Monday Gloucester Government Employee Corruption Report

























7:45 AM Monday morning, September, 30th, 2013, Van number 226, Gloucester County Government vehicle, pulls into 7-Eleven in the courthouse area along route 17.  One man gets out and goes into the store.  Then what?

























He goes across the way and over to McDonald's.  Here you see him driving around the building checking out his surroundings to make sure he isn't being watched.

























Here is the guy driving that van.  He just finished placing his order at the drive up window at McDonald's.  Sorry the picture is fuzzy but anyone recognizer this guy?  It does not matter, all anyone has to do is look up who had van number 226 today.

























License plate 117-607L.  So this guy starts his little adventure at 7-Eleven and then goes to McDonald's, all on your money.  If anyone doubt's the location, we have plenty more pictures of this vehicle at these two locations.  We only seethe need to post so many though.

Vehicle number 23, Public Utilities.  Came out of WaWa at 9:05 AM.  We caught them as they were coming out.  This shot is after the fact going down 17 south.  They were not buying gas.  The county has it's own gas pumps for government vehicles.  More government employees playing around on your tax money using officials vehicles for personal use.

As we continue to say and continue to show.  Gloucester, Virginia officials are incapable of following any rules and think that rules only apply to others and not them.  How many months have we been showing this and the county does nothing about it?  Oath of office means nothing.  Laws mean nothing.  Rules mean nothing, except when it works in their favor.  These people have to be so proud of themselves these days.

Gloucester, VA Government Employee's Violation Mondays Is Back Again.


























7:40 AM Monday, September 23rd, 2013, Parks and Recreation employee at McDonald's at the courthouse area.  McDonald's is the new Hardee's?  Looks that way.


























Proof that he was going into McDonald's?  Yep, that's him heading in now.





















Here comes our boy now.  He's smiling as he just got his happy meal.  Truck number 67.


























7:50 AM.  Public Schools van pulls up and is ordering at the drive through.  2 people in this van.



























Van number 273.  License plate number 169-938L.  Once again, same McDonald's up in the courthouse area on route 17.

8:40 AM, Public Schools.  One male parks and goes inside to order takeout.

This picture shows that the truck is in fact parked at McDonald's.  I saw three separate vehicles here today.  Last week I saw that this is the new Hardee's stop, so this is where I focused my own time.

So if you need to find a Gloucester County Government employee, they are no longer hanging out at Hardee's they are now after those happy meals.  To reach them when they are not at their designated site just call McDonald's at the following phone number, (804)-684-4810.  Guess when we recommended that other fast food restaurants complain about all the Gloucester County employees going to Hardee's, staying away from the other fast food places, McDonald's was the one who actually complained.

  What about Burger King?  Sonic's? or Chick-Fil-A?  Why are the Gloucester employees breaking the laws just to hit McDonald's only now?  Is it that maybe these employees are being sent here to pick up breakfast for Branda Garton, Ted Wilmot or The Kiser?  Now these folks all know that this activity is illegal.  Why do they continue to break the laws each and every week costing all the tax payers untold small fortunes?  Criminals with no regard for the law.

And today of all days when county officials are having the swamp school ground breaking ceremony for the highly controversial swamp property?  Are these employees trying to make fools out of the Gloucester officials?  That really does not take much at this point does it?  Happy Meals now on wheels.  Why do officials still have jobs?  Has it become that in order to move up in the world, you have to show very high levels of incompetence?  If that is the case, the local jails are filled with people more than qualified to take over these jobs and probably do much better at them.

Tracking Government Employees - What Gloucester, VA Needs Now

In an effort to reduce the abuse of city-owned property, Jersey City implemented a new program for public employees who use city-owned vehicles for their job. Now they are able to track those vehicles with a smartphone app while they are both on and off the clock to see where the vehicles are.

The app uses a GPS tracking system that is installed in the city-owned vehicles to keep track of their locations at all times. Mayor Steven Fulop says, “We can track where they go, how long the ignition has been on for or off for, what the stops are, how long they’d been at each stop, so it creates another measure of accountability.”

The city wants to make sure that public employees are doing the job they’re supposed to be doing. They are tracking vehicles stops, joy rides and after hour usage to see if this device can help save the city money.

Before this app was implemented a public employee was caught after hours using a city vehicle to pick up a prostitute.

The mangers of the city’s Public Works Division are the ones responsible for monitoring these vehicles in real time to make sure employees are where they are supposed to be.

A private company is paying for the pilot program in Jersey City.

This looks like just what is needed here in Gloucester.  We have been reporting on local abuses for months now and county officials can not get it under control or are incapable of doing so or have no intention of doing so.  We don't know what their excuse is, but that is all it would be, an excuse.

Gloucester, VA Government Employees Happy Meal, Literally



























This is a picture from behind McDonald's up at the courthouse area in Gloucester, Virginia on Monday morning, 8:20 AM September 16th, 2013.



























This is a picture of yet another Gloucester, County Government vehicle parked at McDonald's at 8:20 AM Monday morning.  Numerous occupants inside having breakfast, most likely on the payroll clock, at your expense, using a county vehicle for personal use yet again.  Well maybe this picture is a little hard to tell that the white truck is actually a county vehicle.


























This is a closeup of that vehicle.  Public Utilities truck number 20.  Guess they were inside having happy meals?  Was this the only vehicle seen at McDonald's or anywhere else today?  Heck no.  I saw two other county vehicles come out of McDonald's before I took out the camera today.  I saw another county vehicle at 7-11 before taking out the camera today.  I saw a brand new Van, unmarked, State government tags, full size, silver, at Dollar General today at about 10:000 AM.  The occupant, a female, was shopping  on payroll time.

Over the past several months, I have been posting pictures and information sent to one of our email accounts about this kind of abuse going on in the county.  I wanted to see it myself.  Sure enough, it is everywhere.  Nothing has been done to stop this despite the fact we have shown county and state codes that forbid this kind of abuse.

  All that is left at this point is to file and request an investigation into the county for waste, fraud and abuse.  The person ultimately responsible should be fired for cause.  I am going to file for those investigations to take place as soon as possible.  I will testify myself to what I have seen and all the evidence I have collected.  This is your tax dollars being wasted by a county who keeps playing shell games to raise your taxes even further, writes ordinances to abuse county residents in our opinion, and can not follow their own ordinances or state codes but still want you to and will prosecute you at the drop of a hat.

  Exactly how is this fair?   County officials continue to show they are criminals with no regard for the law.  (We are using their own terms against them as this is what they have told numerous people whom they have filed charges, using county ordinances, against area residents that were not in accordance with state code and managed to get full prosecutions against them).  A rigged court system, again in our opinion.

Gloucester, VA School Board Ready To Contract Construction Without Funds

According to the Gloucester, Mathews Gazette Journal, The Gloucester School Board is ready to sign a contract with Oyster Point Construction of Newport News.  Problem is, the School board does not have the money in any account to do this.

  From what we have seen of the State law, the county is ready to move forward in violation of the laws and they could care less in our view.

Let's once again look at those laws.


§ 15.2-1238. Certification of sufficient funds.
Except in emergency, no order for delivery on a contract or open market order for supplies or contractual services for any county department or agency shall be awarded until the chief financial officer has certified that the unencumbered balance in the appropriation concerned, in excess of all unpaid obligations, is sufficient to defray the cost of such order.
 

15.2-1239. Orders and contracts in violation of article.
If any department or agency of the county government purchases or contracts for any supplies or contractual services contrary to the provisions of this article or the rules and regulations made thereunder, such order or contract shall be void and the head of such department or agency shall be personally liable for the costs of such order or contract.

§ 22.1-175.5. Capital School Projects Fund.
A. The governing body of any locality which is awarded a grant pursuant to this chapter may authorize the local treasurer or fiscal officer, by ordinance or resolution, to create a separate escrow account upon the books of the locality, as described in this section. Upon the adoption of such ordinance or resolution, the treasurer of the locality shall place such grant awards into this account.

B. The escrow account shall be known as the "County/City/Town of ____________ Capital School Projects Fund." All principal deposited to such fund, together with all income from or attributable to the fund, shall be used solely for (i) construction, additions, renovations, including retrofitting and enlarging public school buildings, infrastructure, including technology infrastructure, and site acquisition for public school buildings and facilities or (ii) debt service payments, or a portion thereof, for any such projects completed in the previous ten years if so designated. No disbursement from the fund may be made except upon specific appropriation by the governing body in accordance with applicable law. If a locality establishes such a fund and designates any portion of the funds deposited therein to pay debt service for (i) any general obligation of the locality held by the Virginia Public School Authority or (ii) any Literary Fund loan, the locality shall obtain an opinion of bond counsel that designation of funds to pay debt service on obligations described in clauses (i) and (ii) hereof does not adversely impact the tax-exempt status of such obligations.

C. All grant awards deposited in the fund, including all income from or attributable to such fund, shall be deemed public funds of the locality and shall be subject to all limitations upon deposit and investment provided by general law, including, but not limited to, the Virginia Security for Public Deposits Act (§ 2.2-4400 et seq.). Income, dividends, distributions, and grants accruing to the fund shall be retained in such fund and shall be expended only in accordance with the terms of this section.

D. Nothing in this section shall be deemed or construed to authorize a school board or school division to receive, hold or invest funds in its own name, nor to expend funds in the absence of a specific appropriation by the governing body of the locality in accordance with applicable law.

Now here is what we know, the county has not yet sold bonds to raise the money needed for the school construction for the new swamp school.  We all know this.  How can the School board, without having the proper funds move forward with committing to a contract when they do not have the money to do so?  Do you think they really care?  

Let's dig further into the local enquirer news story, the school board has a shortage of expected funding for hardening an area of the new swamp school.  What is hardening?  They are going to take a section of the school and ensure it is built to a code where that section of the school will withstand a category 2 hurricane.  But wait.  Why isn't the entire school being built to that standard?  A category 2 storm is what comes through here pretty much every year.  Isabel was a category 3.  Schools and homes withstood that for the most part.  But the school, according to the paper, will only be hardened in one area to withstand a 2.  That means we go back to the first step to rebuild another new school after the next big storm?

  Are these people serious?  They are already wasting your tax dollars on a new school that is not needed except by a local attorney who wants to make money off of his property across the street from what we see.  (That is only our opinion at this time).   Over 1,000 acres owned by local attorney Breckenridge Ingles.  

  They played a shell game on everyone telling us they need 5 million dollars for school repairs.  Money they had but spent it instead clearing out and refinishing another school they closed and are going to reopen as office space for themselves.  How is that about the children?  Are we all being held at gunpoint by these people?  Don't look to the local paper to figure this out for you, they know about it and won't cover it for any reason.  Instead they will just feed you the official spin.

The School Board is holding a ground breaking ceremony open to the public, September, 24th, 2013 at 4:00 PM.  Board of Supervisors expected to attend.  We recommend everyone show up with all the cash you have and just give all of it to them and plan on giving plenty more.  There is no reason for you to expect to keep any of it anymore.  If you do not have cash, bring your credit cards and allow them to max them out.  Do you have any investments?  Bring those too and be prepared to hand them over.  Title on your car free and clear?  Bring it to them and let them take out a title loan in your name.  Maybe they will have representatives from the payday loan places and you can sign for a loan letting the county take the cash while you get the payback note.  Bring your gold and silver or any other valuables you have and let County Officials pawn it in your name.  

  Sorry, they are not accepting your children though, they cost money to maintain.  Just send them to the swamp school for fun and games with all the frogs and snakes.  You might even get them back at the end of the day if the school does not play SS Titanic first and sink back into the swamp groundwater.


Don't take your eye off your loved ones if you attend.  No one want's another occurrence like the one above to happen again.

Our own recommendation to Gloucester Officials is do not delay in signing, sign the contract as fast as possible.  Then read the law afterward.  No one is watching.  Really. Take our word for it.
