they are doing.  We also have no idea who is pulling the strings behind all of this.  These are such clear violations to the public trust that there can not be any public trust with these officials anymore in our view.

  Of further interest, Louise Theberge had announced earlier this year that she was not going to run for another term.  Then she changed her mind and decided she is going to run for yet another term on the Gloucester County Board of Supervisors.  Was she told that she had to run again in order to ensure that certain deals go through?  Blackmailed into running again or perhaps bribed into running again or even both?  Again, these are fair questions in light of the circumstances.

March Is Bribe Your Local Official Month

There are days, weeks, months and even years dedicated to various special interests.  Last month was Black History Month.  Well in our opinion one of the special interests that gets little or no attention is our local officials.  So we have decided to dedicate the month of March as Bribe Your Local Official Month.

That's right.  March is now the official month for bribing your local official.  There are plenty of good reasons for doing so too.  Want to lower your property tax bill?  Bribe a local official.  Want to hurry along a zoning matter?  Bribe a local official.  Want to get special permissions to do something?  Bribe a local official.  Want to bump off your business competition? Bribe a local official for a codes compliance issue for your competition to get hit with.  Get creative with what you want to accomplish and then figure out which local official you need to bribe to get done what you need to accomplish.

  Don't be stingy with the bribe either.  In fact, be very generous with it.  Bribing officials is the American way.  Why should you miss the action?  In fact, we highly recommend that your bribe be very generous as we will now show you how to get your money back.  We are going to designate April as Blackmail your local official month.  Accomplish what you need to with bribes during the month of March and make sure you record and keep good records of the bribe.  Once you have achieved what you set out to do, during the month of April you get to Blackmail your local official for taking a bribe from you.  Get all your money back and then a nice little profit to boot.

  If Blackmail is not your thing, not to worry, May is going to be official take down your local official month.  You can then expose your local official for having taken bribes from you.  Now for you truly black harts out there, using all three techniques is the ultimate game for a real laughing riot.  Not to worry, there is more to come.

Virginia Government Official Employees Notice - Perfect Side Business With Tax Payer Support

If you are an official in a local, town or county government position in the state of Virginia, we have the perfect business for you.  Tax payer supported and locality code requirements if so desired to be added to ensure success of your new enterprise.

  Start an animal crematorium.  Get together with other local officials and invest in this concept.  We recommend you get together with your zoning commissioner, county or local government employed attorney, animal control officers and anyone else you need to make the business a success.  Every county should have one of these.  Why not profit from state law?  In Virginia one of the state laws spells out how to properly get rid of dead companion animals.    § 3.2-6554. Disposal of dead companion animals.
The owner of any companion animal shall forthwith cremate, bury, or sanitarily dispose of the animal upon its death. If, after notice, any owner fails to do so, the animal control officer or other officer shall bury or cremate the companion animal, and he may recover on behalf of the local jurisdiction from the owner his cost for this service.

  So what is sanitarily disposing of an animal anyway?  It's not spelled out so it does not exist.  Create a county, city or town ordinance that gets rid of the term, sanitary leaving only two choices.  Burial and cremation.  Think creatively to get people to see how burial may not be in their best interest as it may come back to haunt them under soil contamination laws.  

§ 18.2-510. Burial or cremation of animals or fowls which have died.

When the owner of any animal or grown fowl which has died knows of such death, such owner shall forthwith have its body cremated or buried or request such service from an officer or other person designated for the purpose. If the owner fails to do so, any judge of a general district court, after notice to the owner if he can be ascertained, shall cause any such dead animal or fowl to be cremated or buried by an officer or other person designated for the purpose. Such officer or other person shall be entitled to recover of the owner of every such animal or fowl that is cremated or buried the actual cost of the cremation or burial and a reasonable fee to be recovered in the same manner as officers' fees are recovered, free from all exemptions in favor of such owner. Any person violating the provisions of this section shall be guilty of a Class 4 misdemeanor.

Nothing in this section shall be deemed to require the burial or cremation of the whole or portions of any animal or fowl which is to be used for food or in any commercial manner.
This section shall not apply to any county until the governing body thereof shall adopt the same.

The above is a link to a Virginia Department of Environmental Quality PDF discussing issues with disposing of dead animals as well and the growing problems faced by Virginians.  Worried about how all this may look to your constituents?  No problem.  Put your share of the business in a trust or family member name.  Is there legal precedence for this already in Virginia?  Yes there is.  Jeff Stillman of Gloucester County Animal Control already owns one and the county has not considered it to be a conflict of interest.  Legal precedence set.

  Also, what you learn from the PDF above is how to create local ordinances that require cremation in your locality.  Part of why you need your planning commissioner on board with you.  This is not a joke.  We are looking into the best ways to buy a crematorium business and will cover that in a coming article.  There are other benefits for owning a crematorium as well.  Document disposal.  Certain forms of hazardous waste disposal.  We are sure you can come up with plenty of more ways to use the business.  Plus you now have a retirement business and you are doing your community a service which is tax payer supported.

  Why you want your animal control and local policing authorities on board.  Every dead animal found along the road sides can be county ordinance coded that cremation is the only option and at the expense of the locality hence, at the tax payer's expense that guarantees your income.  Doctors and other professionals have been doing this for decades.  Why should you be left out.?  Before you throw this to the air, wait, there is more.  Think of all the extra business you can pick up by making it mandatory for the animal care providers to use cremation to maintain proper licensing in your area.  Have a local animal shelter?  Same there as well. Cremation is made mandatory for the shelter as well.
