Gloucester County ordinances that were repealed during the August, 2013 Board of Supervisor's meeting. Not very thrilling reading until you realize that the arguments for repealing these ordinances are ones that Ted Wilmot are arguing against for repealing Animal Control ordinance 3-17. (See our other posts over this argument).
ORDINANCE TO REPEAL CHAPTER 6 DEMONSTRATIONS AND PARADES OF THE GLOUCESTER COUNTY CODE WHEREAS,
Board of Supervisors has been made aware that Chapter 6 of the Gloucester County Code has historically not been enforced, is not supported by any regulatory necessity, and is, in some respects, redundant of State law, since the Virginia Department of Transportation (VDOT) has in place special event guidelines and approval processes for parades and demonstrations upon any state maintained highway.
WHEREAS, the Board has held a duly advertised public hearing on this matter; and
WHEREAS, the Board wishes to repeal Chapter 6 of the Gloucester County Code in its entirety.
NOW THEREFORE BE IT ORDAINED by the Gloucester County Board of Supervisors this 6th day of August, 2013 that Chapter 6 of the Gloucester County Code is hereby repealed.
Is the Gloucester County Board of Supervisors and Ted Wilmot speaking from both sides of their mouths? On the one hand, they can not support the Dillon Rule for Animal Control ordinance 3-17, they say it is supported by a mosaic of state codes, but above they show that redundant ordinances are not needed where it does nothing for them? They will not address how the mosaic of states codes to create a new ordinance changes the overall perspective of those state codes in ways that were not meant to happen. (Are you suprised?)

The Gloucester County Board of Supervisors will conduct a Public Hearing on
September 3, 2013, beginning at 8:00 p.m. in the Colonial Courthouse located at 6504
Main Street, Gloucester, Virginia, to consider the following:
AN ORDINANCE AMENDING CHAPTER 22-PROCUREMENT
OF THE GLOUCESTER COUNTY CODE
Due to the passage of SB 902 by the 2013 General Assembly, an amendment to the
Gloucester County Code, Chapter 22 – Procurement is needed to align the County’s
procurement ordinance to this new mandatory requirement of the Virginia Public
Procurement Act. The amended requirement became effective on July 1, 2013.
The amended statute allows for the acceptance of a cashier’s check as an alternate
form of security in lieu of a bid, payment, or performance bond. Accordingly Section 22-
39 (a) of the Gloucester County Code requires amendment allowing for the acceptance
of a cashier’s check as an additional form of security.
A complete copy of the proposed ordinance amendment is available and may be
reviewed at the Gloucester County Administrator’s office at 6467 Main Street,
Gloucester, Virginia, on the web at www.gloucesterva.info and at both branches of the
Gloucester County Library – Main Branch: 6920 Main Street, Gloucester, Virginia –

corresponding amendment to Chapter 22 of the Gloucester County Code; and
WHEREAS, a public hearing was held on September 3, 2013 to receive
public comment regarding this proposed amendment to the Gloucester County
Code; and
WHEREAS, the Board is desirous of amending Chapter 22 of the Gloucester
County Code to reflect the changes to State law.
NOW THEREFORE BE IT ORDAINED AND ENACTED that Gloucester
County Code Chapter 22 “Procurement,” Section 22-39 (a) be amended as follows:
Sec. 22-39. Alternative forms of security.
(a) In lieu of a bid, payment, or performance bond, a bidder may furnish a
certified check, cashier’s check, or cash escrow in the face amount
required for the bond.
