Governor McAuliffe Says Cheese

~ Twenty Paces to Create Jobs, Introduce Apprenticeship Program and Support Next Generation of Farmers in County~

RICHMOND – Governor Terry McAuliffe announced today that Ewes Guys, LLC, doing business as Twenty Paces, will open operations for its new farmstead sheep and goat’s milk cheese production and processing facility in Albemarle County.  The company, which focuses on high-quality, sustainably-made products, will invest $321,000 in a facility at Bellair Farms and create seven new jobs.  In addition to producing high-end cheeses and meats for restaurants and specialty cheese retailers, Twenty Paces will ensure the transfer of farming expertise between generations through an apprenticeship program, dedicated to sharing dairy farming knowledge with the community.  The Commonwealth is partnering with Albemarle County and Twenty Paces on this project through the Governor’s Agriculture and Forestry Industries Development (AFID) Fund.

Speaking about the investment, Governor McAuliffe stated, “I am pleased to announce that Twenty Paces will open this new artisanal cheese production facility in Albemarle County, furthering Virginia’s reputation as a leader in the specialty food industry and helping to build the new Virginia economy.  With this announcement, we continue to realize the benefits of fully integrating agriculture and forestry into the state’s strategic economic development platform.  Supporting entrepreneurs with unique business models is another way for Virginia to grow and diversify our economy.”

With a newly renovated and expanded creamery, Twenty Paces will produce high-quality sheep and goat’s milk, as well as process, age, and distribute farmstead cheeses for a rapidly growing artisanal cheese market in the U.S.  A true entrepreneurial start-up, Twenty Paces will also produce grass-fed lamb and goat meat for restaurants and specialty food retailers in the Commonwealth and along the East Coast.  This new artisanal product will bolster Virginia’s reputation as a center for artisanal food production.  Twenty Paces will use 100% Virginia-grown sheep and goat’s milk for its products.

“Twenty Paces’ investment in this facility is the result of creative entrepreneurs engaged with a supportive community, and the partnership at Bellair Farms is a model for how new local, sustainable agriculture can work,”  said Secretary of Agriculture and Forestry Todd Haymore, who represented Governor McAuliffe at the announcement.  "It is particularly exciting to have young people interested in preserving agricultural heritage and traditions. Continuing to expand agricultural expertise throughout the Commonwealth is an important component to building the new Virginia economy, and I applaud Twenty Paces for its commitment to furthering those traditions by training apprentices at their facility.”

“Twenty Paces’ commitment to producing 100% natural, sustainably-produced artisanal cheeses benefits not only the agricultural economy of the Commonwealth, but consumers along the East Coast and beyond,” added First Lady Dorothy McAuliffe, who also attended the announcement.  “Virginia is blessed to have a diversified agricultural economy that provides fresh, wholesome commodities and food products, in addition to thousands of jobs.  I also believe that innovative agricultural operations, like Twenty Paces, will help in our mission to bridge the nutritional divide in Virginia.”

Through this investment, Twenty Paces will utilize working farmlands and an existing barn at Bellair Farms to produce its farmstead specialty cheeses, supporting the Commonwealth’s largest economic driver, agriculture.  Realizing the importance of the next generation of farmers in Virginia, the company is committed to sharing dairy farm knowledge with others in the community through its apprenticeship program.

These practices improve pasture, produce flavorful milk and cheese, and also lower our cost of production, allowing us to provide jobs in our community through a sustainable business model for years to come.”

The Virginia Department of Agriculture and Consumer Services partnered with Albemarle County to secure this project for Virginia.  Governor McAuliffe approved an $11,000 grant from the AFID Fund to assist with the project and Albemarle County will provide an $11,000 cash match. 

“Albemarle County is extremely pleased to partner with the Governor and Twenty Paces through this important grant program, which furthers our long standing priority of supporting the County’s agricultural heritage and economy,” said Tom Foley, Albemarle County Executive.  “We are very fortunate to have citizens of our community, like Cynthia Davis of Bellair Farms, who demonstrate personal stewardship and commitment to agriculture through efforts like placing Bellair Farms in an historic trust and starting a CSA operation.”

Speaking about the announcement, Senator Creigh Deeds, D-Bath County said, “Living in rural Virginia, I know the importance of a strong agricultural economy and appreciate the Governor’s dedication to this region’s local, small producers.  The Governor’s continued support and partnership on economic development opportunities, like the AFID grant, help communities across Virginia, and I am particularly pleased about the positive regional impact this announcement has today.”

According to a 2013 economic impact study conducted by the University of Virginia’s Weldon Cooper Center for Public Service, agriculture and forestry are two of Virginia’s largest private industries with a combined economic impact of $70 billion annually.  Agriculture generates more than $52 billion per annum, while forestry generates more than $17 billion.  The industries also provide more than 400,000 jobs in the Commonwealth.  More information about the Weldon Cooper Center’s study can be found at http://www.coopercenter.org/node/2/publications/economic-impacts-agriculture-and-forestry-virginia-revised-2012.

Principles of Liberty # 21. Strong local self-government is the keystone to preserving human liberty.

Political power automatically gravitates toward the center, and the purpose of the Constitution is to prevent that from happening. The centralization of political power always destroys liberty by removing the decision-making function from the people on the local level and transferring it to the officers of the central government. This process gradually inactivates the spirit of service among the people, and they lose the will to solve their own problems. They also cease to be involved in community affairs. They become the nameless and forgotten in the seething crowds of the city and are they are the corrupted faceless puppets that have neither a voice nor a vote.

In Ancient England, local self-government is found in connection with the political and territorial divisions of ten’s to hundreds of boroughs, counties, and shires, in which the body of inhabitants had a voice in managing their own affairs. Hence it was the seed of the Anglo-Saxon constitution of civil government. (The Shire was originally a division of the kingdom under the jurisdiction of an Earl or Count, whose authority was entrusted to the sheriff.)

In the course of events, the crown deprived the body of the people of this power of local rule, and vested it in a small number of persons in each locality, who were called municipal councils. They were clothed with the power of filling vacancies in their number, and became self-perpetuating bodies. In this way, the ancient freedom of self-government was undermined, and the power of the ruling classes was installed in its place. Today, Virginia has its new A- ris-tock-racy, our municipal councils, they are clothed with power, power granted to it by the General Assembly, not by the people. SB513 and HB2313 legislation is attempting to rob us, Virginia Patriots, of our life-giving spirit of self-government. We are not going to allow this Law to dampen our spirit for Liberty and Justice for all. We have not lost the will to solve our own problems. We are not going to cease to be involved in our community affairs.

We are not going to be the nameless and forgotten in the seething
crowds of our cities and we are not going to be corrupted faceless
puppets that have neither a voice nor a vote.

We are putting you on Notice. We, the good people of Virginia, are not going to Consent to this Tyranny. We are not going to Consent to being ruled by the self-appointed few. The self appointed few has multiplied into an army of non-governmental agencies trying to take on the New World Order crusade, such as: Connect Hampton Roads, Hampton Roads Public Transportation Alliance, Transportation for America, Mobility Matters, Hampton Roads for rail, The American conservative Center for Public Transportation, The Economic Forecasting Project, HR Association for Commercial Real Estate and many others agencies too numerous to count.

The HRTAC was created to have the transportation bonding authority and the issuance of bonds for the Hampton roads transportation projects. That is all. We only need 6 people to do the work of a bonding authority. We need to have people who know how to do a bond. All we need is a job description on the Bonding requirements. I have attached a sample guideline to simplify what needs to done for this Commission. Our taxes do not need to pay for another bureaucracy. If the Secretary of Transportation wanted to work to do the Bonding for the Transportation projects, then the job is limited in scope. We, the good people of Virginia, do not need this Commission in the first place. We do not consent to have one.

HRTAC is all about transportation funding for the Virginia Port Authority. It is all about getting trucks in and out of the port of Hampton Roads. It is all about building another terminal on Craney Island. It is all about getting more material things into the hands of the unaware people of Virginia and other states in our union. Have you seen all the frivolous materialism coming from China stock the shelves of Wal Mart. These aren’t necessities. Look at Portsmouth, we have lost so much of our land for the benefit of the Port. Not only lost of land, but the excessive building of apartments and houses with the remaining land that we do have. Portsmouth is a Port city. It is an industrial City, but the non-governmental agencies are promoting us to live like rats in an urban environment to promote the totalitarian government that we the good people of Virginia are saying, NO WE DO NOT CONSENT to this form of government. I have attached a Notice of the Totalitarian form of government you are trying to force on us. We the People say: NO WE DO NOT CONSENT.

Governor McAuliffe Statement on the President's Executive Actions on Immigration


RICHMOND – Governor Terry McAuliffe released the following statement following President Obama’s executive actions on immigration:

“I applaud President Obama’s efforts to ensure that undocumented workers who are living, working, and paying taxes in the United States are no longer under constant threat of deportation. Families come here to achieve the American Dream and to provide a better future for their children. Over the last few years, Virginia has become increasingly diverse, with many first-generation Americans, and I believe this diversity adds value to our Commonwealth. 

“I also have spoken with business leaders across the Commonwealth and the nation who have called for skilled worker immigration reform to ensure that top international talent who have come to the United States are encouraged to stay here to pursue their careers. In order to build a new Virginia economy, we must make sure that international entrepreneurs have opportunities to start their businesses and create jobs here. The actions President Obama took today will help us achieve those goals.

“While these are important steps, it is clear that comprehensive immigration reform is still needed. Senators Kaine and Warner have shown great leadership on this issue, and it is my hope that Congress put their differences aside and take decisive action to build upon the progress President Obama announced today.”

(Guess that means we can keep our housekeeper and gardener for now.  Sweating bullets over that.  Just hated putting down the Rolling Stones magazine and High Times to watch the news broadcast.  Now it's on to Mad Magazine.)

Governor McAuliffe Kicks off Open Enrollment

Governor Terry McAuliffe kicked off this year’s open enrollment for the Federal Marketplace, promising to take an aggressive role in helping eligible Virginians sign up for high-quality, affordable health insurance.

“Quality and affordable health care is a basic necessity for healthy families and a strong economy,”Governor McAuliffe said during a press conference at the Vernon J. Harris Medical and Dental Center in Richmond. My goal is to enroll up to 160,000 Virginians in affordable health coverage between now and February 15. I want to make sure all Virginians who want help can get the in-person assistance they need to choose the right plans for themselves and their families.”

Open enrollment on the Federal Marketplace this year runs from November 15 through February 15. Last year, 216,000 Virginians went online and purchased health plans at healthcare.gov. Another 300,000 state residents qualify for tax credits on the Marketplace but remain uninsured.

Virginia was awarded a $9.3 million federal grant to fund more than 100 enrollment assisters across the Commonwealth. Those assisters are being hired through the Virginia Community Healthcare Association’s member health centers and the Virginia Poverty Law Center through its Enroll Virginia initiative, as well as other community partners.

“Virginia’s federally qualified health centers and the Virginia Poverty Law Center have long been valuable partners with state leaders in improving health care for Virginians,” said Dr. Bill Hazel, Secretary of Health and Human Resources. “I look forward to building on this great collaborative relationship. Together we will improve thousands of lives across the Commonwealth.”

A separate $4.3 million federal grant is funding additional outreach and educational activities, as well as a major media campaign this winter.

Radio, bus and digital ads will begin in December. Television ads promoting health coverage will begin airing in January.

On Thursday, Governor McAuliffe unveiled an improved, more user-friendly website atcoverva.org, which will guide qualified individuals to healthcare.gov to enroll in insurance plans and educate them about their options. The new website will launch on Saturday, the first day of the open enrollment period for the Federal Marketplace, and is operated by the Department of Medical Assistance Services. A related Facebook page and Twitter account, @coverva, are already in operation.

One of the new features on the website will help individuals find assisters located in their communities or nearby.

The website also will assist individuals who qualify for Medicaid and the Family Access to Medical Insurance Security, or FAMIS, Virginia’s insurance program for children. DMAS also has opened a new processing center to make sure applications for people eligible for Medicaid and FAMIS are processed efficiently.

Governor McAuliffe Creates Contingency Fund for Virginia Ebola Response

Governor Terry McAuliffe announced today that he has created a contingency fund of up to $2 million to help address specific public health and safety risks associated with the exposure to or threat of exposure to Ebola. 

“There have been no confirmed cases of Ebola in Virginia, but my administration continues to prepare so that we can respond quickly to this public health threat if it reaches our state,” said Governor McAuliffe. “This $2 million contingency fund will help state and local agencies cover costs in the event of a confirmed case, and allow responders to focus more on protecting Virginia families than on covering costs in the event of an emergency.”

The Governor is using the authority given to him in the Appropriation Act to grant supplemental funding for state agencies where a delay in action will produce a threat to life, safety, health or property. (Section 4-3.01 a.2.c. of Chapter 2 of the 2014 Special Session 1).

These funds will be used to reimburse state agencies for extraordinary expenditures related to specific incidents and actions taken by agencies related to exposure to Ebola, and/or the threat of the spread of Ebola into the general population.  This includes, but is not limited to, expenses associated with monitoring citizens exposed to Ebola, direct patient care, and transportation.   This funding is not intended to reimburse agencies for routine or ongoing program expenses associated with the agency mission.  These funds will not be used to supplant other eligible sources of fund including federal or private insurance funds.

Approval of requests for reimbursement of expenditures from this funding will undergo several levels of review by the responsible cabinet secretary and the Department of Planning and Budget to verify costs and justification. Final approval of disbursements will be made by the Governor on a case by case basis.

(You first have to buy into the fear that Ebola may even be a threat.  Well that's what you are supposed to believe because that is what everyone is telling you.  So you must buy this and own it as truth.  Now we can take your tax dollars and use that against you to take more of your freedoms.  Thank you for your participation.)

Governor McAuliffe Announces 25 New Jobs in Madison County

~PH International, LLC to invest $4.5 million to expand headquarters operation~

RICHMOND – Governor Terry McAuliffe announced that PH International, LLC, a manufacturer and distributor of home decor and garden products headquartered in Madison County, Virginia, will invest $4.5 million to consolidate operations of its subsidiary Plow and Hearth, LLC and sister company Viva Terra, LLC at its Madison County facility. The company will add 84,000 square feet and create 25 new jobs in the expansion, which will include adding warehouse storage for Plow and Hearth, as well as headquarters staff for Viva Terra.

Speaking about the announcement, Governor McAuliffe said, “Bringing new businesses into the Commonwealth and expanding existing businesses like PH International play a critical role in building a new Virginia economy that will enable the Commonwealth to remain competitive on a global scale. We are proud to have PH International on the impressive roster of companies that call Virginia home, and by growing their existing job base in an area that has been economically hard-hit, this project will help to build a solid foundation for economic success in Madison County and the greater region for years to come.”

“Growing our existing business is a key economic development strategy for the Commonwealth,”said Maurice Jones, Virginia Secretary of Commerce and Trade. “We are excited about PH International’s growth in Madison County and the creation of new jobs paying above the average prevailing wage for the region.”

What began as a small retail store in Madison, Virginia in 1980, PH International, LLC has become one of the largest employers in Madison County. The PH International portfolio now includes the flagship brand Plow & Hearth®, plus five other brands, including Wind & Weather®, HearthSong®, Magic Cabin®, Problem Solvers®, and Reuseit®. The Plow & Hearth brand also has 24 retail locations located throughout the Mid-Atlantic, ranging from North Carolina up to New Jersey and Pennsylvania. PH International, LLC was purchased in 2010 by the owners of Evergreen Enterprises, based out of Richmond, Virginia. The company’s owners, Ting Xu and Frank Qiu, came to the U.S. from China when they were in college, made Virginia their home, and started Evergreen in 1993 when Ting and her mother began making and selling garden flags at the Virginia State Fair.  Combined, Plow and Hearth, Evergreen Enterprises, and recently acquired VivaTerra (eco-friendly home décor catalog and online brand) now represent a global wholesale and retail enterprise.

The Virginia Economic Development Partnership worked with Madison County to secure the project for Virginia. Governor McAuliffe approved a $100,000 grant from the Governor’s Opportunity Fund to assist Madison County with the project. Additional funding and services to support the company’s employee training activities will be provided through the Virginia Jobs Investment Program.

“The Madison County Board of Supervisors is most pleased with Plow and Hearth’s decision to expand its facility in Madison County,” said Doris Lackey, Chair of the Madison County Board of Supervisors. “We have long enjoyed a beneficial and productive relationship with this firm, from its inception more than 34 years ago to its place in our community today.
