Gloucester, VA Board of Supervisors Non Public Meetings?

Brenda Garton told Supervisor Orth the budget work session meetings would not be video broadcasted.  
The Code of Va. does not allow a closed meeting for budget work sessions. 
§ 2.2-3707 of the Code of Virginia says:
H. Any person may photograph, film, record or otherwise reproduce any portion of a meeting required to be open. The public body conducting the meeting may adopt rules governing the placement and use of equipment necessary for broadcasting, photographing, filming or recording a meeting to prevent interference with the proceedings, but shall not prohibit or otherwise prevent any person from photographing, filming, recording, or otherwise reproducing any portion of a meeting required to be open. No public body shall conduct a meeting required to be open in any building or facility where such recording devices are prohibited.





Tax payers of Gloucester County, Virginia pay for recording capabilities at two locations to record and broadcast public meetings.  We also pay County employees to perform recording and broadcasting functions.

In the above video, no one mentions whether or not these meetings will be open to the public.  It is also not mentioned if the videos, that Ms Garton shook her head yes to, regarding that the work sessions would be recorded,  would be made public.  




In the above video, Ted Wilmot explains in great detail what a meeting is and what the requirements are under FOIA.  When dealing with the taxpayers money, why are the meetings not being broadcast and why are they not showing as open to the public on the county website?  We are asking the Board this question and will post an update once they get back with us.

  Just a reminder, we want, pay for and expect open and fair government.

Ted Wilmot Explains FOIA Meetings Policies and Proceedures




You want to turn the volume up on your speakers as well as on the video itself to watch this and hear it properly.  Ted Wilmot and Brenda Garton actually do a decent job of explaining FOIA meetings to the Board of Supervisors.  5 stars to Ted on this one.  He actually acted like an attorney.  (Guess we can't beat him up on this one).  Some dirty little secrets get revealed in this meeting.  Watch and listen closely.  Mr Bazzani, please turn your microphone on when speaking.  Thank you.  Found some other interesting information on the Agenda that we will be sharing soon.

Gloucester, VA County Truck Number 67 At McDonald's Again



































Parks and Recreation truck number 67 was seen again at McDonald's this past morning, Monday, December 16th, 2013 at about 8:15 AM.  This is the same truck that was here last week on Monday.  Below is the county employment code from the county's own website.  Chapter 13 of the employment code.

Section 13-27: Use of County Vehicles

County vehicles are provided for the use of employees and authorized
volunteers in conducting official business of the County. Personal use of County
vehicles is prohibited. Certain employees are required or allowed to take a County
vehicle home at night, as they are required to respond to the needs of the County
outside of normal business hours. Take home vehicles must be approved by the
County Administrator who shall maintain a current record of all authorized take home vehicles.

Operators of County vehicles should practice “defensive driving” and
anticipate and observe the actions of other drivers and control their own vehicle in
such a manner so as to avoid an accident. Operators of County vehicles and all
passengers therein shall properly use seat belts at all times. Injury resulting from a failure to wear seat belts may constitute gross negligence on the part of the individual and upon case review may jeopardize an employee’s eligibility for relief normally provided under the worker’s compensation or disability claims.

Above is the link to the information so everyone can verify this for themselves.  We don't make this stuff up.  For 8 months we have been reporting this abuse.  For 8 months the abuse continues with nothing being done about it.  It would seem fair to say that Brenda Garton, county administrator and Ted Wilmot, County Attorney are not doing their jobs but are instead failing to do their jobs in protecting the county, the taxpayers and the Board of Supervisors from waste, fraud and abuse as well as increased costs and expenses as well as increased liabilities.  We have filed a complaint form with human resources about this employee who is very clearly in violation of the above policy.

  Since it is clear that neither the county administrator nor the county attorney are capable of doing their jobs, they should be termed for cause without any further form of compensation whatsoever.  One also has to question the department heads as to why they are unable to properly communicate to their own employees what the policy states and then make sure that the employees maintain this agreement.  The above employee driving truck 67 has already been reported and nothing has been done about it.  Employees continue to use county vehicles for their own personal use all the time with no regard for employment policies and the county officials are letting them?

Gloucester, VA Government Employee's Violation Mondays Is Back Again.


























7:40 AM Monday, September 23rd, 2013, Parks and Recreation employee at McDonald's at the courthouse area.  McDonald's is the new Hardee's?  Looks that way.


























Proof that he was going into McDonald's?  Yep, that's him heading in now.





















Here comes our boy now.  He's smiling as he just got his happy meal.  Truck number 67.


























7:50 AM.  Public Schools van pulls up and is ordering at the drive through.  2 people in this van.



























Van number 273.  License plate number 169-938L.  Once again, same McDonald's up in the courthouse area on route 17.

8:40 AM, Public Schools.  One male parks and goes inside to order takeout.

This picture shows that the truck is in fact parked at McDonald's.  I saw three separate vehicles here today.  Last week I saw that this is the new Hardee's stop, so this is where I focused my own time.

So if you need to find a Gloucester County Government employee, they are no longer hanging out at Hardee's they are now after those happy meals.  To reach them when they are not at their designated site just call McDonald's at the following phone number, (804)-684-4810.  Guess when we recommended that other fast food restaurants complain about all the Gloucester County employees going to Hardee's, staying away from the other fast food places, McDonald's was the one who actually complained.

  What about Burger King?  Sonic's? or Chick-Fil-A?  Why are the Gloucester employees breaking the laws just to hit McDonald's only now?  Is it that maybe these employees are being sent here to pick up breakfast for Branda Garton, Ted Wilmot or The Kiser?  Now these folks all know that this activity is illegal.  Why do they continue to break the laws each and every week costing all the tax payers untold small fortunes?  Criminals with no regard for the law.

And today of all days when county officials are having the swamp school ground breaking ceremony for the highly controversial swamp property?  Are these employees trying to make fools out of the Gloucester officials?  That really does not take much at this point does it?  Happy Meals now on wheels.  Why do officials still have jobs?  Has it become that in order to move up in the world, you have to show very high levels of incompetence?  If that is the case, the local jails are filled with people more than qualified to take over these jobs and probably do much better at them.
