Governor McAuliffe Statement on Campus Sexual Violence

RICHMOND – I was deeply disturbed to read about the sexual assault allegations outlined in Rolling Stone magazine. Sexual violence is a nationwide problem, and it is critical that our schools acknowledge that this is a pervasive issue and take bold action to end it. 

Earlier today, I spoke to the university leadership and conveyed my deep concerns with what has been reported. We are in agreement that a full and fair investigation must be pursued, and I have called for a zero tolerance strategy to combat campus sexual assault. I have asked university officials to conduct a full review of all of their policies and procedures and if decided, to bring in outside experts to assist in this effort. 

We must also find ways that our local law enforcement and prosecution efforts can better align with university actions. Earlier this year, I signed Executive Order 25 establishing the Governor’s Task Force on Combating Campus Sexual Violence, sending a message that Virginia will not tolerate sexual violence on our campuses or in our communities. Now is the time to act — we must ensure that survivors are treated with the dignity and respect they deserve, and we must do more to hold perpetrators accountable.

As the parents of five children, this is an issue Dorothy and I care deeply about.  I look forward to seeing strong recommendations from the task force that will help keep more Virginians safe and ensure that our students are free from the threat of sexual violence.

Governor McAuliffe Signs Executive Order Establishing Commonwealth Council on Bridging the Nutritional Divide

RICHMOND – Today, Governor Terry McAuliffe signed an executive order establishing the Commonwealth Council on Bridging the Nutritional Divide, which will be chaired by First Lady Dorothy McAuliffe.

“A critical component in building a new Virginia economy is ensuring that no Virginia child or family goes hungry,” said Governor McAuliffe. “By using the assets unique to Virginia, we can bridge this nutritional divide, put more Virginians on pathways to success, and at the same time grow our local agriculture economies. I look forward to the great work the Council will do to benefit our communities and all Virginia children and families. “

“With the formation of this council, we are making clear our belief that, in order to cultivate and sustain economic success, all Virginians must have access to nutritious foods that will enable them to learn, grow, and thrive,” said First Lady Dorothy McAuliffe. “With the formation of this Council we’re saying enough with the tightrope, now we start building a bridge.”

The Commonwealth Council on Bridging the Nutritional Divide will work to help solve childhood hunger in the Commonwealth, promote Virginia’s agriculture economy, and support local programs related to community nutrition, food access, and health strategies. 

The Council will include representatives from both the McAuliffe administration and the private sector. This public-private partnership will be tasked with finding innovative ways to ensure that Virginia pursues new opportunities, as well as every federal dollar and program currently available that promotes healthy living, nutrition, and our local food programs.

THE COMMONWEALTH COUNCIL ON
BRIDGING THE NUTRITIONAL DIVIDE

Importance of the Initiative

            The foundation for a new Virginia economy rests upon the pillars of a world-class education system, infrastructure, business climate, and workforce. In order to cultivate and sustain economic success, all Virginians, especially children and young adults, must have access to nutritious, affordable, and locally-sourced foods that will enable them to learn, grow, and thrive. We must work to bridge the nutritional divide in Virginia by pursuing these objectives with a cross-Secretariat, public-private approach, relying on the Commonwealth’s vast resources and the vibrancy of our large agriculture sector.

Establishment of the Council

            Accordingly, by virtue of the authority vested in me as Governor under Article V of the Constitution of Virginia and under the laws of the Commonwealth, and subject to my continuing and ultimate authority and responsibility to act in such matters, I hereby establish the Commonwealth Council on Bridging the Nutritional Divide (“Council”).

Initiative

            The Council will seek to achieve three major objectives through partnerships across the Governor’s Cabinet, with state agencies, national, regional, and local nonprofits, local governments, schools, and private businesses, and with increased data sharing and research:

1.      Eliminate childhood hunger in Virginia by increasing participation in nutrition assistance programs:

·       Increase school division and community participation in a) the Community Eligibility Provision, b) the Summer Food Service Program, c) the Child and Adult Care Food Program, d) alternative breakfast models, and e) additional pathways to expand meal access as determined by the Council.
·       Increase eligible household participation in the Special Supplemental Nutrition  Program for Women, Infants, and Children (WIC) and Supplemental Nutrition Assistance Program (SNAP)

2.      Promote Virginia’s leading industry – agriculture – and increase access to affordable, healthy, and local foods:

·       Improve food distribution systems to better serve a diversifying Virginia agricultural economy
·       Improve accessibility to farmers’ markets
·       Increase acceptance of SNAP/Electronic Benefit Transfer (EBT) and WIC/EBT at farmers’ markets
·       Encourage the development of innovative and sustainable retail models to provide access to healthy foods in areas classified as food deserts
·       Increase farm-to-school and other farm-to-institution programs

3.      Facilitate efficient and effective local initiatives related to community nutrition, food access, and health strategies and programs across the Commonwealth:

·       Support the development of regional agricultural councils, nutrition education programs, and additional community and learning gardens
·       Serve as a communications hub for initiatives and convener of partners, and recognize and promote innovative local programs, that align with the council’s mission

Composition of the Council

            The Chair of the Council will be the First Lady of Virginia and consist of representatives of the Secretaries of Agriculture and Forestry, Commerce and Trade, Education, Health and Human Resources, Veterans and Defense Affairs, state and local agencies, the agriculture and business communities, leaders in education and health, and others with appropriate expertise, as appointed by the Governor.

Staffing

Staff support for the Council will be provided by the Office of the Governor, and any other agencies or offices as may be designated by the Governor. The Council will serve in an advisory role, in accordance with § 2.2-2100 of the Code of Virginia, and will meet upon the call of the Chair at least four times per year.

Accountability

The Council shall develop a three-year plan to achieve its objectives and shall regularly report to the Governor and the Children’s Cabinet. The plan shall include quantifiable metrics and associated goals for each objective, and progress toward achieving these goals shall be made available to the public via an online scorecard.

Effective Date of the Executive Order

This Executive Order shall be effective upon its signing and shall remain in force and effect until January 12, 2018, unless amended or rescinded by further executive order.

Pat Robertson On Investing In Gold IN This Economy; Why You SHould

Pat Robertson talks about investing in gold and why everyone should consider this option.  There are many ways to invest in gold.  We have seen a number of ways of investing in gold that include online investments where you hold fractional shares in an account based on the amount of money you invest and the spot price of gold on each time you make an investment.  Issue with that option is that you usually have to pay a storage fee and account fee.

  Another option is buying and holding actual gold holdings in your home which can be risky and very expensive.  You can buy bullion or coins or even jewelry.  There are many ways to do this.  One issue with buying and holding actual gold in the way of coins is that if the government decides to once again make gold illegal for individuals to hold, they can force you to turn it in and in a worse case scenario, only pay you face value of those coins.

  For bullion, they could set a price that will be paid that could prove to be below actual market value, but you will not have a choice.  Further issues with buying bullion or coins is the cost.  Bullion prices for an ounce of gold or half ounce must be paid in full before you can take possession.  Are there any options out there that make sense?

  One option we have come across is buying bullion by the gram and if you set up your account just right, you can have it stored without cost and the account set up is free.  Karatbars, International offers an interesting option that is worth exploring.  The way you want to set up your account is as an affiliate that allows you the opportunity to store the gold offshore for free and at affordable prices starting in the one gram weight.

In general, the BOS must have at least two public discussions about anything they vote on. Don't know if any of you picked up on it or not, but when they had the public hearing on Charles Records' project they had Mr. Records' give his presentation, then Board members asked a couple of questions. That appears to have been public discussion #1. Then they had the citizen comment period for the public hearing. The 2nd public discussion appears to have taken place when Mr. Records returned to the podium and began addressing the concerns raised by the People who spoke. Then Anne Duecy-Ortiz gave a presentation, noting staff recommended approval. As those of you who have been following the BOS meetings know; the issue of changing animal control ordinances was first publicly discussed during the October Board meeting and the public hearing was conducted during the November meeting. Based on the non-questioning, non-analytic and out of character posture the BOS demonstrated during the public hearing; had Mr. Records fulfilled the planning commission's one and only stipulation before the meeting or if none of the adjacent landowners who spoke during the public comment period had not shown up at the meeting, the Board would have certainly voted in favor of the project. On top of all of that, by the BOS combining the two public discussions into one public meeting, they effectively restricted transparency and public involvement.  
A couple of questions everyone should be asking are, firstly, why the BOS allowed the public hearing to happen in the first place. The planning commission approved Mr. Records’ proposal on the condition that he resolve issues with adjacent landowners. It seems like County staff would have verified whether or not Mr. Records had fulfilled the planning commission’s requirements before a public hearing date was set. The second question is; why didn’t the BOS question Mr. Records about his proposal in the same manner they have questioned everyone else who has appeared before them with proposals since January 2014?

Why do we even need this project?  High end garden apartments that will cost probably more than a house rental in the area?  We have had restaurants and a bank close doors recently which shows the economy in Gloucester is continuing to fall, not rise.  We already have a large supply of rentals in the area that are not being filled.  Actually this is all out of a playbook called Growing Smart which is produced by a company in Germany and used in localities throughout the world as mandated by the United Nations.  One has to ask, what does the United Nations have to do with local planning?  These days since you have not been paying attention, everything.  Below is that playbook.

Again, this is the United Nations mandating what and or how local government as well as state government is to be run.  Our liberties are being destroyed by these folks as well as our property rights.  Thank a local official next time you see one.  They are all following this playbook very well.  Anyone remember what George H W Bush once said?  It's time for a new world order and we will be successful.  Bet you didn't know that they have been successful and that New World Order is already here and in full play.  

  You thought you were still living in the USA?  Those days are gone.  We are all living in the UN now.  The USA is nothing but a designation on a map.  Oh, that was all done back in 1992 by George H W Bush in case you didn't know this.

Governor McAuliffe announces 16% economic impact increase of the Virginia Film Industry in 2013

RICHMOND -- Governor Terry McAuliffe announced that the total economic impact of the film industry in Virginia in 2013 was $382.5 million, providing $19.4 million in state and local tax revenue for the Commonwealth.  This is a 16% increase from 2012 when the economic impact was $328.4 million.   In 2013, a total of 2,014 full-time jobs were available in the film industry.    

Among the major projects filmed in Virginia in 2013 were Killing Kennedy for the National Geographic Channel and the AMC television series TURN: Washington’s Spies.  Feature-length films included The Field of Lost Shoes, filmed in Lexington and Richmond, and Big Stone Gap,filmed in Wise County.  Significant TV production activity occurred in the Hampton Roads area, locally-produced indie feature films worked around Roanoke and Lynchburg, and Northern Virginia hosted a portion of the major motion picture Foxcatcher – releasing this weekend.  

“I am pleased to see Virginia’s film industry growing, which helps boost our local economy,” said Governor McAuliffe.  “Bringing jobs and revenue to the Commonwealth is my top priority, and the sixteen percent increase shows that our incentive program has been successful in generating more business and jobs for the Commonwealth.”

Many productions filmed in Virginia benefit from incentive programs designed to support the Commonwealth’s film production industry while making the filming experience in Virginia as economical and efficient as possible for production groups that choose Virginia for their projects.

Virginia has two separate incentive funds. One is the Governor’s Motion Picture Opportunity Fund, which is a grant fund. The other is the Virginia Motion Picture Tax Credit fund, which is a refundable tax credit program.  In addition to the incentive funds, the Commonwealth also has a Sales and Use Tax Exemption that applies to the purchase of production related supplies and equipment. 

“Film and television production provide solid, good-paying jobs, and the industry has proven to be important for the diversification of our economy.” said Maurice Jones, Secretary of Commerce and Trade.  “This is an asset we have that we need to maximize for continued growth.”

“We are particularly interested in continuing to bring episodic television series to Virginia,” said Andy Edmunds, Director of the Virginia Film Office.  “These productions stay longer, hire more Virginians, and provide a greater impact on the economy.  With the support of the Governor and the General Assembly, I believe that TURN: Washington’s Spies will be the first of many major TV series that will choose Virginia.” 

The economic impact data was collected in a November 2014 study by Fletcher Mangum of Mangum Economics, based on information from the Virginia Employment Commission and the Virginia Film Office.

The Virginia Film Office is a division of the Virginia Tourism Corporation. Tourism is an instant revenue generator in Virginia. In 2013, visitors spent $21.5 billion, supporting 213,000 jobs and contributing $1.42 billion in state and local taxes.

(Hope you do not mind that we are taking credit for what another Governor did before we got into office.  We do deserve to after all don't we?  Besides, he got arrested and went to jail.)

Governor McAuliffe kicks off VA-1 Tourism Summit

RICHMOND – Governor Terry McAuliffe kicked off the 2014 Virginia-1 (VA-1) Tourism Summit at the Hyatt Regency Reston today where he highlighted Virginia’s strength as a tourist destination and discussed ways tourism can contribute to Virginia’s economic growth and keep the Commonwealth competitive. During the summit, Governor McAuliffe announced the creation of an LGBT Tourism Task Force that will focus on showcasing Virginia as an LGBT-friendly destination and maximizing the opportunity for growth in this new tourism sector.  

“We’re unified by one common goal: to make Virginia a better place to live, work, play, and raise a family,” said Governor McAuliffe. “Tourism plays an important role in attaining that goal, building communities, and helping drive the new Virginia economy. We have an opportunity to build upon the progress Virginia made this year in achieving marriage equality and ensure that visitors across the globe know that the Commonwealth is open and welcoming to all. Not only will this task force focus on showcasing Virginia as an LGBT friendly destination, it will also work to maximize tourism growth in Virginia with all communities, nationally and internationally.”

The task force, led by Secretary Jones, will be comprised of industry stakeholders, LGBT community members and business leaders. The group will make recommendations on how to make Virginia even more welcoming to the LGBT community.

VA-1, the Commonwealth’s annual summit that focuses on ways to maximize Virginia’s tourism potential, had more than 400 people from all sectors of Virginia’s tourism industry in attendance this year.  The summit also aimed at identifying new and game changing ideas to stay competitive, leveraging new opportunities through networking and relationship building, and advancing Virginia's prominence as a premier, global travel destination.  Breakout sessions included topics such as “The Power of Creative Communities,” “Building Major Music Festivals,” “Marketing Virginia Weddings” and “Eco Travel & Tourism.”

Also driving home the importance of tourism in Virginia, Secretary of Commerce and Trade Maurice Jones said“Tourism has consistently proven to be a sound investment for Virginia. “It is an instant revenue generator, channeling millions of dollars into the Commonwealth’s coffers and into the revenue stream to local governments.”

Tourism is a $21.5 billion industry employing 213,000 Virginians statewide.
