Gloucester, VA Government Employees Shopping On Your Tax Dollars?





Monday, May 5th, 2014 starting at 10:04 AM, this county vehicle and the employee with the county were seen going into Family Dollar and as the bottom picture shows, coming out of the store with no apparent purchase.  Time last picture was taken was 10:12 AM.  We can not tell you the reason for this employee going to a retail store on the other side of the county in a county vehicle, but again, it looks like personal use of a county vehicle for shopping while we the taxpayers pay for this.

  Over the past few months we have seen county department heads go before the Board of Supervisors with reasons why they need increased budgets yet here we see that county employees have way to much time on their hands and are not even working which means they are over bloated in their budgets and payrolls.  Let's all hope the Board of Supervisors point this out as they look at the 2015 through 2019 budgets for the various departments.

Gloucester, VA County Truck Number 67 At McDonald's Again



































Parks and Recreation truck number 67 was seen again at McDonald's this past morning, Monday, December 16th, 2013 at about 8:15 AM.  This is the same truck that was here last week on Monday.  Below is the county employment code from the county's own website.  Chapter 13 of the employment code.

Section 13-27: Use of County Vehicles

County vehicles are provided for the use of employees and authorized
volunteers in conducting official business of the County. Personal use of County
vehicles is prohibited. Certain employees are required or allowed to take a County
vehicle home at night, as they are required to respond to the needs of the County
outside of normal business hours. Take home vehicles must be approved by the
County Administrator who shall maintain a current record of all authorized take home vehicles.

Operators of County vehicles should practice “defensive driving” and
anticipate and observe the actions of other drivers and control their own vehicle in
such a manner so as to avoid an accident. Operators of County vehicles and all
passengers therein shall properly use seat belts at all times. Injury resulting from a failure to wear seat belts may constitute gross negligence on the part of the individual and upon case review may jeopardize an employee’s eligibility for relief normally provided under the worker’s compensation or disability claims.

Above is the link to the information so everyone can verify this for themselves.  We don't make this stuff up.  For 8 months we have been reporting this abuse.  For 8 months the abuse continues with nothing being done about it.  It would seem fair to say that Brenda Garton, county administrator and Ted Wilmot, County Attorney are not doing their jobs but are instead failing to do their jobs in protecting the county, the taxpayers and the Board of Supervisors from waste, fraud and abuse as well as increased costs and expenses as well as increased liabilities.  We have filed a complaint form with human resources about this employee who is very clearly in violation of the above policy.

  Since it is clear that neither the county administrator nor the county attorney are capable of doing their jobs, they should be termed for cause without any further form of compensation whatsoever.  One also has to question the department heads as to why they are unable to properly communicate to their own employees what the policy states and then make sure that the employees maintain this agreement.  The above employee driving truck 67 has already been reported and nothing has been done about it.  Employees continue to use county vehicles for their own personal use all the time with no regard for employment policies and the county officials are letting them?

Gloucester, VA School Board Employee Caught Breaking The Law.....Again






























7:55 AM.  Friday morning, October 4th, 2013.  This is the same employee we caught on Monday at this same place at about the same time.  It's very clear that no one even bothered to talk to him after being caught breaking the law on Monday.  Though I did not take his actual picture, I did identify the drive as the same person as on Monday.

  Again we have shown on this site numerous times that government employees are prohibited from using vehicles for personal use.  This is clearly personal use.  It's not only local policy, it's also state code laws.  But then again, how do you blame an employee when you hear that even worse abuses may very well be going on above these employees?  What incentive is there for employees to even care about what the policies or state laws are when those above them keep violating them?  Why hasn't Brenda Garton put an end to all of this?

  Your tax dollars continuing to be wasted in front of you.  And not to worry, they will raise your taxes even more as someone has to pay for all of this abuse.  Partial thanks goes to our Mr Happy Meal with his meals on wheels.

Gloucester, VA - Resident Complaint On Animal Control Officer Using County Vehicle For Personal Use

Dear Sir:

I write to you today to provide information on a incident I observed this morning in Gloucester County.  I am providing you the information to publish and to forward to a competent law enforcement agency and Gloucester County.  Based on reports you have made in your blog I do not feel safe making a complaint directly to Gloucester County.  Please do not use my name in the story or reporting to Gloucester County.  I have no problem sharing my identity with the State Police outside the county.

“This morning while traveling north bound on Rt.17 south of the Court House I observed, at 0655 15 April 2013, a Gloucester County Animal Control Vehicle at the exit of Chesapeake Bank, branch office on north bound side of Rt. 17 just below the old Wal-Mart Store, the driver was in a short sleeve grey shirt with the Animal Control logo on the sleeve.  It appeared the driver had straight light brown hair.  Because of the cloudy skies and time of the morning it was hard to tell any other facial details of the person.  I turned at the light to the KFC/Hardees and went into the parking lot.  When I parked I noticed this same vehicle go around back of the old Wal-Mart building.  About ten minutes, I did not look at my watch, later I observed this same vehicle  turned into the Hardees parking lot and go to the drive in window; shortly after that the vehicle came around the building and went to the traffic light and turned north on Rt. 17.  I was not where I could get a look at the driver after the initial sighting, but there were no other observations of Gloucester County animal control vehicles in this time frame.   I was not where I could see where the vehicle went and would not attempt to follow  the vehicle.  I did not have a cell phone with a camera to take a picture of this event.  However, I have witnessed a Gloucester County animal control vehicle leaving the same Chesapeake Bank branch on other mornings but do not remember the exact time or dates.”

Questions I have are why is a county vehicle being used for personal business?  It also appears the person may have been on the clock while performing this personal business?  If the county is going to allow personnel to use vehicles and pay them for personal business why should we as tax payers give them a raise?  They should be fired along with county offices that allow this to happen!  I have never seen Gloucester County Deputies using county vehicles to perform personal business and they are allowed to take them home so they can respond to emergencies.  I have no issues with this practice.  Virginia State Police also do this.
