Letter To The Daily Press, Chris Hutson's Voting Record and Teresa Altemus



Dear Ms. Hubbard,
 
Your April 19th article on Teresa Altemus appears to be just one more in a long line of articles written by daily press reporters responsible for the Gloucester County area that are biased to say the least. It appears that you wrote the article with much enthusiasm directed at supporting Gloucester Point Supervisor Chris Hutson in his reelection efforts, the unlawful and very costly actions of the Gloucester 40 and Gloucester’s former Commonwealths Attorney, while casting a negative cloud about Mrs. Altemus; even though she and the other targeted Supervisors were all found not guilty of all charges. In fact it was not Mrs. Altemus and the other targeted Supervisors who costGloucester County hundreds of thousands of dollars in legal fees. It was a group of people, who were all associated with the same local civic organization (Rotary Club) that cost Gloucester Countyall of that money. Did anyone at the Daily Press ever look into why such effort was put into attempting to have Mrs. Altemus and the other targeted Supervisors removed from office? I think not. What were the Rotary folks trying to keep hidden from the People and who was directing them? Those are questions that still should be asked. It is also noteworthy that each of the individuals quoted in your article, except for John Walsh (the local Republican Committee Chair) has been discredited or rejected byGloucester voters. Perhaps it is that group which is continually looking in the rear view mirror rather than forward through the windshield.
 
There was absolutely nothing in your article about Mrs. Altemus’ views on anything that matters to the majority of the voters inGloucester County. There were no quotes from anyone supporting Mrs. Altemus, but there were numerous quotes from the other direction. In fact your article, in its own subtle way, tends to steer the reader away from Mrs. Altemus in favor of Mr. Hutson. What or who is the driving force behind Mr. Hutson having that privilege? It certainly cannot be a result of his track record as Supervisor for the Gloucester Point, Virginia district.
 
I personally contacted you via email on June 3, 2014 about Mr. Hutson’s conflict of interest in the Terrapin Cove Sewer project, but nothing was ever reported by the Daily Press. During the May 20, 2014 Board of Supervisors meeting, Mr. Hutson voted to approve the Terrapin Cove Sewer Extension project.  Part of the project entailed installing public sewer along Laurel Drive at Gloucester Point at a total project cost of $773,638.  The vote was 4 in favor of the project and 3 against it. 
 
The following information was obtained from the GloucesterCounty online property database and is for property on Laureldrive that is owned by Mr. Hutson’s father and mother in-laws.

Mr. Hutson should have abstained from voting on the Terrapin Cove sewer project in accordance with Commonwealth ofVirginia Conflict of Interest laws.  Without publicly disclosing his interest in the project area property, Chris Hutson not only voted for the project, he also acted as the primary public body advocate during the design, review and procurement processes. Shortly after the BOS meeting this information was brought to the attention of all of the Supervisors via an email message. After the email notification was sent it was further realized that Mr. Hutson’s father in-law has served on the Gloucester Public Utilities Advisory Committee since 2004 and was reappointed for another four year term by Mr. Hutson in 2012. 
 
During the June 3, 2014 BOS meeting the Terrapin Cove project was brought back to the floor for further discussion by Supervisor Ashley Chrisco, on the premise that funding was uncertain due to the Commonwealth not yet approving its budget. That in itself was a cover up. The Terrapin Cove project was not a Commonwealth funded project and the County’s ability to fund it was uncertain from the projects conception. Mr. Hutson knew this all along. The BOS voted to delay the project start up and to pull funding from it until the Commonwealth approved its budget. Then, upon the recommendation of At Large Supervisor John Meyer, the Board directed that a certified letter be sent to each property owner within the project area asking the owners for a binding commitment to hook up to the sewer system if the project moves forward. This and other steps should have been accomplished before any other money was spent to design the sewer expansion. Due to the project area resident’s lack of hookup commitment, the Board ultimately voted to terminate the project with Mr. Hutson finally abstaining from the vote.  
 
At issue here is not only Mr. Hutson’s excessive spending practices, but also and most importantly, the conflict of interest votes he made. Mr. Hutson went so far when caught in the deception that he blamed his wife. His comment during the July 1, 2014 board meeting was, “I’m married, my wife doesn’t tell me anything.” What is even more curious about Mr. Hutson’s claim is he used the same excuse convicted former Governor McDonald was using at the time. One cannot help but wonder what else Mr. Hutson is hiding from the People with the assistance of the Daily Press.
 
In your article Mr. Hutson speaks about transparency. During a public hearing on October 7, 2014, Mr. Hutson essentially stated that the only way the Board of Supervisors knows what the People and Citizens want is through comments made at Board of Supervisor meetings during citizen comment periods. What about emails to the Board or to ones district representative, or phone calls, letters and face to face communications? I can honestly say Mr. Hutson has never responded to a single email I have sent to him and I live at Gloucester Point off of Terrapin Cove Road.
 
In your article Mr. Hutson touts how well the current Board is doing for the People of Gloucester, yet he has voted in opposition of the other board members on numerous occasions. The most recent occasion was his vote against the recently adopted 2016 County budget. Yet your article said nothing about Mr. Hutson’s voting record or his desire to raise Gloucester’s real estate tax rate from $.65 to $.72.
 
My question to you is; why did you write and why did the Daily Press publish such a biased article?

How To Disqualify Your Judge Or Prosecuting Attorney: Recuse Them







Start by watching the video above.  This opens the door to understanding how you can recuse any judge or prosecuting attorney in just about any case.  Now this guy is talking about the California legal system, but it applies to all 50 states and localities.  You can change past judgement's against you or pending judgement's.  If a judge even makes a face of discontent in the courtroom, you can have the judge recused, or to put it another way, disqualified.  The same can be done with a prosecuting attorney.

  If you are getting abused by the system, it's time to take the system back.  Now your attorney may not do this for you, but you can do this yourself.  You need to understand how to do this.  Let us show you how it's done in Virginia.

The above PDF file, which you can download for free on our SlideShare site, explains what a judge can and cannot do in the courtroom.  When a judge is yelling for any reason, you can have that judge recused/disqualified.

  Now here is where you should have every judge and prosecuting attorney in the state of Virginia hearing a criminal case recused.

Please read the above linked article.  What you will learn in there is that the Commonwealth of Virginia has contracts with private prisons that ensure those prisons will maintain an occupancy rate of between 95 and 100 percent occupancy.  That means each and every judge is under a certain obligation to find you guilty and fill those beds in those prisons.  The same with the prosecuting attorneys.  This is a very clear conflict of  interest.  With that conflict of interest predisposed on the courts and legal system, you can not get a fair trial.

  So you have the right to recuse every judge and every prosecuting attorney in any criminal case across the state of Virginia.  Now this is not legal advice as we are not Bar franchised attorneys.  Only Bar franchised attorneys can give you bar franchised advice for an incredibly large fee and it may not help you in the least.

  Don't let them push you around.  If you understand the system, you have by far more rights than any of them ever begin to have.  It's you who is really in charge and you need to take that seriously.  Boy are they really going to hate you when you are done with them though.

Gloucester, VA Bos's Christ Hutson: Second Conflict of Interest Vote?

During the May 20, 2014 Board of Supervisors meeting, Supervisor Chris Hutson voted to approve the Terrapin Cove Sewer Extension project.  Part of the project entails installing public sewer along Laurel Drive at Gloucester Point at a cost of $773,638.  The vote was 4 in favor of the project and 3 against it.  The following information was obtained from the Gloucester County online property database and is for property on Laurel drive that is owned by Mr. Hutson’s father and mother in-law

Does this area of the County need public sewer?  I don’t think so but admit that it could be arguable.  At issue here is the conflict of interest vote made by Mr. Hutson and the efforts taken in the June 3rd BOS meeting to cover it up.  Does Gloucester County really want politicians who are self serving, not forthcoming and who have no conscious when it comes to spending hard earned tax dollars?  The answer is an emphatic NO.  The three newest Supervisors are the ones who initially voted against the project and did so with stated justifications.  These three seem to be working very hard to do what is in the best interest of the County as a whole; the other four should join them.   
 
During the June 5, 2014 BOS and Planning Commission meeting Chris Hutson encouraged citizens and business owners to bring instances of improprieties related to construction inspections to the BOS attention so they can be looked into.  How can he make such a hypocritical statement after voting on a project that he or his spouse “may realize a reasonably foreseeable direct or indirect benefit or detriment from?”
 
We the people of Gloucester County deserve much more from our elected officials.  I encourage my fellow citizens to express their opinions on this matter and to remember these types of behaviors when election season returns.  Just remember; Political Parties do not make a good government, good people do.

Our Notes:  Mr Hutson voted yet again despite what looks like a clear conflict of interest.  Even if it were the correct vote to reverse the earlier decision, he still should have abstained from the vote.  Nothing much other than non funding the sewer extension was corrected, but instead, was compounded.  Once was too much, twice is just a complete violation of the public trust and a slap in the face to every citizen within the county.  Exactly why is Mr Hutson serving on the board other than to possibly personally financially gain by doing such?   That is just "NOT" sound government.

Gloucester, VA BoS Member, Chris Huston, Violating State Code? Conflict of Interests?

On Tuesday night, May 20, 2014Gloucester County, Virginia Supervisor Christopher A. “Chris” Hutson voted to approve the Terrapin Cove Sewer project.  Part of the project entails installing public sewer along Laurel Drive at Gloucester Point.  The vote was 4 in favor of the project and 3 against it.
The following information was obtained from the Gloucester County website and is for property on Laurel drive that is owned by the parents of Hope Hutson.  Hope Hutson is the wife of Gloucester Supervisor Christopher Hutson and the property is where Mrs. Hutson grew up. 
Mr. Hutson should have abstained from voting on anything to do with the Terrapin Cove sewer project from our view.

Our Notes:  How many other board members were aware that Mr Hutson has personal interests in this area?  Did Mr Hutson ask certain other BoS members for favors to get the above passed in his favor?  What must Mr Huston vote on that he might be against in the future that he will be forced to change his vote on in order to return any favors?  Is this one of the tests that we talked about yesterday on why certain people are in public service?  Did Mr Hutson just show us that he is in Public Service for his own personal interests and personal gain?  We actually have more information on that that helps to answer this question and some big surprises are coming up about Mr Hutson's background.

  In the mean time, we recommend that the BoS consult an outside source competent attorney that can explain to them the meanings of conflict of interest.  Ted seems to have a history that would suggest he just covers those up.

Virginia Ken Cuccinelli's Conflict of Interest Concerns

As Attorney General, Ken Cuccinelli is responsible for providing advice to the state Board of Elections on legal issues relating to campaigns and elections — including his own campaign for governor.

That means he's responsible for issuing legal opinions about the implementation of voting and election laws, and will be the Board's go-to lawyer if there are any problems or irregularities on Election Day!

If Ken Cuccinelli wants to resolve this stunning conflict of interest, he should recuse himself and his office from election matters immediately.


Ken Cuccinelli isn't the first Attorney General to run for governor of Virginia. But he did break a long-standing bipartisan tradition by flat out refusing to step down during the campaign.

In recent history, former attorneys generals have resigned because of the time commitments of a gubernatorial campaign (when Governor McDonnell stepped aside, he said a campaign "preclude[s] you from working full-time as attorney general") and because of the inevitable conflicts of interest that arise for any attorney general who is also a candidate for governor.

Earlier this month, the Daily Press Editorial Board called on Cuccinelli to step aside, explaining, "if a Democratic campaign needs clarification on a legal matter, it must seek guidance from an office headed by the Republican candidate for governor. And if questions arise for the GOP, the attorney general's office cannot be expected to give counsel to a ticket headed by its own boss."

From the Terry McAuliffe camp.  Sent via email to us.  It's about time that his staff actually sent something worth looking at and reporting and even better yet, without asking for money as well.  And this time we have to admit, it looks like he's right.  There is a very real potential for a conflict of interest here that is not in the least bit fair.  Now we will not try and pretend that we like McAuliffe, we don't.  But this is inexcusable by the Cuccinelli Camp and of very serious concern.  Cuccinelli either needs to step down from his position as Attorney General or leave the race.

Vote Louise Theberge June 11th, 2013 For More Conflicts of Interest



Vote Louise Theberge tomorrow, June 11th, 2013 if you are interested in more conflicts of interest.  More ordinances that do not meet state law.  More heavy handed tactics in the republican party designed to keep decent people from running for office.  Send her a message that it's time for her to take a vacation.  After 14 years of service, she deserves the break.  After 14 years of service you have to ask the question, why are a number of county ordinances out of sync with state law?  Has Louise been asleep for the past 14 years?  Do we need another 4 years where the county ordinances remain out of sync with state laws? Do we need more conflicts of interest that violate state laws like in the video above?

Gloucester, VA - Louise Theberge, Questions of Quid Pro Quo And Conflicts of Interest?




This is the video in full that covers the recent introduction of the Gloucester Main Street (Village) sub area plan.  Louise serves on the board of the Gloucester Main Street Preservation Trust.  This video opens a lot of legal questions.  Are there Quid Pro Quo issues here?  The conflict of interest is very clear.  We just received this comment from one of our readers.  

"Sir:

Unlike one of your other readers please feel free to post my comments.  Like you, I would like the County to answer the issues you have brought up in your posts.  Please continue to keep us informed since none of the local papers care to cover the news!

I read your article wondering how these things could happen.  Louise Theberge being the chairperson of the Gloucester County Board of Supervisors would know that she has to excuses herself from any discussion or vote on anything to do with the Gloucester Main Street Preservation Trust as this is a conflict of interest and a violation of the public trust.  Case in point Mr Borden excused himself from discussions and votes on extending the sewer line to Providence Baptist Church since he is a long time member and supporter of the church.  We know she did not do this since the vote was 7 – 0.  I have to wonder why the State Police or FBI are not investigating this issue.  Does this meet the definition of Quid Pro Quo? 

According to Wikipedia:

“In legal usage, quid pro quo indicates that an item or a service has been traded in return for something of value, usually when the propriety or equity of the transaction is in question. For example, under the common law, a binding contract must involve consideration: that is, the exchange of something of value for something else of economic value. In the United States, if the exchange appears excessively one sided, courts in some jurisdictions may question whether a quid pro quo did actually exist and the contract may be void by law.[2]
Similarly, political donors are legally entitled to support candidates that hold positions with which the donors agree, or which will benefit the donors. Such conduct becomes bribery only when there is an identifiable exchange between the contribution and official acts, previous or subsequent, and the term quid pro quo denotes such an exchange. The term may also be used to describe blackmail, where a person offers to refrain from some harmful conduct in return for valuable consideration.”

Louise Theberge stated in a newspaper article for her reelection she is open to listening to the public.  I would like her to talk to us.  I would like her to address these issues and the questions you have your story “Gloucester, VA - What Are The Board of Supervisors And The GMSPT Hiding? “


I would definitely like to see these issues cleared up before the Republican Party considers proving support for her reelection.  These issues appear to reflect poorly on her as a person, as a member of the Board of Supervisors, especially as the chairperson, and the Republican Party in Gloucester County.

Gloucester, VA - Cuccinelli Rules Conflict Of Interest. Complaints Of Party Politics Unwarranted - Gloucester Next?

If you missed the article in the Daily Press on Sunday, Attorney General Ken Cuccinelli ruled against both the Mayor and the deputy mayor of Hampton on being on dual public boards.  In the state of Virginia, it is forbidden.

  The really nasty part of the article is the complaints coming from Hampton officials charging Cuccinelli of playing party politics. Like it's some sort of democratic vs republican fight.  It's very simple and very clear, it's against the law.  It has nothing to do with party politics.  These officials got off easy.  They should have been investigated for potential criminal activity and charged with any findings.  Being told that they must get off the board without going through any investigation was an easy sentence.

Then the city officials have a meeting to see who's brother or sister they can appoint to the positions on the board of trustees at Fort Monroe right after being told they are out.  What a joke.  It has to make you sick that these corrupt officials are continuing to play the same game anyway.

  We have the same exact issue here in Gloucester.  Louise Theberge is representing two public offices.  She is the chairperson for the Gloucester County Board of Supervisors and on the board of the Gloucester Main Street Preservation Trust.




http://mspt.org/about.html  Is the link to the above page.  On that page you will see that the trust also manages the Gloucester Main Street shopping center.  The shopping center is a tax paying entity to Gloucester County.  With Louise Theberge on the board of both entities, the issues of conflicts of interest are very real.  In fact let's examine one.

This is a very recent photo of Edge Hill Shopping Center.  Edge Hill had to install this island because of new ordinances that require locations with new permits to come into compliance with Gloucester's beautification initiatives.




Exactly where are the islands for the Gloucester Main Street Shopping Center?  They too have had new permits for offices at this location.  Why is it they have not had to install islands here?  Is it because the Gloucester Main Street Preservation Trust is exempt from the same local ordinances?

If the Gloucester Main Street Preservation Trust is exempt from the same laws everyone else has to follow, how is that?  With Louise Theberge being on both boards, a serious conflict of interest could very well be at play.

Kudos to Ken Cuccinelli on his recent decision.  Now maybe he can do the same for Gloucester.
