Governor McAuliffe Announces 596 New Jobs at Fort Monroe in the City of Hampton

~ Liberty-Source PBC to invest $1.56 million in customer service operation~ 

RICHMOND - Governor Terry McAuliffe announced that Liberty-Source PBC, a flexible onshore business process outsourcing model that uniquely harnesses the talent of military spouses, will invest $1.56 million to establish an operation at Fort Monroe in the City of Hampton.  The company will provide finance, accounting, human resources, customer care and additional support services for its clients, creating 596 new jobs.

               Speaking about the announcement, Governor McAuliffe said, “Liberty-Source PBC is a tremendous addition to the Hampton Roads region.  The company’s delivery model is centered on employing staff from the U.S. military community, and Fort Monroe and the City of Hampton have a long and storied military history.  In addition to active duty men and women in Virginia, thousands exit the military each year in the Commonwealth, and Liberty-Source will make a great social and economic impact providing opportunities to valuable government assets.”

            “The addition of nearly 600 new jobs is significant news for Fort Monroe and the City of Hampton,” said Maurice Jones, Virginia Secretary of Commerce and Trade.  “An operation at a former U.S. Army post is a perfect fit for Liberty-Source PBC’s business model.  The companywill add economic vitality to a location with a centuries-old military tradition while drawing on the prevalent talents of the strong workforce in the region.”

The Virginia Economic Development Partnership worked with the City of Hampton, the Fort Monroe Authority, and the Hampton Roads Economic Development Alliance to secure the project for Virginia.  Governor McAuliffe approved a $300,000 grant from the Governor’s Opportunity Fund to assist Hampton with the project.  Funding and services to support the company’s employee training activities will be provided through the Virginia Jobs Investment Program.

Governor McDonnell’s Biennial Budget to Include Significant New State Funding for Fort Monroe Authority

RICHMOND - Governor Bob McDonnell’s biennial budget will include significant new state funding for the Fort Monroe Authority. Fort Monroe was deactivated as a United States military installation in the fall of 2011 and the Fort Monroe Authority will be responsible for the property and land returned to the Commonwealth. Additional portions of Fort Monroe were declared a National Monument by President Barack Obama in 2011 and will be administered by the National Park Service. The Fort occupies a prominent place in Virginia and America history dating back to the arrival of the first colonists in Virginia. During the Civil War it became known as “Freedom’s Fortress” as thousands of slaves sought refuge at the Union-held installation.  Fort Monroe has remained a symbol of our nation’s struggle to protect those seeking freedom.

The governor’s budget provides the following funding for the Fort Monroe Authority:
·         $701,620, from the general fund, in supplemental funding in FY 2014. 
·         $6.7 million in FY 2015 and $5.5 million in FY 2016, in general fund support, for the operations and management of the fort, including staff. Funding will address the primary drivers of expenditures, such as utilities and maintenance.

·         The governor’s budget amendments also authorize the issuance of $22.5 million in bonds through the Virginia Public Building Authority.  It is anticipated that over the next five or six years the authority needs to make approximately $26 million in capital improvements to buildings and infrastructure on the property. The authority has funding from other sources to address the difference.
o   The bond funds will allow the authority to act on critical infrastructure needs at the Fort, such as significant repairs to roofs and elevators, improvements to the gas, water, sewer, and stormwater systems, and improvements to roads, bridges, sidewalks, and parking lots.
o   The improvements that the bonds will finance will allow the authority to rehabilitate residential units.  This will permit the authority to collect market rents. 
o   The improvements that the bonds will finance will also allow the authority to address roof leaks and non-functioning HVAC and elevators that currently make the units unusable for commercial tenants.

The proposed Fort Monroe Master Plan provides for a combination of mixed use of residential and commercial property, including new construction and adaptive reuse. The operating and capital expenses the Authority will incur in the current fiscal year, and fiscal years 2015 and 2016, are necessary to implement that Master Plan.

The governor will continue to make other budget-related announcements in the days leading up to the formal unveiling of his biennial budget during his Address to the Joint Money Committees on December 16th in Richmond.

Gloucester, VA - Cuccinelli Rules Conflict Of Interest. Complaints Of Party Politics Unwarranted - Gloucester Next?

If you missed the article in the Daily Press on Sunday, Attorney General Ken Cuccinelli ruled against both the Mayor and the deputy mayor of Hampton on being on dual public boards.  In the state of Virginia, it is forbidden.

  The really nasty part of the article is the complaints coming from Hampton officials charging Cuccinelli of playing party politics. Like it's some sort of democratic vs republican fight.  It's very simple and very clear, it's against the law.  It has nothing to do with party politics.  These officials got off easy.  They should have been investigated for potential criminal activity and charged with any findings.  Being told that they must get off the board without going through any investigation was an easy sentence.

Then the city officials have a meeting to see who's brother or sister they can appoint to the positions on the board of trustees at Fort Monroe right after being told they are out.  What a joke.  It has to make you sick that these corrupt officials are continuing to play the same game anyway.

  We have the same exact issue here in Gloucester.  Louise Theberge is representing two public offices.  She is the chairperson for the Gloucester County Board of Supervisors and on the board of the Gloucester Main Street Preservation Trust.




http://mspt.org/about.html  Is the link to the above page.  On that page you will see that the trust also manages the Gloucester Main Street shopping center.  The shopping center is a tax paying entity to Gloucester County.  With Louise Theberge on the board of both entities, the issues of conflicts of interest are very real.  In fact let's examine one.

This is a very recent photo of Edge Hill Shopping Center.  Edge Hill had to install this island because of new ordinances that require locations with new permits to come into compliance with Gloucester's beautification initiatives.




Exactly where are the islands for the Gloucester Main Street Shopping Center?  They too have had new permits for offices at this location.  Why is it they have not had to install islands here?  Is it because the Gloucester Main Street Preservation Trust is exempt from the same local ordinances?

If the Gloucester Main Street Preservation Trust is exempt from the same laws everyone else has to follow, how is that?  With Louise Theberge being on both boards, a serious conflict of interest could very well be at play.

Kudos to Ken Cuccinelli on his recent decision.  Now maybe he can do the same for Gloucester.
