FISH, EAST INDIA STYLE - Recipe Of The Day

Peel two medium-sized onions, cut into thin slices. Put in a stewpan with a small lump of butter and fry until lightly browned. Pour over them some white stock, judging the quantity by that of the fish; one ounce of butter, little curry powder, salt, lemon juice, a little sugar, and cayenne pepper. Boil the stock for fifteen or twenty minutes, then strain into a stewpan, skim and put in the fish, having it carefully prepared. Boil gently, without breaking the fish. Wash and boil half a cup of rice in water, and when cooked it should be dried and the grains unbroken. Turn the curry out on a hot dish, garnish with croutons of fried bread. Serve hot, with the rice in separate dish.

Study: Trail Improvements to Have Annual Economic Impact of $4.5 Million and Create 51 New Jobs

RICHMOND - Governor Bob McDonnell was joined today at Pocahontas State Park by leaders from Richmond City, Chesterfield County and Virginia's bicycling community to announce that Dominion Resources has donated $50,000 toward development of the Richmond Region Ride Center, matching Virginia's investment in the project. The Governor requested the state appropriation last session and it was approved by the General Assembly. The Dominion donation officially launches a fund drive to raise the remaining $700,000 needed for trail improvements to Pocahontas State Park.

            Upon completion, Richmond will become the 12th site worldwide of an International Mountain Biking Association (IMBA) Ride Center. The center will focus on mountain biking trails in Pocahontas State Park and Richmond’s James River Park System and will serve as a key ongoing legacy project of the Richmond 2015 UCI Road World Championships.

            “Bringing the road championships to Richmond and Virginia is the result of outstanding regional and public-private cooperation,” said Governor McDonnell. “Dominion’s donation to this regional ride center, which will be a lasting legacy for this region, is the epitome of continuing that cooperative spirit. This internationally renowned event will highlight the Commonwealth’s beautiful landscapes and create jobs and economic development for the entire region. ”

            IMBA is recognized as the international leader in the mountain biking community. Their ride centers featuring extensive trail networks are the organization’s strongest endorsement of a trail experience. The centers become travel destinations for mountain bikers from around the world. With the combination of trails in the James River Park System and those existing and to be created at Pocahontas, the Richmond Region facility is expected to be among the most highly rated IMBA Ride Centers.

            According to a study done by Mangum Economic Consulting, Inc. the trail improvements at Pocahontas State Park alone will increase annual economic activity in Chesterfield County by $2.7 million and by $4.5 million in Virginia. It would also generate 31 new jobs in Chesterfield and 51 in the state. The complete study can be foundhere.

            Dominion’s gift is being made through the Dominion Foundation, the company’s charitable giving arm.

            “The establishment of a regional center of this magnitude will put Richmond and Central Virginia on the international map as a premier mountain biking destination,” said Dominion Chairman, President and CEO Thomas F. Farrell II. “The Richmond Region Ride Center will have a long-lasting, positive economic impact for both the City of Richmond and Chesterfield County.”

            An additional 30 miles of trails are planned along with improvements to the park’s current 20 miles of mountain bike trails. In designing the new trails, partners will use a “stacked loop” design, preferred by most mountain bikers. This allows riders to choose from flat, relatively easy trails to more challenging ones. Paralyzed Veterans of America are partners and will work with IMBA and the local rehabilitation community to determine local needs in developing accessible trails.  An additional $490,000 would be needed for a new trail head with expanded parking, a restroom and event staging area.

            Other groups represented at today’s event include IMBA, Richmond 2015, Richmond MORE, Paralyzed Veterans of America – Mid-Atlantic Chapter, Friends of Pocahontas State Park and the Virginia Association for Parks.  The Virginia Association for Parks, a nonprofit that supports Virginia’s state and national parks, is coordinating all fund raising with all funds raised going directly to the project.

            Located in Chesterfield County, Pocahontas State Park is one of Virginia’s 36 award-winning state parks managed by the Virginia Department of Conservation and Recreation. The James River Park System is managed by the City of Richmond.

Governor McDonnell Announces Partnership Between DMV, VDH to Provide Greater Citizen Access to Vital Records

Legislation Authorizes DMV to Begin Issuing Birth Certificates Next Year

RICHMOND – Governor Bob McDonnell today announced the partnership between the Virginia Department of Motor Vehicles (DMV) and the Virginia Department of Health (VDH) allowing DMV to issue birth certificates at its customer service centers beginning March 1, 2014.  Beginning January 1, 2015, DMV is authorized to issue certified copies of all death, marriage, and divorce records. The partnership stems from Senator Steve Newman’s (R-Lynchburg) vital records bill passed during the 2013 General Assembly session. 

The partnership was formally announced today by Senator Newman, State Health Commissioner Dr. Cynthia Romero and DMV Commissioner Richard D. Holcomb during an event at the Lynchburg DMV Customer Service Center.

            “This partnership will make it easier for Virginians to do business with the Commonwealth by streamlining access to vital records,” said Governor McDonnell. “It is a great example of government working better for its citizens.”

“VDH Vital Records and DMV are already providing outstanding service to citizens,” said Senator Newman. “My bill increases the number of outlets for Virginians to securely access those services. We want to make sure that these vital records, which are held in Richmond, are available to the public as easily as possible.”

            Customers will still be able to obtain documents from the VDH Division of Vital Records office in Richmond, or by ordering online for delivery through the mail. The new partnership will make paper birth certificates from 1912 onward available at all 75 DMV customer service centers throughout the state beginning March 1, 2014.

            “With over 9,000 people stopping by our Richmond office each month, it is clear that Virginians are taking advantage of walk-in vital records services,” said State Health Commissioner Cynthia Romero. “We’re excited to partner with DMV to offer the same services in locations throughout the state.”

            VDH and DMV have already laid the groundwork for issuing vital records by joining the multi-state Electronic Verification of Vital Events (EVVE) network, developed and implemented by the National Association for Public Health Statistics and Information Systems (NAPHSIS). Through EVVE, Virginia DMV can verify a customer’s birth record through databases in 31 states, including Virginia. The transaction takes place while the customer is at the counter and prevents eligible customers from being turned away only to return another day with a paper record to complete their DMV business.

            “We have already been able to verify more than 4,400 birth records for our customers, nearly 3,000 of which were Virginia birth records,” said DMV Commissioner Richard D. Holcomb. “These are customers who previously would have been turned away from DMV until they could produce a paper birth certificate. We are excited to offer this service, and our customers are appreciative.”

            The cost to the customer for EVVE certification of a Virginia birth record is $14. The other participating states set their own fees, which vary from state to state..
