The Virginia Constitution was written for us to limit the government intrusion into our lives.  Have you ever read the Constitution of the United States? How about the Constitution of Virginia? How about the County Code?

"The Land of the Life Worth Living" for everyone in the county.

I was watching your second February meeting good questions.  Keep asking them.  We do not need to be expanding the county government and land holdings (NO NEW LAND.  NO NEW TAXES.  Being in DEBT $96 Million is enough).  You had good discussions throughout the meeting.  It makes the meetings longer but you are able to make informed decisions.  Mr. Orth you did a good job when the exchange got a little unprofessional in calling a 5 minute break. 

I also have to say that is the first time I have heard Mr. Wilmot look out for the county and not a special interest; please keep it up.

Again  I have a request; please take the kool aid away from Mr. Hutson if he keeps making irresponsible comments he will have a difficult time when he comes up for re-election.  This is not the board you were on last year.  If Mr Hutson were any of the other board members I would say pretend it is your money you are spending but we know the sound financial decisions you have made in the past.

Mr. Hutson I will say there was one positive you brought to the meeting about sewer connections.  It cost $50,000 when the system went in to cross Rt 17 that is a non starter for small businesses to connect to the system.  Thanks for looking out for the people of Gloucester and not just the few.

Turn the volume up on the video itself and also on your speakers to hear everything properly.  We have spent a good amount of time watching the above video and are very impressed overall with the new board and how everything was handled.  Tough questions were in fact asked and they needed to be.  Tough decisions were put on hold for good reasons.  Nothing was put through that just got a free pass just because someone asked for it.  This was very impressive.  Even Ted Wilmot did a decent job here for a change.  There are a lot of issues with streaming this video.  It freezes about every 20 minuets at best.   We have had it freeze up after 5 minutes and it always goes back to the beginning once it freezes up.

  Hopefully the county can do something to improve these issues or we will just download them and re upload them unto YouTube for better streaming.

I was watching your February meeting and had to stop after listening to the discussion started by Mr. Meyer about a 31 January Daily Press story.

Mr. Meyer referred to a Dr Kiser and cutting the School Board Budget.

Is this The Kiser that is bringing us a $28 million Swamp School?

Is this The Kiser that did not listen to citizens to repair the existing school for less than $10 million?

Is this The Kiser that allows his staff to illegally use government vehicles for personal use?

Is this The Kiser that closed a school to make it an Administrative Building?

Is this The Kiser that is spending a large amount of money to refurbish a school, not suitable for our children, into an office complex for the School Administration?

Is this The Kiser that promised us good teachers and schools 10 years ago? Is this The Kiser that is administrator while we lose VA School Accreditation?

Mr. Meyer why would you listen to him?  The School Board Budget should be cut if this is the best they can do?  The funding should be going to students and their needs to succeed in life not the School Administration that is not in the schools.  The Administrative Staff should be co-located in our schools not in an Ivory Tower located away from the students and teachers.  No funding from the county should be used to support such facilities for the School Board.

I listened with great interest to the school teacher that spoke during the citizen comments time.  I heard what he was saying “The School Board is taking the funding away from our students and spending it on The School Board Administration.”  I think he is telling you the Board of Supervisors should take more control of the School Boards funding to bring this under control.

I think Ms. Garton is a good magician trying to pass herself off as an accountant? Make sure you get a line item budget and not a bottom line budget that cannot be figured out?  We are looking forward to the new board getting out spending under control.

The above video clip is from the Board of Supervisors meeting and is from one of Gloucester's own teachers.  How he can stand there and make the statements he made is beyond us.  Mr Jay is right.  We can not have an out of control school administration that seems to make money disappear before it even goes towards education is a crime.  It's not about the children.  It seems to be more like how much can they pocket before they have to spend any money towards education.  Here is the latest on pure waste from the Gloucester Public School System.

This series of pictures comes from Monday, February 3rd, 2014 at between 11:30 AM and 12:00 PM.  It was taken at the Hess gas station along route 17, south in the Courthouse area.  No mistake that it's a county school board vehicle.  It's there because whomever is driving it is using it for personal use.  A violation of School Board code as stated by the Kiser, a violation of county policy and a violation of State Code.  Yet the Kiser sees nothing wrong with the pure waste of taxpayer money.  He also saw nothing wrong with rigging the system for the new Page Middle School either that is costing everyone millions of dollars.  How much kick back did he get?

  Cut the budget on the school board and not by a little.  Cut it by a lot and do not give them any more.  Force them to live within their means and stop wasting our money.  If they cut teachers and programs, cut them.  Outsource them to China.  We need to force out the criminals and get the school board back under control.

I watched your first meeting with much interest. Congratulations to Mr Orth and Mr Chriscoe as chair and assistant, respectively.



Mr. Orth you had all the right words reading the Code of Ethics. Are the same ones you have had in the past? Four of the board members that are returning have played fast and loose with the Code of Ethics, Code of Conduct and your Oath of Office. We are watching to see if you mean what you say. Talking the talk is easy let’s see you walk the walk.



Some of the rumors that are going around are disturbing in that they show you have not changed your ways. Prove to us they are rumors and that you intend to be a fiscal responsible Board. We have three new members that are showing they do want to be fiscally responsible. As President Reagan said “Trust but verify.” We are watching and will report on your actions.



What are you doing to get rid of the bad county code? Mr. Hutson brought up the made up law by Ted the court jester Wilmot in the December meeting for one? Why is it not on the agenda for next month? Is Ms. Garton going to be a full time county resident or are you going to continue to allow her to be part time with a full time salary? Can we afford a part time Emergency Management Coordinator? Things do not only happen during the week. I think that is why Ms. Garton makes the big bucks to be in the county not someplace else?

I read with great interest The Kiser’s email to Mr. Thompson.  How is it The Kiser's understanding of State Code, County Ordinance, and School Board Policy is so different than that of a reasonable person?  Does The Kiser believe the school system does not have to live to the same rules as the rest of us?  Is his education deficient?  The employee in question has been seen numerous days, after the start of the business day going to McD and 7-11.  Not a midday meal, but clock in the morning and then go out to eat.  How do I get a position like this?  If it's not a job but a position (paid not to work but to eat)!  Does the employee also have an expense account that he charges the meals as a government expense?  Maybe The Kiser can explain how it saves county money for employees to come to work and go out to eat breakfast while on the clock in a government vehicle?  Maybe the employee could eat before going to work like the rest of us have to do?  Maybe the employee using the vehicle to go out to eat rather than work is the reason the vehicle is high mileage?  It definitely save's personal time but not sure of government time?  Is the efficiency created by the planning Director of facilities to schedule around meal breaks?  Based on Mr. Thompson’s observations it is occasionally that the van is not seen stopping for food in the morning?

Does this explain why the Gloucester School System is in the bad shape it is in?  Not able to meet Virginia Standards and losing accreditation?  The Kiser does not understand the requirements? Or he marches to his own rules?

Maybe The Kiser should be fired for failing to meet his oath of office and not allowed to retire this summer?  If the School Board is allowing this to continue maybe they need to be removed for failing to meet their oath of office?

Based on stories on Mr. Thompson’s Blog and this email the county will be a lot better off without The Kiser.  

Gloucester County Board of Supervisors: you are looking to reduce costs and scale back the budget.  I think you should take a look at the School Board Budget since they do not seem to care if employees use vehicles for personal use.

All I want for Christmas "The Land of the Life Worth Living" for everyone in the county.

1.       A constitutional local government

2.      A fiscal responsible county government

3.      A moral county government

4.      A local government that listens to the people

5.      An ethical county government

As I look back over this past year there have been a number of things we have pointed out that need to be examined by outside organizations to ensure they are legal.  Based on Mr Thompson’s blogs and what is required to get state level investigation started.  The Attorney General office will investigate if requested by elected officials, Board of Supervisors, Treasurer, Sheriff, Commonwealth Attorney, and some non elected officials County Attorney, and Judges. None of these people have requested outside investigation so one has to wonder about the honesty and integrity of our officials.  Are any of them honest?  Do they have the ethical moral fortitude to be in these positions?  We have to wonder.  The County Attorney and Administrator have done nothing to show they understand the definition of any of the things asked for, above, for Christmas.

"The Land of the Life Worth Living?"

There is a lot of debate on where the first Thanksgiving was held in the new world.

The Virginia Constitution was written for us to limit the government intrusion into our lives.  Have you ever read the Constitution of the United States?  How about the Constitution of Virginia?

However, there is no debate about the people were giving thanks to God for seeing them through the year.  Remember this as you get together with friends and family this Thanksgiving.  Be thankful to God for everything you have. If we live in "The Land of the Life Worth Living?" it is because of the blessing God has given us.

To the New Board of Supervisors we look forward to working with you to make Gloucester "The Land of the Life Worth Living?" for everyone not just a few of the people.
