Paris, December 16, 1786.
Dear Sir,—After a very long silence, I am at length able to write to you. An unlucky dislocation of my right wrist, has disabled me from using that hand, three months. I now begin to use it a little, but with great pain; so that this letter must be taken up at such intervals as the state of my hand will permit, and will probably be the work of some days. Though the joint seems to be well set, the swelling does not abate, nor the use of it return. I am now, therefore, on the point of setting out to the south of France, to try the use of some mineral waters there, by immersion. This journey will be of two or three months.

I enclose you herein a copy of the letter from the Minister of Finance to me, making several advantageous regulations for our commerce. The obtaining this has occupied us a twelve month. I say us, because I find the Marquis de La Fayette so useful an auxiliary, that acknowledgments for his co-operation are always due. There remains still something to do for the articles of rice, turpentine, and ship duties. What can be done for tobacco, when the late regulation expires, is very uncertain. The commerce between the United States and this country being put on a good footing, we may afterwards proceed to try if anything can be done, to favor our intercourse with her colonies. Admission into them for our fish and flour, is very desirable; but, unfortunately, both those articles would raise a competition against their own.

I find by the public papers, that your commercial convention failed in point of representation. If it should produce a full meeting in May, and a broader reformation, it will still be well. To make us one nation as to foreign concerns, and keep us distinct in domestic ones, gives the outline of the proper division of powers between the general and particular governments. But, to enable the federal head to exercise the powers given it to best advantage, it should be organized as the particular ones are, into legislative, executive, and judiciary. The first and last are already separated. The second should be. When last with Congress, I often proposed to members to do this, by making of the committee of the States, an executive committee during the recess of Congress, and, during its sessions, to appoint a committee to receive and despatch all executive business, so that Congress itself should meddle only with what should be legislative. But I question if any Congress (much less all successively) can have self-denial enough to go through with this distribution. The distribution, then, should be imposed on them. I find Congress have reversed their division of the western States, and proposed to make them fewer and larger. This is reversing the natural order of things. A tractable people may be governed in large bodies; but, in proportion as they depart from this character, the extent of their government must be less. We see into what small divisions the Indians are obliged to reduce their societies. This measure, with the disposition to shut up the Mississippi, gives me serious apprehensions of the severance of the eastern and western parts of our confederacy. It might have been made the interest of the western States to remain united with us, by managing their interests honestly, and for their own good. But, the moment we sacrifice their interests to our own, they will see it better to govern themselves. The moment they resolve to do this, the point is settled. A forced connection is neither our interest, nor within our power.

The Virginia act for religious freedom has been received with infinite approbation in Europe, and propagated with enthusiasm. I do not mean by the governments, but by the individuals who compose them. It has been translated into French and Italian, has been sent to most of the courts of Europe, and has been the best evidence of the falsehood of those reports which stated us to be in anarchy. It is inserted in the new "Encyclopédie," and is appearing in most of the publications respecting America. In fact, it is comfortable to see the standard of reason at length erected, after so many ages, during which the human mind has been held in vassalage by kings, priests, and nobles; and it is honorable for us, to have produced the first legislature who had the courage to declare, that the reason of man may be trusted with the formation of his own opinions.

Gloucester, VA School Board Budgets

Open Letter to the Citizens of Gloucester County Virginia


The Virginia Constitution was written for us to limit the government intrusion into our lives.  Have you ever read the Constitution of the United States? How about the Constitution of Virginia? How about the County Code?

"The Land of the Life Worth Living" for everyone in the county.

I was watching your February meeting and had to stop after listening to the discussion started by Mr. Meyer about a 31 January Daily Press story.

Mr. Meyer referred to a Dr Kiser and cutting the School Board Budget.

Is this The Kiser that is bringing us a $28 million Swamp School?

Is this The Kiser that did not listen to citizens to repair the existing school for less than $10 million?

Is this The Kiser that allows his staff to illegally use government vehicles for personal use?

Is this The Kiser that closed a school to make it an Administrative Building?

Is this The Kiser that is spending a large amount of money to refurbish a school, not suitable for our children, into an office complex for the School Administration?

Is this The Kiser that promised us good teachers and schools 10 years ago? Is this The Kiser that is administrator while we lose VA School Accreditation?

Mr. Meyer why would you listen to him?  The School Board Budget should be cut if this is the best they can do?  The funding should be going to students and their needs to succeed in life not the School Administration that is not in the schools.  The Administrative Staff should be co-located in our schools not in an Ivory Tower located away from the students and teachers.  No funding from the county should be used to support such facilities for the School Board.

I listened with great interest to the school teacher that spoke during the citizen comments time.  I heard what he was saying “The School Board is taking the funding away from our students and spending it on The School Board Administration.”  I think he is telling you the Board of Supervisors should take more control of the School Boards funding to bring this under control.

I think Ms. Garton is a good magician trying to pass herself off as an accountant? Make sure you get a line item budget and not a bottom line budget that cannot be figured out?  We are looking forward to the new board getting out spending under control.

I have a request; please take the kool aid away from Mr. Hutson if he keeps making irresponsible comments like he did during the school board budget discussion he will have a difficult time when he comes up for re-election.

Bring back the rule of legal laws and responsible budgets and make this "The Land of the Life Worth Living" for everyone in the county.

The above video clip is from the Board of Supervisors meeting and is from one of Gloucester's own teachers.  How he can stand there and make the statements he made is beyond us.  Mr Jay is right.  We can not have an out of control school administration that seems to make money disappear before it even goes towards education is a crime.  It's not about the children.  It seems to be more like how much can they pocket before they have to spend any money towards education.  Here is the latest on pure waste from the Gloucester Public School System.





This series of pictures comes from Monday, February 3rd, 2014 at between 11:30 AM and 12:00 PM.  It was taken at the Hess gas station along route 17, south in the Courthouse area.  No mistake that it's a county school board vehicle.  It's there because whomever is driving it is using it for personal use.  A violation of School Board code as stated by the Kiser, a violation of county policy and a violation of State Code.  Yet the Kiser sees nothing wrong with the pure waste of taxpayer money.  He also saw nothing wrong with rigging the system for the new Page Middle School either that is costing everyone millions of dollars.  How much kick back did he get?

  Cut the budget on the school board and not by a little.  Cut it by a lot and do not give them any more.  Force them to live within their means and stop wasting our money.  If they cut teachers and programs, cut them.  Outsource them to China.  We need to force out the criminals and get the school board back under control.

Gloucester County Board of Supervisors new start

Open Letter to the Citizens of Gloucester County Virginia



For the Common Good. “



The Virginia Constitution was written for us to limit the government intrusion into our lives. Have you ever read the Constitution of the United States? How about the Constitution of Virginia? How about the County Code?



"The Land of the Life Worth Living" for everyone in the county.



I watched your first meeting with much interest. Congratulations to Mr Orth and Mr Chriscoe as chair and assistant, respectively.



Mr. Orth you had all the right words reading the Code of Ethics. Are the same ones you have had in the past? Four of the board members that are returning have played fast and loose with the Code of Ethics, Code of Conduct and your Oath of Office. We are watching to see if you mean what you say. Talking the talk is easy let’s see you walk the walk.



Some of the rumors that are going around are disturbing in that they show you have not changed your ways. Prove to us they are rumors and that you intend to be a fiscal responsible Board. We have three new members that are showing they do want to be fiscally responsible. As President Reagan said “Trust but verify.” We are watching and will report on your actions.



What are you doing to get rid of the bad county code? Mr. Hutson brought up the made up law by Ted the court jester Wilmot in the December meeting for one? Why is it not on the agenda for next month? Is Ms. Garton going to be a full time county resident or are you going to continue to allow her to be part time with a full time salary? Can we afford a part time Emergency Management Coordinator? Things do not only happen during the week. I think that is why Ms. Garton makes the big bucks to be in the county not someplace else?



Bring back the rule of legal laws and responsible budgets and make this "The Land of the Life Worth Living" for everyone in the county.

Federalist Papers No. 10 The Union as a Safeguard Against Faction and Insurrection

To the People of the State of New York:

AMONG the numerous advantages promised by a well constructed Union, none deserves to be more accurately developed than its tendency to break and control the violence of faction. The friend of popular governments never finds himself so much alarmed for their character and fate, as when he contemplates their propensity to this dangerous vice. He will not fail, therefore, to set a due value on any plan which, without violating the principles to which he is attached, provides a proper cure for it. 

The instability, injustice, and confusion introduced into the public councils, have, in truth, been the mortal diseases under which popular governments have everywhere perished; as they continue to be the favorite and fruitful topics from which the adversaries to liberty derive their most specious declamations. The valuable improvements made by the American constitutions on the popular models, both ancient and modern, cannot certainly be too much admired; but it would be an unwarrantable partiality, to contend that they have as effectually obviated the danger on this side, as was wished and expected. Complaints are everywhere heard from our most considerate and virtuous citizens, equally the friends of public and private faith, and of public and personal liberty, that our governments are too unstable, that the public good is disregarded in the conflicts of rival parties, and that measures are too often decided, not according to the rules of justice and the rights of the minor party, but by the superior force of an interested and overbearing majority.

 However anxiously we may wish that these complaints had no foundation, the evidence, of known facts will not permit us to deny that they are in some degree true. It will be found, indeed, on a candid review of our situation, that some of the distresses under which we labor have been erroneously charged on the operation of our governments; but it will be found, at the same time, that other causes will not alone account for many of our heaviest misfortunes; and, particularly, for that prevailing and increasing distrust of public engagements, and alarm for private rights, which are echoed from one end of the continent to the other. These must be chiefly, if not wholly, effects of the unsteadiness and injustice with which a factious spirit has tainted our public administrations.

A major part about living in an historical area is understanding history.  Knowing and understanding our past is a major part of helping us understand where we are today and where we want to go in the future.  Understanding the intents and purposes of our founding fathers and their message as they stated them as opposed to how modern day revisionists would have you believe them is critical knowing why the world presently works the way it does.  Over the next few weeks, besides our other stories, we will be presenting a number of historical documents along with commentary to help everyone better understand where we have been, where we are today and where we want to look to going into the future.



  We will look at the morality of yesterday and compare it to today and see what we want to consider for tomorrow.  We have a number of articles and pieces already prepared for just this idea.  We will be looking at not only the works of Thomas Jefferson, we will be looking at the life and contributions of George Washington, John Adams, James Madison, Benjamin Franklin, Henry D Thoreau and many others.

  George Washington has some very interesting points that are even more valid today than they were in his own time.  In fact, one could say he was very prophetic to modern times.

Political History, James Madison on Constitutional Law;

What It Means For Today;



Today's modern views and interpretations of the law of the land are as follows;

“Paragraph A; Gives Congress the power to tax and spend for the General welfare.

Under this broad power, Congress can help states improve the health and education of the citizens.
Congress can appropriate money to build roads, dams and do many other things that are good for the nation.

Here is the actual law;

Article I. Section 8.
_________________________________________________________________________________________________________

Section 8. The Congress shall have power to lay and collect taxes, duties, imposts and
excises, to pay the debts and provide for the common defense and general welfare of
the United States; but all duties, imposts and excises shall be uniform throughout the
United States;

Present Interpretations;

Under this broad power, Congress can help states improve the health and education of the citizens.
Congress can appropriate money to build roads, dams and do many other things that are good for the nation.

Sounds logical does it not?

Here is what James Madison said; Based on his Veto of the “Bonus Bill”.

“The power to regulate commerce among the several States can not include a power to construct roads and canals, and to improve the navigation of water courses in order to facilitate, promote, and secure such a commerce without a latitude of construction departing from the ordinary import of the terms;

To refer the power in question to the clause,”to provide for the common defense and general welfare”
would be contrary to the established and consistent rules of interpretation, as rendering the special and careful enumeration of powers which follow the clause nugatory and improper. Such a view of the Constitution would have the effect of giving to Congress a general power of legislation instead of the defined and limited one hitherto understood to belong to them.”
