Don't Talk To Police: Know Your Rights





Straight from Virginia Beach, you have to love these folks.  This is a law university professor speaking to his students and has a special investigator with him, giving equal time, and they both agree, never talk to the cops.  Plead the 5th at all times no matter what the circumstances.  Why?  Anything you say can be twisted and used against you.  You are never required at any time to testify against yourself which also includes giving your name or ID to the police, even during a traffic stop.

  Now we know this is going to anger law enforcement, but it goes to show, we do have rights and even Judges are now agreeing with this information.

  It is not our intention to give law enforcement a headache, these folks are out there doing a very tough job.  Many of these folks would risk their lives to try and save yours.  That deserves a lot of respect.  I do not envy anyone in law enforcement these days as they are being taught that the people are the enemy and how to prey on the people, taking away the rights of the people.

  Don't fight with them.  Don't give away your rights either.  Try to keep the conversation as calm as possible for both your safety and theirs.  They are only trying to do their job, but their training is pitted against you.  It isn't their fault.
They are playing Judge Dredd and they are holding court with you on the spot, but that is what they are told they must do.  So you must know your rights and how to handle the situation.   Should you get arrested, we will cover that in later segments on this site.  We will show you how to fight back there as well.

Governor McAuliffe Announces 150 New Jobs in City of Virginia Beach

RICHMOND - Governor Terry McAuliffe announced today that DOMA Technologies, LLC, a Virginia Beach-based company that specializes in cloud-based data and document management, plans to create 150 new jobs and lease an additional 15,000 square feet of office space. The expansion will support the company’s recent $50 million four-year contract from the U.S. Department of Veterans Affairs to help improve timeliness for the processing of claims for disability benefits. The additional office space will be adjacent to DOMA Technologies’ corporate headquarters location at 2875 Sabre Street, where it currently occupies 21,200 square feet.

DOMA’s Electronic Knowledge Data Management platform will serve as the PrivateMedical Record Portal, providing all workflow functionality and secure record storage necessary to request, receive, process and transmit medical records to the Veterans Benefits Administration. Claims support representatives in DOMA’s Virginia Beach offices will work with 54 regional Veteran’s Affairs Regional offices, healthcare providers and third-party organizations from across the country in processing up to 32,500 requests per month.
Speaking about today’s announcement, Governor McAuliffe said, “The efficient benefits processing services that DOMA Technologies will provide to our veterans and their families is truly invaluable. Virginia has the highest number of veterans per capita in the entire United States, and it continues to grow. Each year thousands of veterans go without adequate mental and physical healthcare, and disability benefits are critical to their wellbeing. I applaud this Virginia-based, veteran-owned company on its proactive approach to be part of the solution. It is a priority for my Administration to secure employment for our veterans and ensure that healthcare is available. I am working to build a New Virginia Economy, and I am proud that DOMA Technologies’ expansion and addition of 150 new jobs to service this important contract are part of this movement.”

DOMA Technologies, LLC was founded in 2000 and is a certified small, women- and minority-owned (SWaM) business.

Governor McAuliffe Announces Eight 2015 Virginia Regional Teachers of the Year

State’s Top Teacher to be Named October 10

Eight educators today learned of their selection as 2015 Virginia Regional Teachers of the Year during surprise classroom visits and announcements made by their division superintendents — and in the case of a Chesterfield County chemistry teacher — Governor Terry McAuliffe and Superintendent of Public Instruction Steven R. Staples.

“At the heart of Virginia’s national and international reputation for excellent and innovative public schools are thousands of smart and dedicated teachers who are epitomized by the eight recognized today as best of the best,” McAuliffe said after announcing the selection of James River High chemistry teacher Tara L. Brunyansky as the 2015 Region I Teacher of Year.

The other seven 2015 Regional Teachers of the Year announced are as follows:
  • Bevin K. Reinen, a first-grade teacher at Three Oaks Elementary in Virginia Beach (Region 2)
  • Jennifer H. Worrell, a fourth-grade language arts teacher at Petsworth Elementary in Gloucester County (Region 3)
  • Jaclyn M. Roller, an agricultural education teacher at Signal Knob Middle in Shenandoah County (Region 4)
  • Gerin E. Martin, an early childhood special education teacher at Hutcherson Early Learning Program in Lynchburg (Region 5)
  • Matthew T. Newton, a grades 3-5 special education teacher at Fishburn Park Elementary in Roanoke (Region 6)
  • Mark T. Merz, a pre-kindergarten teacher at Oak Point Elementaryin Smyth County (Region 7)
  • Kelly S. Jones, a World History and Sociology teacher at Greensville County High in Greensville County (Region 8).

“These teachers represent a cross section of the educators you will find in a 21st-century Virginia school division,” said Superintendent of Public Instruction Steven R. Staples. “All of these educators are dedicated to helping their students overcome challenges and achieve at their highest potential.”

The teachers were selected from among candidates nominated by school divisions in each of the state’s eight superintendents’ regions. The candidates submitted portfolios highlighting their accomplishments, educational philosophies and community activities.

A panel, including classroom teachers, representatives of professional and educational associations, the business community and 2014 Virginia Teacher of the Year and 2014 National Teacher of the Year finalist Melissa A. Porfirio of Fairfax reviewed the portfolios and selected the eight regional teachers of the year. The panel will interview each of the eight teachers next month to select the 2015 Virginia Teacher of the Year. The decision will be announced during an awards ceremony to be heldOctober 10 in Richmond.

The 2015 Virginia Teacher of the Year will be the Commonwealth’s nominee in the National Teacher of the Year Program. The recognition is given by the Council of Chief State School Officers, in partnership with the Voya Foundation and People to People Ambassador Programs. Two previous Virginia teachers — B. Philip Bigler, the 1998 Virginia Teacher of the Year, and Mary V. Bicouvaris, the 1989 Virginia Teacher of the Year — went on to be named as a National Teacher of the Year.

Governor McAuliffe Announces Second Round of Federal Action Contingency Trust (FACT) Fund Grants

Governor Terry McAuliffe announced the recipients of the second round of Federal Action Contingency Trust (FACT) Fund grants.
The FACT fund was officially established in the 2012 General Assembly Session, to help Virginia counter actions taken by the federal government that may adversely impact the citizens and economy of Virginia. A first round of FACT Fund grants were announced on December 2, 2013. 
On July 21, 2014, Governor McAuliffe refined the application criteria by announcing that Virginia localities that have had or have pending identifiable or measurable negative impacts caused by encroachment upon military or security installations were eligible to apply for these grant funds.  The amount available for this second round of grants from the FACT Fund totaled $4,361,600.
“Virginia’s military bases and installations are a key asset to our economy, and we have a responsibility to protect them,” said Governor McAuliffe. “I am pleased that we were able to keep this FACT Fund money in the budget, and award it to communities so that they can guard against encroachment and preserve our Commonwealth’s strong relationship with the Department of Defense. As we work to build a new Virginia economy, we must continue to be the most military-friendly state in the nation. These grants will help us achieve that goal.”
In 2012, the General Assembly created the FACT Fund Advisory Commission (the “Commission”), composed of General Assembly members, to assist in the review of the FACT Fund requests.
The current Advisory Commission is composed of five members from the Senate Finance Committee: Chairman Walter A. Stosch, Senators Janet D. Howell, L. Louise Lucas, Frank W. Wagner, and John C. Watkins. The Advisory Commission is also composed of five members of the House Appropriations Committee: Chairman S. Chris Jones, Delegates L. Scott Lingamfelter, Rosalyn R. Dance, Edward T. Scott and Barry D. Knight. 
Secretary of Finance Ric Brown, Secretary of Veterans and Defense Affairs John Harvey, Secretary of Commerce and Trade Maurice Jones, and Secretary of Health and Human Resources Dr. Bill Hazel serve as FACT Fund advisors to the Governor.  On August 15, 2014, FACT Fund applicants presented to the FACT Fund Commission in Richmond.
Funding for the FACT Fund was made possible by Governor McAuliffe’s veto of language in the Fiscal Year 2015 Budget, which had the effect of restoring the General Assembly’s elimination of the existing balance to the FACT Fund and making it available for this round of grants.

Recipient: City of Hampton (Langley AFB)
Award: $1,260,000
Summary: Langley Air Force Base (LAFB) is the only Air Force Base in the Commonwealth of Virginia and serves as a joint base.  The City of Hampton submitted an appropriate application for funds to battle the threat of development encroachment and was recommended for approval by the Commission. The City will use the funds from this grant to purchase both developed and undeveloped properties in designated clear zones.  The purchase of these properties prevents the loss of life and property in the event of aborted takeoffs or landings.  The City of Hampton will match the FACT Fund grant 1:1.

"I want to thank Governor McAuliffe for this grant, which will help Hampton protect the enormous value that Langley Air Force Base," said Hampton Mayor George Wallace. "The Governor fought to keep this FACT Funding in the state budget, and we are grateful that he used some of it to help us make Hampton the best home in the world for Langley and the men and women who serve there."

Recipient: City of Virginia Beach (NAS Oceana)
Award: $1,830,000
Summary: Naval Air Station (NAS) Oceana is a master jet base for the U.S. Atlantic Naval Fleet and following a BRAC Order from 2005 has had a long-standing program to combat high density encroachment. Since inception nine years ago, the City indicates the program has invested over $122 million to buy properties or buy down density to assist with the encroachment issues surrounding the two runways.  The City of Virginia Beach submitted an appropriate application for funds to battle the threat of development encroachment and was recommended for approval by the Commission. Funding from this grant will continue to address priority purchases such as vacant land in accident potential zones with residential zoning and any property in clear zones. The City of Virginia Beach will match the FACT Fund grant 1:1.

Recipient: City of Chesapeake (NALF Fentress)
Award: $1,000,000
Summary: The Navy Auxiliary Landing Field (NALF) Fentress serves as the outlying training facility to (NAS) Oceana.  The City of Chesapeake submitted an appropriate application for funds to battle the threat of development encroachment and was recommended for by approval by the Commission.  Funds from this grant will be used by the City to begin purchasing properties under the recently established Fentress Encroachment Protection Acquisition Program.  Acquisitions are targeted in the highest priority areas of properties in the Fentress Overlay District.  The City of Chesapeake will match the FACT Fund grant 1:1.

Speaking about the award, Chesapeake Mayor Alan Krasnoff said, “This grant will help the City of Chesapeake continue to battle encroachment so that the Navy can operate effectively in our city, and our residents can continue to enjoy the high quality of life we offer. I want to thank Governor McAuliffe for acting to restore this funding in the state budget, and for helping to fund this important work here in Chesapeake.”

Governor McAuliffe Announces 70 New Jobs for Virginia Beach

RICHMOND - Governor Terry McAuliffe announced that Canada Metal (Pacific) Ltd., a Canada-based manufacturer of marine and industrial products, will invest $3 million to establish its first U.S. manufacturing operation in the City of Virginia Beach. The project will create 70 new jobs over three years.

Speaking about the announcement, Governor McAuliffe said, “Having an international company like Canada Metal (Pacific) Ltd. select Virginia Beach for its first U.S. manufacturing operation is testament to the Commonwealth’s ability to compete on a global playing field. My administration is committed to growing advanced manufacturing jobs that will help boost Virginia’s economy. We welcome Canada Metal to Virginia Beach and the Commonwealth.”
“The advanced manufacturing industry is thriving in Virginia, and we are pleased that Canada Metal (Pacific) Ltd. will establish its first U.S. manufacturing operation in the Commonwealth,” said Maurice Jones, Virginia Secretary of Commerce and Trade. “Virginia Beach is a leader in the U.S. manufacturing revival, and offers a skilled workforce, strategic location and the necessary infrastructure for Canada Metal to succeed and expands its market reach.”

Headquartered in Vancouver, British Columbia, Canada, Canada Metal (Pacific) manufactures and markets marine and industrial products and is the world’s largest producer of diecast marine anodes, some of which are used for offshore oil pipelines. The company also manufactures and markets the Octopus line of marine autopilot drive systems.

“CMP conducted a very comprehensive investigation as to where to establish its U.S. operation,” said Jim Stuart, Vice President of Business Development, Canada Metal (Pacific). “Virginia Beach came out ‘head and shoulders’ above all other locations due to its highly skilled labor force, excellent logistics, and, most importantly, having a culture that personifies our desire to be fully integrated within the community in which we conduct our business.”

The Virginia Economic Development Partnership worked with the City of Virginia Beach Department of Economic Development to secure the project for Virginia. Funding and services to support the company’s employee training activities will be provided through the Virginia Jobs Investment Program. The company will also be eligible for Sales and Use tax exemptions on manufacturing equipment.

“Virginia Beach has added another international manufacturer to our expanding global business community,” said Warren D. Harris, Director of Virginia Beach Economic Development. “This company aligns perfectly with our aggressive growth in advanced manufacturing. We are increasingly finding that international companies understand the benefits of locating here with an abundance of highly skilled workers and easy access to international markets through the Ports of Virginia.”

Governor McAuliffe Announces Administration Appointments

RICHMOND – Governor Terry McAuliffe announced additional appointments to his administration today. The appointees will join McAuliffe’s administration focused on finding common ground with members of both parties on issues that will grow Virginia’s economy and create more jobs across the Commonwealth.

Prior to her appointment, Ronique worked at the Virginia Department of Transportation (VDOT) as a Procurement Policy Analyst to the Director of the Administrative Services Division. She began her tenure there as a Core Development Associate, a program designed to build a leadership pipeline. In addition, she has adjudicated social security disability cases for the Commonwealth and worked several years as an immigration paralegal at Challa Law Offices. Ronique holds a Bachelor’s degree in Paralegal Studies from the University of Richmond and a Master’s in Business from Virginia Commonwealth University.
