Gloucester, VA BoS Meeting Notes and Spreadsheets, March, 2014

Gloucester, VA School Budget Compiled Spreadsheet. from Chuck Thompson

Above is posted once again the video from the most recent Board of Supervisors meeting held March, 18th, 2014 with notes from local resident Mr Mowry as well as spreadsheets provided by Mr Mowry showing allocations of taxpayer dollars as utilized by the county as well as the school board.

What is troublesome is the fact that both the county and the school board have increasing wages each and every year.  In this economy where most people have not seen raises in years or very little in the way of raises, county employees have been enjoying wage increases all along and they are budgeted for more over the coming years.  We know Federal employees who have not received wage increases in years until this year and all they are getting this year is a one percent increase and for 2015, they are only scheduled for another one percent increase.

The Daily Press just did a comparison story on counties throughout Hampton Roads and most counties have cut payroll, employees, and halted raises.  That report started with the Sunday March 9th, 2014 paper.   How are Gloucester officials justifying these pay raises in this economy?

It looks to us like there are many areas that can and should be cut back and or even eliminated.  The single largest tax hike in recent history if not in all American history has hit most Americans and it's well known as Obamacare.  How much more pressure can people take?

Gloucester, VA School Board Meeting Video, March 11th, 2014

March 11th school board meeting here in Gloucester, Virginia.  Turn the volume way up on the video itself and then turn the volume way up on your speakers.  It's near impossible to hear these folks.  You have to wonder if this is done on purpose.

Gloucester, VA Boards, Enhancement Thru Consolidation

The days of dysfunction between the Gloucester Board of Supervisors and the Gloucester School Board needs to come to an abrupt and immediate end.  We all know the school system will be funded; so why is school funding once again being used as a political tool?  The Gloucester Board of Supervisors has always fairly funded the public education process for “all youth” within the County.  What has been done with those funds has been completely left up to school staff and the School Board.  As things are now; the School Board and school staff are overburdened with way to many distractions that take their time and efforts away from concentrating on administering a high quality and fully complete K-12 education process.

The School Board members are bound by the duties of their office to first and foremost oversee the administration of such an education process.  However, School Board meetings focus primarily on managing school system support items with very little time spent on the actual education process.  Most of the distractions that are taking the focus off of the actual education process can be eliminated by consolidating numerous school system services with County services.  Transportation, construction, facilities maintenance, land acquisition and use, grounds keeping, internet technology, finance, after school hours facilities use and any other overlapping services not directly related to or required for the hiring and management of school system employees or the administration of the education process should be consolidated with compatible County departments and be overseen by the Board of Supervisors.  Making these changes will allow school staff and the School Board to focus on enhancing the education process and will make the school system unusable as a political tool. Nothing will ever improve if the two boards don’t start getting along.  I wonder how many times in a year does a first grade teacher say to their students, “Now let’s all get along.”

Gloucester, VA Board of Supervisor's Meeting Video, March 2014

Gloucester, VA FY15 County Administrator's Proposed Budget from Chuck Thompson

Notes from Mr Howard Mowery as presented in the above video, during the Gloucester Board of Supervisor's meeting.

1.   Everybody is waiting with baited breath tonight for the new fiscal budget presentation. As in, the past government has lost itself in the process of new initiatives (that reduce costs) and accomplishes those innovations that pare down the size of government.

As the current Board said in January NO Tax Increases, the first part of NONE is NO. Line 2 of the budget presentation say “quote, if items and / or initiatives are added to my proposed budget to such an extent that it would require a tax rate higher than advertised, we will have a problem. Legally, we will need to re-advertise the higher rate and conduct another public hearing, which just will not be possible given our tight time line. Unquote”

Suggesting a 3-cent Real Property and 30-cent personal Property tax increase is out of the question. It is management’s responsibility to shave, re-align, eliminate, or cut all redundant or duplicated efforts to reduce government costs.

Even if necessary by reducing the hourly workweek, but not affecting Public Safety or necessary services required by law. There is not government process administratively that cannot be delayed for a few hours or days that will upset the average conservative taxpayer. There are exceptions that are on specific time and contract schedules that can be resolved especially by incorporating more effective software programs were input can be evaluated electronically and be people reviewed.

I look forward to hear this presentation to see where new cost effective initiatives are being imported.  The need for a tax increase and a public hearing for that purpose is not necessary due to our strained economic conditions and a future at the national level that may have severe impacts on the local populations as the government attempts to reduce our readiness to maintain the republic, which in turn influences the local economies of the region.

I thank you for the time.

Gloucester, VA Container Use Ordinances and Codes Updated

17 Courthouse Area, Container in the back visible from the highway.

Closer view of the container on the left back side.

Route 17 south, Ordinary.  Container to the left in back.  Visible from highway.

As the one directly above only more of a side view.

Route 17, south, Gloucester Point.  Container next to billboard.

Route 17 South.  Container barely, but, still visible from highway behind shop.

Route 17 South, Container sticks out just enough from side of building to be seen from highway.

Route 17 South.  One container stuck out from side of building just enough to be visible from highway.  When we went back behind area this is what we saw.  4 Containers.

Route 17 South.  S&B Muffler and Brakes.  To the right of the building behind little dumpster.  Very visible from highway.

Again, we are not picking on any business by any means.  The board of Supervisors are looking at ordinances that will affect the future use of containers on any property in the county.  At the moment, every single one of these businesses are in violation of county ordinances.  The county does not enforce these ordinances in any way unless of course, you are foolish enough to ask for the county's permission.  Best advice?  Do not ask for permission, just do it.   If you get questioned, refer them to this site.

Gloucester, VA Storage Container Use Ordinances

Gloucester, VA Zoning Codes For Containers, 2014 from Chuck Thompson

Above are the present ordinances for the use of storage containers in Gloucester County and the proposed new ordinances for the use of storage containers.  Below is a series of pictures that show a complete lack of anyone following present use ordinances or proposed new ordinance guidelines.  So what is the sense of even bringing it up?

As seen right on route 17 south, Gloucester.  Hayes area.  Not one, but two.

Two storage containers right there in plain view on route 17 South in front of a vacant business.  Vacant.  Where is the compliance?  Where are the required permits?  These have been here for over one month.

Wait, there is more.

Two more storage containers in plain view from two roads, one of which is route 17.  These are located on the grounds of the Salvation Army.  We are not picking on any business for this report.  We are showing that there is no enforcement of present ordinances, and that these containers would still be in violation of any changes to the present ordinances.

The above two pictures are showing yet another container located on the property of Franktronics.  Visible from two roads including route 17.  Again, this is not to pick on any business.  But it becomes a fair point to ask, are a few exempt from the laws of the many?  Is this sound business?  What messages are you giving to potential new businesses that are looking at Gloucester as a potential area to expand into?  They can but you can't?  Laws only apply to those we choose to make them apply to?  The land of the chosen few?

And what messages are you delivering to present business owners in the area?  Again it becomes the same mantra.  The land of the chosen few?  Ask not what Gloucester can do for you.  Ask what Gloucester may do to you?
