Animal Control Criminals of Gloucester, VA Should Be Fired?

Recently we showed how the deputies of  Animal Control in Gloucester, Virginia were in violation of a number of their own ordinances, making them criminals without any regard for the law, what we are now going to show is the state law that shows that these criminals need to be fired for their actions in our view.  Below in the slideshare container is the story in PDF format that shows what ordinances these deputies have violated in our view as well as picture evidence of those violations.  We are linking the original story at the bottom of this post as well.

Gloucester Animal Control In Violation of Ordinances? from Chuck Thompson

Here is the state code of Virginia that shows that these criminals need to go in our view.

§ 3.2-6557. Animal control officers and humane investigators; limitations; records; penalties.

A. No animal control officer, humane investigator, humane society or custodian of any pound or animal shelter shall: (i) obtain the release or transfer of an animal by the animal's owner to such animal control officer, humane investigator, humane society or custodian for personal gain; or (ii) give or sell or negotiate for the gift or sale to any individual, pet shop, dealer, or research facility of any animal that may come into his custody in the course of carrying out his official assignments. No animal control officer, humane investigator or custodian of any pound or animal shelter shall be granted a dealer's license. Violation of this subsection is a Class 1 misdemeanor. Nothing in this section shall preclude any animal control officer or humane investigator from lawfully impounding any animal pursuant to § 3.2-6569.

B. An animal control officer, law-enforcement officer, humane investigator or custodian of any pound or animal shelter, upon taking custody of any animal in the course of his official duties, or any representative of a humane society, upon obtaining custody of any animal on behalf of the society, shall immediately make a record of the matter. Such record shall include:

1. The date on which the animal was taken into custody;

2. The date of the making of the record;

3. A description of the animal including the animal's species, color, breed, sex,
approximate age and approximate weight;

4. The reason for taking custody of the animal and the location where custody was taken;

5. The name and address of the animal's owner, if known;

6. Any license or rabies tag, tattoo, collar or other identification number carried by or appearing on the animal; and

7. The disposition of the animal.

Records required by this subsection shall be maintained for at least five years, and shall be available for public inspection upon request. A summary of such records shall be submitted annually to the State Veterinarian in a format prescribed by him.

C. Any animal control officer or custodian of any pound who violates any provision of this chapter that relates to the seizure, impoundment and custody of animals by an animal control officer may be subject to suspension or dismissal from his position.

D. Custodians and animal control officers engaged in the operation of a pound shall be required to have knowledge of the laws of the Commonwealth governing animals, including this chapter, as well as basic animal care.

We can not argue for suspension as it would imply that these criminals, in our view, would have only transported one animal, one time in a hazardous and inhumane way.  It is clear that this would not be the case.  Each and every Animal Control Officer is required to know state codes as well as local ordinances.  for them to even considering claiming they had no idea is not justified.

§ 15.2-612. Manager responsible for administration of affairs of county; appointment of officers and employees.

The county manager shall be responsible to the board for the proper administration of all the affairs of the county which the board has authority to control. To that end he shall appoint all officers and employees in the county's administrative service, except as otherwise provided in this form of county organization and government, and except as he authorizes the head of a department or office responsible to him to appoint subordinates in such department or office. All appointments shall be based on the ability, training and experience of the appointees which are relevant to the work which they are to perform.

County Administrator, Brenda Garton would be the one now who is responsible for firing them or comes under full responsibility for the criminal behavior of these criminals without any regard for the laws based on the above from what we are reading.   Someone has to speak for all the animals who are not able to speak for themselves that have been hamed, treated with cruelty and in inhumane ways by Animal Control Officers.

Now of course, we are not attorneys and none of this should be considered legal advice in any way, only a competent attorney can legally advise you.  We are only asking questions based on our research and showing our opinions based on that research.  Should the research prove correct, we would expect appropriate actions to go fourth.

CANTO I

His glory, by whose might all things are mov'd,
Pierces the universe, and in one part
Sheds more resplendence, elsewhere less. In heav'n,
That largeliest of his light partakes, was I,
Witness of things, which to relate again
Surpasseth power of him who comes from thence;
For that, so near approaching its desire
Our intellect is to such depth absorb'd,
That memory cannot follow. Nathless all,
That in my thoughts I of that sacred realm
Could store, shall now be matter of my song.

Benign Apollo! this last labour aid,
And make me such a vessel of thy worth,
As thy own laurel claims of me belov'd.
Thus far hath one of steep Parnassus' brows
Suffic'd me; henceforth there is need of both
For my remaining enterprise Do thou
Enter into my bosom, and there breathe
So, as when Marsyas by thy hand was dragg'd
Forth from his limbs unsheath'd. O power divine!
If thou to me of shine impart so much,
That of that happy realm the shadow'd form
Trac'd in my thoughts I may set forth to view,
Thou shalt behold me of thy favour'd tree
Come to the foot, and crown myself with leaves;
For to that honour thou, and my high theme
Will fit me. If but seldom, mighty Sire!
To grace his triumph gathers thence a wreath
Caesar or bard (more shame for human wills
Deprav'd) joy to the Delphic god must spring
From the Pierian foliage, when one breast
Is with such thirst inspir'd. From a small spark
Great flame hath risen: after me perchance
Others with better voice may pray, and gain
From the Cirrhaean city answer kind.

Through diver passages, the world's bright lamp
Rises to mortals, but through that which joins
Four circles with the threefold cross, in best
Course, and in happiest constellation set
He comes, and to the worldly wax best gives
Its temper and impression. Morning there,
Here eve was by almost such passage made;
And whiteness had o'erspread that hemisphere,
Blackness the other part; when to the left
I saw Beatrice turn'd, and on the sun
Gazing, as never eagle fix'd his ken.
As from the first a second beam is wont
To issue, and reflected upwards rise,
E'en as a pilgrim bent on his return,
So of her act, that through the eyesight pass'd
Into my fancy, mine was form'd; and straight,
Beyond our mortal wont, I fix'd mine eyes
Upon the sun. Much is allowed us there,
That here exceeds our pow'r; thanks to the place
Made for the dwelling of the human kind

I suffer'd it not long, and yet so long
That I beheld it bick'ring sparks around,
As iron that comes boiling from the fire.
And suddenly upon the day appear'd
A day new-ris'n, as he, who hath the power,
Had with another sun bedeck'd the sky.

Her eyes fast fix'd on the eternal wheels,
Beatrice stood unmov'd; and I with ken
Fix'd upon her, from upward gaze remov'd
At her aspect, such inwardly became
As Glaucus, when he tasted of the herb,
That made him peer among the ocean gods;
Words may not tell of that transhuman change:
And therefore let the example serve, though weak,
For those whom grace hath better proof in store

If I were only what thou didst create,
Then newly, Love! by whom the heav'n is rul'd,
Thou know'st, who by thy light didst bear me up.
Whenas the wheel which thou dost ever guide,
Desired Spirit! with its harmony
Temper'd of thee and measur'd, charm'd mine ear,
Then seem'd to me so much of heav'n to blaze
With the sun's flame, that rain or flood ne'er made
A lake so broad. The newness of the sound,
And that great light, inflam'd me with desire,
Keener than e'er was felt, to know their cause.

Whence she who saw me, clearly as myself,
To calm my troubled mind, before I ask'd,
Open'd her lips, and gracious thus began:
"With false imagination thou thyself
Mak'st dull, so that thou seest not the thing,
Which thou hadst seen, had that been shaken off.
Thou art not on the earth as thou believ'st;
For light'ning scap'd from its own proper place
Ne'er ran, as thou hast hither now return'd."

Although divested of my first-rais'd doubt,
By those brief words, accompanied with smiles,
Yet in new doubt was I entangled more,
And said: "Already satisfied, I rest
From admiration deep, but now admire
How I above those lighter bodies rise."

Whence, after utt'rance of a piteous sigh,
She tow'rds me bent her eyes, with such a look,
As on her frenzied child a mother casts;
Then thus began: "Among themselves all things
Have order; and from hence the form, which makes
The universe resemble God. In this
The higher creatures see the printed steps
Of that eternal worth, which is the end
Whither the line is drawn.

 All natures lean,
In this their order, diversely, some more,
Some less approaching to their primal source.
Thus they to different havens are mov'd on
Through the vast sea of being, and each one
With instinct giv'n, that bears it in its course;
This to the lunar sphere directs the fire,
This prompts the hearts of mortal animals,
This the brute earth together knits, and binds.
Nor only creatures, void of intellect,
Are aim'd at by this bow; but even those,
That have intelligence and love, are pierc'd.
That Providence, who so well orders all,
With her own light makes ever calm the heaven,
In which the substance, that hath greatest speed,
Is turn'd: and thither now, as to our seat
Predestin'd, we are carried by the force
Of that strong cord, that never looses dart,
But at fair aim and glad. Yet is it true,
That as ofttimes but ill accords the form
To the design of art, through sluggishness
Of unreplying matter, so this course
Is sometimes quitted by the creature, who
Hath power, directed thus, to bend elsewhere;

As from a cloud the fire is seen to fall,
From its original impulse warp'd, to earth,
By vicious fondness. Thou no more admire
Thy soaring, (if I rightly deem,) than lapse
Of torrent downwards from a mountain's height.
There would in thee for wonder be more cause,
If, free of hind'rance, thou hadst fix'd thyself
Below, like fire unmoving on the earth."

So said, she turn'd toward the heav'n her face.

Inside Look At The Masonic Order

THE ANTEROOM

Fourteen years ago the writer of this volume entered the temple of Freemasonry, and that date stands out in memory as one of the most significant days in his life. There was a little spread on the night of his raising, and, as is the custom, the candidate was asked to give his impressions of the Order. Among other things, he made request to know if there was any little book which would tell a young man the things he would most like to know about Masonry—what it was, whence it came, what it teaches, and what it is trying to do in the world? No one knew of such a book at that time, nor has any been found to meet a need which many must have felt before and since. By an odd coincidence, it has fallen to the lot of the author to write the little book for which he made request fourteen years ago.

This bit of reminiscence explains the purpose of the present volume, and every book must be judged by its spirit and purpose, not less than by its style and contents. Written as a commission from the Grand Lodge of Iowa, and approved by that Grand body, a copy of this book is to be presented to every [viii]man upon whom the degree of Master Mason is conferred within this Grand Jurisdiction. Naturally this intention has determined the method and arrangement of the book, as well as the matter it contains; its aim being to tell a young man entering the order the antecedents of Masonry, its development, its philosophy, its mission, and its ideal. Keeping this purpose always in mind, the effort has been to prepare a brief, simple, and vivid account of the origin, growth, and teaching of the Order, so written as to provoke a deeper interest in and a more earnest study of its story and its service to mankind.

Communities Succeed in Eliminating Water Fluoridation

By Dr. Mercola
After generations of misleading propaganda about the benefits of water fluoridation, the truth is finally getting some traction.
According to the former EPA risk assessment scientist, Dr. William Hirzy, water fluoridation still remains a government policy because of “institutional inertia [and] embarrassment among government agencies that have been promoting this stuff as safe.”
Indeed, contrary to popular belief, the science clearly demonstrates that fluoride is a toxic chemical that accumulates in your tissues over time, wreaks havoc with enzymes, and produces a number of serious adverse health effects, including neurological and endocrine dysfunction. Children are particularly at risk for adverse effects of overexposure.
Yet despite the scientific evidence against the practice, the United States lags far behind other nations in acknowledging the mistake and ending this tragic “public health” measure. As usual, the big lie must continue to protect faith in long term public health policies and agencies.
As a result, individual communities around the US have taken up the fight to end water fluoridation in their own local areas. Today, Dr. Paul Connett and I are pleased to report a number of victories, both in the US and abroad.

An 8-Year Long Fight Ends in Victory, Yet Trouble Brews

Dr. Paul Connett, PhD, a chemist and executive director of the Fluoride Action Network (FAN) is a recognized leader in the fluoride education movement, spearheading the organized efforts to remove fluoride from our water supply in the US and elsewhere.
One of the organization’s past victories took eight years to secure, namely the phasing out of sulfuryl fluoride, which is a toxic fumigant. In the face of defeat, the chemical industry has resorted to blatant political maneuvers to protect their toxic income stream.
“This was a major victory for us after [FAN] was formed in 2000. It took us eight years to get the EPA Pesticide Division to accept our objections to the use of sulfuryl fluoride by Dow AgroSciences as a fumigant on food,”Dr. Connett explains.
The idea of using sulfuryl fluoride as a food fumigant was extremely worrying as it not only leaves toxic residues on food, but can be lethal to humans in its pure gas form—the form in which it is applied to the food. According to Dr. Connett, people have died during the application of the fumigant.
When applied to food, it breaks down into free fluoride. Many American children are already heavily overexposed to fluoride, so this added source of exposure can only worsen matters. (Organic foods do not permit its use.)
FAN argued that the Food Quality Protection Act requires companies who want to market a pesticide to show that the cumulative dose—meaning the dose that will end up on the food as residues, plus already existing exposure from other sources—will not exceed the safe reference dose. Dr. Connett explains what happened in this case:
“We were able to show, very easily, that millions of children are already exceeding the safe reference dose of fluoride from a combination of sources – in the water, toothpaste and other dental products, pollution, and so on. No way should the EPA allow Dow to add more fluoride to the food supply.
Eventually, after going backwards and forwards for many years, and threatening legal action with the help of the Environmental Working Group (EWG) and Beyond Pesticides, we eventually got the EPA to agree to accept all our objections, and they announced that sulfuryl fluoride will be phased out in three years.”
Again, this was a major victory at the time, but Dow did not back down. Since then, they’ve done everything in their power to stop the implementation of the EPA’s decision—and in a manner that is quite worrying. First, they tried to introduce an amendment to the Farm Bill that would have allowed them to continue using sulfuryl fluoride, which meant subverting the EPA for doing its job.
“The EPA listened to the science. They agreed with us. They said, 'We’re going to phase it out.' But through the back door, Dow tried to get the Farm Bill to get it in.”
Fortunately, they didn’t succeed. Congress kept that amendment out. But, Dow came back again, this time using the 2014 House Appropriations Bill to cut back a lot of EPA’s work, including that relating to sulfuryl fluoride.1 In essence, the bill would prohibit the EPA from obstructing Dow’s use of this pesticide/fumigant!
