Gloucester, VA - Senior Animal Control Officer Opening - Jobs




Gloucester County has an opening for a Senior Animal Control Officer.  All the details are above.  It turns out that Carl Shipley, head of Animal Control is retiring after 22 years.  Or is he being forced out for making the Board of Supervisors look bad a few weeks ago when we showed that the Gloucester Animal control laws were not in compliance with what the Board of Supervisors had passed and approved back in February of 2013, in order to get into compliance with state laws.  We covered this extensively a few weeks ago showing all the documents and exactly where the county was out of compliance.



This document shows all the animal control ordinances as they appeared on Gloucester, VA's website a few weeks ago.  3-15 is out of state compliance as well as what the Board of Supervisor's had authorized for compliance in February of 2013.  Since then , that section of the site has been locked out from public view and you are now taken to municode to view the ordinances as they are within compliance of state code.

Here is the original information from the Board of Supervisors on what they passed back in February.  By the way, we were the ones who argued the original  ordinance violations to begin with.

So why is the job open?  Because Carl (Chuck) Shipley is retiring.



There is a question that we have if the county has forced this on him as he may have been the one who altered the information on the county website?  There is a lot of issues surrounding the entire Animal Control department that we have documented on this site as well as here,   https://sites.google.com/site/gloucestervanews/

Deborah Samson and William Bradford of Plymouth



Liberty's Kids, episode 34, Deborah Samson, Soldier of the American Revolution.  This story is incredible in more ways than one.  The story is not only true, but Deborah Samson is also descended from William Bradford.

In 1778, she wanted to enlist in the army as a Continental soldier. Women were not allowed to do this, so she disguised herself as a man. She had little difficulty passing as a man because she was five feet seven inches in height, which was tall for a woman at that time. On May 20, 1782, she successfully enlisted in the army on the master of Master Noah Taft of Uxbridge, under the name of her deceased brother, Robert Shurtlieff Sampson,[1] and gave his/her residence as Uxbridge, Massachusetts.[1] Her signature still exists in the Massachusetts records.

Sampson was chosen for the Light Infantry Company of the 4th Massachusetts Regiment[1] under the command of Captain George Webb. The unit, consisting of fifty to sixty men, was first quartered in Bellingham, Massachusetts and later the unit mustered at Worcester under the Fourth Massachusetts Regiment, commanded by Colonel Shepard.

Sampson fought in several skirmishes. During her first battle, on July 3, 1782, outside Tarrytown, New York, she received two musket balls in her thigh and an enormous cut on her forehead. She begged her fellow soldiers to let her die and not take her to the hospital, but they refused to abandon her. A soldier put her on his horse, and they rode six miles to a hospital. The doctors treated her head wound, but she left the hospital before they could attend to the musket balls. Fearful that her true identity would be discovered, she removed one of the balls herself with a penknife and sewing needle, but her leg never fully healed because the other ball was too deep for her to reach. On April 1, 1783, she was promoted and spent seven months serving as a waiter to General John Paterson. This job entitled her to a better quality of life, better food, less danger, and shelter.

After the peace treaty was signed, everyone thought the war was over. However, on June 24, the President of Congress ordered George Washington to send a fleet of soldiers to Philadelphia, Pennsylvania, to aid in squelching a rebellion of several American officers. During the summer of 1783, Sampson came down with malignant fever and was cared for by a doctor, Barnabas Binney. He removed her clothes to treat her and discovered the cloth she used to bind her breasts and, thus, discovered her secret. He did not betray her; he took her to his house, where his wife and daughters housed and took care of her.[4]

After Sampson recovered, she returned to the army, but not for long. In September 1783, peace was assured through the signing of the Treaty of Paris. November 3 was the date for the soldiers to be sent home. When Dr. Binney asked her to deliver a note to General John Paterson, she thought that her secret was out. However, General Henry Knox never uttered a word; instead, she received an honorable discharge from the service, a note with some words of advice, and a sum of money sufficient to cover her expenses home. On October 25, 1783, General Knox honorably discharged her from the Army at West Point, after a year and a half of service.

Gloucester, VA Taxes Will Be Going Up

In a 4 to 2 vote with one absent, the Gloucester, VA Board of Supervisors voted to increase taxes on all county residents despite arguments against.


The issue before the county board last night was the school bond issue.  17 million dollars was approved by the Board of Supervisors with 4 voting yes, one absent and two voting no.  A number of legal issues are seen in this and we will be covering all the material for the rest of this month.

  What is not questioned, money desperately needed for school repairs.  Though no evidence of this need was provided by those seeking money for the repairs, we have no reason to doubt the need.  What was in fact brought up, why was money spent on reconstruction of one school closed and now being converted into county office space when these people already have office space?  Money that should have been used for the much needed school repairs?  This was a very reasonable question that was brought up and ignored.

  As we predicted and told everyone here on this site, the bond issue was going to be passed no matter what.  Another area brought up during this meeting that you may have missed, the talk about closing yet another school in the county.  You read that right, talk has already started about closing another school in the county and yet a 12 million dollar bond was approved to assist in the funding of a new middle school.

  Again, the question was brought up asking the Board of Supervisors, how much money did they leave on the table by not rebuilding the old Page Middle school.  The Gloucester Board of Supervisors simply refuse to answer that question.  What are they hiding from the public?  The two board members who voted against this pure waste, Ashley Chriscoe, at large representative and Andrew James, Ware District representative.  Bravo to these two brave men for standing up for what was right.  Absent from the vote and the floor last night was Christopher Hutson, Gloucester Point representative.  

  Three board members voted yes who are leaving the board at the end of the year, so had little to lose.  Or do they?  We will be exploring more on the legal issues surrounding this matter.  We will also be putting the video here on this site.  There are a number of issues everyone needs to see.  And again we will be showing what the state says about how these matters must be legally handled and we do not see this matter being properly structured to meet the law.

  All of this on top of all the local waste these officials are allowing to continue with employees using government vehicles for personal use.  These folks have no shame.  There were a number of other issues we found during this meeting that we are going to explore that have all the marks of higher costs due to lower usage.  Stay tuned, we are going to cover what the papers will not touch and what you need to know.

Gloucester, VA Government Employment Policies On Personal Use of Vehicles

Gloucester County Government Employment Policies.  Latest edition is dated 2007 with no updates.  This is the latest version the county has.  What we are going to ask you to look at is Section 13-27 Use of County Vehicles;  Personal use of vehicles is strictly prohibited.  The policy is second to last on the above list.  This list comes from the counties own website.  We don't make up their rules.  They do.  Do they follow them?  Not that we see.  Anyone else see it?

More Issues With New Middle School Location - Gloucester, VA

























































The site for the planned new middle school, across the street from the one the county tore down, is on top of swamp land?  From what anyone can see, all the land all around this location is marsh or swampish.  The county has brought in incredible piles of dirt to cover over all the swampish areas and as it presently stands, it looks okay.  However, according to one engineer we spoke with, no new structure will be sound there if piles are not put in to support the new structures.

  Are county officials looking to waste taxpayer money on an incredibly bad plan?  We have already questioned the legality of how they are going about getting the new bond, we also had to question the present location based on sea level risings.  Now we see that the new two story middle school is to on top of wetlands?  The above pictures were sent to us from the same folks who sent us pictures of the Gloucester Government employees parading at Hardee's to show how they like to waste your hard earned tax dollars.

  If anyone wants to question the wetlands area at this location, by all means drive by there and walk around the area and judge it for yourself.  Or take the word of officials who can't even control their own employees.  If you can't find a Gloucester Government employee to talk to about this, try Hardee's restaurant.  We posted the phone number on the last post.  Or just drive right up the street and you will likely find them there.

Gloucester Officials Out Of Control? Pictures Continue - Parade?


























































Gloucester County Utilities Vehicle number 285 at Hardee's this morning at 7:55 AM, Monday, August 5th, 2013.  Two employees got out of this vehicle and went into the restaurant.  On the clock?  Unknown.  Personal use?  You bet.  We heard back from one person at the Gloucester Mathews Gazette Journal who informed us of the following, "stopping by hardees is a de minimus errand".  

  Well we did in fact check into that response.  Here is what we found.

You can not justify this use.  State code is very clear.  " D. The use of such vehicle shall be limited to official state business."  Stopping at Hardee's does not constitute state use.  It is personal use.  You can not blame the employees either, it's the officials in charge that are not in charge and the employees learn this from somewhere.  It's not the employees that need to be held accountable, it's the officials that are clearly not in charge and that have set the examples.

  And again, we have to seriously question why anyone would allow these people to gain access to 17 million dollars for a middle school that is not needed when there is one down the street we are told is not needed that could be used.  Make all the copies of these pictures you want.  The folks who sent them to us told us they do not care who uses them at all and release all claims to licensing and or royalties.  They just want all this abuse to stop and their taxes lowered.  Not raised because of careless officials and lack of care for taxpayer dollars.  It's a parade of abuse?

Gloucester, Virginia Officials Need A State Investigation




















































Gloucester County government vehicle number 231, at Hardee's today at 7:41 AM.  Once again, this is a school board vehicle.  This employee may have gotten the memo about using a county government vehicle for personal use is a violation of Virginia State code so you do not want to be caught at the drive through window at Hardee's?  Way around that?  Park the vehicle outside and walk in and have breakfast instead?  More time on the clock at taxpayer expenses?

  

All this the day before Gloucester officials are going to tell you that they have to have 17 million for a new school that the county must have while renovating another school down the street they closed because they said it is not needed.  We can not see any reason to believe them.  How many times to we need to keep showing this over and over with all new employees and all new vehicles.  It's non stop.  In the picture above, you can actually see the Hardee's sign reflection in the vehicle.

  Maybe officials need to investigate if there is something so addictive in Hardee's food that county employees can not keep away from it.  What's even worse, these are school vehicles.  What is it saying about the quality of education?  Junk food is not a good choice day in and day out.  Another reason why American's are so fat?  Will a Hardee's be included in the new school that we simply do not need?  What message are Gloucester officials sending to everyone here in the county?  We do not care about the stinking state laws, we make our own?



We don't make the state laws or codes.  We are not even trying to interpret them.  We are showing them here though.  Beyond ridiculous.  Click on the icon in the bottom right hand corner to read the state codes better.  This will open the document into full screen.  

  Now we are sending this to county officials, as well as delegate Keith Hodges and several people at the local paper.  The question we have for the paper, we have been reporting on these abuses for weeks now and not one single reporter has bothered to check on the facts themselves.  We have a serious case of massive waste and abuse going on but it's not news?  Aunt Margaret planting bulbs is news?  It's tabloid fluff.

Gloucester, Virginia Abuses Continue










































Gloucester County officials continue to prove that they have no control over their employees and no regard for state laws or codes.  This is yet another Gloucester County, Virginia official vehicle being used for personal use at the drive up window once again at Hardee's in the Gloucester Courthouse area.  Vehicle number 273, white van with county emblem in the side.  School board.  Time pictures were taken is 7:20 AM.

To top this off, Animal Control was seen leaving this area at 7:13 AM this morning.  No pictures could be taken in time according to our sources.  

  Again, these are the same people who are going to tell you tomorrow night, why they need 17 million dollars to build a school that they say is needed after closing another school down the street they say is not needed.  Is the money going for covering the practices of waste and abuse as we keep seeing here?  

  While writing this article, more pictures of more Gloucester County employees at Hardee's this morning are still coming in.  And we do not mean just one more.  We are getting flooded with these.
