Principles of Liberty # 21. Strong local self-government is the keystone to preserving human liberty.

Political power automatically gravitates toward the center, and the purpose of the Constitution is to prevent that from happening. The centralization of political power always destroys liberty by removing the decision-making function from the people on the local level and transferring it to the officers of the central government. This process gradually inactivates the spirit of service among the people, and they lose the will to solve their own problems. They also cease to be involved in community affairs. They become the nameless and forgotten in the seething crowds of the city and are they are the corrupted faceless puppets that have neither a voice nor a vote.

In Ancient England, local self-government is found in connection with the political and territorial divisions of ten’s to hundreds of boroughs, counties, and shires, in which the body of inhabitants had a voice in managing their own affairs. Hence it was the seed of the Anglo-Saxon constitution of civil government. (The Shire was originally a division of the kingdom under the jurisdiction of an Earl or Count, whose authority was entrusted to the sheriff.)

In the course of events, the crown deprived the body of the people of this power of local rule, and vested it in a small number of persons in each locality, who were called municipal councils. They were clothed with the power of filling vacancies in their number, and became self-perpetuating bodies. In this way, the ancient freedom of self-government was undermined, and the power of the ruling classes was installed in its place. Today, Virginia has its new A- ris-tock-racy, our municipal councils, they are clothed with power, power granted to it by the General Assembly, not by the people. SB513 and HB2313 legislation is attempting to rob us, Virginia Patriots, of our life-giving spirit of self-government. We are not going to allow this Law to dampen our spirit for Liberty and Justice for all. We have not lost the will to solve our own problems. We are not going to cease to be involved in our community affairs.

We are not going to be the nameless and forgotten in the seething
crowds of our cities and we are not going to be corrupted faceless
puppets that have neither a voice nor a vote.

We are putting you on Notice. We, the good people of Virginia, are not going to Consent to this Tyranny. We are not going to Consent to being ruled by the self-appointed few. The self appointed few has multiplied into an army of non-governmental agencies trying to take on the New World Order crusade, such as: Connect Hampton Roads, Hampton Roads Public Transportation Alliance, Transportation for America, Mobility Matters, Hampton Roads for rail, The American conservative Center for Public Transportation, The Economic Forecasting Project, HR Association for Commercial Real Estate and many others agencies too numerous to count.

The HRTAC was created to have the transportation bonding authority and the issuance of bonds for the Hampton roads transportation projects. That is all. We only need 6 people to do the work of a bonding authority. We need to have people who know how to do a bond. All we need is a job description on the Bonding requirements. I have attached a sample guideline to simplify what needs to done for this Commission. Our taxes do not need to pay for another bureaucracy. If the Secretary of Transportation wanted to work to do the Bonding for the Transportation projects, then the job is limited in scope. We, the good people of Virginia, do not need this Commission in the first place. We do not consent to have one.

HRTAC is all about transportation funding for the Virginia Port Authority. It is all about getting trucks in and out of the port of Hampton Roads. It is all about building another terminal on Craney Island. It is all about getting more material things into the hands of the unaware people of Virginia and other states in our union. Have you seen all the frivolous materialism coming from China stock the shelves of Wal Mart. These aren’t necessities. Look at Portsmouth, we have lost so much of our land for the benefit of the Port. Not only lost of land, but the excessive building of apartments and houses with the remaining land that we do have. Portsmouth is a Port city. It is an industrial City, but the non-governmental agencies are promoting us to live like rats in an urban environment to promote the totalitarian government that we the good people of Virginia are saying, NO WE DO NOT CONSENT to this form of government. I have attached a Notice of the Totalitarian form of government you are trying to force on us. We the People say: NO WE DO NOT CONSENT.

Governor McAuliffe Announces First Shipment of Poultry Exports to China from Virginia in Seven Years

~ China Lifted Long-Standing Ban on Virginia Poultry Products in May; Commonwealth Estimates at least $20 Million in New Exports to China in 2014 ~

NORFOLK – Virginia Governor Terry McAuliffe announced today that after almost seven years Virginia poultry exports resumed to the People’s Republic of China, with the first shipment leaving Perdue Foods Incorporated’s cold-storage export facility in Norfolk.  This shipment from Perdue’s facility includes chicken wing tips, which will leave the Port of Virginia on Friday, and is expected to arrive in Shenzhen, Guangdong State, China on August 3rd.  The Governor, who witnessed the poultry products being loaded at the Perdue facility, was joined by Perdue Foods Vice President, International Carlos Ayala and Secretary of Agriculture and Forestry Todd Haymore.  Perdue anticipates increasing its volumes shipped from Virginia by roughly 35% this year as a result of the ban being lifted.

Commenting on the now-resumed poultry export business to China, Governor McAuliffe said, “I am thrilled to see poultry products being exported from Virginia to China for the first time since 2007.  I made having the long-standing ban removed a top economic priority of my administration, so I wanted to be in Norfolk to witness firsthand the vessel being loaded.  The resumption of business means more trade and revenue generation opportunities for Virginia’s poultry industry and the many related businesses that work to move product from our family farms into the global marketplace.  This will also bring significant benefits to the Port of Virginia, an entity that I want to become the East Coast capital for agricultural and forestry product exports.”

In 2007, following an isolated case of low pathogenic avian influenza (LPAI) reported on a single farm in Virginia, China placed a ban on all poultry produced in Virginia, poultry transiting through Virginia, and poultry that is exported from any port in Virginia.  Virginia and federal officials contended that China’s ban was not justified by scientific data, as the isolated LPAI occurrence did not pose a food safety or poultry health risk.  Because of the ban, Virginia had been excluded from taking advantage of business in this high growth market.  China is currently one of the top foreign markets for U.S. poultry, purchasing more than $416 million last year, with Georgia, Mississippi, and North Carolina as leading suppliers. 

Secretary Haymore noted, “Today’s shipment marks a great day for Virginia’s poultry industry and Virginia’s growing relationship with China, our largest export customer of agricultural and forestry products.  We estimate conservatively that Virginia will see at least $20 million in poultry exports to China during the first full year the market is open, but we’re hoping to far exceed that number. We have great assets that will allow us to accomplish that goal including: Virginia’s existing business with China; the Governor’s commitment to expanding that business; our agricultural trade representative in Shanghai working to generate new sales leads; and an aggressive poultry industry producing high quality and wholesome products. I am confident that we have the infrastructure in place to quickly re-establish Virginia as one of China’s top poultry purchasers.”

On May 5, Chinese and U.S. officials notified the McAuliffe Administration that the ban, instituted in July 2007, was rescinded by China’s General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and China’s Ministry of Agriculture (MOA).  From January until late April, Governor McAuliffe and Secretary Haymore met and worked with numerous partners to lift the ban, including: Chinese Ambassador to the U.S. Cui Tiankai; U.S. Ambassador to China Max Baucus; U.S. Secretary of Agriculture Tom Vilsack; and U.S. Trade Representative, Ambassador Michael Froman.  The McAuliffe administration’s focus on resolving this trade issue built upon work that Virginia officials, including former Governor Bob McDonnell, Senator Mark Warner, Senator Tim Kaine, Congressman Eric Cantor (R-VA 7th), Congressman Bob Goodlatte (R-VA 6th), and Congressman Robert Hurt (R-VA 5th), among others, did over the last seven years to re-open the Chinese market to Virginia poultry.  Hobey Bauhan of the Virginia Poultry Federation and Jim Sumner of the U.S.A. Poultry & Egg Export Council were also instrumental in Virginia’s work with U.S. authorities and Chinese government officials.

China ranked as the number one market for Virginia’s agricultural exports in 2013 with more than $580 million in purchases.  However, the country’s market has remained closed to Virginia poultry products for the past seven years.  The total value of Virginia poultry exports exceeded $186 million in 2013, with China absent as a major potential market for Virginia.  Agricultural and forestry exports from Virginia reached a record high of $2.85 billion in 2013.

The poultry industry is the largest individual sector of Virginia’s agriculture industry.  With annual farm cash receipts in excess of $950 million, poultry accounts for more than 30 percent of all Virginia's cash receipts from agriculture.  Virginia's poultry industry depends on fair access to foreign markets in order to support continued prosperity.

According to a 2013 economic impact study conducted by Weldon Cooper Center for Public Service at the University of Virginia, agriculture is Virginia’s largest industry, generating more than $52 billion per annum. The industry also provides more than 310,000 jobs in the Commonwealth.

Hampton Roads Leaders Applaud Governor McAuliffe

Governor McAuliffe’s recent appointments of G. Robert Aston, Jr., Alan Diamonstein, Gary McCollum, Val McWhorter, and John Milliken to the Virginia Port Authority Board received resounding praise from Hampton Roads leaders. Governor McAuliffe’s appointments reflected his vision of bringing leaders with strong business backgrounds and institutional knowledge of the port to the board in order to turn the page on recent port performance and usher in a new era of economic growth to the region and the Commonwealth. Below are statements from leaders in the area in support of the announcement:
Senator Kenneth Alexander, Norfolk:
“The importance of a strong port for this region’s economy cannot be emphasized enough. I applaud Governor McAuliffe for taking the lead in making sure our port is revitalized through the selection of these business-focused appointments. Governor McAuliffe Statement on the Passing of Norfolk Civic Leader Joshua P. Darden Jr.

Governor Terry McAuliffe released the following statement today in response to the news that Norfolk philanthropist and civic leader Joshua P. Darden Jr. has passed away:

“Joshua Darden was the very embodiment of a Virginia gentleman. As a businessman, a philanthropist and a leader in higher education, he devoted his life to making his city and his Commonwealth a better place to live, all while eschewing the publicity and credit that his efforts rightly deserved.

“Dorothy’s and my thoughts and prayers are with the Darden family today. Mr. Darden’s passing is a loss for our Commonwealth, but I have no doubt that his life of quiet service to his fellow Virginians will be celebrated and emulated by generations to come.”

Governor McAuliffe Announces Carnival Cruise Lines’ Return to Virginia

Governor Terry McAuliffe announced on Monday in his Address to the Joint Assembly that Carnival Cruise Lines will be returning to Virginia in 2015. After ceasing operations in the state 18 months ago, Carnival, the world’s largest cruise ship line, will resume sailing seasonally from Norfolk in the spring and fall of 2015. The activity will not only generate important tourism dollars for the Commonwealth, but will also be a catalyst for job growth in the region.
“I am pleased that Carnival Cruise Lines will be returning to Virginia next year, which will further bolster our strong tourism industry and usher in a new wave of economic growth in Hampton Roads,” said Governor McAuliffe. “Carnival’s transition back to Virginia shows the strength of the region’s assets, from the infrastructure support the Port provides to the nearby passenger amenities, and is a major step forward in encouraging more ship calls and regular homeport service to the Commonwealth.”
Norfolk Mayor Paul D. Fraim commented, “Norfolk is thrilled to welcome the world’s largest cruise line back in 2015. Carnival’s decision confirms that Norfolk serves an important role in the competitive cruise industry.  The seasonal voyages will complement our already robust schedule of stop-over cruises.”
"We are very pleased to be returning to Norfolk in 2015 and would like to thank our partners at the port, along with the terrific leadership at both the local and state level, for their continued support," said Terry Thornton, senior vice president of itinerary planning and revenue development for Carnival Cruise Lines.
According to a 2013 study by the Virginia Tourism Corporation, an estimated 8.1 million adults within a five-hour drive of Norfolk are likely to take a cruise over the next three years, making Norfolk a prime location to bring in more cruise line activity.

Trooper indicted in invasion of privacy

VIRGINIA BEACH, Va. (WAVY) - Trooper Crystal G. Ramsey, 31, was indicted in Virginia Beach Monday for one felony count of computer invasion of privacy - sell/distribute information and eight misdemeanor counts of computer invasion of privacy - examine without authority, according to Corinne Geller with the Virginia State Police.
VSP began investigating Ramsey in May after an allegation she was using the Virginia Criminal Information Network improperly. The investigation was in cooperation with the City of Virginia Beach Office of the Commonwealth's Attorney.
Ramsey was a trooper on patrol in Virginia Beach and Norfolk since she started working with the VSP in 2004.
Ramsey had been on paid leave since May, but was put on unpaid leave last Wednesday when she was arrested without incident. Her status with the department is pending final adjudication of her charges.

911 dispatcher suspended after controversial post - Opinions Not Allowed

Camarillo is suspended pending the outcome of an internal investigation. The City would not say if she is still getting paid.


NORFOLK, Va. (WAVY) - A 911 dispatcher who made a controversial post on Facebook has been suspended from her job.

On June 18, WAVY.com reported Jessica Camarillo posted a comment on Facebook concerning the police-involved shooting of Joshua Omar Johnson, who was gunned down at a Wells Fargo after allegedly trying to pass a bad check and then reportedly hitting an officer with his car.

Camarillo’s Facebook post read as follows:
"I think the officers should sue the [Johnson] family for putting the officers' lives in danger, making detectives work past the time they were suppose to get off, the gas it took for them to get to the scene, the bullets used, the hospital bills, the equipment needed for forensics, and making me work the channel instead of reading my hot sexy book..lol" 


Once again we see that opinions are a clear violation to a totalitarian government. Facebook is a violation to the freedom of speech and the concept of privacy does not exist when it comes to Facebook.  One does not have to agree with her opinions, but one should still respect her right to her opinions as well as her right to privacy.  It's a violation to both democracy as well as the Bill of Rights to use this information against her.  

  Beware, you will be censored in a totalitarian government.  Norfolk officials should be ashamed of themselves for such elitist ideals.
