The Benefits of Medical Cannabis

Marijuana has been legalized in a number of US states; 20 states have legalized cannabis for medical purposes; two states—Colorado and Washington state—also permit recreational use. Certain forms of cannabis are actually very potent medicine, with few or no psychoactive effects.
In California, medical marijuana has been legal for 18 years. Dr. Allan Frankel, a board-certified internist in California, has treated patients with medical cannabis for the past seven years.
By and large, cannabis is highly favored by people across the US. According to Dr. Frankel, 85-95 percent of Americans are in favor of medical cannabis, and 58-59 percent are in favor of legalizing marijuana.
The federal government, meanwhile, wants to get rid of all medical use of marijuana, which of course begs the question: Why? According to Dr. Frankel, the answer is simple. "They want it. This is a huge market," he says.
And yes, medical cannabis is clearly competition to the pharmaceutical industry, as the cannabis plant can take the place of a wide variety of synthetic drugs, especially for mood and anxiety disorders. The last thing they want is a therapy that's going to take away from their bottom line.

Cannabis as Medicine

Dr. Frankel initially learned about medical cannabis through glaucoma trials and cancer work performed at UCLA in the 70s and early 80s.
"I've always seen it as a medicine," he says. "Eventually, I got interested in it. I thought my tool box was getting too small for typical issues with patients related to anxiety, pain, or the common issues where we just had inadequate medications.
I saw the cannabinoid future was something that was bright. Seven years ago, I kind of picked up my formal white coat and sprayed a little green on it..."
Green Bridge Medical is his professional corporation where he sees patients, performs research, and provides physician and patient education and outreach. For all its benefits, using cannabis in lieu of other medicines has many challenges.
"It's a complicated process, as a physician in particular, working inside the medical system, to work outside the medical system to make these dose-consistent extracts available."
Many may find the idea of medical cannabis abhorrent or somehow "wrong," as we've been indoctrinated to view marijuana as a dangerous gateway drug that will lead you down a path of illicit drug use.
Many fail to realize that prescription drugs actually have FAR greater potential to turn you into "a junkie." Legal drug addiction is also taking lives in record numbers. In the UK, one million people are addicted to over-the-counter (OTC) and prescription painkillers and tranquilizers.
That's significantly more than the number addicted to illegal drugs.1 In the US, there were four times more deaths among women from prescription painkiller overdose than for cocaine and heroin deaths combined in 2010.2
Pharmaceuticals in general are among the leading causes of death in the US, and some medicines have killed tens of thousands of individuals. The painkiller Vioxxis one classic example, which killed over 60,000 before being pulled off the market.
The diabetes drug Avandia is another, and most recently, a study estimated that in a five-year span, some 800,000 people in Europe were killed from inappropriate use of beta-blockers in non-cardiac surgery patients. Deaths attributed to cannabis barely registers in comparison.
"I think that any intervention, regardless of how benign (I would say in my 35 years of medical experience, cannabis should be considered a benign substance overall), there are potential uses and abuses," Dr. Frankel says.
"For me, we're just talking about the real solid indications. The issue of abuse and neglect is there, but I think it's relatively small. I think the claim that it is a gateway drug has been pretty soundly proven not to be correct.
Even if cannabis to some extent is a gateway drug (which I do not believe it is), even if it is, it should be legalized to protect the gateway [drug] issue, because legalization opens up communication."

What's the Difference Between Medical and Non-Medical Marijuana?

According to Dr. Frankel, cannabis has been cultivated in Northern Europe since before the last Ice Age. Even back then, there were two very distinct groups of strains. One is cannabis; the other is hemp. There's plenty of confusion about the similarities and differences between these two plants. While they are subspecies of the same plant species, they look very different, and are extremely different in ways that really matter when it comes to medicinal use.
The thing they have in common is that they both contain cannabidiol (CBD), which has medicinal properties. The amount of CBD however, differs greatly between the two. Dosing, therefore, is dramatically different where you to try to use hemp in lieu of cannabis, as the latter, cannabis, is up to 100-fold more potent. Another difference that appears to matter in terms of its usefulness as medicine relates to differing terpene profiles. Hemp contains very little of these valuable medicinal compounds.
Lastly, there's the tetrahydrocannabinol (THC) content. THC is the psychoactive component of marijuana; it's the molecule that makes you feel "stoned." (While cannabidiol (CBD) also has certain psychoactive properties, it does NOT produce a high.) By legal definition, hemp cannot have more than 0.3 percent tetrahydrocannabinol (THC) in it. So to summarize:
  • Hemp has less value for medicinal uses, as it only contains about four percent CBD and lacks many of the medicinal terpenes and flavonoids. It also contains less than 0.3 percent THC, which means it cannot produce a high or get you stoned. However, for many disease processes, THC is very much indicated and required. So, for many disease processes, CBD alone has much less value.
  • Cannabis is potent medicine courtesy of high amounts (about 10-20 percent) of CBD, critical levels of medicinal terpenes, and flavanoids, as well as THC in varying ratios for various diseases. The higher the THC, the more pronounced its psychoactive effects

How Marijuana Got a Bad Rap

"What happened in the '60s and '70s was that due to desires for psychedelia, the changes in the war in Vietnam, and the war on drugs with Nixon, the types of strains that were available and the demand for psychedelia changed. Before we knew it, CBD—due to a lack of 'stoniness'—was bred out of the plant," Dr. Frankel explains.
As a result of growers breeding out the all-important CBD, marijuana became known primarily as a plant that gets you high. Its original medicinal properties and uses largely fell by the wayside. Things are changing however.
"Five years ago, California Physicians, and other groups around the world, didn't really know if we would find CBD-rich strains anymore, but we have. Now there's many different varieties of it. We keep bringing back new CBD rich strains every month or two. These plants genes' haven't seen the light of day for God knows how long."
CBD is currently a Schedule 1 controlled substance, which means:
  • The drug or other substance has a high potential for abuse
  • The drug or other substance has no currently accepted medical use in treatment in the US
  • There is a lack of accepted safety for use of the drug or other substance under medical supervision
There's no doubt that CBD needs to be rescheduled, as each of these three points are blatantly wrong. Dr. Frankel actually thinks cannabis should be de-scheduled altogether, as a plant really does not belong on any schedule of a controlled substance.
"How could we have a plant on a schedule? What if it's an all-THC plant? What if it's an all-CBD? What if we find some other psychoactivity? If you take the Physicians' Desk Reference (PDR) and look at every product, none of them looks like a plant to me. This is the only plant, and it's not just one medicine. One entry with one data ID or MDI cannot be applied for cannabis. For example, we're actually right now making different medicines with cannabis plants based upon harvest time.
As the plants mature, the flowers get darker and darker. There's a traditional time when you're just supposed to pick them. Of course, what we've done is we picked them at different times in large amounts, ground them all together so we can get very representative samples, and see what happens in the last few weeks of flowering. The medicine changes a lot in the last three weeks. You can make more sedating medicine by letting it just stay on the vine three weeks longer. Even how long you let it grow makes it a very different medicine, a noticeably different medicine," he says.

Who's a Good Candidate for Medical Cannabis?

In his medical practice, Dr. Frankel treats a wide variety of patients with medical cannabis, which has become his specialty. Despite the many claims of cannabis performing miracles, he's reluctant to think of it as a cure for anything. Occasionally, however, patients will experience very dramatic results. For example, he has seen tumors virtually disappear in some patients using no other therapy except taking 40 to 60 milligrams of cannabinoids a day. The most common thing he sees in cancer patients, however, are tumors shrinking, or a metastasis disappearing. Sometimes tumors will shrink or vanish, only to reemerge in other areas, months later, and then shrink or vanish again... Other common ailments being treated with cannabis include:
  • Mood disorders
  • Pain disorders
  • Degenerative neurological disorders such as dystonia
  • Multiple sclerosis
  • Parkinson's disease
  • PTSD
  • Seizure Disorders
He recounts how two dystonia patients with severe myofascial spasms were able to return to normal life after taking two milligrams of whole-plant CBD three times a day for a little more than one week. This is quite astounding, considering each of them had spent more than a decade undergoing neurosurgeries and taking multiple medications.
Dr. Frankel is very focused on trying to develop accurate dose-consistent medicine. The Patient Access Centers he consults with create a diverse collection of dose-consistent oral-buccal sprays. He also believes it's very important to open up and start talking about dosing—what works, what doesn't. It is his belief that some patients, in large part due to lack of education about the medicine, may be taking 10, or even 100 times higher dosage than is really needed to treat their ailment. Unfortunately, many doctors in this still highly controversial field are afraid to recommend dosages, for fear of the repercussions.
"There's this false notion (I think I can very safely say it's false) that doctors cannot recommend dosage because of this federal [law against] aiding and abetting with cannabis. It's not true. It's just not true," he says. "There are no [cannabis] medications that we dose by body weight. We now have about 120 kids with seizure disorder, and if you look at the surveys, across the board, the average dose is 37 milligrams [of whole-plant CBD] per day, and there's no relationship with body size."

How Can You Obtain Medical Cannabis?

In states where medicinal marijuana is legal, such as California, you can join a collective, which is a legal entity consisting of a group of patients that can grow and share cannabis medicines with each other. By signing up as a member, you gain the right to grow and share your medicine. Dr. Frankel explains:
"A patient or a human being 18 and over or with a parent's consent in California can get a medical cannabis card recommendation letter if they or any physician or doctor of osteopathic medicine (D.O.) agree. It doesn't have to be for any specific condition. In other states, it's very, specified. In California, there are 12 conditions listed, but then it says 'or any condition agreed upon by the doctor and patient,' which kind of opens it up quite a bit."
[With your medical cannabis card], you have the authority to go to whatever collective you want and pretty much select what medicine you want. Now, that is exactly what the good, the bad, and the ugly is. I love free choice, but we need free choice with education. There's virtually zero education going on in the collectives. I mean, there are random places here and there that make an effort but it's really minimal."
When cannabis is inhaled, smoked, or vaporized, its effects are rapid and short-lasting. Orally, it's the most unpredictable and delayed. When ingesting it, it can take up to two hours to take effect, but if dosed appropriately, you can achieve once-a-day dosing with an edible medicine.
When smoked, as little as 10 mg of CBD acts as a major appetite suppressor. CBD is also an excellent painkiller, particularly for tooth pain when the cannabis oil is applied sublingually or directly onto the tooth. Cannabis oil can also help heal sunburn overnight. CBD is also very effective for anxiety disorders. Just a couple of milligrams of whole-plant CBD can effectively subdue anxiety without causing any kind of mental deficiency or high.
In fact, to determine how much THC in an oral dose would be required to get high, they made liquid edibles with 5mg, 10mg, and 20mg of THC. The lowest dose, 5mg, did not produce a high. The upper two—10 and 20 mg—did. Taking 50-100 mg of oral THC could get you into serious trouble. Paranoia is the most common side effect. Overdosing can also produce nausea and vomiting.

A British pharmaceutical company called GW Pharmaceuticals has a cannabis product that is distributed in Canada and five other countries. It's a 1:1 CBD-THC whole plant extract. "It's a very good medicine," Dr. Frankel says. "But it's expensive. That's the problem with pharmaceutical [companies]." Dr. Frankel also consults with various states that are interested in growing medicinal CBD, i.e. cannabis with a high CBD content and hemp-level (extremely low) THC. He even gives the CBD seeds away."I make the offer: if any governor in the 50 states wants, absolutely free – as long as I can do it legally – any of these high-ratio CBD strains, I can make it happen. No cost," he says.
"This is one of the important points I'd to emphasize: I think we're going to find ultimately that CBD is a nutritional supplement for everybody. I think we were all using [cannabis] 100 years ago... I think then, if they had hemp for food, there was CBD in it. Again, I wasn't there, but my guess is that everybody had CBD in their diet up until 100 years ago or so. CBD appears in some of the newest data to help protect your DNA epigenetic layer. That's important stuff for all of the toxins that we have in our environment. I think we have more toxins now, and we're missing one of the major protectants that we used to use for this. That's a double whammy."

Gloucester, VA Animal Control On Patrol?


8:25 AM Monday, March 10th, 2014.  Animal Control vehicle number 72 driven by Laura Dickie, Senior Animal Control officer for Gloucester County, Virginia stopped at 7-Eleven for breakfast on the run.  Using a county vehicle for personal use while on the clock.   (She came from behind the shopping center main building where Animal Control has their Animal Shelter).



There she is coming out of 7-Eleven now.



She had some trash from other stops where she has done the same thing as she is throwing away a McDonald's bag and other trash that was in the truck.



Here is yet another shot of her getting rid of trash.  Truck must have been stuffed.



There she goes.  Time to head in to the office and check in.  Hope she got enough for everyone.

We started posting about Gloucester County employees using county vehicles for personal use back in April of 2013.  It all started with Animal Control.  Here we are one year later and we still see Animal Control continuing to break county employee rules.  This is an officer sworn to uphold both county and state laws.  Plus to add insult to injury, the Animal Control truck she is driving does not appear to have proper ventilation on the back bed for animals that need to be transported.

  Since Steve Baranek has taken office as the Chief Animal Control officer, we have now reported that each member of his staff has seemed to violate a number of county and state codes.  Again, these folks are sworn to uphold laws, not break them.  What gives?

  We are in budget time here in Gloucester County.  We would suggest that the Board look this department over as possibly being bloated with more employees than really needed.




Now the above is the latest monthly report coming out of Animal Control and it shows pretty much all of their number are down.  How are they justifying such a large department?  Here is something for the board to consider if they do not wish to cut this department.  To seriously reduce or eliminate overtime and weekend calls, create two shifts and a weekend shift.  With two shifts, there are no after hours calls in most cases.  Work the staff from whatever hours they presently have and stagger them until 10 or 11 o'clock at night.

  With a weekend shift, there are no overtime calls for weekend calls.  That can save a pretty substantial amount without changing anything else.  Right now, Animal Control has at least 4 full time staff on Monday through Friday from 7:30 until 4:00PM?  One part timer that comes in during those same hours for a total of 5 on during this short shift.  Not very cost effective.

  Or just eliminate all but one full time person and cut expenses way down and put that money to better use.  We do not need dog catchers that cost us $600.00 per doggie incarcerated when one can save a life for under $500.00.   Just something to consider and there are substantial savings when county employees are not using county vehicles for personal use, violating codes and laws and just making everyone look bad.

Beware The Agenda 21 Protesters

Saturday, March 8th, 2014 at the Lighthouse Worship Center, having started at 2:00PM and running straight to 5:00 PM was a special program open to the public and covering issues that are often referred to as Agenda 21. Agenda 21 purports to affect every American's life on a multitude of levels from wetland mitigation, climate change, public schooling, community planning, housing, personal property, health care and much more.

It was estimated that somewhere in the neighborhood of just over 300 people showed up for this event with several people having traveled several hours to do so. Most of the people who attended were what are often referred to as conservative in nature. Not right wing even though some may take that credit, we understand what the meaning of right wing means today and what it used to mean. There is a substantial difference between the past meaning and the present.

(Conservative:  Meaning;  1 disposed to preserve existing conditions, institutions, etc., or to restoretraditional ones, and to limit change.
2.
cautiously moderate or purposefully low: a conservative estimate.
3.
traditional in style or manner; avoiding novelty or showiness: conservativesuit.



People who care about their community and the future that we all seem to be heading towards. People who are trying to do what they feel is right and what is best for everyone and not just themselves. It is very important that these distinctions be pointed out and made very clear. Because our next concern is the content of the meeting that we are about to address and it is going to offend the people who attended this meeting. It's what we like to call;

Bait And Switch:

Two main speakers gave their views during the vast majority of the 3 hours allotted for the meeting. Most of what they communicated, we would have to say, we agreed with the majority of it. Climate change is nothing more than a religion and has no real science behind it in the views of many. Agenda 21 is a culmination of a multitude of concepts and planning that is very quickly stripping away the rights of all American's. Again, we do not disagree.

But now here is where we highly disagree with what took place at this meeting. The tools, books, DVD's newsletters, pamphlets, and more were all designed to make anyone who tries to use these tools look like complete idiots. They are some of the least professional, highly disturbing pieces of crap put together and the folks at this meeting were told that to expect to be told that these tools would not work but what the folks who are using them need to do is go in groups and demand to know why politicians would not sign them and demand that they be signed anyway. I looked at a bunch of these forms myself and I would never sign them as they; ARE NOT IN THE BEST INTEREST OF THE PEOPLE!!!!!!


These two speakers, in our opinion, were very slick Washington, DC con men leading good people down a very dangerous and narrow path. These jokers tell a great story, and they have a very conservative pitch which is what makes them so appealing to a certain class of people, but it does not appear that the people are really looking at the end game of these jokers.

One of the tools that was given to the people at this meeting is called a “Resolution To Protect Citizen's Property Rights”, which must be read very very carefully. What it boils down to is the full shut down of planning by anyone in the county if anyone in any county could ever get this insane document signed by their county officials. If county officials did ever sign and agree to this, then the state would have to come in and take over the planning and the state is not going to sign any document like this nor give any bearing to one signed by county officials. It's dead from the very start because no county official would ever sign it. Besides, it would also be thrown out of court should it ever make it that far. No judge would ever uphold the document in our view.

What those who attended the meeting were told is to expect that county officials would not sign it, but not to accept that issue and keep fighting it anyway, not being told the real nature of why no county official would ever sign. That makes the group of folks trying to push something like this through look like a bunch of nuts. Well, if they did not read the document and understand how nuts the document is, then they are a bunch of nuts. AHHA! We start to see how these jokers work and how it very much appears they are working against the folks they profess to be trying to help.

Next on our list of nutty goof ball ideas spreading around the meeting came from the Virginia Christian Alliance. We do mean nutty goof ball ideas. Here is what this one is about.

Petition For Impeachment of Attorney General
Mark Herring:

First, the document is under a 2013 copyright by the Virginia Christian Alliance, strike one. We are going to make a copy of this that will be watermarked for news use only, therefore allowing us to make a copy to show everyone the document. This petition only states that the folks who signed the petitions want Mark Herring impeached. The reason? Good question. It isn't very clear. It's a bunch of mumbo jumbo concepts and no real reason actually stated. Only opinions are given as to why Mark Herring should be impeached. Yeah, I would worry about a petition like that. No, not really. It has no chance of happening. It only sounds good to those upset by the Gay Marriage ban being lifted.

No law is cited that Mark broke and no law is cited that Mark has failed to uphold. No chance of the petition having any chance of doing anything. It's a farce and a waste of time with the exception of seeing who the dissidents are who were willing to sign such a petition. For that part, it's rather valuable.

Now there is also the free copy of the magazine they were giving away, not worth the price of free. Again, it has a very conservative style writing to it on the surface. When you actually dig down and look at what they are writing about and how they are choosing their articles, it's not so conservative. It's more conservative socialism or conservative fascism or conservative communism. It is not conservative capitalism however. The magazine is titled, “New American”, which says it all.

We prefer the old style American ways of the Constitution and the Bill of Rights. Not the fascist conservative right wing. Again, there lies more issues, the people at this meeting were not what anyone would call fascists or socialists or communists by any means. They were old fashioned and were brought up and taught a much different America than what is presently taught. When polled, I do not recall seeing anyone raise their hands when it was asked if there was anyone in the audience under the age of 40. Everyone in the audience was 40 plus years and older. A different form of education at a very different level.

The Fight:

What people were told where they must take a stand and narrow their focus is on property rights. We have to ask, what good are property rights if all other rights are taken away? The right to privacy, the right to a fair trial, the right to keep and bear arms and on and on...... Eventually your property rights can be taken away once all your other rights are taken away from you.

You can protect your property rights by protecting all of your rights and demanding that local, state and national governmental bodies adhere to the United States Constitution and the Bill of Rights, or the State Constitution and the state Bill of Rights, if your state happens to have those. You watch everything your government officials do. You ask a lot of questions and hold representatives accountable for their actions.

You ignore these traveling road show, slick Washington, DC hucksters, who talk a nice talk but lead you down the wrong roads in our view.

We will be bringing you the entire meeting on YouTube once it's all finished. It's 3 hours worth of meeting time. We are going to break the entire meeting up into 3 segments. It's several days worth of work on our part. We will also be showing you their documents as well. We will once again go over all the areas that are wrong with these documents. It was not a waste of time attending the meeting, but it sure was a major disappointment.

In Conclusion:

Beware the Agenda 21 protesters. It's not so much what they are fighting for is wrong, but it is heavily misguided. These are honest hard working folks who are trying to protect not only their own rights, but the rights of everyone. The issues are that they have been given tools that do not work by people whom, in our opinion, do not want their tools to work, and are designed to make conservative people look like fools. It is for reasons like this that many in our own organization are not Republicans nor Democrats, nor Libertarians, nor socialists nor communists or belong to any political party. It's become a complete fools game that we all refuse to play. So we beat all of them up here on this site with equal fervor.

The objectives of the IPS, (Institute for Policy Studies), came from an agenda laid down for it by the British Round Table.... one of the most notable being to create the “New Left” as a grassroots movement in the U.S. IPS was to engender strife and unrest and spread chaos like a wildfire out of control, proliferate the “Ideas” of left-wing nihilistic socialism, support unrestricted use of drugs of all types, and be the “Big Stick” with which to beat the United States political establishment. (Nihilism: Denial of all reality; rejection of all religious and moral principles: Opposition to all constituted authority or government).

Another goal of the IPS stated, “the dismantling of all economic, political, social, and cultural institutions in the United States”. All of this is done while maintaining a facade of a liberal scholarly research center.”

It would appear that there are much larger forces at work than Agenda 21. How hard is it to undermine the opposition when invited right through the front door? Agenda 21 is a United Nations document that people are being suckered into fighting against, which means they are accepting UN mandates. Why would anyone fight the UN when we should be fighting for our Constitutional Rights as well as our Bill of Rights which by US law, has no higher authority?

Instead the questions should be asked, who elected any of the United Nations officials and or politicians to begin with, and what charter are they working from, under what authority?


Our notes to those who attended the meeting and are now reading this article; Please note that right wing no longer means what it once did nor does conservatism. There are no names now for those of us from the old school. We no longer fit in the paradigm of the new political system and that is by design. This is partially what causes such great grief in so many older people in this nation today. Most do not understand that the meanings of words have dramatically been altered without your knowledge or consent. Isn't that what your parents told you when you were young about the way you were using words? Gay once meant happy. Cool once referred to the weather outside. Groovy, what the hell? The term “man” referred to a male person and not a general answer to everything and to everyone. The list is very long on how we accepted and changed the meaning of words without our parents consent or knowledge. Now we are under the same issues our parents once faced with the meanings of words.

Gloucester, VA Board of Supervisors Non Public Meetings?

Brenda Garton told Supervisor Orth the budget work session meetings would not be video broadcasted.  
The Code of Va. does not allow a closed meeting for budget work sessions. 
§ 2.2-3707 of the Code of Virginia says:
H. Any person may photograph, film, record or otherwise reproduce any portion of a meeting required to be open. The public body conducting the meeting may adopt rules governing the placement and use of equipment necessary for broadcasting, photographing, filming or recording a meeting to prevent interference with the proceedings, but shall not prohibit or otherwise prevent any person from photographing, filming, recording, or otherwise reproducing any portion of a meeting required to be open. No public body shall conduct a meeting required to be open in any building or facility where such recording devices are prohibited.





Tax payers of Gloucester County, Virginia pay for recording capabilities at two locations to record and broadcast public meetings.  We also pay County employees to perform recording and broadcasting functions.

In the above video, no one mentions whether or not these meetings will be open to the public.  It is also not mentioned if the videos, that Ms Garton shook her head yes to, regarding that the work sessions would be recorded,  would be made public.  




In the above video, Ted Wilmot explains in great detail what a meeting is and what the requirements are under FOIA.  When dealing with the taxpayers money, why are the meetings not being broadcast and why are they not showing as open to the public on the county website?  We are asking the Board this question and will post an update once they get back with us.

  Just a reminder, we want, pay for and expect open and fair government.

The days of dysfunction between the Gloucester Board of Supervisors and the Gloucester School Board needs to come to an abrupt and immediate end.  We all know the school system will be funded; so why is school funding once again being used as a political tool?  The Gloucester Board of Supervisors has always fairly funded the public education process for “all youth” within the County.  What has been done with those funds has been completely left up to school staff and the School Board.  As things are now; the School Board and school staff are overburdened with way to many distractions that take their time and efforts away from concentrating on administering a high quality and fully complete K-12 education process. 

 The School Board members are bound by the duties of their office to first and foremost oversee the administration of such an education process.  However, School Board meetings focus primarily on managing school system support items with very little time spent on the actual education process.  Most of the distractions that are taking the focus off of the actual education process can be eliminated by consolidating numerous school system services with County services.  Transportation, construction, facilities maintenance, land acquisition and use, grounds keeping, internet technology, finance, after school hours facilities use and any other overlapping services not directly related to or required for the hiring and management of school system employees or the administration of the education process should be consolidated with compatible County departments and be overseen by the Board of Supervisors.  Making these changes will allow school staff and the School Board to focus on enhancing the education process and will make the school system unusable as a political tool. Nothing will ever improve if the two boards don’t start getting along.  I wonder how many times in a year does a first grade teacher say to their students, “Now let’s all get along.”

Governor McAuliffe Announces Administration Appointments

The appointees will join McAuliffe’s administration focused on finding common ground with members of both parties on issues that will grow Virginia’s economy and create more jobs across the Commonwealth.

Kaci Easley previously served in several positions at the U.S. Department of Agriculture including as a Program Analyst and Project Manager at the National Finance Center, and an administrative officer at the Natural Resources Conservation Service. She holds a Bachelor of Arts degree in business marketing from Hampton University.

Board Appointments

Bill Leighty, Board of Trustees of the Virginia Retirement System
From January of 2002 until September of 2007, Bill served as Chief of Staff to Governors Warner and Kaine. In 2005, Governing Magazine named Virginia the “Best Managed State in the Nation” and in 2007, Governing Magazine named him one of the nine “Public Officials of the Year.”  For seven years, Bill was the Director of the Virginia Retirement System, where he led the agency to three consecutive U.S. Senate Productivity Awards. Upon retirement Bill joined DecideSmart, LLC consulting.  In April of 2008, he served as Senior Advisor to the Scottish Executive advising the government on how to design and implement Scotland Performs, a national performance management system.  In July of 2008, Bill conducted a performance review of the United Nations Joint Staff Pension Fund, a $52 billion pension system.  In 2011, at the request of the National Governors Association, Bill led a 5 person delegation to Nigeria to conduct a “new governors” seminar for the newly elected governors of Nigeria. Bill joined state government after serving in the United States Marine Corps.  Bill graduated from Mary Washington College in 1978, and holds an MBA from Virginia Commonwealth University.
